Arrested! Fonseka's Follies Finally Earn Him Legal Retribution

No Sri Lankan Patriot wanted it to come to this, but Gen. Sarath Fonseka had not learned this basic principle of survival: When immersed nose deep in mud, the wise keep their mouths closed!

Gen. Fonseka will have the time to ponder this truism, as he contemplates the errors of judgment that led to his precipitous fall from grace from being, perhaps, the third most admired man in Sri Lanka to one of the most vilified, in a brief period of nine months. World history abounds with such instances of foolish men of unbounded ambition destroying themselves when they loosen their grasp on honor, duty and patriotism.

Colombopage had this to say today (February 08, 2010) about Gen. Fonseka's arrest:

General Fonseka has been arrested on charges of committing military offenses during his time in the Army," the newly appointed military spokesman Major General Prasad Samarasinghe said in an official statement to the Government Media Unit. He did not elaborate on the specific offenses.

Director General of the Media Centre for National Security, Lakshman Hulugalle, said Fonseka would face charges in a military court of conspiracy against the government.

The government has accused General Fonseka of plotting to assassinate the President and overthrow the government by a coup. The government has arrested over 50 of his loyal retired military officers on planning the coup. General Fonseka denies all government's accusations against him.

However, a BBC report said earlier in the day the General had threatened to divulge the military secrets in response to alleged war crimes against the Sri Lankan military during the final phase of the war against the LTTE.

Early in his presidential campaign in an interview to a Sunday weekly, the opposition candidate accused the Defence Secretary Gotabhaya Rajapaksa of ordering the Army's 58 Division leader to kill the senior LTTE cadres who were attempting to surrender with white flags.

He later retracted the statement saying the paper misquoted him but the government and the media said the retired commander betrayed the nations and the damage to the country and the military had been done by the General's statement for political gain.


According to The Asian Tribune the main charges, read out to Gen. Fonseka at the time of his arrest, were

• Politicking whilst in uniform,

• Conspiring against the Commander-in-Chief whilst in Service,

• Harboring more than 1,500 deserters whilst on Service,

• And, corrupt practices in relating to military procurements.

We trust that the Government has all of the necessary evidence to support these charges, and that they will promptly release him if the evidence available cannot stand up to legal scrutiny. However, what we know of Gen. Fonseka's activities to date since the end of the Eelam War in May, 2009, as reported in the press and elsewhere, leads us to believe that Gen. Fonseka will be convicted in a court of law, and will spend a significant portion of his life behind bars.

We take no joy in the downfall of one we considered a war-hero, but we firmly believe that those who betray their country by deed and word for ANY REASON WHATSOEVER, must be held ACCOUNTABLE, if only to serve as an example to deter others from VIOLATING the Law of the Land, and UNDERMINING the National Security of the Motherland.

Let ALL those who conspire to betray the Motherland, and violate Sri Lanka's laws with impunity take note: You will no longer will be allowed to run free; you will be held accountable for your actions! You can RUN, but you will not be able to HIDE! Therefore, CEASE and DESIST, in your own interest.

If we are uncomfortable arresting Gonseka we better change our constitution.. Probably we need 2/3.. so better way is to vote for UPFA, give 2/3 and asked these amendments.

1. Gonseka or any of his relatives cannot be arrested
2. If crminal suspects wife cries on TV release the suspect
3. If JVP protest on streets do what they say

Also the Government used 1982 figures.

Population of Vanni was 250,000.

Government assumed due to the war and migration it was 200,000 in 2008/2009. A reasonable assumption assumed by all including tards at the UN, ICRC and elsehere.

When by March 50,000 civilians in LTTEs human shield created on request and advice of the West had escaped the Government stated there were roughly 150,000 left.

When the major exous took place in April and 190,000 civilians escaped it was obvious there was more than the originally belived 200,000.

Turns out there were 300,000 Tamilia in the Vanni, going by the numbers in the IDP centres, which exceeds the 1982 population statistic by 50,000. Considering war, conditions the Vanni under LTTE rule (poor quality of life, Military training and "disposal on the battlefield"), and mass-migration for Tamilia out of the Wanni to other parts of the country and overseas it is impossible for the population to have positive growth.

Most likely there was migration from Tamil nadu.

"Streaks of intolerance and ruthlessness in Fonseka’s style of functioning, seen in his dealings with opponents and critics in the media in 2006-2007 when the war against the LTTE was waged in both conventional and unorthodox ways, had given an insight into what he was capable of, if left unchecked. To be sure, the Rajapaksa regime was complicit in many of the transgressions of human rights as it believed that the war had to be won at any cost. But when peace returned, it realised that it had created a Frankenstein. Fonseka’s post-war proposal to increase the size of the army by 3,00,000 men and import millions of dollars worth of new arms, was seen as a scheme to make the army his political power base.

Intelligence reported that Fonseka had formed groups of loyalists within the army and established links with the opposition parties and some Western powers to bring about a regime change. To nip the trend in the bud, Rajapaksa removed Fonseka from the command of the army and made him a chief of defence staff with no functions. Stung, Fonseka sought retirement and accepted the opposition parties’ nomination as their candidate against Rajapaksa in the presidential election. He bit the dust in the elections, but the government continued to hound him, heaping charges on him. The opposition sees this as flogging a dead horse out of sheer political vendetta and fears that witch-hunting may become part of Sri Lanka’s political culture, especially with an executive president enjoying unbridled power. But Rajapaksa feels that decisive action against Fonseka and his cohorts now will nip the politicisation of the army in the bud, and prevent Sri Lanka from going the way of Pakistan and Myanmar."

General's involvement in clandestine politics and his anarchic behaviour during the latter stages of his tenure as the Commander of the Sri Lanka Army clearly demonstrated that he was heading towards leading a coup, said Secretary Defence Mr. Gotabaya Rajapaksa.

"He was planning on a military rule. It was very clear in the latter stages, in the way he had spoken and addressed the people. He said he wouldn't allow the politicians to rob the military of the victory they had achieved and offer a political solution. He was completely trying to isolate the politics and take the country on a different path. In his very last stages as army commander he began bringing his people into Colombo and his regiment, positioning his senior regiment people all over. All these things were looking like a military coup". The Secretary said in an interview with the Strait Times of Singapore, yesterday (11 Feb).

On the circumstances that prompted Fonseka's arrest:


The episode has nothing to do with our political differences. The biggest damage he has done is by coming into politics in the manner he did. After 35 years in the military he should have thought of the institution as a whole.

Our forces never used to be involved in politics but this time they were fully involved and this divided the military. He used to telephone officers directly. Some officers told me they switched off their cell phones because of this. His campaign staff comprised mostly military officers and their main task was trying to reach the security commanders.

He divided the army. Because of this, the government had to bring some of the officers on television to defend its position. He started his political campaign when he was occupying the army commander's house!

On Fonseka's charge that his military security was deliberately reduced to expose him to danger:

He had requested for a certain number of security personnel. This was granted, but he kept more than that. The army couldn't do anything. If it tried to take away the extra security and vehicles, he would immediately have claimed the government was harassing the commander.

He created the situation and then he began attacking the president and myself in a third grade manner, more than any other politician ever would. It was so dirty.

The main reason is whatever he had done in the military. He will be charged under the army act. Under the army act, any officer can be charged under military act within six months of leaving the military. There are other things we will do under civil code.
Such as what?

It was clear that while he was holding the Chief of Defence Staff assignment he was working with politicians and held discussions with them and tried to win them over. That was completely wrong because he was sitting in Security Council meetings. It amounts to treason. He knew everything that was going on.

The IDP (internally displaced persons) situation for instance. He is the only person who disagreed that the people should be resettled promptly. He completely opposed it. In fact, he said there should be no resettlement for three years. (Presidential adviser) Basil (Rajapaksa) wanted it. The security force commanders wanted it. But Fonseka said, no, he can't agree.

Once in the Eastern Province (a war-ravaged province where Tamils are a majority) he even told the security commander to bring back to camps those who had been resettled. Everyone in the army knows that. But once he left the army, he said just the reverse.
On the other civil offences:

Well, he alleged that I gave orders for shooting at people holding white flags (of surrender). It is utter lies. You can understand the difficulty he put the government in. On Tuesday, he told the BBC that he will give evidence in any court. That type of thing. He simply cannot do that. For one thing it is a lie. The other thing is to give evidence... after all he was one of the people involved.

Also, certain things he said in the political campaign we cannot ignore. It wasn't in the heat of campaigning. He was serious. Such as how to get rid of certain people.



On Fonseka knowing about the murder of the journalist Lasantha Wickrematunge beforehand:


Yes, of course. We know there was no other person. You have to see the circumstances. Some of the media people harmed had never criticised any other person except him, or people close to him. Nothing happened to those who had been criticising me or the president.

We have a clue whom he has used. We are very convinced. In fact, I know for sure. He was definitely responsible for 5 or 6 cases (of disappearances) where media people were involved. Now I am going after the people who did the executions. The truth will come out very soon, then the people will know.

On government fears that he was heading towards leading a coup:


He was planning on a military rule. It was very clear in the latter stages, in the way he had spoken and addressed the people. He said he wouldn't allow the politicians to rob the military of the victory they had achieved and offer a political solution.

He was completely trying to isolate the politics and take the country on a different path. In his very last stages as army commander he began bringing his people into Colombo and his regiment, positioning his senior regiment people all over.

All these things were looking like a military coup. He also took a keen interest in changing the previous navy commander (who was not well inclined towards him).

All that hastened our decision to move him to a higher appointment. I had to take that decision to take him out from the commander's position and make him CDS (Chief of Defence Staff). The CDS is not a ceremonial post, but he created that impression. The fighting phase (against the Tamil Tigers) was over and in the second phase what was required was more intelligence and planning. It needed careful planning, rebooting. You can't do it the same way you conducted a military operation. Hence, the CDS appointment.

Outsiders don't know all this and call it a demotion. In fact, the JVP (Janatha Vimukti Peramuna) who are his present supporters criticised the government at the time for creating such a position with huge powers. They said we are trying to create a dictator. They said too much power vested in a single person. If Fonseka's aim was to serve that would have been a better position.


On the impact on the army:


They understand. They know he has made mistakes. His behaviour during the campaign antagonised the military. And in any case he wasn't a very popular army commander. We ourselves gave him more credit than he deserved. There were better officers in the army.

He was appointed 12 days before retirement. If President Rajapaksa had not been elected in 2005 Fonseka would have retired as a major general. What he achieved we could have done with any other commander. We had better officers who had made more sacrifices.

We had four presidents previously. None of them were convinced it (the Tamil Tiger separatist insurgency) could be tackled militarily. Only Rajapaksa (the President) was convinced it had to be tackled as a military problem. All the others were half hearted. It was only purely numbers. I gave numbers and increased the army's strength by three times to close to 300,000. We put more people on the ground.



On Fonseka's wife saying she has no clue to his whereabouts:


He is being kept in a naval base. He is not in a cell or anything. We have given him an apartment that was once used by the navy commander when he was a chief of staff. It is pretty luxurious.

If Fonseka had won he wouldn't have given all these facilities even to President Rajapaksa. But he lies, his wife lies and his supporters lie.


On letting him campaign in the parliamentary polls:


Now he can't. The court martial will begin immediately after the assembling of the summary of evidence is done. I don't know how long it will take because that depends on lawyers. But we want to finish it soon, in less than six months maybe. The severity of the charges is very high. He can be put in jail for as long as five years.

On Fonseka alleging serious human rights violations by the Sri Lankan military:


I am not bothered. He can tell any lie but he can't prove anything. At one time he says defence secretary wasn't in office at a particular time, at another time he says I gave illegal orders (of shooting at people holding white flags of surrender) during that time. We can prove these allegations aren't true.

We are 100 per cent convinced that western countries with vested interests were backing him. Even the US, and countries like Norway, spent lots of money on his campaign.

I have proof of the Norwegian government paying journalists to write against the government. They have vested interests and used to support the Tamil Tigers in various ways. They also supported Fonseka to try oust the president.

There are still a lot of things that need to be done. As secretary for defence I have to bring stability. The Tamil Tigers has a big network outside. We have broken much of that but we have to continue. The military can do a lot for reconciliation. People don't understand how good our soldiers are. A lot of people tell me that in the Eastern Province they want army around, not police. The army can also play a major role in development because we have trained, disciplined people.


On whether he is standing for the parliamentary polls like his nephew, the president's son:

Northern resettlement accelerated

A total of 75,000 displaced persons remain to be resettled and resettlement has been accelerated from last week, Governor of the Northern Province G.A. Chandrasiri said.

He said that People are being resettled once in every three days. The resettlement is being carried out at Ganeshapuram, Kattayamalai and East Mankulam areas from February 10.

Arrangements were being made to carry out resettlement in three Grama Seva Divisions in Paranthan in Killinochchi. Resettlement has been completed in four Grama Seva Divisions at Oddusudan in the Mullaitivu District.

Meanwhile the US has granted 433 million rupees for the resettlement of people in the North. The USAID has given this amount following the intervention of US Ambassador Patricia Butenis. These funds will be utilized for the resettlement of people in Jaffna, Mannar, Vavuniya,Mulaitivu, Kilinochchi and Trincomalee Districts.

His wife was given time to se him after his arrest, instead she "cries" to the nation over his alleged "abduction" (resisting arrest and acting despicably) then he "inanity to see him or not know where he is (a complete fabrication since he was told where he was and could see him but refused). All part of a JVP ploy to incite violent protest by getting their bussed in thugs into a frenzy.

Fact she then passed on Gonsekas "appeal for calm from the troops" is further proof of this. This is where Government fails in propaganda and public relations, they should elaborate and explain her lie and its intention rather than just calling it a lie.

Nonetheless good to see Gonseka has sense of humour, still thinking he is Army Commander.

And GR put him in Navy Commanders apartment? Karanagoda former residence? No wonder Gonseka needed extra medication.

1) Those who do not want him out and are in fact happy he is in because that gives them something to complain about and push their political opportunities with having a "free Gonseka" tag line added to their political platforms.

2) As mentioned by you those who want the Sinhala VP out -mainly the West who want their agent to work freely, i.e. jail MR/GR, fulfilling his agreements with the West/TNA (resurrecting the CFA era/separatism), silencing all who voice opposition to him and sending the country into eventual anarchy plus contracts for his son in law.

Mahanayakas should first read tipitaka and learn what buddha taught. Then they will find all bikkhus including are supposed to follow king's rule. Nevertheless according to SL law all citizens - including mahanayakas should follow SL law. Like it or not, this is not 'raja dawasa' and apart from some influence toward public in cultural framework, specially close to an election, there is nothing mahanayakas to do in this GOnseka arrest process.

Of course, they can 'patch-up'. MR,GR,SF all three or even more can throw a party, have a drink, arrange some 'dana' for stupid mahanayakas or do any thing. It doesn't matter for us. Only thing - proper investigation should be done on all accusations against the suspect - law/procedure should be followed. No one has legal right to intervene. If Gonseka patch up and MR wants to please mahanayakas only legal possibility I see is MR can grant forgiveness if he found guilty.

If these mahanayakas had any brain and any genuine concern toward sinhala nation they should have intervened at the very beginning and avoid Gonseka running for PE and asked to patch up at that time.

At that time no patchup needed. At that time mahanayakas wanted every one to follow law - election law.

We note that JHU was critical factor initiating political direction toward war victory. JVP left with no option other than competing with JHU to safeguard their vote base. Further, when JHU entered politics mahanayakas opposed or didn't support. But people voted for JHU. Mahanayaks should at least learn from JHU some nationalistic politics other than licking asses of UNP politicians fulltime.

Yeah Ninja this is a ploy by Ranil (obviously with blessing from outside). Funny that Ranil and his fellow Colombians are extremists Christians who not only supported Tamil savagery against Buddhists but want Buddhism purged from the island. How many times did these people viciously attack Buddhists monks and Buddhism in their "literature", statements and activities, now they are praising them (see comments in various forums like "LankaAcademic" and Adaderana).

Naturally this is the best way to go about it. Use the Mahanayakas to destroy the nation and the Mahanayakas themselves. Immediately after the election Ranil and Gonseka went to them with their "fraudulent elections" cry baby tears instead of the courts. Using a tool to serve their interests and then toss it out.

If anything Mahanayakas will loose credibility. Also if they want Gonseka to be "pardoned for doing any wrong" they should also get him to shut up, or stopped him from entering PE. Would he listen? Nope. First thing he would do if he was in power and they gave him "advice" is jail the whole lot.

When General Fonseka entered politics, he was a decorated war hero held in high esteem by the whole country and especially by the Sinhala public. Yet the present columnist was bold enough to predict that not only was he going to lose to Mahinda, but that he would not get even the votes polled by Ranil Wickremesinghe - the so called signer of the ceasefire agreement and the ‘betrayer’ of the country. In similar manner, what seems to be clear is that if the Mahanayakes seek to confront the present government, they are not going to come out on top. What last month’s presidential election showed in a magnitude unanticipated even by the present columnist is that there is an overarching national interest profoundly etched in the minds of the Sinhala Buddhist voter which they will pursue regardless of whoever opposes it. One thing that the people don’t want to see is the joint opposition which has just been resoundingly rejected by the people going to the Ven Mahanayake’s in a delegation and Rauff Hakeem telling the Mahanayakes that the opposition was now helpless - ‘asarana wela inne’ and asking the Mahanayake of the Malwatte chapter to start a process under his venerable leadership to restore democracy. This is precisely what they did to Sarath Fonseka as well. They went in delegation to him, and tried to use his credentials with the Sinhala public to further their own political project – and it did not succeed.

Having failed in that, they now go in delegation to the Ven Mahanayakes and tell them to assume leadership of their project. When the joint opposition meets the heads of foreign missions, that is always done behind closed doors. But when they meet the Mahanayakes, it’s always with TV crews in attendance. Over the past few weeks, how many times did we see members of the joint opposition going to see the Ven Mahanayake of the Malwatte chapter in particular, carrying tales (kelang) against the government? Never before have we ever had a situation in the country, where the opposition has tried to get the Mahanayakes to confront the government in this manner. But then again, never before have we had a situation where the opposition would get the senior most serving soldier in the Army to resign from active service to confront his own commander in chief! These are strange times when strange things happen. The people of this country and especially the Sinhala Buddhist public are not going to react positively to this attempt to recruit the Ven Mahanayakes to carry on from where Fonseka left off.

According to Nandana Gunatilake, Premakumar Gunarathnam the younger brother of Ranjithan is the de facto leader of JVP now. Apparently, Premakumar is living in Australia. Despite Premakumar's JVP Politburo membership, he was known to be a silent character in the engineering school of Pereadniya in late 80s. For a while I thought that Panhinda is the Premakumar. Nevertheless, it is interesting to see him ranked above Amanawansa Amnasingha.

US policy on Sri Lanka was in fact crafted and articulated by Robert Blake who had a grudge to bear against this government, for he sought to take out Prabhakaran from this country through an operation by the US Marines based in Hawaii. Thanks to Defence Secretary Gotabhaya that failed, and that was a huge disappointment for Blake. After he assumed duties in Washington, one of his first acts was to meet Rudrakumaran and the Tamil Diaspora (his doors were always open to them). He has established a strong link with the Tamil Diaspora, so much so that he had the Diaspora supporting Fonseka, Blake’s choice for President, who has many times over insisted that Sri Lanka belongs to the Sinhalese. It was because of the Diaspora’s influence that the TNA supported Fonseka, and he who led the ground operations against the LTTE got more votes than President Rajapaksa in the North.

Blake as a reaction to protests over his honeymooning with the political arm of the LTTE offered to meet a group of Sinhala Lankans merely to claim that he was not taking sides; that of course did not wash with anyone. It would be recalled that before Eastern Provincial Council elections last year he even called on the Election Commissioner to tell him how to do his job. It is when diplomats like Blake overstep their limits, ignoring the bitter lessons of the past, that they are seen as putting their foot into the shoes of the Ugly American. Besides, he was stepping in to meddle in the results of a province, which was transformed from violent tyranny to a democracy. Whatever the shortcomings of the election may be, it stands out as a magnificent triumph for democracy. If further proof is necessary, the prestigious Hindu, hailed it as a victory of ballots over bullets.

I do not feel sorry for the Gen or his family at all. He is a number one traitor who betrayed arm forces as well as our country for power greed and money. Apsara and Aparna did not even go to see their father when he was in hospital until Gota arrange airline tickets for them to go visit their father. We know all about the love of this family. The Dalmation Dog - The story behind this Dog is that Gn Fonseka spent lot of goverment money to buy and maintain this dog. He ordered the army security and MA to keep separate vidoeo and albums before he buy the Dog. Then 3 people from Army staff to maintain the dog. Every time they brign the dog to the Gen They put purfumes to the dog because Gen will kick the dog and the trainer if the dog smell like a DOG??? I know in and out of this family and Anoma is acting silly. I think it time to reveal the truth. Even recently both of you claimes that your 2 daughters are studying. but they are working too. Did you tell any one that while they were working they were still taking the scholorship from President´s funds? As Gn Panipitya´s wife claimed yesterday your husband (Gen) punished Gen Panipitya because of the argument he had with Gen Fonseka while having a Drink? They were drinking buddies and Gen Punipitiya did not ageree with your husband for something he did - So he started punishing him and put him to jail. This Mahanayake thing really worries me.

The Mahanayake's mean well .. in their minds they are trying to get "Dutugamunu" anmd "Tissa" together to fight Sri Lanka's enemies. As you point out, they are undermining the Patriotic forces by falling into the trap laid by the Anti-National Forces. But, you see, patriotism aside, the clergy have dayakayo on both sides of the fence on whom they depend on for their existence. They need to eat too!

My worry comes from the fact that whatever the truth is, there is one truth in Sri Lanka: the Buddhist clergy have a strong hold on the Sinhala Buddhist mind. The Buddhist monks have generations of experience in using it, and Buddhist laymen are reluctant to oppose the clergy for fear of committing "paapakarma of sansaric proportions."

At this point, the "Dutugamunu" should go to the Mahanayake's with his "Dasa Maha Yodayos" ... on his knees as we are accustomed to .. and explain to them the issues at stake in terms of confronting Anti-National Forces and the security of the nation, and WIN THEM OVER. Buddhist priests too, you see, understand one thing well: they flourish whenever Sri Lanka is unified and secure.

The GOSL should not CONFRONT the Buddhist clergy, but should treat them as ALLIES, giving them a FIG leaf to hide behind, and take to opposition, if necessary just as "Dutugamunu" did, so that he can proceed with this great PATRIOTIC venture that lies before us.

The four chief monks of the leading orders of Buddhist monks in Sri Lanka have called for a gathering of all monks in the island on the 18th of February to deliberate on the disaster caused to the nation by undermining democracy and good governance in recent times. This historical call is of great significance in a majority Buddhist nation where the influence of Buddhist monks has been recognized as a major element in political, social and cultural life.

The text of the letter is as addressed to all monks. It reads as follows:

“We think that by now you would have grasped that a confused situation has arisen in the country regarding democracy and good governance. Our view is that this will create a disastrous situation for the future of our country.

In the face of this situation, it will not be right for us as Buddhist monks to remain silent. Since the ancient times the collective power of Buddhist monks has greatly contributed to the progress of the country, and you would agree that in the recent past this has come under some challengers.

Considering all these facts and with the view to undermine the chaotic situation, with the aim of establishing collective agreement to establish democracy and good governance, with the participation of all Buddhist monks spreads through out the country belonging to three great orders, to have special meeting of monks has being arrange on the 18th of February this year at 3 PM at historical Mahamaluwa of Kandy under the leadership of prelates of three Buddhist chapters have being arranged, we here by notified all monks to attend this meeting.

So far, the published criticism against the call for this meeting has come from the leading monk of Hella Urumaya, a political party associated with the ruling Rajapaksha government. The criticism of the leading monk Ellawala Meedananda is that the Mahanayakes were silent when there was real Viyasanaya (disaster) and that there is no Viyasanaya now in the country as spoken of by them. By “real Viyasanaya” he means the LTTE and, according to him, the Mahanayakes were silent about this. He explained why there is no Viyasanaya now. He says that during the time of King Vijeyabahu, there was a rebellion and that all the rebels were killed. He implies that destroying the opposition who does not want to cooperate with the government now is not a Viyasanaya but something that has to be done as it has been done by the kings in the past.

The view of Ellawala Meedananda may seem to reflect the government’s point of view about the great gathering of the monks called by the Mahanayakes. According to reports, two government ministers have been assigned to canvas the opinions of monks favorable to the government, with the view to disrupt the proceedings of the proposed meeting. The government’s official response to the meeting is yet to be seen

An official recognition by the Mahanayakes of the threat to democracy and good governance

This is the first recognition by the country’s leading Buddhist clergy of the threat to democracy and good governance that has been made officially. Perhaps the long years of the civil war kept the attention of everyone, including the leading Buddhist prelates, on the perceived threat to national security. The call for this meeting may be signaling the beginning of a new period of national consciousness, wherein problems of democracy and good governance may replace the theme of national security.

From time to time, particularly since 1978, leading monks have made comments on the threats faced by the country’s political system, which was shifting from a rule of law based democracy to a dictatorship which placed the executive presidency above the law. At the very inception of the executive presidential system, there were conflicts between JR Jayawardene and some well-known Buddhist monks on issues related to democracy. Some of them were suppressed very ruthlessly.

However, with the JVP’s second uprising in the late 1980s and the Tamil militancies since the early ‘80s, culminating in the final insurgencies led by the LTTE, the major concerns of the Buddhist clergy shifted to national security and willingness to support the ruling regimes at any cost in suppressing these rebellions. Even in the disappearances of over 30,000 youth persons, mostly Sinhalese, in the late ‘80s, the Buddhist prelates did not play much of a visible role in criticizing such actions. The overall concern for what was considered as a threat to national security subdued all other interests.

Under those circumstances, another extreme view emerged among some sections of Buddhists, who thought that there should be a return to the past style of ruling as during the times of the kings, and that in rejecting western influences, the very structure of democracy and the rule of law introduced by the British should also be wholesale rejected. This view went unchallenged as the overall perception of a threat to national security was the main preoccupation.

With the defeat of the LTTE in May 2009, perhaps the overall objective circumstances which gave priority to the national security concerns have ceased to exist. The dangers faced by the political system and the social life may be gaining recognition in the minds of all, including the majority community. Such recognition is quite visible in the statement of many Buddhist monks in recent times. Perhaps a collective agreement may be emerging to address the issues relating to the political system in the country. This may be what is reflected in the call for a great gathering of monks by the Mahanayakes.

Such gatherings are of historical importance. Perhaps the more learned and the wiser elements among the Buddhist clergy may have begun to perceive the overall threat that is facing the whole nation, including the problems faced by the minorities. If such wisdom is to emerge out of this great gathering, it would be hardly possible for any political party to ignore it.

JR Jayawardene, who introduced the executive presidential system, was quoted as saying that the only force that he feared was the emergence of the yellow robes in the streets. Perhaps he was aware of the historical role played by the monks in the past. Whether that moment is now emerging, even belatedly, to threaten the system introduced by JR Jayawardene through the 1978 constitution, is yet to be seen.

The emergence of a religious wisdom under trying circumstances have contributed to alter disastrous turns and to generate more positive turns in history. Perhaps Sri Lanka may be in the process of witnessing such a situation.

What a pity, I wish that we had Reverends Wariyaopla Sri Sumangala and Migettuwaththe Gunananda are here today. It is rather unfortunate that the current prelates can't distinguish the difference between Sadda Tissa and Migara. Somawansa Amarasinghe was almost eloquent in his description of what he termed “the humiliation and degrading treatment” meted out to the General. That is almost rich for a man who leads a party that has been acknowledged to be one that inflicted immense terror on an unsuspecting public not so long ago. Yet he speaks of the anguish of the Fonsekas. What thoughts did Somawansa Amarasinghe have for the female victim during the time in the mid 1970’s when Sarath Fonseka was charged for conduct unbecoming of an officer and a gentleman, in charge number 0/050/536? It is said that the victim to-date suffers acute mental trauma caused by that incident. Her suffering continues to this date despite those events taking place on Christmas Day 1975.

How the coup attempt foiled
However, the government says that it has evidence in its possession that a group of retired and serving army officers including General Fonseka had conspired to assassinate President Rajapaksa, Defence Secretary Gotabhaya Rajapaksa and several others and also arrest another large number of VIPs in a coup bid to overthrow the government.

The alleged conspirators had prepared lists of heads of government institutions to be arrested and another group of officials to be sacked. Government sources also say that the alleged conspirators had hatched a separate plot on the election day night after having learnt that General Fonseka was heavily losing, to get a senior elections department official to announce the General as the winner. This was to be done after getting the Elections Commissioner arrested by an army detail for holding him prisoner at Waters Edge hotel to make way for computerising the manipulated elections results.

The group of conspirators, allegedly led by General Fonseka, had reserved 70 suites in Hotel Cinnamon Lakeside as part of their preparations to set up an Operations Room and a Secretariat for the time being. According to government sources, there is evidence that they had also put in place an arrangement to transmit the manipulated election results to foreign media through a group of foreign journalists and they had secured satellite telephone facility too for the purpose.

The leaders of political parties in the joint opposition alliance had not been privy to the coup attempt. The General had shared the secret only with a handful of intimates. However, one of these intimates had spilled the beans to a government minister who had immediately apprised the higher authorities of the impending disaster. The troops surrounded the Hotel Cinnamon Lakeside later in the same night and thus, the conspiracy was nipped in the bud.

Also it was agreed that to begin with, Sarath Fonseka would resign his position, and contest against the incumbent President Mahinda Rajapaksa .

The American agents agreed to foot the election expenses. It was planned by a victory in the Presidential election or by any other means Mahinda Rajapaksa and his family would be eliminated. Also the Agents assured him that the international community would be behind him.

Subsequently a drama was staged of Fonseka giving his consent to meet the officials of the US Department of Homeland Security (DHS) at its Oklahoma office on November 4, which put the Sri Lanka Government off the hook.

Subsequently, he was allowed to leave Washington and he travelled back to Colombo on the 4th November 2009.

After coming back to Sri Lanka the first thing he did was to visit the US Embassy in Colombo and meet the controversial US Ambassador in Colombo Patricia A. Butenis and the detail of the meeting is still not revealed.

As planned in Washington on 12 November 2009, Sarath Fonseka tendered his resignation from the Army as Chief of Defence Staff to contest in the election against Sri Lanka President Mahinda Rajapaksa.

The main leaders of the Opposition were already contacted by the US agents to accommodate Sarath Fonseka as their common candidate against Mahinda Rajapaksa.

Also he never went to the courts to challenge the results. You would think that is the first thing to do, instead of thinking about GE and showing some monks "thrown away" ballot papers, why not show it to a court? Most likely those were fakes he produced himself (clearly not enough to win OR challenge the result). He simply had no evidence so resorted to spreading propaganda. Moshe thanks for advice. I suffer a great deal even a little hurt I might cause to another person inadvertantly. So I am careful. In the politicians' case they should be judged in the political arena the perceptions that they deliberately create or allowed to be created by omission or commission.

If I make a wrong judgment about a politician then a public apopogy will do where as making a wrong judgment about a friend cannot be compensated just by a simple apology. I will suffer in that case.

I am infallibel enoug to assume that I am always fallible.

Karuna warns Rajapaksa on devolution of powers

CHENNAI: Chief Minister M Karunanidhi on Saturday warned that the DMK would not be a mere spectator if the Rajapaksa government in Sri Lanka failed to honour the promise for devolution of powers to Tamils.

Writing for Murasoli, Karunanidhi said, “in a democracy it would only be fair to honour and fulfil poll promises. If Rajapaksa fails to honour the promise and tries to delay it, the DMK will not be just watching it. We will take up the issue and urge the Centre to do the needful.”

Referring to arrest of former Lankan Army chief Sarath Fonseka, Karunanidhi said the Lankan President should not forget the history. In this regard, he recalled how Alexander the Great had treated King Porus after the latter’s fall.

Karunanidhi had used the same analogy, when there were reports that LTTE leader Velupillai Prabakaran wanted to surrender after the island government launched a massive attack against the Tigers.

He denied the charge of AIADMK general secretary J Jayalalithaa that he was trying to create an illusion that Chief Election Commission had acted in her favour. “In fact, Jayalalithaa had created such an impression by stating that Chawla had invited her and asked her to sit along with VVIPs during the diamond jubilee celebrations of the Election Commission,” he said.

As I suspected, all that Fonseka drama happened in USA appear to be staged according to AT. The timing of Fonseka's visit, US Security Department's attempt to interview him (according to Fonseka), Fonseka's DC temple speech, and his bitter resignation after coming back did not appear random events at all. Even those bogus war crime allegations at Sunday Leader appeared a bit out of place. Hopefully, we will see the full picture soon.

US Embassy spokesperson Jeff Anderson declined to comment. “I am sorry I cannot say anything on the matter,” he said yesterday. However, a Foreign Ministry source in Colombo confirmed Ambassador Wickremasuriya was summoned to the State Department to be handed a protest note.

The Singapore-based Straits Times quoted Defence Secretary Gotabhaya Rajapaksa as saying that the United States and Norway had funded Gen. Fonseka’s campaign for the January 26 presidential election.In separate statements, both the US and the norwegian Embassies in Colombo denied the accusations.

Foreign Minister Rohita Bogollagama on Friday met Valerie C. Fowler, Deputy Chief of Mission of the United States Embassy in Sri Lanka. Ambassador Patricia Butenis is out of the country.

Foreign Ministry sources said Mr. Bogollagama explained the circumstances under which Gen. (retd.) Fonseka was arrested by the Military Police. He has said the General was being dealt with under the Army Act.

My personal view is that the caste-based nikaya system is against the fundamentals of Buddhism..I strongly believe MR being 'Thrisinhaladeeshwara' should call a sasana sanhodanaya (like great kings before him) and unite the three nikayas into one Sinhala/ Lankaeeya Bhikkhu vansaya..

I think the prelates, bishops mustn’t get involved in advising or threatening the incumbent leader running the country, as they are not qualified legally or otherwise and they could give their opinion privately just as an ordinary citizen.Politicans are only accountable to the people and not to the faiths or will be sleep walk into a Taliban like state.
We should have to prosecute the likes of Karuna for his war crimes and likewise the law must deal with SF if he had tried to grab power illegally.MR is absolutely right to reassure RW that they should let the law of the land pursue this affair of SF to the end and if found guilty the courts will decide and not the President. The web picture of both MR and RW shows the body language of both parting amicably. President should not use his powers to pardon wrongdoers whoever close they are to his administration and to do is to bring disrepute to him and the country.
ENRON chairman over 80 years old, a friend of President Bush was found guilty and sent to prison. He wasn’t pardoned or favoured and that should be a lesson to all politicians in the world.

Therefore please first you make an effort to learn Buddhism in its entirety practice it realise some form of wisdom and teach your leaders who are in permanent Dukka causing death and destruction. A spell in the forest might help you in this endeavour. If you need help I am happy to join you. For you the country is unified, but for the people the island is divided as has been in the past 100 years. The division was engineered by your leaders in various stages of post independence political machination. The division is temporary but the politicians and your leaders forced it on people so that they could enjoy the trappings of state power at any cost.

- To pardon SF, he has done something wrong. So they accept that SF has [say may have] done something wrong.

- For a act of this level, you cannot simply pardon based on a mere apology, but you have to see the direction he takes, as anyone can issue a fake apology

every Buddhist knows, has studied, and lives to various degrees, according to his wishes.

I am not going to debate Buddhism, or the deeper meaning of the above words here with you, except to say that you should GIVE UP trying to use Buddhism to emasculate and make defenceless the majority Sinhala Buddhist community of Sri Lanka, to prevent them from defending their nation and their people from destruction .. by military means if necessary.

As I have said before, Buddhism, like most other major religions, are ideals that people seek to achieve and are guided by, but in the imperfect world that we live in cannot always comply with if we want to survive. Turning the other cheek also, when confronted with unmitigated evil hellbent on destroying everything one loves cannot be overcome by religion, but by applying counter-force. For example, the Christian Allies who defeated the Nazis and the Japanese in WW-II by using massive counter-force, the like of which the world had never seen before, were fighting for their very survival .. no amount of Christian homilies or Buddhist sermon's would have saved them. Please don't offer me Mahatma Gandhi's non-violence as a counter example; that worked against the British, but would have failed disastrously against murdererous people like the Nazis, Pol Pot's Khmer Rouge, or the LTTE.

In Sri Lanka, our leaders allowed various pseudo-bleeding hearts from all over the world having with their own self-serving agendas to divert them away from the hi=ghest duty to their people, and discourage them from SOLVING THE SEPARATIST PROBLEM quickly MILITARILY, as Abraham Lincoln did in the US Civil War. They fiddled with it until 100,000 people died. Fortunately for Sri Lanka, President Mahinda Rajapaksa came to the rescue .. and solved it QUICKLY the only way it could be solved, after giving the LTTE a short period to settle it peacefully.

I believe and practice my Buddhist religion under normal conditions, but I am not so impractical to think that under extraordinary conditions I would survive if the forces of law and order which maintain a safe environment for me did not exist. Because I am practical enough to see that, like millions of other practical people, I support a STRONG DEFENSE and the FORCES that maintain LAW & ORDER. Without our support, neither they, nor us, can survive.

Your arguments are typical of the impractical fools who think you can do away with all security forces and rely on religious ideals to save you; they never have and never will. These people continuously preach to those brave souls who make it possible FOR THEM TO SURVIVE, until violence pays them a visit in person, then realism sets in. But, that is like closing the barn door after the horse has been stolen.

You have no idea of why every nation maintains armed forces and police forces, do you? Well, let me give you a hint: ask any of the relatives of people who were bombed to pieces by the LTTE in Sri Lanka .. they will tell you. In fact, ask me! Wariyapola Sumangala Thero did that in 1815 before British gain control. British correctly identified that how monks influence sinhalese and they also understood that its not possible to remove monks in SL politics. So they did their standard trick. They created two chapters (divide and rule) malwathu-asgiri for dominant (govi caste) siiyam nikaya and appointed two monks as leaders. Now they are supposed to be "leaders" for buddhists. Of course, they bribed them in terms of awards, responsibilities, recognition and material.

[Its the same in national level. They killed leaders like Kappetipola and appointed new leaders like DSS, SWRD etc]

Sinhala nation accepted this and you see when some one 'out of their assigned trained group'-RP/MR, become the leader how difficult suddha behave...

Mahanayakas have done so far their job - working for British (west) by controling buddhists even though they failed on JHU and last PE (Gonseka). However, their service to suddha should be recorded in bold fonts when 100s of monks get killed in 88-89 and in Aranthalwa, Sri maha bodhi attack, etc.

Only exception I have seen was Madihe Thero (amarapura). And as I know that nikaya is not in this clan.

Buddha told it should "dharma" be your teacher after his death. Buddha didn't appoint any mahanayakas neither he created nikayas for each caste. Suddha appointed mahanayakas and as we usually worship sudda we worship suddas mahanayakas too.

Not all of the nikayas origins can be attributed to caste differences. That is a recent (few hundreds of years?) phenomenon.

The original nikaya division (Mahavihara, Abhayagiri etc) were based on idealogical differences, and on which country they originated from; not caste.

Check it out.

Also, very few Buddhists still pay attention to caste origins of the Buddhist nikayas, as far as I know.

I know I don't care .. I happily go to ANY and ALL Buddhist temples. My family has supported ALL Buddhist temples in our area, for as long as I can remember.

The word "nikaya" in pali means group or collection. It was used to describe collection of books (deega nikaya etc) initially. Mahavihara, Abayagiri etc was divided alone ideological issues - not caste. But I don't think they used word nikaya to express themselves even at that time. And now such groups don't exist. When you say nikaya today (except to refer books) you mean siyam nikaya etc. You like it or not thr truth is this all nikayas are based on caste. We should be ashamed but thats the reality. And its these so called mahanayakas who maintain such caste division not ordinary monks.

By the mid 18th century, upasampada (higher ordination, as distinct from samanera or novice ordination) had become extinct in Sri Lanka again. The Buddhist order had become extinct thrice during the preceding five hundred years and was re-established in the reigns of Vimala Dharma Suriya I (1591 - 1604) and Vimala Dharma Suriya II (1687 - 1707) as well. These re-establishments were short lived. On the initiative of Ven. Weliwita Saranankara (1698-1778) the Thai monk Upali Thera visited Kandy during the reign of king Kirti Sri Rajasinghe (1747 - 1782) and once again reestablished the Buddhist order in Sri Lanka in 1753. It was called the Siyam Nikaya after the "Kingdom of Siam".

However in 1764, merely a decade after the re-establishment of the Buddhist order in Sri Lanka by reverend Upali, a group within the newly created Siyam Nikaya conspired and succeeded in restricting the Nikaya's higher ordination only to the Govigama caste. This was a period when Buddhist Vinaya rules had been virtually abandoned and some members of the Buddhist Sangha in the Kandyan Kingdom privately held land, had wives and children, resided in the private homes and were called Ganinnanses.[1] It was a period when the traditional nobility of the Kandyan Kingdom was decimated by continuous wars with the Dutch rulers of the Maritime Provinces. In the maritime provinces too a new order was replacing the old. Mandarampura Puvata, a text from the Kandyan perid, narrates the above radical changes to the monastic order and shows that it was not a unanimous decision by the body of the sangha. It says that thirty two ‘senior’ members of the Sangha who opposed this change were banished to Jaffna by the leaders of the reform.

The Govigama exclusivity of the Sangha thus secured in 1764 was almost immediately challenged by other castes who without the patronage of the King of Kandy or of the British, held their own upasampada ceremony at Totagamuwa Vihara in 1772. Another was held at Tangalle in 1798. Neither of these ceremonies were approved by the Siam Nikaya which claimed that these were not in accordance with the Vinaya rules.

As a consequence of this ‘exclusively Govigama’ policy adopted in 1764 by the Siyam Nikaya, the Buddhists in the Maritime provinces were denied access to a valid ordination lineage. Hoping to rectify this situation, wealthy laymen from the maritime provinces financed an expedition to Burma to found a new monastic lineage. In 1799, Ambagahapitiye Gnanavimala Thera a monk from the Salagama caste, from Balapitiya on the south western coast of Sri Lanka, departed for Burma with a group of novices to seek a new succession of Higher ordination. The first bhikkhu was ordained in Burma in 1800 by the sangharaja of Burma, his party having been welcomed to Burma by King Bodawpaya.

Again, this is my understanding also, but I thought Siyam nikaya did not care about caste .. and generally followed the teachings of the ancient Mahavihara school, whereas Amarapura and Ramanna were initiated by caste groups, and for some reason felt alienated from the Siyam nikaya.

Of course, they may have ACCUSED the Siyam nikaya of caste discrimination, just as Tamils accuse Sinhalese of discrimination after independence, with no truth to it. The drive to make the benefits of society more acessible to all disadvanted people, most of whom were Sinhala Buddhist, was viewed by the Tamil elite as discrimination because it would dilute their privileged position in society, even though many poorer low caste Tamils also benefited from those policies. Another example is Ramadoss claiming discrimination against Vanniyars in Tamil Nadu and demanding a separate Vanniyar state. But, does that mean that these accusations are true? Very often they are only the cover story hiding the real truth.

Likewise, in the caste of the nikayas, was there some other reason for resentment, like jealousy, access to royal patronage, temple property rights, or even a manifestation of unfullfilled ambitions ego-driven priests? Even today, there are various Buddhist orders, created by enterprising Buddhist priests popping up in Sri Lanka, on varous pretexts, generating friction between them.

That is why I said "not all nikayas are caste related"; I felt the Siyam nikaya was not caste driven.

In any case, my point is, I don't think caste is still an important issue even within the Buddhist nikayas .. but, I could be wrong.

I will ask my friends and family in Sri Lanka about this.

Even though am somewhat disconnected from the Buddhist temple, I have heard stories in the lines of Ninja. However, I am not sure if these differences at the chief levels migrate down to village levels. One thing is certain that no lay person I know gives a damn about nikaya differences. It is not nikaya that mattered but how the monks live their lives. Several times, I have heard rumors that one chief in a Kandy temple was in to violations of all seela they are supposed to follow. That was some time ago, not recently. Anyway, that was a minor distraction. What matters right now is that we need to awake these prelates before they get fooled by the top scum of Sri Lanka.

With respect to Gonseka trial Government should allow "foreign observers" say from Japan and India and other neutral countries. They can be judges & military prosecutors to sit, watch and observe.

They should be barred from shuttling around the country and kept in a hotel throughout their stay, no visits from anyone akin to how Juries can be kept locked up in motels in the US haha.

I disagreed with Moshe over "opening it up to media" and i still stand by that, knowing these tards they will spin it their own way.

Media who should be allowed should be local patriotic media (Island) and Indian media. State media should be kept out.

Story is this. In Kandian era one day when king came to see monks one monk stood up. King became so upset as no monk supposed to stand up in front of laymen. This will be the loss of the Mahanayakas in the long run. As a result their political allegiances and motivations will soon unravel and they will lose all credibility.

This is a cunning ploy nonetheless to target the Sinhala rural voters.

After hearing "this is wrong" by the mahanayakas, friends and family started having a go at MR. There concern however was not with the arrest but that the mahanayakas "objected" as they were worried it would effect his vote base for the GE.

I am unsure whether this will have an effect or not, hard to predict these things, feels the same as during the PE whether people will be conned by Gonseka's price drops and wages increases crap trap. Also GE is a different kettle of fish to PE considering its the collective of MPs on the podium not just one man. It is up to MR/UPFA to field good candidates, and they better.

I believe people will vote for MR/SLFP again out of concern others will not be voting for him because of the mahanayakas statement.
Might be totally wrong though. Guess this GE will also be a test of the mahanayakas

CID finds US dollars in safety locker of Dhanuna’s mother

The Criminal Investigation Department (CID) on Friday had sealed four safety lockers belonging to Dhanuna Thilakaratne’s mother in a bank in Colombo, sources reported.


The CID this morning (Monday Feb. 15) had opened the safety lockers in the presence of Dhanuna Thilakaratne’s mother, Asoka Tillkeratne and had found around 525,000 US dollars and some Sri Lankan rupees as well. Dhanuna is Gen. Fonseka’s son-in-law.


When the CID had wanted to record a statement from Ms. Tillkeratne mother, she had claimed that the cash belonged to General (Retired) Sarath Fonseka and that she had agreed to deposit it in her safety locker.


Ms. Tillkeratne is reported to have helped Gen. Fonseka’s wife Anoma to operate a hair dressing saloon within the Panagoda Army Headquarters premises on behalf of the Seva Wanitha Unit of the Sri Lanka Army. Asoka Tillkeratne had ceremonially declared it opened.


Later Ms. Tillkeratne had reportedly opened up a saloon of her own in a leading star class hotel in Colombo. However when complaints had been received that the charges were too high at the saloon in the Panagoda saloon, the present Army Commander had reportedly initiated a probe.


Dhanuna Tillkeratne, the General’s son-in-law, has been accused of indulging in arms deals through a company allegedly belonging to him in Oklahoma in the USA. He has been listed as the President and Registered Agent for the company Hicorp International Inc. which is said to have supplied arms, ammunition and several other items to the Sri Lanka Army while General Fonseka was its commander.

Dhanuna has also allegedly also submitted a trade name registration to the Secretary of State of Oklahoma stating that British Borneo Defence, a registered company in Australia, is a trade name of Hicorp International."

US $525,000 is equal to SLR 600 Laks. These days you need about 100 Laks to build a decent house. Therefore the amount is not a big problem. Why is this kind of money sitting in a deposit box is the question? If it is truly earned money through legitimate business, he should have it in a bank account, not a deposit box.

The Thamil Makkal Viduthalai Pullikal (TMVP) today decided to include some new faces to contest the upcoming General elections after the party decided to go it alone at the polls, TMVP spokesman Azad Maulana told Daily Mirror online.

Maulana said that following days of negotiations within the party and with the ruling UPFA government, the TMVP had today reached a formal decision to contest the General Elections independently.

He said that the TMVP will contest under the boat symbol at the April 8 elections and have included several Tamil academics and activists to run for the elections on behalf of the party in the east.

Maulana however asserted that the decision to contest independently will not dent the relationship between the party and the government. The TMVP contested the Eastern Provincial council elections with the UPFA and also supported President Mahinda Rajapaksa at the recent Presidential elections.

The TMVP had several rounds of negotiations with the government and even met President Mahinda Rajapaksa before reaching the decision today to contest the polls independently.

Good thing is to lead the tamils of east who seem to be on stray [as per PE result]. It is not acceptable for any ethnic divisions in political arena, yet, consdiering teh way how many tamils in East voted last time. It is good that TMVP trying to stand on their own. It gives TNA a neck-a-neck competition.

Another advantage is that Karuna can show his colors for SLFP. Even a seat from whole east if a victory w/o TMVP in the fold.

There are disadvantageous, where TMVP might demand unfair things in joining up with govt. Also the example they set here is not right. Yet I believe that TMVP is still trustable.

TMVP going alone might not be so bad, especially if it eats in TNA seats - i am assuming here TNA uses/has Eastern seats??

While they may place demands on the Government, it may also give the Government bargaining chips. The more Tamil political parties in the East and North, the more they will fight amongst themselves. Depending on how things go with the SLMC and UNP, we could have UNP, SLMC, UPFA and TMVP in the East, plus UNP, UPFA, TNA, EPDP and Assandagrees TUFL in the North.

Having one party ruling the roost amongst the Tamilia has been a bad thing. Multiple parties jostling for power and alliances gives more options to the Government.

We can favour the East over the North, have one set of Tamilia Vs another. So many possibilities.

Heck we could also trap them into accepted recolonisation/“Land distribution and equality” this way. Moshe can hammer out the details of this one :))

Poyry Wins EUR6.1m Hydro Power Contract In Sri Lanka

Published: 15-Feb-2010

Poyry has bagged a EUR6.1m contract for feasibility studies, design and construction supervision of the Uma Oya hydropower project in Sri Lanka.

The project comprises two dams and over 15km of water conveyance tunnels, a 700mt deep shaft and an underground powerhouse with two Pelton turbines of total 150MW installed capacity.

The design phase is expected to be completed by the end of 2011. The main construction activities are scheduled to start in early 2011 and the power station will be commissioned in early 2016. Farab International of Dubai is the EPC contractor of the project.

The construction of the hydropower plant and the dams is part of Uma Oya Multipurpose development project by the Ministry of Irrigation, Sri Lanka. In the project, water will be diverted from the wet central highlands into the dryer southern part of Sri Lanka for irrigation and human consumption, and will use the available head of over 700mt for energy generation.

Poyry is a consulting and engineering company and has experience of the study and design of dams, hydropower schemes and irrigation works in Sri Lanka.

Sam, I agree the sums of 15 million rupees and U$525,000 are not huge, but then again as they were found in CASH belonging to Sarath Fonseka Whoredog (SFW) (as so claimed by Mrs. Tilakaratne, Danuna’s mother, who owned the boxes) it is a cause for grave concern.

This finding is not going to go away as easily as some think as when coupled to the allegations of:

1) Danuna owned HiCorp receiving illegal commissions (via his SFW father-in-law approved army procurement contracts to HiCorp)

2) SFW plotting a coup with the aid of army deserters, including the assassination of MR and key GOSL persons

I think that every tamil group in UPFA shud appear alone this time. Districts are N/E [5] and Nuwra Eliya. But elsewhere they shud be as bound as rocks.

Only loss is the bonus seat of a district where they can win if contested together. But I doubt winning above mentioned districts. Only distant chance is winning Digamadulla but probability is low.

So let them contest alone. TMVP, EPDP, Thonda [better leave him with UNP as Moshe said] and also Plote [wanni]. But the Muslim's shud be held closely. There is a strong Muslim support in east for UPFA.

If UPFA can win a seat each in each North and Eastern districts w/o tamil support. It is a major gain. Meanwhile most those anti-pussycat tamils whom got lost politically, and have some ice breaking to vote for a national [Sri Lankan] party, can vote for Tamil* parties who faught against pussycats.

Rationale: It is too early in the post-war game for GOSL ruling party to be contesting these "LTTE brainwashed" electorates on its own.

Any sign of GOSL in these areas, the LTTE over 25 years had ensured it brainwashed the citizens to abhor and reject saying it reflects "Chingalam domination & persecution of us Tamilians" and this cannot change overnight.

However, once Tamil-identity parties (but pro-UPFA) have won and people have had a chance to see the benefits coming their way (e.g. sheer development planned for the N & E), then I am sure in time they will wean themselves out of the LTTE brainwash and at future elections (in another 5-6 years) when UPFA contests with suitable Tamil candidates on its own, its bound to win handsomely as then the "trust" would have been won.

My personal views only. Agree there are other perspectives here and I respect them.

Kumar Rupesinghe has been busy working in secret in the central province telling the plantation Tamils there about self-rule, autonomy and making deals with foreign countries "independently".
