Peace has dawned upon Sri Lanka. For the first time in 27 years Traditional New Year celebrations took place in an atmosphere of peace. First peaceful Independence Day, first peaceful Christmas and the first peaceful election were other firsts lately. Will peace last?
Answers depend on the sentiments in formerly war-torn areas. After the wipe out of the LTTE, violence is not a yardstick to measure the level of peace. But the voting pattern is. Has anything changed in the voting pattern of North-East Tamils in 2010? The answer is not much. Even the small change that has taken place cannot be attributed to a lasting and genuine factor. For instance armed paramilitary politico-military groups roam the streets of Jaffna District. Interestingly they only managed to win seats in the Jaffna District! It says a lot about the real reasons for their bettered performance. Displaced civilians cause another complexity. Only some displaced civilians were provided with facilities to vote. In another strange outcome, displaced civilians overwhelmingly voted for the government minister in charge of their welfare who was active in arranging them transport facilities on the election day!
These abnormalities clearly are exceptions than the norm of North-East voting pattern. If people were allowed to vote in an atmosphere of no IDPs and no armed paramilitaries, the result would have been different. In making long term assessments, these exceptions have to be taken out of the picture because IDPs will be soon resettled fully and armed paramilitary groups will eventually be forced to toe the line.
A clear, unbroken voting pattern
When these anomalies are taken out, a clear picture emerges that is the natural voting pattern of Tamils in the North-East ever since 1947. Unlike in other parts of the country, in North and the East, Tamil voters have always predominantly voted for racist political parties. This strange phenomenon is not unique to Tamils in Sri Lanka’s North and the East. It is also clearly visible in Tamil Nadu, India. Almost all other Indian states follow collective political ideologies.

However, racism seems to be the dominant political ideology of Tamil Nadu as it is in North and East Sri Lanka. Dravida Munethra Kazakham and All India Anna Dravida Munethra Kazakham are the dominant political parties of Tamil Nadu. Dravida is one big race that is made up of a number of Dravidian races including Tamil. North and East of Sri Lanka, and Tamil Nadu account for over 41 Tamil/Dravida political parties. Political ideology of these parties is Tamil/Dravida racism.
Since 1947, the following parties dominated Tamil politics of Northern and Eastern Sri Lanka in terms of voter numbers; All Ceylon Tamil Congress, Ilankai Tamil Arasu Kadchi, Tamil United Liberation Front and Tamil National Alliance.

Trincomalee shows the highest percentage of 84% which is significant because the ITAK leader contested from the Trincomalee district. Jaffna and Vanni show low percentages because EPDP and aligned parties threw their weight around ably supported by their armed cadres. Voters’ turnout in these two election districts was low which helped this outcome.
National Security Implications
Political parties with racist or religious ideologies may they be Tamil, Sinhala or Muslim don’t go well with national security interests. Ethnic harmony and secularism are the best tools for maintaining national security. These parties not only stand in the way of ethnic harmony but openly preach racism and violence. ITAK has a long history of engaging in violence against ethnic Muslims and Sinhalas in the North and the East. Starting from 1949, ITAK carried out a number of apparently peaceful campaigns to win a separate state for Tamils including civil disobedience campaigns. However, due to the very racist nature of these campaigns they turned violent. 1958 riots broke out as a direct result of the highly racist and discriminatory “tar-brush campaign” of the ITAK where Sinhala letters were erased in all public places by applying tar on them which is a direct adaptation of the “tar-brush campaign” carried out by Tamil Nadu communalist politicians earlier against Hindi speaking people.
ITAK has again threatened civil disobedience campaigns unless their demands are granted.
It is wrong to call these “Gandhian ways” of peaceful protest. Unlike the ITAK, Gandhi never made racist demands. This type of action should be handled using force since it can arouse racial violence and is an insult to the good name Gandhi.
Communal political parties demand that security forces are withdrawn from the North East since the war has ended. If done, this can seriously jeopardize national security.
Fourth danger of communalist parties is that they act as secret promoters of separatism even when the LTTE has been wiped out. They, along with sections of the LTTE Diaspora can destabilize Sri Lanka and India. In the remote possibility of a referendum in the North East of Sri Lanka for separation, an overwhelming ‘yes’ vote would mean immense pressure on the island nation to honour their ‘democratic’ right.
However, racist political ideologies cannot be forcibly suppressed. This is especially so when Tamil Nadu, Sri Lanka’s closest neighbour and the global defender of Tamil rights is heavily controlled by communal politics.
How to Face the Danger
The only democratic way to diffuse racism in politics is to ethnically integrate North East so as to make racist politics irrelevant. Success of it is seen from the election results of Trincomalee District. Although more than 80% Tamils voted for a communalist party, it lost thanks to large scale multi-ethnic settlement programs since Independence. Digamadulla is another example. Since the split from Batticaloa District, population diversity of the Digamadulla District has increased.
These proven peace building tactics should now be applied in the Northern Province.
Lousy political solutions without addressing the core issues of racism will create more trouble for the nation. Most suggested solutions will in fact empower racist political parties in a decentralized setting! That would be a total disaster regionally, nationally and internationally. This is the reason why the Northern Provincial Council has not been convened, almost a year after the war ended. A Provincial Council controlled by politicians with a racist ideology will pander into the highly active Tamil Elam campaign abroad.
Tamil Elamists should not be allowed to get peacefully what they couldn’t get in the battlefield. If danger to the nation is so grave that no other means would work, there should be no hesitation to use the military to sufficiently crush the rebellion. However, the smart thing to do is not to use the military at all. That can only be done with a process of mass ethnic integration in formerly war affected areas.
When should it start? Now. That’s because good times won’t last. While the time is right, maximum number of new multiethnic settlements has to be established in the North East.
Experimenting with untested solutions is equal to not having a solution at all. It is the noble duty of all peace loving Sri Lankans, not just patriots and nationalists, to compel the government to give a political solution based on multiethnic settlements in the North. This duty must be discharged for the sake of future generations to live in peaceful, multiethnic communities devoid of all chances of war, separation and racism. Peace loving people should not fall for crocodile tears of racist elements who will oppose multiethnic settlements in North East. Hidden behind these apparently meekly acts are the cruel intentions of racism. Anyone opposing any reasonable form of multiethnic settlements is a supporter of racism and should be treated as such. New laws are needed to punish those who don’t recognise the fundamental right of any Sri Lankan to live in any part of the island nation. And new laws should totally ban separatism and racist political parties that would divorce North East politics from Tamil Nadu politics. Adjusting the number of parliamentary seats based on new population figures is another requirement. Essential powers needed for counter-terrorism and counter-separatism now included in Emergency Regulations should be separately enacted with minimum hindrances to civilian life. Such laws should be operational by default without having to pass it in parliament month to month. Only other provisions of Emergency Regulations should remain needing parliamentary sanction monthly, if required to be implemented.

Despite an 11 month prolonged effort from LTTE separatist agents to stir-up anti-Sri Lankan sentiments in Europe and Canada, a stern reply by majority Tamils expatriates have reportedly irked the hardcore terror activists, said diaspora activities observer Kumaran Selvarasa. According to finalized reports released by LTTE propaganda cells overseas, a mere 90,866 Tamils have pledged support for separatism, while an astonishing Tamil diaspora base of over 90.34% defied voting in favor.
The desperate appeal made by the extremist Tamils experimenting on genesis of a 'Transnational Government': proxy spring board for a mono-ethnic state - Eelam, was ridiculed with lack of support from an overwhelming expatriate Tamil population of 940,000 worldwide.
Citing released statistics of 9 separate states in Europe, New Zealand and Canada, Selvarasa said that, "the perpetrated gimmick made by the terror sympathizers to continue harping on 'the perceived grievances' has no more relevance in the modern world. These statistics are clear indications that there is no or minimum tolerance for communal hatred, extremism and violence.
Only a 9.66% of the Tamil diaspora populace above 18 had 'voted'. And off-course due to very imminent use of widespread intimidation and threats from existing LTTE mafia groups and regional armed sleuths to woo unconditional support", he further said.
Meanwhile, reliable information from expatriate inner circles confirmed intensified disputes between Rudrakumar faction and Nediyavan faction over nominations under the TGT paradox.

As usual, being a champion of human rights, womens rights, animal rights, patients rights etc I vehemently oppose. Media freedom and freedom of expression must be protected at any cost as long as our entertainment is guaranteed. I am very impressed to see how multipolar keeps criticizing us, attacking us even though the sicko is in defensive mode (opposed to offensive mode) after GE. LTTE overseas network crumbling
The overseas LTTE empire is falling apart before our very eyes. The ill conceived and hastily arranged TGTE is the primary cause of the downfall. This coupled with GoSL intelligence operatives infiltrating diaspora circles and sowing discord among them has dealt a deathly blow to the overseas LTTE network. LTTE candidates contesting in the TGTE have resorted to caste and sectarian politics and many candidates have withdrawn their nominations and some have had their wins mysteriously annulled. The LTTE diaspora is confused on who exactly has won or not won, their confidence in the nascent TGTE has diminished. The functioning of the TGTE even before it has officially inaugurated provides insight into how a Tamil Eelam Government would have worked had the UNP and Norway succeeded in giving it to them, sectarian, caste based politics and infighting would have been rife.

I agree. This is what I was proposing also, although not necessarily using wordpress. But classy in appearance .. it must be.
Besides, blogspot sites typically don't give the degree of control we need for a true website with embedded images, etc. A template driven site with good admin controls and security is a must.
Sri Lanka Defence Forum can remain the discussion forum it already is, affiliated to the new think tank website.
As I implied, and Pol Sambol made explicit, we must adopt some of the approaches of typical western think tanks if we are to be taken seriously. We have to realize that we are small fish in a big ocean, and pick and choose our battles using the weapons of our critics against them, without tilting against unnecessary windmills.
Our stand will be undeniably patriotic, but we should not wave that patriotism in everybody's face as we do at the Sri Lanka Patriots blog, and at this Sri Lanka Defence Forum blog.
At all times, we will have to remain reasonable in our perspective, and PLAY THE GAME better than our opponents do.
Anti Lankan Miliband out
Controversial British Foreign Secretary David Miliband who was unpopular in Sri Lanka over his anti government remarks has been ousted following the labour government’s loss at the British elections and has been replaced by William Hague.
Miliband drew the ire of the Sri Lankan government and also was reported to have had a verbal spat with Defence Secretary Gotabaya Rajapakse over the safety of civilians in rebel-held areas in Sri Lanka during an official visit he undertook to the country in May last year.
Miliband’s repeated calls for a ceasefire saw more thousands of Sri Lankan’s gathering outside the British High Commission in Colombo on two occasions, one last year and the other early this year, where the protestors threw rotten eggs and stones at the embassy compound, and the effigy of Miliband was set on fire before being thrown over the high embassy walls.
Then in February 2010, a new chill settled on the diplomatic relation between Sri Lanka and Britain as Miliband addressed a parliament meeting of the Global Tamil Forum in London. The forum is known to campaign for a separate Tamil nation in Sri Lanka.
At the protest launched outside the British Embassy, large cut out’s of the British Prime Minister and Miliband were seen pasted across the walls with both of them dressed in LTTE outfits.
Meanwhile, according to the AFP, William Hague who was named Britain's new Foreign Secretary was a prodigy who led the Conservatives into electoral disaster but is now one of their most popular and respected MPs.
The 49-year-old is fiercely eurosceptic, but while attacking the European Union (EU) for being overpowerful and undemocratic, he has toned down his opposition since becoming David Cameron's foreign affairs spokesman in 2005. (Daily Mirror online)

After the war these same SoBs demanded a "full report" from our Navy on how we handled the LTTE sea wing (must be wondering how we beat a force they trained so hard). What a nerve. Took our country back a 1000 years, dumped Tamilia on us, spent 100 years fermenting Tamilia racism and encouraging it as a tool against us and then spent the last 30 years killing brutally by proxy by harbouring Tamilia, funding, supporting and backing it (along with "moral cover" too through their corrupt media) and vicious Tamil chauvinism and chauvinism driven violence, while at the same time demonising us. Just to fully understand the nature of suddha we cannot forget they went to the extent of engineering a humanitarian disaster in collusion with Tamilia to keep our country and people at war along with slinging mud at us to demonise us one step more. Lately they inaugurated the GTF to keep Tamilia racism and chauvinistic violence alive.
If they ask for our help on defence matters, knowing these para ballas they will be thinking we must obey them regardless as they all love to play “full imperial”, I say we do not say no, we hurl the truth at them about their vile racism and intentions then give them the wrong information (obviously the two must come separately).

Of the population in the North and East (as two separate units), ethnic composition + land mass as well as where the populations are centred (as we know these two gigantic provinces are barely inhabited throughout their length and width, with populations concentrated).
Also need land size of the rest of the country (minus N&E) plus population distribution.
At one pint Moshe put these figures up.
If anyone can guide me to a site which has these details i would be grateful.
Once i am done i will email it to you guys so you can edit it as you see fit.

A day into the job and he is already planning on rushing to the US to meet Hilary Clinton to obviously discuss “international issues”. Probably planning to bomb SL. SL will defiantly be on the discussion table and Hague hates SL/Sinhalese.

For what I have in my mind i do not want to delve to much into LTTEism, Tamilia and homolands and history (other than covering their role in cleansing Sinhalese from the North and East to basically try and sneak in their racism).
To much detail causes allergic reactions for some people (we all know why). I would rather take it from the POV of "today" and going to the future.
And what i wrote won't be final, i will send it to all of you and you can give your inputs, incorporate your own work/ideas etc.
Our diverse ideas and viewpoints which are all geared to same goal is our biggest strength.

Deputy Minister of Resettlement Vinayagamoorthy Muralidharan on Monday directed authorities to suspend the activities of two NGOs working in the Batticaloa District following revelations that they had been working to ‘personal agendas’.
Speaking to The Island from Batticaloa yesterday, the Minister said he was had directed the authorities to suspend the activities of the two NGOs.
He took this action following a meeting held at the Batticaloa District Secretariat on Monday to review the progress made by NGOs on resettling IDPs.
Batticaloa District Secretary Sundaram Arumainayagam, heads of NGOs and Senior Media Secretary to the Deputy Minister, Ramon Mahamud also attended the meeting,
The Deputy Minister hoped that resettlement process would be expedited.
He also thanked the NGOs who had executed their responsibilities and duties in an exemplary manner by assisting in the resettlement of 2000,000 IDPs.
He earlier convened a meeting at the Batticaloa District Secretariat, attended by all Heads of Government institutions. He requested their co-operation in accelerating the resettlement process.
So Karuna still has some use.

UPDATE: Parvathi Ammal, the mother of slain Tiger leader Velupillai Prabhakaran is being treated at the Valvettithurai (VVT) Hospital as the conditions set out to enter Tamil Nadu were found to be too stringent, says former TNA member M.K. Sivajilingam.
Ms. Parvathi had arrived in Colombofrom Kuala Lumpur on May 10 after failing to get an extension of her one-month Malaysian visa and approval to enter Canada to stay with her daughter Vinothini Rajendran. The Indian government’s decision to grant her a visa was conditional, which her relatives said, were too stringent.
Parvathi Ammal was partially paralysed in 2000, and for sometime now, has been completely bed-ridden. Her husband Thiruvengadam Velupillai died while in Lankan military’s care at Panagoda on January 6.

I don't like "New Policy Group" at all. A bland totally non-descriptive title signifying nothing.
No one will have the remotest notion of what the group is about from its name:
Is it about Sri Lanka, South Asia?
Is is about human rights, democracy, peace?
Is it about defense, regional security and defense collaboration?
Is it about development, economics?
WHAT is it about?
Who has the time to spend to visit a site proclaiming a "new" something about whatever on the off chance it might be "interesting"?
The name of the organization and the site must convey some basic notion of what the visitor is likely to see!
Then, people who are not interested can avoid it, and those who are can visit it and bookmark it!

What are the three most important things we will talk about?
Defence (national & regional), Economics and Development (national & regional), and Human Rights.
These are the three areas that will underpin every issue we will both espouse and confront.
So, I propose the name
1. "National Security, Development and Human Rights Policy Group"
which identifies these three seminal areas of interest and has the acronym NSDHRPG,
2. or, the more general
"Sri Lanka National Policy Analysis Group"
with the acronym SLNPAG
3. or, the more grandiose
"Sri Lanka National Policy Analysis Center"
which brings in the meaningful "PAC" ending into the acronym, signifying it is ultimately about national politics.
The last two leave the scope wide open, but specifies three things:
1. It is about Sri Lanka
2. It is about National Policy
3. It is a private Group/Center unaffiliated with the GOSL.
Of these three, I like the name "Sri Lanka National Policy Analysis Center", or SLNPAC, the best.

Sri Lanka's Tamil party oppose proposed constitutional reforms

May 13, Colombo: Sri Lanka's Tamil National Alliance (TNA), the single largest Tamil party in the Sri Lankan parliament with 14 members has said that the Rajapaksa government's constitutional proposals are unacceptable to the Tamils and other minorities, an Indian media report said.
"The proposals do not meet the needs of the minorities. They will put the minorities at a disadvantage," India's Express News Service quoted TNA parliamentarian for Jaffna, Suresh Premachandran.
Two cabinet ministers cum spokespersons of the ruling Sri Lanka Freedom Party (SLFP) Susil Premajayantha and Maithripala Sirisena said on Monday (11) that the government would replace the current Proportional Representation System (PRS) with the First-Past-the-Post-System (FPPS) for the majority of the 225 seats in parliament.
They also said that a 25 member upper chamber called the Senate would give representation to the minorities and the provinces.
The existence of the Senate would obviate the present requirement to get the prior approval of provincial councils if any act affected their rights, the spokespersons had said.
" The First-Past-the-Post-System will deny representation to the minorities. The winner (who will in most cases belong to the majority Sinhalese community) will take it all and the minorities and small parties will get no representation. The proportional representation system had room for smaller parties and the minorities," Premachandran has told the Indian media.
"As for the Senate giving representation to the provinces, this is not going to be enough. What the Tamils want is provincial autonomy as well as a share in the power at the Centre," he has said.
The ruling party also announced that the constitution would be changed to allow a person to serve as President beyond the present two term limit.
The proposals are scheduled to be introduced in parliament in the next two weeks and the constitution will be amended before President Mahinda Rajapaksa begins his second term on November 17.

The idea behind the name “New Policy Group” was to have it disconnected to Sri Lanka, as in have no direct link. This way we have the appearance of “independence” but advocate nationalism and nationalistic policies as what we have discussed here (and call them “New” hah). It is all about packaging our ideas properly.
What Dhesha and other discussed was to build credibility and a reader base by sending our articles to as many people as possible, advertise on the internet, send to as many friends etc and try and get it into SL media (and even foreign media).
When you have a neutral sounding name more people (pro-SL and anti-SL) are going to read it. It’s the same way foreign media articles about SL, along with foreign writers writing about SL, always gets more buzz than one written by say a Tamil or Sinhalese.
The name means it can be about anything, not limited to one subject area. Of course it will always be about Sri Lanka.

Since Sri Lanka is also in the name the word "National" is not critical, so I am OK with this modification.

මෙම නව ව්යවස්ථා සංශෝධනය නිසි කාල රාමුවකට යටත්ව සිදු කෙරෙන බව ද ඒ අනුව දෙවැනි සහ තෙවැනි අදියර සංශෝධනය ඉදිරි වසර එකහමාරක් හෝ දෙකක් ඇතුළතදී සිදු කෙරෙන බව ද ඒ මහතා සඳහන් කළේය.
බත්තරමුල්ලේ පිහිටි ජාතික නිදහස් පෙරමුණේ පක්ෂ කාර්යාලයේදී ඊයේ (13 වැනිදා) පැවැති මාධ්ය හමුවකදී ඒ මහතා මේ බව පැවසීය.
මේ අනුව හිටපු ජනාධිපති ඡේ. ආර්. ජයවර්ධන මහතා විසින් ස්ථාපිත කරනු ලැබූ 78 ආණ්ඩුක්රම ව්යවස්ථාව සැලකිය යුතු වෙනසකට ලක්වන බව වීරවංශ මහතා සඳහන් කළ අතර ප්රථමයෙන් ව්යවස්ථා සංශෝධනයත්a දෙවනුව මැතිවරණ සංශෝධනයත් තෙවනුව සෙනෙට් මණ්ඩලයක් වැනි ආකෘතියක් හරහා අදාළ කටයුත්ත සිදුවන බව ද ඇමැතිවරයා සඳහන් කළේය.

කෙසේ වෙතත් ව්යවස්ථා සශෝධනය සිදු කිරීමේදී මධ්යම රජය සතු බලය කිසිලෙසකින්වත් දුර්වල නොකිරීමට කටයුතු සිදු කළ යුතු අතර පවතින මැතිවරණ ක්රමයේ වෙනසක් කඩිනමින් සිදු කළ යුතු බවට යෝජනා ඉදිරිපත් වී තිබෙන බවද හෙතෙම සඳහන් කළේය.

By reading the articles and getting them published in as many websites as possible and seen by as many people (through emailing for example) as possible.
Who knows what IISS or CSIS is? They publish articles (on paper & the net) which gets picked by media even in the West and even in SL. That is how people got to know who they are.
We have to build up credibility over time. I prefer a generic name that "omits" SL because the target audience is SL anyway and gives a more broad base.
I also want SL omitted because of the mentality of the people. The moment something of this nature says "Sri Lanka" it looses "value" amongst our own, where as something from Suddha/neutral source always has more credibility and "value".
For example the Island defence articles over how the war was won. They are brilliant but because the author is from SL & its an SL media peoples response is “meh”. Where as if it was written by a suddha from a suddha’s paper then everyone in SL would be gushing over it.
Another example is the recent article on SL from some suddha in the Independent UK called “what has peace achieved”. In this the author has written about Tamilia’s human shield and all their tricks using civilians. Everyone I know was gushing and excited about this because “suddha has seen the truth ”. It was a totally crap article in general filled with the usual bs lamenting “end of democracy”, “human rights” and “people living in fear” (of Government) and the actual message you get is we were better off with the LTTE (naturally suddha likes LTTE) and a bum boy Government of Ranil/suddha who now needs to rescue us as part of his continuing burden.
Yet every Sinhala person who’s eyes touched the article were so excited (because again a suddha had acknowledged Tamilia being naughty) they did not notice this. When it is pointed out the response was “they have less pressure to support LTTE because LTTE is gone now” (wtf?), “things are changing”. They totally missed that 3/4 of it were insulting and designed to humiliate us.
When Sinhalese write about human shield tactics, evilness of Tamilia and suddha, people do not gush so madly. They only do it if “neutral” suddha says such.
So we need to take a similar approach. Thats my reasoning, as warped as it sounds.

I say the GOSL must ask them to furnish a letter (notarized by a recognized entity) stating that they are NOT citizens of any other country and once that letter is received, it must be forwarded to the respective host countries' internal affairs/citizenship ministry/federal law enforcement for review.
If/when that is done, you will see how fast the applications to renew SL passport will disappear!
However...
Any that still insist on coming to SL as "Sri Lankan citizens" on a SL passport (by defrauding the above controls), well, you know then they are entirely under the SL jurisdiction as SL citizens and then who knows what kind of misfortune might come their way once they are in SL...such as being stung by Sigiriya wasps for example?

If you create accounts (gmail, twitter etc) outside of what I am spearheading, it will lead to confusion and will prevent a centralized administration of this effort. It will alsodeny the registration of that name for centralized administration by SLPAC. If you have any ideas that would enhance the SLPAC effort bring it to our attention.
I am taking the lead only because I have done this before, and know all of the senior bloggers and interested parties.
The idea is to have one TEAM of Admins with equal authority, so that if any of us cannot continue, the others can step in to continue the effort.
The same thing you did in registering the gmail and twitter accounts happened when we were creating the Sri Lanka Patriots blog. One well meaning blogger went and registered the .com version of the domain name. As a result, we lost the ability to centrally administer it.
I was able to buy that only two years after it was first registered, when the person who registered it lost interest in continuing to pay for it, but we were having domain forwarding from that name to the bogsite! We have not lost interest .. we are still sustaining the SLP effort.
I know you mean well, but many people creating the SLPAC infrastructure at the same time only creates barriers.

In other words, he says, keep trying to get full fledged federalism in the long term .. until then fight for power devolution in increments!
Everywhere in this article he identifies himself with the Tamils as if they were not an integral part of Sri Lanka's citizenry sharing a common destiny .. as we see them. When he says "we" he means the Tamils, when he says "our" he means the Tamils, as if they are separate people living on the moon all by themselves.
I am also very puzzled as to what it is they are lacking in Sri Lanka .. I have NEVER SEEN the discrimination that they have claimed. Perhaps, it is their own illusions of superiority entitling them to greater benefits that makes they so disappointed and vengeful!
This article is different from everything I have seen him writing in his own blog in four major respects:
1. his absolute identification with Tamils as a people "separate" from the Sinhalese,
2. his clear committment to incremental devolution on the way to full-fledged federalism sometime in the future,
3. his dispair about the current state of the Tamils in Sri Lanka (as if the Sinhala GOSL is responsible for that), and
4. his concern that Tamils are blaming him, and perhaps looking to him for a solution! When did he get to be PERSONALLY responsible for all that has befallen Tamils because of broad-based mistake the Tamils made in supporting the LTTE driven by greed for a greater share of benefits in Sri Lanka?
I know DBSJ was, and is, a Tamil Nationalist, but he was criticizing the LTTE and trending towards integration after the war ended, but now he seems to have regressed .. AGAIN!

May 14, Colombo: Sri Lanka's National Freedom Front (NFF) Leader and government Minister Wimal Weerawansa said in reference to the Indian External Affairs Minister's comment on the implementation of the 13th Amendment to the Constitution, that India should not dictate terms to Sri Lanka.
Weerawansa told the media yesterday (13) the Constitution would be changed in three stages with the first being, changes made to the Executive Presidency.
The other stages are to include changes to the electoral system and the formation of a Senate.
According to Weerawansa, his party was keen to see changes made to the Constitution and the implementation of laws and regulations to ban separatism, which he said had raised its head again in Sri Lanka.

Sri Lanka hunts for Tamil Tigers operating overseas
THE Sri Lankan government has vowed to crush attempts to re-establish an international Tamil independence movement just days before a global vigil to honour those killed in the last months of the civil war.
Authorities announced yesterday an "operation" to counter Tamil separatist groups and Tamil Tiger propaganda in diaspora communities, prompting fears of a witch-hunt against politically active Tamils abroad.
Sri Lankan military spokesman Major General Prasad Samarasingha said that despite the declared victory against the Tamil Tigers on May 19 last year, separatist operations continued.
"We have won the war in Sri Lanka but internationally the second phase of the war has started," he said.
"Not only the forces, but the whole nation, including the people living overseas, must get together and stop this international LTTE (Liberation of Tamil Tiger Eelam) propaganda and activities.
"We will have to conduct a separate operation on that which the government has already started."
The warning comes within weeks of an international poll held throughout Tamil diaspora communities to elect a de facto Tamil government in exile, known as the Transnational Government of Tamil Eelam.
Polls were conducted in the US, Canada, Norway, Switzerland, Denmark and Britain last month, and are slated to be held in Australia within weeks.
But the Sri Lankan government has blacklisted all 272 Tamils elected and would prevent them from travelling to Sri Lanka to negotiate a deal for self-rule in the north of the country.
The threats against the Tamil diaspora sparked an appeal yesterday to the host countries of large international Tamil communities not to allow Sri Lankan diplomatic staff to harass their citizens abroad.
Global Tamil Forum president Father Joseph Emmanuel told The Australian that he feared Sri Lankan embassies would persecute Tamils.
Father Emmanuel, a German citizen and Catholic priest, said that expatriate Tamils who sought to renew their Sri Lankan passports were already questioned over their political activities and that such intimidation could intensify.
"The government has wiped out the LTTE but they're still using the tool of labelling every Tamil organisation as LTTE or terrorist," he said.
"When are they going to stop suspecting the entire Tamil population?"
"The Sri Lankan government is seeing the ghosts of LTTE everywhere. Instead of trying to win the hearts of the diaspora Tamil community and find solutions they're doing the opposite: trying to antagonise them."
The GTF, an umbrella organisation representing pro-Tamil groups across Western nations including Australia, is organising the international tribute to more than 40,000 Tamil civilians killed in the last days of the 26-year civil war - according to the group's estimates.
But the vigil has antagonised the Sinhalese-dominated government, which claims most of the casualties were LTTE fighters.

Therefore, any article written by Pol, or by me, to commemorate the V-T (Victory over Terrorism) day on the 18th, can be published here at SLDF even if the SLPAC website is not ready. Remember, SLDF style of exhortative articles will not be appropriate for publication at SLPAC that needs balance and moderation.
I was planning to publish my article at the SLDF on the 18th, but as always, I am willing to defer to a budding new author, who feels a compelling patriotic urge to write.

Another aspect we can look within SLPAC is the unit and process of decentralization..
We should try and build opinion against the existing provincial set up...
1. Redrawing 9 provinces based on equitable sharing of aquatic resources - 8 provinces, each with a large coastal area and or a major river system, with a central province where all the rivers flow from..

when you come to pettah you have MORE CHOICES.
1. take he negombo bus.
2. take the puttlam/chilaw, etc. buses
3. take the AC bus
4. take the train
so DBSJ wants to get CLOSER to TE without mentioning TE. but when they get anything closer to TE, they BUILD UPON THAT.
this is more dangerous than straightforward TNA.
if this is how "moda-rate" tamil politican activists behave, we can only imagine how others would behave.

Sri Lanka Policy Analysis Center (SLPAC)
Who are we?
It all started out with regular contributions to http://defencewire.blogspot.com/ about Sri Lankan war and politics. Then we wanted to create our own blog http://srilankadefenceforum.blogspot.com/. After that, we thought of creating our own 'Think Tank' and evolve that to a full blown NGO in Sri Lanka based on true patriotism. Stay tuned for further information since as of now, we are short of good ideas.

oops is this what we want?
1. Very first to say to the world that we are some mere time passing bloggers..? So GSL listen to us..? If you don't reveal your identities with all that letter in front and end of your name isn't it better at least to put some professional outlook instead of becoming one of million bloggers on web?
2. You guys didn't do close door discussion on planning... so clone is already there even before new site comes... Multipolar will not shutdown PC and sleep after white vanning... Now you guys have more complications to deal with... If we keep discussing in public blog here I can expect counter attack for the first article even before you publish it on new site...
