Reading this blog it seems like MR is going to win and SF is going to get humiliated. The blog world and the ground reality may be different. May be not. I'll soon find out when i visit Mother Lanka in a week. Over the phone all my friends seems to be depressed. They simply don't care who wins. All they think about is economy. Not as a country, but personal economy.

All they think about is a flashy car, air conditioning in the house, HDTV, International schools, how to get out of the country etc, etc. US attitudes towards Sri Lanka? Nobody gives a hoot. They have already forgotten the war.

Who ever promises duty free cars, motor cycles, buses, internet, International schools, electronic stuff are going to win.

I think having JVP on SF's side is a major advantage. Though they cannot get votes for themselves they are good at doing them for others.

I am surprised nobody in this blog comments on MR having SB, TNA, Karuna, Pillian on his side. Are they any better than Ranil?

Lanka ready to share evidence to arrest Rudrakumaran

The Sri Lankan government says it is ready to share intelligence and evidence with US authorities, if the need arises, in order to secure the arrest of senior LTTE activist V. Rudrakumaran who is believed to be operating from the US.

Government Defence spokesman Minister Keheliya Rumbukwalla said the government hopes to gather evidence on the links between Rudrakumaran and the Tigers through the ongoing interrogation of Kumaran Pathmanathan (KP) in order secure his arrest.

US Assistant Secretary of State for South and Central Asian Affairs Robert Blake, speaking to reporters in Colombo yesterday, said that Rudrakumaran could not be arrested as he had not committed any crimes on US soil.

When asked to respond to the US position on Rudrakumaran, Minister Rumbukwalla told Daily Mirror online Sri Lanka is hopeful that with sufficient evidence the LTTE activist can be arrested in the United States.

The Minister said that the US authorities had previously arrested and prosecuted LTTE personnel after gathering sufficient evidence against them.

“Maybe with enough evidence we can convince the US authorities to arrest Rudrakumaran. This matter involves the legal systems of both countries and thus it is not simple,” he said.

Following its military defeat the LTTE formed a team under US-based LTTE legal adviser Visuvanathan Rudrakumaran to work on the formation of a Provisional Transnational Government of Tamil Eelam.

Rudrakumaran, the son of former Jaffna Mayor Viswanathan, has been closely involved with the LTTE and has represented the outfit in several peace talks with the Government of Sri Lanka.

With the arrest of Kumaran Pathmanathan (KP) the next most senior LTTE activist is believed to be Rudrakumaran who had recently announced that an election with the participation of the Tamil Diaspora will be held next year to form the Transnational Government.

Sam, I didn't say MR is a dictator. He is one of the best we had as a leader in this country. I am against corruption in his regime or his inability to control it.

A tough leader is needed to discipline our society, law enforcement agencies, judiciary and instill accountability, responsibility in to the general public.

By the time a politician reaches the top slot he is corrupted to the core. We need an apolitical leader. I am still willing to gamble with SF.

So many hearts were bleeding for four arrests in Borella few days ago. But now it looks that they are criminals to be arrested.

We noticed that same thing was happening when the white vans arrested pussycats. Sirasa and pussycat media, also the pro-pussy bloggers here were calling them abductions and to be investigated. Later to find out that arrested ppl are top level pussycats.

It is pathetic why some patriots have fallen to that low right now. Funniest thing is that these ppl are calling for the complete irradiation of corruption, and a dictatorship to do so. But they cannot bear a police intel unit arresting a bunch of corrupted crooks secretly.

1. it is NOT about mccain/bush having more experience than obama. it is about obama having 10+ years political experience and SF having ZERO experience.

This is SL and there are people who will vote for Fony "saying" 'NamakR threaten SJ' or 'Fony will give me 10,000'.

The real reason they vote for Fony is they hate MR and they are now in taking revenge from MR mentality and thats due to opposition (Mongal's LNW, JVP's LT, LeN, Sirasa etc) propaganda. Of course, no one has any proof against either MR or Fony and all depends on propaganda.

However, they can't (and won't) say this directly rather give us 25 bogus reasons (one contradicting another - they don't care or even don't notice) for voting Fonz.

Thus opposition propaganda is in success as expected. They even have created an artificial bogus 'wave' (trend). In contrast MR's campaign looks lost. I believe I could do better if job was given to me.

Opposition can give any promise - doesn't matter realistic or not. People need 'attractive promises' before elections to vote and after election it will be irrelevant. And any opposition is in a good position to sell promises but doing same is harder for any ruling party.

According to my estimate on ground situation general thuma has good chance winning PE. MR need to make development based 'positive' propaganda the main theme of his campaign. Mud slinging and 'negative' propaganda is ok but only in side not as main theme.

Politicians are generally at their worst during elections. However they get back to their old self post polls.

Media on the other hand is known for its kaleidoscopic behaviour. There are quite a few media entities – print, electronic and web that continue to display an erratic and venomous behaviour all the time. Another set of otherwise neutral entities tend to go bonkers whenever the politicians they back turn violent. The second scenario is largely attributed to financial benefits and other perks.

Media shows its worst possible face when it goes on rampage assassinating the characters of politicians.

There are two types of slander; one that quotes another, usually a loudmouth politician. The other is the concoction of bizarre stories based on whatever little one knows about a politician.

One is certainly not talking about allegations by or against President, General or Gota here. At least there’s some semblance of sanity and decency in the manner these campaign allegations are made despite the volatility and the inflammability of the subject matter. What one talks about here is a different kind of journalism, not a one that directly targets candidates but their key strategists and speakers, in the most loathsome manner. The plan is to keep the strategists and speakers occupied, busy countering the wild personal allegations levelled against them so that there would be hardly any time for them to devote to the candidate. How gross these potions are going to be is largely dependent on how frustrated the person behind the move is.

Speaking about frustrations, interestingly both the principle campaigns appear to be going at an unbelievably relaxed pace sans the venomous confrontations that many expected. One wonders whether it has got anything to do with the sense of humour, with which the backbenchers of both sides counter the allegations levelled against their respective candidates. However predictions are that it’s a matter of days before the Tweedledum and Tweedledee pair in the government, the ink-bathed politico (Mervin) from the holy city and the latest long jumper (SB) doing the honours, open the can of worms.

Visibility wise of course the resourceful government has made President Mahinda Rajapaksa almost omnipresent in the cities to a point that one wonders whether the whole of Colombo has been transported to the State of Tamil Nadu for a season. The ruling coalition seems to be capitalizing on the obvious delay displayed by the opposition in airborning of the swan, the latter however according to the opposition is a poll tactic. Some others attribute it to conflict of interests among alliance partners and financial constraints. However there are obvious disadvantages of being a late starter since an early lead always helps a presidential candidate. Even otherwise, people deserve to be witnesses of a robust competition.

Naval Capabilities, Naval R&D and Need for an Export Oriented Defense Industry for Sri Lanka.


As I had proposed some time ago at DW, we need to develop ATTACK HELICOPTER CARRIERS, perhaps using the merchant ships gifted to us by the LTTE, each able to carry up to two MI-24/MI-35 attack helicopters, with onboard capabilities to repair, maintain and rearm them.

These can be built by mounting landing platforms on the fore and aft decks of the vessel. More ambitiously, the entire superstructure of the merchant vessels can be lopped-off and relocated to one side of the vessel, with the landing deck running the entire length of the ship.

In addition, the stern can be equipped with a door to allow two or more fast Arrow type attack boats to be launched, for interdiction of enemy vessels on the surface, and boarding them, after the enemy vessels are overtaken and disabled from the air.

The purpose of such helicopter carriers would be to enable the SLN to effectively sweep the ocean far out at sea in DEEP OCEAN, and attack with massive firepower from the air if any slow or fast moving enemy vessels are found. We recall that the SLN had great difficulty in doing that in the last decade due to the lack of fast ocean-going fighting ships.

Typically, these heavier ships will not have the speed required to interdict fast smugglers/pirates/LTTE vessels on their own, but with the attack helicopters will be able to easily overtake them, and either destroy them, or disable and hold them until our surface vessels arrive.

With at least six such ATTACK HELICOPTER CARRIERS, we could cover the deep ocean around Sri Lanka from the ports of Colombo, Galle, Hambantota, and Trincomalee, and Kankasanthurai with one held in reserve as a backup ship.

These would be the MOST USEFUL types of ships to develop for the SLN, and offers a way to exploit the captured LTTE ships to defend our DEEP SEAS and the coastline.

SKILLS DEVELOPMENT & EXTERNAL SALES

The experience we gain in developing these ships for our own use, can be fruitfully leveraged to embed such skills and expertise in our own people, to build such ships for sale to friendly foreign nations.

In this way, we can offset the costs of Naval R&D, Naval purchases and Naval personnel.
This proposal falls under the umbrella of my often advocated idea of developing an EXPORT ORIENTED DEFENSE INDUSTRY in Sri Lanka to support the costs of our defense establishment, and to develop and maintain our skills in defense technologies.

Addressing the media briefing held at the Media Center for national Security today to commemorate the 59th anniversary of the Sri Lanka Navy that fell on yesterday, the Commander said the Navy offers the first point of security for the country, being an island and it has to guard both the High seas as well as the coastline of the country.

Commander Samarasinghe stressing the importance of preventing the vanquished terrorist outfit from rising again said that the Navy is striving to completely eradicate the illegal arms and human smuggling trade in the country.

There will be marshalling points along the coastline of Sri Lanka to monitor and prevent any illegal activities taking place on the beaches. The Navy will initiate a mechanism to ensure that no ship, boat or vessel of any kind to leave or enter any point of the island without the knowledge of the Sri Lanka Navy, the Commander said.

He said the Navy plans to expand both in manpower and infrastructure. It has already ordered six more Fast Attack Craft from Israel which are due to be delivered in January.

Addressing the Indian fishermen issue Commander Samarasinghe said the Navy is bound to aid the fisherman at all times. A proper management process is need to curb the illegal fishing in the Sri Lankan waters although the Navy has good bilateral relationship with the Indian authorities.

"It is a complicated issue despite all the friendship between the two countries which prevail," Vice Admiral Samarasinghe said.

our OPVs can carry at max ONE dolphin or similar helicopter. may be an alouette. these are light helicopters (< 5,000 kg) with no or very limited attack capability. we don't have them.

our OPVs are about 2,000 MT.

nothing more.

an Mi-24 weighs around 15,000 kg. needs a lot of stability to land.

a ship of at least 4,500 MT is needed to carry 2 light helicopters.

can't imagine the size of a ship (if there is such a ship) that can carry a Mi-24.

we might have to buy a light heli for the purpose. that would be one onboard.

also a few marshalling points should have a MIL, ready for action.

Agree with Moshe..Our OPVs (at least the one's purchased) from India cannot carry MI-24/35s..Their sister vessels in India usually carry Chetak multipurpose helicopters..Me reckons, being a deep ocean Navy should begin with getting more frigates, destroyers..Light helicopters and a few light subs can come into the picture gradually as well..

In Isreal both sides did ethnic cleansing. In around 1920s and 1940s then dominant muslims killed loads of innocent Israelites whom was a minority [as majority lived away fromthe land]. Moshe Dyan senior is a man who ran a counter cleansing movement to protect teh little surviving numbers.

In SL also cleansing happened in both sides. What ever the causes were however much ppl dies, the killings of 1958, 1983 were ethnically selective. And tamils did teh same in their regions. But today, of the four races in concern only Sinhala are non-racist.

4. As soon as Israel accepts the sovereinity of Palestine, Palestine must sign a defence treaty with Israel. The Arab league should recognize Israel and sign a peace treaty simultaneously.

I think that you have started a very timely discussion. We need to improve our naval blue water capabilities now. While we want to make sure that we coordinate our naval activities with India, we want to remain not subservient to India. That is why I believe that we have to build our own OPVs and destroyers here in CDL or any other company we start in Hambanthota. We need to think long term also, not just short term. What are the emerging threats in the near future and what are possible threats 50 years down the road. We even have to think of the unlikely possibility of disintegration of India in a very short time and possible invasion across Polk Straight. I am sad that our dream team did not remain cohesive to plan our future, but we need to people like general Fonseka to restructure our forces for future threats. Hopefully, Gota will get on to this cause.

What is the difference then?

The difference is the attitude of the people, framed along the years by the education & the culture.

On analyzing the behavior of the people in rich & developed countries, we find that the great majority follow the following principles in their lives:

1. Ethics, as a basic principle.
2. Integrity.
3. Responsibility.
4. Respect to the laws & rules. 5. Respect to the rights of other citizens.
6. Work loving.
7. Strive for saving & investment.
8. Will of super action.

In poor countries, only a minority follow these basic principles in their daily life.

Sri lankan navy should acquire the Milgem corvettes/frigates from Turkey.

These are stealth warships that have just begun to be produced by Turkey.

The average price tag is about $250 million per ship. They come in the corvette variety and the frigate variety.

Already Pakistan has shown interest in buy some and later building some of them in their dockyards. Bangladesh is also interested in these ships.

Sri lanka should also buy some of these stealth warships and build the rest in our dockyards.

If we start building these ships under contract, the tenchnological transfer would be a quantum leap for us.

This is great. We need to maintain our combat readiness for years to come. I hope that our soldiers get the same rigorous training that kept them in top shape in the recent past. On top of this, is is absolutely necessary improve our naval and air forces.

but i agree there should be Mi-24s in the formula.

best thing is to have them stationed on land corresponding to marshalling points.

Surface vessels like corvettes and frigates have their place, but the problem with relying on SURFACE VESSELS ONLY for covering the VAST Indian Ocean around Sri Lanka is that they are SLOW (compared to aircraft) and we can afford only a FEW OF THESE at 250$M a pop.

On the otherhand, a HELIOPTER GUNSHIP CARRIER offsets the SLOWNESS of the ship with the HIGH SPEED and the much larger 360 DEGREE RANGE of VIEW from the AIR of the helicopters, giving the COMBINATION the ability to PATROL and PROTECT a much larger area of the Ocean. A GUNSHIP has the ability to OBSERVE a much larger area of the sea surface from the AIR than a ship on the sea surface.

When engaged, a GUNSHIP can bring Massive Firepower to bear on the enemy from any direction.

Moshe said that the stability of the landing deck could be a problem with MI-24s. I don't think so. Landing Fixed Wing Aircraft on conventional carriers is much more difficult, but is now routine with superior landing instruments supplemented by arrester wires and nets for safety backup, and even steam catapults to assist take off.

In the case of VTOL (Vertical Take Off and Landing) aircraft such as helicopters, and hybrid VTOL aircraft such as the British built Harrier, it is VERY MUCH EASIER to land on a heaving and pitching deck. One method of easing the landing process during STORMS would be to drop light leader ropes attached to heavier tie-down cables from the craft to the deck; these can be then by pulled to the deck using power winches, and locked in place.

A section of each fore and aft deck should have a built-in elevator that would enable the MI-24, or other payloads, to be moved below the deck to the storage and maintenance areas. In this area, of course, the MI-24 would be again be secured to the floor with steel links and cables, preventing it from rolling around in inclement weather. In this way, the valuable MI-24s, and other assets, can be protected from the weather, and be maintained under all-weather conditions.

In addition to the MI-24 and the smaller routine-use helicopters, such a GUNHIP CARRIER should have a flight of VTOL UAVs (BTW, I am developing these for mine detection and/or battlefield surveillance dual-use) for routine surveillance. This would greatly expand the surveillance range of the ship, enabling the GUNSHIP CARRIER FLEET to perform its mission of protecting Sri Lanka's seaboard at reduced cost.

Yes the Milgem costs $250 million per ship, but that price for a stealth warship hard if not impossible to beat. We can buy a couple and then build a few more under license. This is what Pakistan plans to do to. Plus these ships can be used for WELL OVER 20 years and still be formidable because they are so high tech. Brazil just built one corvette last year for $260+ million and it was not even a stealth warship. The Milgem at its current price is a hell of a bargain.

Just imagine the tech knowledge we gain from building this stealth warship under license. This will be a quantum leap for our naval ship building ability.

Acquiring and building 8 milgems over 10 years will be about $2 billion. That comes to about $200 mil per year which we can afford now that the war is over. Not a bad price for a blue water fleet that will be with us for 20-30 years.

The milgems primary task should not be coastal surveillance but as the main naval force to be used to fight an external enemy(if it comes to that)

I like your helicopter idea, but for 1 hour of flight the gunships need about 10 hours of maintainence. This will be hard to keep up I think.

For coastal surveillance I would like Sri lanka to develop patrol ships similar to the the Sea-fighter vessel that the U.S. navy has developed. They have a SWATH hull that gives them incredible stability even in rough weather. Plus with the SWATH hull they can achieve speeds of up to 50 knots. They can also travel over 8000km without refueling. I think the US is planning to build one that can cross the Atlantic ocean without re-fueling.

These ships can also carry 2 helicopters and much more UAVs and are even capable of launching smaller boats.

Just imagine, these are cheaper to build and operate that a helicopter carrier and they are much faster and manuveurable, plus they can carry two helicopters and many sea-scanning UAVs in one ship.

If Sri lanka can reaserch-develop and build about 10 55m long sea fighter type vessels, we can truly control our oceans.

there is no instance, to my knowledge, ships carrying Mi-24s for combat. but we can use a DOLPHIN copter onboard our OPVs.

Mi-24s should be stationed on land close to marshalling points.

blue water combat should be left to sea caft.

more than anything we need RADAR that can scan the large swath of area. we don't have this.

seriously SL is considering (1) the possible (2) feasibility (3) of having a sattelite. its main task would be to monitor sea movements.

midget subs also make sense. that is an exciting possibility.

The core concept of my proposal is to combine slow moving surface vessels with fast moving VTOL craft such as attack helicopters, float-equipped smaller helicopters and UAVs, leveraging existing assets, to obtain a comprehensive DEEP OCEAN capability.

My proposal was not for near-shore coastal surveillance, but for DEEP OCEAN operations. Clearly, there is need for defending the coastline and the littoral waters. But, these is also a need to detect and interdict enemy operations thousands of kilometers away from our shores, and these need a DEEP OCEAN naval capability in contrast to a LITTORAL defense.

What are these deep ocean threats? For example,

1. The LTTE can use MOTHER ships stationed thousands of kilometers away in the Indian ocean to periodically launch terrorist operations against Sri Lanka. These ships will supply, launch and recover the fast terrorist vessels. As you know, the LTTE used this approach to bring in weapons and ammunition to the Wanni in the past.

2. The LTTE has established operational bases not only in Tamil Nadu, but in Thailand, Malaysia and Indonesia. Of grerater worry is that they may have setup permanent bases, largely beyond the oversight of national governments, in islands in the Indian Ocean such as those in the Andaman Island chain, the Maldives, to name but two. These islands are well beyond the normal operating range of our naval ships.

Onboard use of The MI-24s

Yes, the MI-24 consumes lots of fuel, but it is not meant for routine use. It is meant for those occasions when you need a mailed fist with massive firepower. A deep ocean naval task force WITHOUT TEETH to attack with massive force ON DEMAND is OF NO USE AT ALL if you have to send for reinforcements from thosands of kilometers away, and WAIT for them to arrive at the scene. That is why the MI-24s are needed; they provide the TEETH to be used when needed.

Catamaran Twin Hulls

Catamaran Twin Hulled vessels are a good idea that increases seaworthiness (stability), reduces the draught of the vessel enabling deployment near-inshore as well as in the deep-ocean, and reduces the fuel consumption by cutting down on wave-making resistance to the motion of the vessel.

The problem, of course, is that it will require a completely new design, and we will not be able to leverage the gifts of ships we are receiving from the LTTE, and old ships we can buy worldwide for mere cents on the dollar. We always need to concentrate on saving money.

BTW, The US Army is sponsoring the development of a much larger twin hulled vessel for cross-ocean operations, to transport entire Divisions together with their Armored Assets. It is called the HSV-X1. It is awesome in its projected capabilities for rapid deployment. It should be able to adapt this concept on a smaller scale to deep sea patrolling as well.

i posted the technical/operational assessment yesterday.

in short, Mi-24s are too heavy, need alot of stability to land on a ship which a 2,000 MT ship simply cannot afford.

we are going to lose our precious few Mi-24s onboard a ship NOT MEANT TO carry them!!

experimental US craft is out of the question. we need economical and practical solutions.

have a look at the threat before jumping into IMPRACTICAL conclusions.

1. LTTE uses SL waters close to shore.

solution - FACs, gunships, J-7s, etc.

2. LTTE uses SL waters far away from the shore.

solution 1 - our ships can look after them. they have done so.

solution 2 - IF our ships cannot look after them, FINE. take them on when closer to shore. IF the LTTE threat does not come close to shore AND our ships cannot handle them in DEEP seas, do NOTHING.

e.g. a LTTE ship trasfers weapons to another ship 799km away from SL and both ships are going to leave the area and sail away. we detect them. we attack them and they escape. SLN has limits. such a situ requires the military assistance of india, USA, china, etc.

FACT 1 - our biggest threat lies close to shore.

FACT 2 - most next level threats lies in deep seas that CAN be handled by our ships (with/without a small heli onboard)

FACT 3 - habitual violation if SL blue waters can be EASILY handled by our capabilities

FACT 4 - ad hoc violation of SL deep seas with no threat to SL security must be ignored unless we get help from another country or the violation very badly affect us economically.

(his political views are wrong but that does not mean EVERYTHING he says is wrong). he seems to know their whereabouts. i guess a lot of army fellows know. and there is no offence here. its only an act against moral turpitude. ppl must be made aware of it after establishing the truth. they need to know.

When we Patriots proposed President Mahinda Rajapaksa, Defence Secretary Gothabhaya Rajapaksa and Chief of Defence Staff General Sarath Fonseka for the Nobel Peace Prize, there were many who ridiculed the idea calling them war mongers unworthy of that honour.

We Patriots KNEW in our hearts and minds that protecting the innocent and the vulnerable against a monstrous enemy, fufilling one's sworn duty to protect and defend the nation and its people, and restore peace and security to the nation, was a noble, compassionate and peaceful act of the highest order. It was a plea for global recognition of people who had ALREADY DELIVERED PEACE.

Now, President Obama, who was awarded the Nobel Peace Prize WITHOUT HAVING EARNED IT, argues that war is necessary for the Preservation of Peace, just as the Mahinda Rajapaksa GOSL did and was roundly criticized for it, not too long ago.

We see Western journalists rationalizing correctly the transformation of Obama, the man of peace, to Obama the Man of Justifiable war .. and we applaud them, for it recognizes the TRUTH that in this imperfect people REALITY, and concern for the welfare of human beings, demands just that: WAR.

We only ASK, nay WE DEMAND, that the same journalistic understanding be granted to our great heroes, when they enter the field of battle to deliver the fruits of peace to their people. What is good for the goose, should be good for the gander, as well.

If any further evidence were needed of the distance between running for president and being president, it came Thursday in Oslo as President Obama accepted the Nobel Peace Prize. The politician who had sought the White House as the champion of the antiwar forces in his party spoke as the commander in chief, offering a principled defense of waging just wars.

The incongruity of a president accepting the peace prize at a time when his nation is conducting battles in Iraq and Afghanistan was lost on no one, most notably Obama. He confronted this head-on.

The Nobel ceremonies came little more than a week after Obama announced that he would be sending 30,000 more U.S. troops to Afghanistan. As he put it starkly, "Some will kill and some will be killed. And so I come here with an acute sense of the costs of armed conflict."

Seven years ago, in a now-famous speech on the eve of a congressional vote to give then-President George W. Bush the authority to take the country to war against Iraq, Obama, who was an Illinois state senator at the time, said: "I am not opposed to all wars. I'm opposed to dumb wars."

That statement was a precursor to what Obama said Thursday in Oslo, but the 2002 speech has been remembered only for its vigorous criticism of the pending conflict in Iraq as well as Obama's prescient description of what might happen if the United States invaded.

"I know that even a successful war against Iraq will require a U.S. occupation of undetermined length, at undetermined cost, with undetermined consequences," he said. "I know that an invasion of Iraq without a clear rationale and without strong international support will only fan the flames of the Middle East and encourage the worst, rather than best, impulses of the Arab world, and strengthen the recruitment arm of al-Qaeda."

His speech in Oslo may be remembered for his argument in favor of war as an instrument designed to secure peace. Obama recalled the nonviolent examples of Mahatma Gandhi and the Rev. Martin Luther King Jr. He acknowledged that he is a direct beneficiary of what nonviolent protest achieved for African Americans. He said, "There's nothing weak -- nothing passive, nothing naive -- in the creed and lives of Gandhi and King."

But then came the admission that his decisions are shaped by a perspective that is a long distance from that of those men, as well as from that of a young state senator from Illinois or underdog presidential candidate. "As a head of state sworn to protect and defend my nation," he said, "I cannot be guided by their examples alone. I face the world as it is and cannot stand idle in the face of threats to the American people. For make no mistake, evil does exist in the world."

Obama drew some criticism after his speech at West Point for not showing passion in defense of his escalation or offering the rhetoric of victory at all costs that marked Bush's advocacy of using force after Sept. 11, 2001. If anything, Obama's speech in Oslo was a more eloquent and direct statement of why he believes a larger war in Afghanistan is necessary and just.

But it was not full-throated. It was instead in keeping with Obama's lawyerly approach to difficult issues and to his belief that the either/or choices are often false choices and that the truth lies somewhere in between. As he put it, "The instruments of war do have a role to play in preserving the peace. And yet this truth must coexist with another: that no matter how justified, war promises human tragedy."

In Chicago seven years ago, Obama couched his opposition to a war in Iraq in terms that allowed room for him to emerge as a potential commander in chief who would not shrink from using force as necessary.

In Oslo, he shaded his defense of war with hard-headed words about the difficulty of waging peace. "I understand why war is not popular," he said, "but I know this:

What he may not have imagined in 2002 is that it would be left to him to finish what Bush started -- not only in Iraq, but in Afghanistan. Here were his words that day in October in Chicago: "You want a fight, President Bush? Let's finish the fight with bin Laden and al-Qaeda through effective, coordinated intelligence and a shutting down of the financial networks that support terrorism and a homeland security program that involves more than color-coded warnings."

At the time, his prescription for finishing the fight with Osama bin Laden did not include an explicit call to arms. The war in Afghanistan was then a year old, and although bin Laden was still at large, the action would soon shift to Iraq. A military escalation in Afghanistan was not on anyone's radar.

Now Obama is commander in chief, and Afghanistan is his battle. Finishing the fight with bin Laden and al-Qaeda is his responsibility. In Oslo, he confronted all those realities, bearing burdens that no candidate ever does.

BS!! This is arrant nonsense!

An MI-24 is 12MT, and a ship anywhere from 5,000 - 10,000 MT (OK, even 2,000 MT if you want to low-ball it). So, the weight of the MI-24s is a very small fraction of the ships displacement. A ship of that displacement can easily carry many thousands of MT's of cargo.

Such a large difference between the payload of the ship and the MI-24 also means that the stability of the ship won't be affected much by the MI-24s.

The impact motion of the ship in rough seas can be offset as I had explained earlier, and is a much less serious issue for VTOLs than for fixed wing aircraft landing on carrier runways.

Well, both of these nations have much better solutions, CURRENTLY designed to confront different much more sophisticated enemies. They have aircraft carriers with much faster fixed wing aircraft.

As they begin to realize that a significant fraction of future wars will be asymetric, and directed against terror/guerilla groups that neveryheless control territory in less developmed countries, they will move towards developing the kinds of weapons systems I am proposing. This transformation is currently underway.

Their enemies are different from ours: they have to cope with superpowers with sophisticated anti-aircraft defense systems,; we don't. So, they need very high speed fixed-wing aircraft with advanced avionics; we generally don't.

We are trying to counter an enemy operating at a much lower level of sophistication, and we can make do with lower technology, thus saving money. The weapons should be tailored to our enemy, and should not bankrupt us.

Yeah I think that the catamaran hull is a very good idea.

But the sea fighter vessel is not a catamaran. It has he SWATH hull which is different from the catamaran hull because it has far more of its weight below the surface of the water. As a result it is much more stable than single hull or catamaran vessels in rough sea.

I think that Sea fighter type vessels are the future. So big yet so fast and agile. To build one in Lanka, we need to learn how to build SWATH hulls. If we can get that right then the rest should be easier, we will need to buy a good radar system to be equip it with and maybe also a 40mm cannon.

The wide open LANDING AREA of a sea fight type craft can easily accomodate two Mi-24 or many armed or unarmed UAVs.

But for deep sea operations we will need the Milgem types ships in the future. They will crush any LTTE or other hostile vessel in one blow while have the radar signature of a small fishing boat.

1. your calculation is flawed. it is not based on a liner regression.

2. also you cannot compare a purpose built frigate with a ship carrying 2 Mi-24s converted from a freighter!! their hul structures, manuevarability, load distribution, stability are totally different.

3. relying on a converted freighter to carry 2, US$ 6 million Mi-24s is downright absurd. it may be VERY easily targeted destroying more than 10% of the SL's Mi-24 gunships, at least. "fitting" armaments to to a merchant vessel converted to an "air craft carrier" is even more ridiculous.

4. OTOH given the threat to our ships, such a freighter cannot rely on other attack vessels.

5. SL already has ships that carry CHETAK, DOLPHIN helis. and SL already has or has access to have (more) CHETAK, DOLPHIN helis. these are purpose built to go onboard ships!!

You went all half-cocked by focusing on the MI-24.

The BASIC IDEA was to use relatively slow helicopter carriers, with a few fast moving attack helicopters to cover vast areas of the ocean, while retaining the ability to deploy massive firepower .. when needed.

WHICH SHIPS are used as the helicopter carrier, and WHICH HELICOPTERS are used as the attack helicopters onboard them, are SECONDARY considerations.

I suggested converting freighters to carriers (as they successfully did in WWII, particularly in the Pacific island-hopping War against the Japanese) and using our existing Mi-24s, to save money.

If we can afford the Milgem's, which I too like, GREAT!

If smaller attack helicopters that we have, or can buy at lower cost, will serve, GREAT!

Whatever gives the BEST combination of High Performance and Low Cost and meets our deep ocean patrolling objectives is what we want. But, however good a solution is, if it is beyond our means .. it is no good for us. THen, we have to come up with AFFORDABLE alternatives.

BTW, I don't agree with your lastest post on ship stability, ship facilities, and strength of ship structure, etc arguments. Ship structure can be modified as necessary. Also keep in mind, in my concept high speed, manouverability etc of the carrier is not critical .. it just needs to be seaworthy and of the appropriate size .. the other minimal set of necessary features can be built-in.

I do agree that if the cost of converting a freighter turns out to be MORE than buying a purpose built ship, like the Sea-Fighter SWATH hull ship Golden Eagle proposes, then we should go that route within the concept of a deep-ocean capable Attack Helicopter Carrier. I was figuring that Sri Lanka's low wages could help with reducing the cost of conversion.

I like Golden Eagle's idea of paying whatever mucho funds for the first purpose-built vessel (a deep ocean capable properly instrumented Sea-Fighter, or a Milgem capable of carrying at least two powerful attack helicopters), and then copying it .. under license from Whomever .. to make the rest of the ships we need .. is a very good one .. if the manufacturers would agree to that sort of deal.

Obviously, good radar coverage and UAVs (the Milgem corvettes deploy both a heli, and UAVs) are necessary on the CARRIER. I don't know whether a Milgem can carry two capable attack helicopters.

My idea of using converted freighters was based on the realization that, if you have fast attack helicopters you can compromise on the speed of the Helicopter Carrier as long as it has the required size to serve as one, and can be converted/built for very little money.

The Mi-24s don't do the routine patrolling; they do the attacking, after smaller helis/UAVs/radar have found the enemy and directed the Mi-24s to them.

So, using your numbers, the distance is 2.r + 30km safety margin .

Therefore, the Mi-24 can attack an enemy 210km away and return safely to the Carrier. :)

It is a bit of a quandary why they landed in a mainstream airport in Thailand..The plan might have been to land in Thailand or Cambodia and smuggle the stuff in through larger boats, to be exchanged later with fishing boats (Now that there is no sea tigers).

However it could be that the plane was forced to land in an airport by the Thai air force after the USA tipoff

From what I hear security in the East is a bit lax atm..There is a huge presence but the mindset of the boys has become relaxed..The Sinhalese have a habit of forgiving and forgetting too easily..

As someone correctly pointed out before in the blog, the Eastern operations were a land capturing exercise, not a harvesting strategy as in the North..So there probably are some terras prowling about..Plus the seaboard between Tangalle and Trinco is particularly not well guarde(as we see by the number of boat people)..Developing the Oluvil harbour and putting a naval detachment there is an idea worth considering

Firepower, per se', does not have to be airborne, and certainly missile frigates can provide firepower. But, firepower is one factor, detection, tracking and targeting the enemy is the other. Despite what people say, it is difficult to detect low-profile targets by surface ship radar alone. Countries, such as the US, combine many methods of detection like surface radar, submarine sonar, satellite imagery, and intelligence gathered by airborne AWAC radars. In general, we don't have access to all that information, and largely have to rely on our own resources, which are radar, UAVs and patrolling aircraft. In the future, we may have satellite imaging capabilities by piggy backing on Indian or Chinese satellites.

Also, missile frigates can't travel from one place to another as fast as aircraft can, so they cannot cover as large an area of the ocean. Furthermore, since WWII, it is widely recognized that aircraft are much better than surface vessels for fighting ocean surface based enemy vessels. That is why, no one builds large battleships anymore; they are just too vulnerable. Instead, now most surface ships are small: corvettes, frigates, destroyers and very rarely cruisers .. all equipped with missiles, and very deadly offensively. Only large naval ships still being built are carriers. Military planners are very worried, because although they enable the projection of power in far away places, they are also extremely vulnerable to aircraft- and land-based missiles. As such, they are always surrounded by a cordon of missile ships providing a missile shield.

Aircraft with missiles can travel fast and carry the required missiles. But, ordinary fixed-wing aircraft require long runways, and if carrier-based, require large carriers, which few countries can afford to buy and operate.

Hence the Attack Helicopter Carrier Concept. Attack helicopters are not as fast as fixed-wing aircraft, and don't have as great a range as fixed-wing aircraft do, but they can provide as much firepower, and use the same types of missiles as fixed-wing aircraft. When deployed in combination with the Attack Helicopter Carriers, they provide the capability to maintain a screen of surveillance with embedded interdiction capabilities around Sri Lanka, at less cost .. perhaps .. than by other methods.

The Harrier, on the other hand, being a fixed-wing aircraft with a Vertical Take Off and Landing (VTOL) capability, combines the advantages of helicopters with the speed, range and fuel economy of fixed-wing aircraft. However, the Harriers are very expensive to buy and maintain, and are not made available to all countries by the British.

Consequently, the small ATTACK HELICOPTER CARRIER concept is a good compromise between the size and affordability of the carrier and the speed and range of the aircraft. Particularly so, because the enemies we are targeting are not as sophisticated as these other countries have to face. At this time, we are definitely engaged in asymmetric warfare; not a war between nation states. Being a poor country, we have to cut the cloth to fit our purse, keeping in mind the nature and capabilities of our enemies.

Mi-24s have provision for carrying about 10 troops as well. this is not required. the india copter i suggested weighs about 2,500 kg and can do all what a MIL can do.

the russian have the KAMOV series helis for ships. it has no such troop carrying capabilities, only fire power.

Afghanistan 'unable to pay for troops for 15 years'


US needs to send 300,000 troops now, NOT 30,000! INCREMENTALISM will FAIL.

[On Sunday, the chairman of the US Joint Chiefs of Staff, Adm Mike Mullen, bluntly told troops in Kentucky: "We are not winning, which means we are losing.

US wants 400,000 Afghan troops by 2013. Why so long, and why so slow? They need 750,000 Afghan troops by then!

[But Mr Karzai warned that it would be a long time before Afghanistan would be able to pay the cost of maintaining its own army and police force, which the US wants to quadruple in size to 400,000 troops by 2013.

"We hope that the international community and the United States, as our first ally, will help Afghanistan reach the ability to sustain a force," he said.

Section of Southern Expressway in Sri Lanka completed

A section of the Southern Expressway from Kottawa to Matara has been completed and opened for public travel, highway and road development authorities said.

Secretary to the Ministry of Highways and Road Development Admiral Wasantha Karannagoda opened the stretch from Kurundugahahetekma to Pinnaduwa of the highway following religious ceremonies.

The 126 km-long, 4-lane express highway from Colombo to Matara on the Southern coast is being constructed in two sections.

The 66.5 km-long first section from Kottawa to Kurundugahahetekma is financed by Japan Bank for International Corporation (JBIC).

The Asian Development Bank (ADB) funds the 59.5 km-long second section of the expressway from Kurundugahahetekma to Matara.

Work on the highway project launched under the Mahinda Chintanaya began in 2006 and it is expected to be completed by 2011 at a cost of $700 million (70 billion rupees).

When completed the expressway is expected to reduce the travel time between Colombo and Matara to about one and half hours.

CHENNAI: The sophisticated fishing boat apprehended by the Indian Coast Guard off the Puducherry coast with five Sri Lankan fishermen on board was equipped with modern communication gadgets and radar.

According to sources in Central intelligence agencies, the fishing boat Dinusha Baby (Meril Marine) was located 35 nautical miles from Puducherry and was engaged in fishing in Indian waters. On seeing the Coast Guard Ship Vikram approaching, the boat tried to flee from the scene.

However, after a brief chase — braving poor visibility and rough sea conditions due to the cyclone in the area — the boat was apprehended for violation of Maritime Zone of India Act, 1981, and for fishing in Indian Economic Zone without permit. The boat was handed over to the Chennai Police for further investigation. The boat was similar to Win Marine, the Sri Lankan fishing boat that went missing with two sailors of the Indian Coast Guard on Wednesday night, the sources said.

According to Inspector-General of Coast Guard (Eastern Region) A. Rajasekhar, the fibre glass boat was “highly sophisticated,” equipped with Global Positioning System, radar and long-range wireless network capable of communicating worldwide. The boat had 2,500 litres of fuel, adequate to sustain on sea for at least one month. Presence of such boats close to the coast is a high security risk.

“We have apprehended about 60 Sri Lankan fishing boats in the last six months. The six boats apprehended on December 9 will be reaching Kakinada coast in Andhra Pradesh on Saturday night. It is moving slow because of rough weather conditions,” Mr. Rajasekhar said.

In a separate development, fishermen along the 44-km coast in northern Tamil Nadu have sought advanced communication facilities, particularly satellite phones.

Representatives of fishermen met Commissioner of Police T. Rajendran here on Saturday and said that their mobile phones or wireless communication sets were not active beyond a point in the sea.

Stating that they sailed nearly 60 km in the sea for fishing, the fishermen underlined the need for a control room to monitor the movement of fishing boats. They also sought an exclusive ‘helpline’ number to facilitate emergency relief and rescue operations.

“I am taking up the grievances of the fishermen with the Director-General of Police for appropriate action. We are looking into information given by them that some north Indians were residing in fishing hamlets. Intelligence inputs of fishermen along the coast are vital for policing,” Mr. Rajendran said.

COLOMBO: Sri Lanka on Saturday said its Navy, along with the Indian Navy, was engaged in search operations to rescue two of the five crew members of Wind Marine 8, a Sri Lankan fishing vessel which was apprehended on December 9 by the Indian Coast Guard.

The Foreign Ministry said the vessel was apprehended on December 9 by the Indian Coast Guard on suspicion of illegal fishing off the east coast of India. Some members of its crew reportedly over-powered two Indian Coast Guard sailors who were stationed on board to direct the boat to an Indian port.

“This act of overpowering and holding hostage the Indian Coast Guard sailors which occurred in the general area approximately 180 nautical miles north of Chennai, led to a situation of Indian Naval vessels being deployed in the vicinity,” it said.

The Foreign Ministry said the two Indian sailors had been set free but unfortunately adverse weather conditions developed in the area.

“The Sri Lanka Navy and the Indian Navy are now engaged in search operations, to rescue the crew of Wind Marine 8 from the serious difficulties the vessel appears to be encountering due to rough seas and heavy winds,” said the Ministry.

Separately, the Sri Lankan Navy said its commander, Vice-Admiral Thisara Samarasinghe, met representatives of fishing societies in Trincomalee and discussed matters relating to welfare measures extended to the fishing community and ways of further improving those to uplift their livelihood.

Ramadoss wants to split Tamil Nadu into two ... AGAIN!

Ramadoss first gained political notoriety in Tamil Nadu by agitating for a separate state for the "Vanniyar" community, who he believed passionately was not getting its fair share of Federal and State benefits. So, he demonized every other caste, and the North Indians.

Vanniyars live primarily in the Tri-State area straddling Northern Tamil Nadu, Southern Andhra Pradesh, and Eastern Karnataka. They consider themselves a warrior caste and, therefore, one little notch above ordinary people of Dravida Nadu.

Well, after all of his agitation failed to get either a separate Eelam in Sri Lanka, or himself re-elected to Congress, he has decided to resume his drive for a smaller, but infinitely more beautiful, Vanniyardom.

A Vanniyar kingdom in which he can REIGN in magnificient isolation without being polluted and politically checkmated by the rest of his fellow citizens in Tamil Nadu.

So, INSTEAD of dividing Sri Lanka in two, he now wants to DIVIDE Tamil Nadu in two!

More POWER to this Great Demagogue in his Magnificent Quest to empower his narrow community, I say!

CHENNAI: The Telangana upheaval has given the Pattali Makkal Katchi in Tamil Nadu a fresh reason to reiterate its demand for the bifurcation of the state.

Now was the time to “take up the matter again, as nobody would be able to oppose it,” said party founder-leader S Ramadoss on Saturday. “When I suggested the idea nearly ten years ago, various parties criticised me,” he told a press meet here, and took a dig at the “new fighters” who demanded the division of the state into north and south.

“Small is beautiful. The smaller states are doing very well,’’ he added. Dr Ramadoss urged the Centre to convene an all-party meeting to discuss similar bifurcation demands from the states, urging the government to be bold and prompt in its decisions.

India wants to build four vessels (Landing Platform Docks = LPDs) , each capable of transporting an entire battalion with their armored assets. Although this is a vessel with a different hull type, in function it is similar to the Catamaran Twin-Hulled HSV-X1 now being developed for the US Army, that I had pointed out earlier.

What is more interesting is that it has many of the capabilities I was proposing for the ATTACK HELICOPTER CARRIER for deep ocean patrolling by the Sri Lanka Navy. Let me quote ....

"It also has a flight deck for operating four medium helicopters simultaneously, apart from operating Vertical Take-Off and Landing (VTOL) aircraft such as Sea Harriers, which the Navy possesses, in special circumstances."

Clearly, Sri Lanka could be a target of such Indian troop landings in the future, so we have to be prepared to counter that possibility!

Navy to build 4 amphibious warships

NEW DELHI: Aiming at adding more teeth to its amphibious warfare capabilities, the Navy is planning to build four Landing Platform Docks (LPD) to join the fleet alongside INS Jalashwa, a US warship bought by India in 2007.

The Navy is already in the process of getting the design for the LPDs ready in the next year or two and will move the government for sanction to build these warships.

"The plan is to add four more LPDs to the fleet and these would operate alongside INS Jalashwa, the only LPD currently in service," a senior Navy officer told PTI here today.

"In the coming year or two, we are going to finalise the design for the LPD, which is somewhat akin to INS Jalashwa.

The government sanction for building these ships would be obtained next," he said.

INS Jalashwa -- a Sanskrit name for Hippopotamus -- is a replenishment and amphibious warfare ship with capacity to embark, transport and land a 1,000-men battalion along with equipment and tanks to support operations on enemy shores.

Being the second largest ship in the Navy inventory after aircraft carrier INS Viraat, Jalashwa is also capable of undertaking maritime surveillance, special operations, search and rescue, medical support as well as humanitarian aid.

Jalashwa was originally commissioned in the US Navy as USS Trenton and had served for 36 years when India bought it for USD 48.44 million and commissioned it in its Navy in June 2007.

After a refit programme at Norfolk, US, Jalashwa joined the Indian Navy service late in 2007 and is based under the Eastern Naval Command in Visakhapatnam.

Jalashwa became the first ship the US transferred to India. It is also the first LPD in the Indian Navy service.

Jalashwa also carries four mechanised landing craft and eight landing assault craft, which could be launched by flooding the ship's well deck, a speciality of LPDs. These craft could reach enemy shores and dock to deliver infantry and mechanised troops, tanks and equipment.

It also has a flight deck for operating four medium helicopters simultaneously, apart from operating Vertical Take-Off and Landing (VTOL) aircraft such as Sea Harriers, which the Navy possesses, in special circumstances.

Last February, Jalashwa had a gas leak on board in which five Navy personnel died and three were critically injured.

'Telangana does not mean new states'

KOLKATA: With the rising clamour of statehood demands from other parts of the country, Finance Minister Pranab Mukherjee said Saturday that the nod for Telangana did not mean that new states would be created everywhere.

Answering queries from reporters at a function in North 24 Parganas district, Mukherjee said the demand for Telangana was old and it "does not mean that everywhere new states are to be created".

He said Home Minister P. Chidambaram had indicated that there were several stages leading to formation of a state, and in the case of Telangana, developments were at a preliminary stage.

Mukherjee's response comes amid a flurry of statehood demands from across the country.

Uttar Pradesh Chief Minister Mayawati Friday demanded that her state be trifurcated into Bundelkhand and Harit Pradesh for better governance. She said she has written to Prime Minister Manmohan Singh on the issue.

The centre's decision to start the process of forming Telangana has stoked the dormant demands for statehood across the country, including Vidarbha, Gorkhaland, Bodoland, Harit Pradesh, Bundelkhand and Purvanchal.

While Rashtriya Lok Dal leader Ajit Singh has renewed his demand for Harit Pradesh, Congress MP Vilas Muttemwar has revived the demand for carving Vidarbha out of Maharashtra.

Faced with the growing clamour for new states, the Congress Friday accepted that lack of development in a region could be a reason for the demand for smaller states, but stressed that the party was against demands for new states being made for "political adjustment of leaders".

Congress spokesman Shakeel Ahmed also admitted that the rising demand for new states had increased the difficulties for the government, but said it would respond with a cool mind.

Division of Andhra not acceptable: Congress MP

NEW DELHI: Vowing he would do anything for a united Andhra Pradesh, L. Rajagopal, a Congress MP from Vijayawada, Sunday said the division of the coastal state for a proposed Telangana would not be allowed.

"We will not allow the division of Andhra Pradesh. Why should Andhra be divided?" Rajagopal told reporters here.

Rajagopal and 130 legislators from the state assembly had submitted their resignations in protest against the central government's nod to creation of a separate Telangana state. A final decision on initiating the process of statehood has been apparently delayed.

"The situation in Andhra Pradesh is very disturbing," Rajagopal said voicing his concern.

"Now I have decided to join the movement (against division of the state). Hyderabad (which is proposed to be the capital of Telangana, when created) is the mother and the 22 districts of Andhra Pradesh are her children. We will not betray our mother," he said.

"I wish that peace prevails in the state and that Telugu-speaking people the world over and in Andhra Pradesh come and demonstrate their unity," the Congress MP said, adding he was proud to be working under the leadership of party president Sonia Gandhi.

Gorkhaland demand valid: Jaswant Singh

NEW DELHI: A four-member Gorkha Janamukti Morcha (GJM) delegation alongwith Darjeeling Member of Parliament Jaswant Singh met Home Minister P. Chidambaram here Friday to press for creation of a separate state of Gorkhaland in northern West Bengal. The GJM has announced a four-day bandh and relay hunger strike in the hills, triggering an exodus of tourists from the region. Speaking to reporters at the end of the meeting, Jaswant Singh said he had assured the home minister that "peace will be maintained" during the bandh, but added that "people must give voice to their sentiments". He said the demand for Gorkhaland is the "oldest demand for separate statehood of any state carved out in the union of India". "I emphasized that this is not an attempt in any fashion to exploit the Telangana announcement or to ride piggyback on the Telangana situation," he said. "The people's aspiration in the Gorkhaland area were raised by the fact that Telangana was announced," he said. Singh said that Chidambaram did share "his understanding that there was a kind of sentiment in Gorkhaland hills that was excited by the announcement of Telangana". "I also mentioned that tripartite discussions (on Gorkhaland) due to be held on Dec 21 must be held in Darjeeling," he said. A four-member GJM delegation, led by its general secretary Roshan Giri, arrived in New Delhi Friday. They are also scheduled to meet Prime Minister Manmohan Singh, United Progressive Alliance (UPA) chairperson Sonia Gandhi, and opposition leaders L.K. Advani and Rajnath Singh of the Bharatiya Janata Party (BJP).

India might as well revert back to the Princely States of the British Raj, and let them fight it out!

Not to worry, the Federal System can accommodate the separate aspirations of all of these people who after 63 years still don't feel that being an Indian citizen is not enough!

Not enough, you say! What a tragedy for Bharat-Mata!

Jammu group demands statehood for region

JAMMU: With Telangana triggering a flurry of statehood demands across India, the Jammu State Morcha (JSM), an amalgam of groups demanding a separate state for the Jammu region, Saturday said it was time Jammu and Kashmir was reorganised.

"After the announcement of Telangana state out of Andhra Pradesh, we feel that it is high time that Jammu and Kashmir too is reorganized, and separate statehood status is conferred on the Jammu region," JSM chairman Virender Gupta told reporters here Saturday.

"This is a must, because there is nothing common - neither geography, language or culture - in the three regions of the state," Gupta said.

He was referring to the distinct features of Jammu and Kashmir - Buddhist-dominated Ladakh that is mostly desert and mountain terrain, the Muslim-dominated Valley that is a combination of plains and hills and Jammu the region, where the plains and the hills have a variety of populations of different religions and ethnicities and linguistic identifies, including Hindus, Muslims, Sikhs, Christians and Kashmiri Pandits.

Gupta said before their demand takes "a new twist or turn", the central government should "wake up to the ground realities and requirements of the people and announce a separate state for Jammu region".

india is in the midst of a dangerous disintegration rage. i hope this will stop. it doesn't sound right.

although these states will remain within india, the danger is "why can't SL do same" attitude that will become popular.

LUCKNOW: In a surprise move that could give the centre some more sleepless nights, Uttar Pradesh chief minister Mayawati Friday declared her outright preference for further partition of UP and creation of independent states of . "I have written a letter to Prime Minister Manmohan Singh, urging him to give clearance for carving out independent states of Bundelkhand and Harit Pradesh out of a giant sized and unmanageable Uttar Pradesh," Mayawati told a hurriedly convened press conference here Friday evening. "Since the centre has already given its nod for carving out the state of Telangana out of Andhra Pradesh, there was good enough reason to follow the same exercise in case of UP, where the demand for an independent Bundelkhand in southern UP and a Harit Pradesh in western UP was being raised for a long time," she said. While political observers felt that the move was aimed at creating greater discomfort for the United Progressive Alliance (UPA) government at the centre already grappling with the gradually increasing demand for statehood from different corners of the country, Mayawati sought to justify her demand by impressing that she had had these views for long. "I was always in favour of smaller states as they are much simpler to govern," she said adding: "These views have been expressed by me on several occasions in the past as well." The UP chief minister said: "In the past too, on March 15, 2008, I had sent a letter to the prime minister, urging him to consider the demand of the people of Bundelkhand and of western UP for giving them independent statehood." She said: "Still earlier on October 8, 2007, I had expressed these view at a Bahujan Samaj Party (BSP) rally in Lucknow." According to her: "My party legislators too had formally raised this demand on the floor of the state assembly on October 31, 2007... therefore, it was now time for the centre to act." Asked if she would move a resolution in this regard in the state assembly, Mayawati shot back: "Well, I would do so once the centre has given its approval in principle." Meanwhile, in an appeal to the people of these two regions, she has urged them "not to indulge in any activity that is likely to disturb law and order in the state." She, however, assured to "extend full support to the popular demand of the people".

the landing craft development is an interesting piece of news. we have to co-operate with india and other powers in the region.

india and china are certainly into a major arms race, especially their navies.

Yes, you are right. This is a dangerous time for India, and these attitudes can come home to impact Sri Lanka too.

I think they are despairing of containing the Maoist violence which is spreading fast like a wildfire.

They think that it is because the government is too remote and unresponsive. But proliferation of bureaucracy is the WRONG REMEDY.

Instead of setting up a responsive government with enlightened social policies, and firmly mainyaining law and order, they will remain bleeding hearts and think that additional devolution through government bureaucracies is the answer.

With such a mindset, bureacracy will proliferate until it becomes impossible for the common man to get ahead by his own efforts, because he has a massive government apparatus controlling and limiting all his freedoms.

In one sense, they are reaping what they sowed in not educating ALL OF THEIR PEOPLE and in not dismantling CASTE & ETHNICITY BASED SYSTEMS sooner with more dedication. The suppressed underclass is now agitating, and they have no solutions, except to give whatever is demanded without thought for the future of the nation.

This proliferation of states is an indication of insular selfish thinking in which each community jockeys for its share without any feeling of kinship towards all other communities that form the fabric of the wonderful country that India is, and can be even greater in the future. These are largely small men with narrow visions of the future.

In Sri Lanka we avoided these illiteracy and caste traps, thanks largely to the prevalence of Buddhist values that supported equal opportunity for all, irrespective of poverty, caste, race, or religion.

Political discontent over Telangana swells

NEW DELHI/HYDERABAD: Battling a swell of political discontent on the Telangana decision, Prime Minister Manmohan Singh today stepped in to do damage control as resignations mounted and violence marred a bandh in coastal Andhra and Rayalaseema regions.

Three more MPs - S P Y Reddy of Congress (LS) and K Narayana Rao and Nandamuri Harikrishna from TDP (RS) - resigned today as the number of MLAs quitting the post went up to 130 which included D Venkateswara Rao, husband of Union Minister Purandeswari.

Singh received MPs from non-Telangana regions opposed to the division of the state and is said to have assured them that "nothing will be done in haste".

The MPs, including Ministers Pallam Raju, conveyed to the prime minister the "mood" of the people for a "united" Andhra Pradesh and that there was a "tremendous backlash" against the decision separate Telangana decision. The MPs also met Finance Minister Pranab Mukherjee and Home Minister P Chidambaram to convey their opposition to the Telangana plan.

Even as tensions rose in the state, Union Home Secretary G K Pillai waded into controversy saying that Hyderabad "will always be the capital of Telangana", remarks that created an uproar in Andhra Pradesh and among non-Telangana leaders.

He beat a hasty retreat when he retracted the statement saying that was the demand of Telangana protagonists and that a decision would be taken on the basis of a political consensus and by the government.

The Home Ministry issued a clarification saying Pillai did not say Hyderabad would be the capital of Telangana but that was what the Telangana protagonists wanted.

The resignation fever spread to various levels of political pyramid like panchayat ward members, sarpanches, mandal parishads and municipal bodies cutting across party lines.

Of the 130 MLAs, 76 belonged to Congress, 40 to TDP and 14 to PRP. Leaders of these parties also plan to begin relay hunger fasts from tomorrow.

Speaker Kiran Kumar Reddy said in the Assembly that he would take a decision on their resignation only after ascertaining whether it was done under duress or out of their own volition.

Facing the brunt of the non-Telangana anger in Congress, TDP and Praja Rajyam, Chief Minister K Rosaiah said in Hyderabad the resolution favouring a separate state would be moved in the Assembly at an "appropriate time" and he does not not have answers to questions on the time-frame for the purpose.

"I have been told by Union Home Minister P Chidambaram that they would advise me at an appropriate time for moving the Telangana resolution. So far I have not not got any written or oral order on moving a resolution," Rosaiah told reporters in Hyderabad.

Announcing the Centre's decision on Wednesday night, Home Minister P Chidambaram had said that the process for the formation of Telangana would be initiated and a resolution would be moved in the Andhra Pradesh Assembly.

On the MLAs resignation, Rosaiah told reporters that he was worried over it. But the resignations had not been accepted and the Congress has got a system to deal with such things.

He dismissed a suggestion that he has lost majority in the Assembly saying first of all the resignations have not been accepted so far and legislators from other parties have also resigned.

Rosaiah said the Congress leaders in New Delhi were trying to find out a suitable solution and resolve the crisis.

He indicated that he was thinking of reconstituting the Legislators Committee to look into the Telangana issue, which was constituted by the late chief minister Y S Rajasekhara Reddy with him as the head.

The day-long bandh called by various political parties in coastal Andhra and Rayalaseema regions paralysed life in these regions and was marked by violence in some places.

The shutdown was peaceful and complete in the coastal city of Vijayawada while in Krishna district activists of Congress, TDP and Prajay Rajyam held protests in several towns and villages.

In the other big city of Andhra Pradesh, Visakhapatnam, a group of Andhra University students launched a fast unto death. TDP chief N Chandrababu Naidu appealed to people to remain peaceful.

In the Rayalaseema region, unidentified assailants set afire a post office at Kadapa in which documents and papers were burnt.

Bus depots were attacked at Yerraguntla and Kadapa, while a bus reservation centre was damaged at Pulivendula.

Protesting against the division of the state, several persons climbed cell phone towers and water tanks at Kadapa, Jammalamadugu and Proddutur and threatened to jump down, police said. They were, however, persuaded to climb down by police.

Leaders and workers of Congress and TDP, students and advocates held rallies at Kadapa, Rayachoty, Yerraguntla and Pulivendula.

Trains were halted at Kadapa, Kodur, Obulavaripalle and Kondapuram. Rayalaseema Express, Mumbai-Chennai Express were among the trains that were stopped by the agitators.

Shops and other business establishments were closed voluntarily and the agitators forced the closure of banks and government offices in Kadapa district.

In the temple town of Tirupati in Rayalaseema, the agitators set afire two buses, police said.

In Kurnool district, protesters pelted stones at the APSRTC buses at several places like Adoni and reservation RTC centres, police said. Five cases were registered in connection with the incidents.

Creating small autonomous regions wont disintegrate India..It will probably strengthen it...Look at Russia with all its Respubliks, Orkugs and Oblasts..This way any seperatism can be effectively targeted and managed, especially when you have a strong army..And these little states will be too weak to survive on their own..But when their is only a few relatively large states (i.e. the 15 soviet republics)disintegration can happen quite quickly..

Therefore if we are ever doing 13+ it should be for the districts, not for province or regions..

You are right..Sri Lanka can one day be a definite target of India's amphibian fleet..However we cannot realistically hold naval and air pairty for more than a few days in a conflict situation..We should let them land and then hit them, with our large well trained army..As I said in defencewire when we do such strategic planning we should consider moving the capital and vital institutions inland..And defintely we need to upgrade our radar and surveillance capacity..

I felt my heart sank in a barrel of nitric acid when I heard about PLA and the plane carrying weapons to Sri Lanka. I was relieved that the plane was not heading for Sri Lanka.

SF is in the race to win it. Not to spoil it. He is giving all the indications that he would not abolish executive presidency.

For example he was promising prelates that he would look after "sasana". If he were to give up the executive presidency how could he promise that? If his real intention is to abolish executive presidency only promise he can give is to abolish the presidency.

Giving all these promises and promising abolition of presidency could logically mean only one thing; Dictatorship. This is a real threat.

The rape accusation has not still been shown to have a solid foundation although illicit affair has almost been confirmed. Regardless this, his presidency could bring island wide trauma to people of all groups.

If the rape case were true then this threat is even more significant. People who hurt most vulnerable are cowards. Cowards with Milky Way size ego can easily turn into despots when a gun is handed over to them. As it seems the only significant factor of choosing him to lead the Army is his ruthlessness, if he becomes President it will spell disaster for Sri Lanka.

On principle while advocating pursuit of military solution with full heart and might when the military solution has become the only viable humane option I condemn torture of prisoners and surrendered terrorist just for the sake of revenge. Doing so is just admission of weakness and we sink ourselves to the level of the terrorist. As a principle surrendered terrorist should be produced in front of law since we seek justice and not revenge. Nevertheless I am aware of the danger of such a principled approach with regard to terrorists like VP, especially in an international environment supported by Opposition parties such as SF, UNP and JVP.

Carnival has not begun yet. It would really begin after 17th of December. I hope for the sake of the country itself, the Government will expose the true nature of the SF threat against the Country.

I cannot see how SF can make it since as it seems I do not see any reason why even for a considerable fraction of UNP and JVP should vote for him. ONLY the hard crust of the loyal UNPers and JVPers will vote for him but this is just an opinion based on some psychological assumptions of voter behaviour. This can be changed by materialistic needs. Maybe I am too optimistic.

I was a little reluctant to post in this blog for the reason that I do not want to invade other people's spaces and disturb their activity. It was different with DW since it was run by someone else other than the prominent bloggers here. I hope that you would understand my reluctance as a show of respect for other people opinions. I do not want to post here if I am seen as an uninvited and imposing guest.

HYDERABAD: What are the factors that Congress chief Sonia Gandhi would have considered before giving the nod for Wednesday’s midnight announcement in favour of creating a separate Telangana State? If party insiders are to be believed, it was not so much to placate fasting TRS leader K Chandrasekhara Rao as to ensure the Congress gets a good number of Lok Sabha seats in 2014 polls when Rahul Gandhi intends to assume the high office.

‘‘I have taken the decision in national interest,’’ Sonia reportedly told worried party MPs from the coastal region who called on her in the last couple of days. National interest should be read as Rahul becoming prime minister.

Now that YS Rajasekhara Reddy is no more, Sonia would not be oblivious to the fate of the Congress in the next polls. Though a good administrator, Chief Minister K Rosaiah is no mass leader and the chances of Congress doing even reasonably well are bleak, forget retaining 33 MPs that it currently has.

Given this scenario, Sonia seems to think separation is the best course. Chandrasekhar Rao has already declared that the TRS would merge with the Congress whenever the State is created and that would help her win a majority of the 19 MP seats in Telangana, she feels. Thanks to its flip-flop, the Telugu Desam, which first favoured separation only to retract now, would see its base eroded in the region.

On the other hand, leaders of the coastal region, who are opposing separation, are also blaming the TDP for the current situation. Their logic is that the Congress would not have come forth with such a statement but for the Telugu Desam’s earlier support for separate Telangana and they may not take kindly to the manner in which Chandrababu Naidu handled the whole issue.

As far as coastal region is concerned, Sonia appears to be banking on the support of Chiranjeevi’s Praja Rajyam, which like the TRS, would be more than willing to merge with the Congress.

Apart from all this, the Congress chief believed that separating the State would also silence a section of the Congress which continues to harbour the hope that some day YSR’s heir, Jagan Mohan Reddy, would be made the chief minister. But, where Sonia has apparently gone wrong is the timing -- doing it around midnight -- and without preparing her own partymen about what she intends to do. And that’s the reason for the reaction which has come in the form of resignations and bandhs giving one the feeling that the State would be split in a month or two. However, that is unlikely to happen and the Congress chief would buy as much time as possible to time T close to the 2014 polls and the period from now till then would be utilised to set up commissions and address the grievances of people of coastal and Rayalaseema.

Whether the plan works as she expects is anybody’s guess. Given this scenario, Sonia seems to think separation is the best course.
