Devolve powers to Tamils, MK tells Lanka

CHENNAI: Tamil Nadu Chief Minister M Karunanidhi today said the Sri Lankan government should come out with devolution of powers to Tamils in the island in accordance with its assurances.

The DMK General Council (GC) meeting here on February 20 would, among other things, discuss the issue and ask the Centre to prevail upon the Sri Lankan government on devolution of powers, Karunanidhi told reporters here.

National Security Adviser Shiv Shankar Menon had met Karunanidhi on Sunday last and assured him that the Centre was working with the Sri Lankan government for resettlement of internally displaced Tamils and devolution of powers that would satisfy all communities.

I am really sick of seeing this "despite the war is over" tag every time Sri Lanka does anything. They were complaining at the same rate when the war was on with regards to arms purchases.

Here is something of concern.

Many Tamils are trying to now enter South Korea, Japan and China sensing their increasing power/wealth and influence in world affairs. Espiecally South Korea and China.

Not only enter but also set up "cultural ties" and political support bases. This is probably driven by their desire to keep the "struggle" alive with Western power slowly declining and South East Asia increasing.

We must start sending more Sinhalese to these regions and access their populations through media, university groups activities, bolster ties to the political leaderships as well as business adventures. Should also start buying up media/journalists.

Audiences in South Korea, China, Vietnam etc will be highly favourable to us if we simply tell out story, oppression by suddha, use of Tamilia has a hit force against us and the disgusting hypocrisy.

From what i see at the moment we are not doing enough to cement ourselves in the SEA region and taking the current existing favourable relationship for granted.

I see very little pre-emptive work. Only when shit hits the fan will we see something done (i.e. through Tamilia/Western manipulations these nations or media or other groups within those nations may pour scorn on us and then we will react but it will be too late).

We must do more to counter the mud against us originating from the West. Simply calling it "lies" and "LTTE pay roll" is not enough; furthermore the latter statement is just flawed on so many levels.

The Government and many Sinhalese simply do not see the world impact.

Even right now Sinhalese swallow Tamil propaganda and manipulations such as "discrimination", and NOTHING is done in the mainstream to counter this view because it "offends Tamils". Everything we do bloody "offends Tamils", our very existence "offends" Tamils.

The "they are innocent" has got to stop.
The "they are victims" has got to stop.
The appeasement has got to stop.

Sri Lanka President will be awarded with an Honorary Doctorate from People Friendship University Moscow on the 6th February evening. The University is celebrating its 50th anniversary and the function will be held at the Great Kremlin Concert Hall, Moscow. There will be more than 6000 invitees from over 100 countries.

On February 7, the President will be meeting the Rector of the University at 15:00 and at 15:30 Independence Day celebrations will be held at the Sri Lanka’s Embassy in Moscow and the Air Force Cultural troop will be participating.

On February 8 at 14:00 hrs, Sri Lankan President will meet the Russian President Dmitry Medvedev.

Also on the same day at the Russian Ministry of Finance, there will be a US$ 300 million credit line signing ceremony.

During a field survey conducted in Aranaka of Kegalle, a farmer revealed that he had 17 varieties of indigenous yams in his homegarden. Realizing the potential applications and benefits of manipulating this seed collection, a GEF/SGP funded project was immediately initiated to popularize the indigenous varieties within the region.

The project envisaged preserving indigenous species and varieties of yams, empowering the community ensuring active participation, promoting equitable sharing of direct and indirect benefits, generating livelihoods and facilitating the exchange of knowledge and seed banks.

In the long run, the project contributes to the conservation of biodiversity of these varieties and the preservation of indigenous knowledge bases associated with the crops.
The project also ranks as one of the most successful community based projects in Sri Lanka. At present, the project is being replicated in other regions of the country via seed and knowledge exchange.

Thanks for those excellent videos.

It shows many things.

How suddha destroyed our way of life and food produce.

How we can resurrect it

How we can be food sufficient.

The ingenuity of Sinhala people.

And the need to protect such crops and individuals from external forces that may try and destroy, steal or corrupt.

In SEA and Africa many plants have had patterns slapped on them by the West and the indigenous peoples now have to pay some yako somewhere dividends to use something that grows in their own country and which they have been using for countless millennia.

We need to be wary of the kalu-suddha class and other low lives who will sell out our resources for a quick buck.

Many "treasure" hunters exist who rob our ancient works, gold and other priceless materials and artefacts, sell them to some middle man for a few rupees who then sell them on and later you will find our archaeological heritage on display in some Western museum valued at $millions which will then pass from some suddhas collection to another and which we will never see again.

In China the descendents of French thieves (who are now billionaires) refuse to return artefacts stolen from China stating "we shall return it when China restores the human rights of its people". What a joke. This arrogance stems from Chinese refusal to "buy back" what is hers at auctions and has demanded unconditional return. Rather than humbling retuning what was stolen they try to make a "holier than thou" point.

I loved the Yams videos. I will post them in full at the SLP blog.

It was nice to see those kinds of yams again. The purple ones, I had never seen before.

When I was a child, the weekends were gardening days, with my mother in charge of the whole flock of us eight kids. We planted 3 varieties of yams in our garden: manioc, habarala and innala, I think. I don't know whether manioc qualifies to be called a yam, but it was the most prolific. Like in the video, we used organic fertilizer, and pot-ash from burnt firewood to keep worms at bay.

The manioc grew to stupendous sizes .. as much as 30-40 pounds each yam, and was very easy to grow. There were two varieties with pink and white outer covering. We ate the yams ourselves, and gave to our neighbors and relatives.

We loved to eat boiled yams with scraped coconut, lunumiris and dried fish curry. We also roasted manioc directly in an open fire outside the house .. it was great. We dried and used manioc flour to make desserts.

Now you got me going .. I think I'll make boiled kadala and lunumiris for lunch today, since I don't have yams handy!

Execellent post on yams. The video is good.

But sri lanka must industrilize its agriculture sector if it is to be competitive in the global market and have great food security because of increased yields.

I don't mean we must let foreign coporations come and take over the farming sector, no I mean the gov must help the farmers mass produce whatever they grow. We must help industrialize the farmer to face many of the labor shortages.

It would be great if this can be done for many native food types(like the yams).

Then when selling it, we must cut out all the middlemen so that the farmers get the highest possible price. Right now there are too many middlemen in the sri lankan agriculture business who make a lot of money that should be going to the farmers. For this an efficient transportation network is improtant.

We also need to create a dairy industry in the country. That is capable of atleast producing 1 billion liters of milk per year.

You are right. All types of yams can be canned and stored for long term use and sale very nicely.

Small canning (in metal cans or glass jars) operations, and dried flour production, is something that can be done at the village level. By canning produce, getting produce to market in time is not as urgent as in the case of uncanned fresh produce.

Home canned products are routinely sold at good prices in open air markets and over the web in the US.

You are right. The canning and coverting yams into flour is a good idea. This falls under the food processing industry.

Sri lanka needs a larger food processing industry so we can sell our products internally and at the world market with better ease.

The food processing industry if properly invested can create a lot of jobs for sri lankans. Why send our raw agriculture products elsewhere to be processed and packaged and resold at a higher price when we can do it ourself.

With the economic rise of the developing world there will be increasing greater demand for all kinds of foods. Markets are getting bigger and it would be wise for sri lanka to get onboard.

For example we are importing milk powder that is expensive. Why is it expensive? Well it is produced in countries where the standard of living is higher, so operating costs of agriculture is also higher. Then this product it sold for a profit to poor countries.

For example we can easily start a dairy industry in Sri lanka that can produce 1 billion liters of milk per years. Right now we produce one fifth of that, the rest is imported.

A proper dairy industry means lots of jobs and cheap milk, butter, cheese, yoghurt and ice cream that even poor people can buy regurarly.

The first step would be to import better breeds of cows that produce more milk. The girolando cows(best milk cow for tropical conditions) of Brazil produce about 3000 liters of milk per year. Our local breeds produce only 1200 liters per year.

Import about 24,000 girolando cows,4000 of these are girolando bulls, and start an embryo harvesting program with them. So they can produce about 8 successful embryos per cow per year. These embroyos can be transplanted in local cows to give birth to more girolando cows. This is called embryo transfer in the dairy industry.

Instead of importing 300,000 cows which can be expensive, we can harvest embryos from our small population of girolando cows to bump up their population to 300,000 milking cows in about 5
years.

These are just some of the ideas I think about in my free time.

The Sunday Times learns that detectives have begun to unravel shocking details of how murder, abductions, attacks, threats and intimidation were carried out on media personnel in the past year or more. Some of those involved in these acts have been identified. At least two of them have been holding the ranks of Major and had served in an intelligence unit which functioned under General Fonseka when he was Commander of the Army. Needless to say that Gen. Fonseka will have some explaining to do when these matters are brought out in the public domain.

as i we discussed in may 2009, the present SL national anthem is about WHAT WE CAN GET FROM SL. but the "hela jathika abimane" song is about WHAT WE CAN AND MUST ACHIEVE FOR SL. i prefer it to be the national anthem. (i'm not crazy BTW!!).

yes, dairy and milk industries will be definite economic miracles in SL.

an inexpensive and largely available milk/dairy produce has another big advantage. it can reduce malnutrition which is unfortunately wide spread in SL's rural areas. in all SL cultures milk consumption is not barred.

govt tried the indian model of this in 2007 but failed badly.

first we should encourage either

1. wide spread liquid milk consumption (not powdered milk)

or

2. the new industry should also powder milk and sell

or preferably do both.

this is due to VERY HIGH entry barriers into the market that is dominated by powerful players. the 20% niche market captured by local dairy companies is all a new local manufacturer can have.

1 would need wide spread refrigeration facilities.

3. if local consumption does not pick up, we should export. this is very difficult bcos most countries do have a sizable local production and powerful multinationals will not allow it.

but the important thing is unless the new local milk industry we are talking about cannot get a sizable return within a reasonable time, it will AGAIN collapse.

Regarding milk, Milk can be sold fresh, pasteurized, dried in poweder form, condensed and canned sweetened/unsweetened, and also in various forms of deserts and candies.

So, there is a very large market, extending beyond fresh milk consumption, both domestically and abroad, when you consider all of these forms of delivering the basic product.

An important aspect is that the Govt will have to setup testing labs and quality certification standards, for both domestic and export markets.

As Moshe said, irrespective of how the milk is processed and sold, availability of refrigeration facilities is a key.

That is where Govt or larger enterprises can come in, just as in the collection and delivery of tea leaves from small holders/farmers to government/private factories.

It is all organization and/or providing incentives to make a profit at various levels. Govt can provide the impetus for it.

The government must seriously help the local milk industry to take off. Even if it costs some money this must be done. So far we have not done that.

Most of the expenditure will be on infrastucture.

We need to build some milk chilling plants that will cool the milk and make it easier for the milk to be transported on rail and trucks. Plus we need to also build some milk processing plants that can tranform milk into powder, butter, cheese and yoghurt.

This all will cost about $200 million, but atleast we finally after 60 years we have the proper base for a fully functioning milk industry. At last. At last. At last.

Now that the war is over the government can invest such an amount over 16 months.

If this is done the foreign milk products simply can't compete with the local milk product on price. In other words the cost of producing a liter of milk is much cheaper in Sri lanka than in NZ or Aus.

Another thing I just remembered.

The highest milk yielding cow in the world is the holstein cow. Each cow produces about 8000 liters of milk per year.

This is the main dairy cow used in the West. But this cow can't stand the tropical heat.

Once brought into a tropical climate, its milk yield drops from 8000 liters to about 2000 liters.

This cow can thrive in Sri lanka is blessed because we also have parts of the country that have cool clime.

If we put aside about 3000 acres in the nuwara eliya region, we can house about 100,000 holstein cows that will produce about 800,000 liters of milk per year. That is 80% of our annual current requirement.

This plus the girolando cows for the warmer low country area will help Sri lanka easily produce about 1.5 billion liters of milk. Some of which can be exported to earn money for the industry.

but i don't believe in the govt involvement in this industry other than BASIC INFRASTRUCTURE, taz, etc. incentives, research/QC facilities and the like.

the industry should be sustainable at the company level.

for that to happen the new companies must be able to break into the 80% market which is now in the hands of powdered milk owned by multinationals. whatever ancillary industries should be looked at, to increase the cash flow.

exporting milk produce is almost impossible for a start.

still the biggest market share (and the most profitable) is in the powdered milk market.

that is where most critical investments should go. without it, the industry will certainly collapse to the exisiting 20%.

the SL milk/dairy market always had this complexity. that is why the present status is difficult to change. supply push strategies have failed despite exuberant prices.

Your estimate of 100,000 Holsteins on 3,000 acres, amounting to 33 cows per acre is not realistic, if they are free-ranging cows feeding off that land. If they are trough-fed in stalls using hay that is trucked in, then you need less land for the dairy farm itself, but you have to grow that hay on land elsewhere.

Generally, a rule of thumb is that you can support 1 cow/acre of grassland, with a maximum of 2, whether for free-ranging cows, or for growing feed for stall-fed cows. Also, the cows themselves have to be milked 3 times/day so keeping them permanently in stalls, is easier. Stall-life terrible for cows, but is more profitable for the owner.

The cows also have a finite lifetime, so you have to BREED (artificial insemination etc) them, and decide what to do with the animals that stop lactating and stop producing calves. Usually, they are sold for meat.

Another problem in Sri Lanka is that most of us eat meat and drink milk, but dislike to kill animals required to do it as a business, as someone pointed out already. So, this business is not for everybody.

The issues I have raised above are details that do not significantly undermine the great value of your basic idea. Milk is a nutritious essential food that everyone in Sri Lanka must have easy access to in the future.

Also, it occurred to me that there are other HIGH VALUE products that could be produced from milk like CHEESE and YOGURT. Cheese and yogurt are big businesses in every developed country as we hope Sri Lanka will become in the next decade.

A Military Court will try retired General Sarath Fonseka on several charges of conspiracy, the Sunday Times learns. Such charges are to include an attempt to overthrow the Government and assassinate President Mahinda Rajapaksa.

This new move, as against indicting him under the normal laws of the land, came after the CID consulted Attorney General Mohan Peiris, an authoritative legal source said yesterday.

Criminal Investigations Department (CID) detectives allege that the actions of Gen. (retd.) Fonseka on the main subjects of their inquiry had their origins when he was serving as Commander of the Army. Besides allegations relating to conspiracy, they claim, that this included deals where his son-in-law reportedly benefited by way of large commissions for supplying military ware.

Gen. (retd.) Fonseka has denied any wrongdoing and has accused the Government of “taking revenge” on him. CID detectives are to question his son-in-law Danuna Tillekeratne in the coming week.

Last week, the Sunday Times reported exclusively that the arrest of Gen. Fonseka was imminent. The new turn of events, arraigning him before a Military Court, has delayed the process. However, the source said, he was still liable to arrest anytime after “the required legal procedures are in place.” Like in civil courts, all evidence will be admissible before the Military Court, the source pointed out.

However, the conduct of proceedings in a Military Court, the source said, would not be open to the media. Military Courts are legally empowered to confer death or jail sentences on those found guilty.
"CID detectives have already taken into custody 36 persons during the ongoing investigations. This week, they arrested the Cinnamon Lakeside Hotel’s Security Manager Ranjit Dayaratne. Investgators say that the manager, a retired Major in the Army, claimed that he was the one who had switched off the surveillance cameras at the hotel where more than 70 rooms had been rented to retired General Fonseka and his entourage on election night.

However, detectives have heard from members of the security detail of the former military strongman that it is they who had knocked off the surveillance cameras and thus prevented their movements along the hallways being recorded on tape. Detectives are also on the look out for three journalists who were close associates when the opposition's "common candidate" was the Commander of the Army.

Hope the UNP and SLMC contest separately in N & E..Both these parties are capable of getting more than 5% in all six districts..This will eat into the TNA's number of seats..Add to this EPDP in Jaffna (1-2 seats)..PLOTE in Vanni (2-3 seats), TMVP in Batti (1-2 seats) and the UPFA in Vanni, Trinco and Amparai..The TNA has to be kept to 10-15 seats..

If TNA gets less than 50% of seats in N & E, government can project this as a denial of the homeland concept and the re-merger

The JVP were promised six portfolios but would have settled for four. They – the closest to Fonseka and therefore the “nerve centre” had then approached Ranil Wickremesinghe, accompanied for good measure by Anura Kumar Dissanayaka. They had the temerity to ask the Leader of the UNP – the party that has en masse handed over their block vote to an untried novice in politics – as to what position he wanted. Wickremesinghe, ever the shrewd politician and an astute one at that, ignored the implied ignominy and replied that he would prefer to be stating his position when the time was right: after the general elections.

First we need to wait until nominations hand over to see how many will contest from JHU/HNP.

I don't think UPFA will give even 25 for JHU+JNP. Even they get that many nominated I don't think all of them get elected.

JHU = PCR+UG+RathanaThero (Other monks may not contest possibly except NandaTheor-Kandy). JNP=WW. Any one else (new) getting elected will be subjected to 'basil theory'.

Its the nationalistic vote base both JHU and JVP is based on. Possibly some 'buddhist' vote base for JHU.

This is different to JVP case. JVP had well organized cadre base in each district and together with their propaganda they were able to get a preferential from each district resulting 39 seat. In fact, even floating voters give preferential vote for JVP candidate whom even they didn't know any thing about the person. Though this worked for JVP vote base this may not work for JHUJNP voters.

So I think JHU+JNP will end up less than 10. PCR,UG,WW and 1-3 more will get elected and 1-3 from national list.

What I have in mind is a cross between stall fed and free roaming.

They will get their food in the stalls, but about 6-8 hours a day they will get to roam free. This will give them the daily exercise they need.

I know the horrors of stall fed cows. Thats why I said 3000 acres, so we can give them some room to roam for a few hours a day.

When it comes to cows who are approaching the end of their "shelf life", we can send to india, whose poor farmers will get them for free. There are alsways poor farmers in india who will appriciate a free cow. We have to send these cows about 2-3 years before the cows they reach their past-the-milk prime stage, so that the poor indian farmers can also get some profit in this deal. Killing cows is illegal in India.

When it comes to feeding cows, we can feed them elephant grass. This is the fastest growing grass that can yield mass amounts of cheap dry matter. The can be grown cheaply. Very economically efficient.

We can give the cows with 2-3 years of milk life left in them to India. Killing cows over their is illegal. The poor farmer will ge grateful for the free cows. This option is better than killing.

The 3000 acres are not for grazing but to get some daily exercise. They will be stall fed but will be allowed to roam for about 6-8 hours a day. Cows need to roam around, thats how they get their physical activity. So within 18 hours we can give all 300,000 cows some time to roam around and get their exercise.

We can tell the current big shots to come and produce their milk products in sri lanka(once we have the needed cows and infrastucture in place).

If they don't they could face some sort of tariff when their products are imported to sri lanka. In other words make it unprofitable for them to produce milk to be sold in sri lanka outside of sri lanka.

Besides once we have the milk chilling and processing plants in place in sri lanka, then it would be wise for them to come and carry our their dairy farms in sri lanka than in some far off expensive country.

In other words milk produced in Sri lanka will be cheaper than the expensive imports from industrialized countries.

Having 1-2 cows for most of houses was the case in villages some time ago. You can have large scale production - no problem. But I think its the culture, attitude, or trend we need to change at least among people in villages. If they have 1 cow for one family and there is a combined methodology for feeding them and taking care on village basis basic economic problems of them can be easily solved. Main reason no one wants to keep a cow is 1. laziness (people found its more easy to go to grocery and buy milk powder and they became victims of propaganda of milk powder companies.) 2. difficulty of feeding (people started building 'thappa' and no place cows to find grass) 3. 'level' or 'thathwaya' (It looks like poor people only keeping cows)-so rich and accepted people should start this then this may even be a fashion.

In this era and probably for a few coming decades the decisive factor in SL political dynamics would be nationalism. Two camps will compete on nationalistic vs anti-nationalistic lines. And nationalistic camp is now at their fullest strength after independence.

If TNA joins UPFA it will be under UPFA conditions. If MR could reject their conditions and threw away their support in PE there is no issue for GE. Even when MR had 2 lax gap in 2005 UPFA welcomed CWC, Chandrasekaran and some minority parties. Apart from perks no other cost.

Nationalistic and anti-nationalistic camps are like two salted seas. Whatever you put inside get dissolved and become same taste. After CWC, etc joining UPFA no change happened toward anti-nationalism. Similarly after Gonseka (considered as a hard core nationalistic hero) joining anti-nationalistic camp he dissolved sooner than expected (thanks to his stupidity too.) I mean even one assume Gonseka some die-hard nationalistic person with strong determination and genius mind still its not possible him to change anti-nationalistic camp into alternative nationalistic camp. It simple doesn't work that way. Those who understand this michanysm in SL politics rejected him just after he joined opposition well before any accusations came public.

So I don't think its a big issue joining TNA if they like to play under our rules. Further, if manipulated well, JHU/JNP can increase their votes too showing 'TNA threat'.

JVP seeks to form new alliance under Swan symbol

The coalition of opposition parties that came together to support retired General Sarath Fonseka at the January 26 Presidential Election has collapsed.

Its main player, the United National Party (UNP), will go it alone with its Elephant symbol at the upcoming parliamentary elections, though it is prepared to do so under the United National Front banner.

“Our district chairmen and party officials have taken a unanimous decision,” party leader Ranil Wickremasinghe told the Sunday Times yesterday. He said the district leaders met soon after the presidential poll to take stock of the situation.

The move this week prompted the Janatha Vimukthi Peramuna (JVP) to propose the formation of a new alliance. It sent out invitations to other parties to join. They include Gen. (retd.) Fonseka, (with his Swan symbol and New Democratic Front), Mangala Samaraweera (SLFP –M), Rauff Hakeem (SLMC), Mano Ganeshan (Democratic People’s Front) and Arjuna Ranatunga, who crossed over from Government ranks weeks before the poll.

Some questions have also arisen about the future course of action of the United National Front. This came after one of the UNF constituent parties, the Sri Lanka Muslim Congress (SLMC), announced it would work together with the Tamil National Alliance (TNA) in seeking a political solution to the national question. However, the SLMC has indicated that it would contest elections in alliance with the UNF.

Another UNF constituent, the SLFP (M) led by Mangala Samaraweera, the man who put together the broad front to support Gen. (retd.) Fonseka, has in the past declined to contest under the Elephant symbol. He would thus have to decide whether to change his mind and remain within a depleted, inactive UNF or join the JVP-backed new alliance.

Behind the scenes, moves to persuade the UNP to change its stance have failed. The JVP had tried to persuade the main opposition party to continue with the same arrangement that existed when they together supported General Fonseka. This is by rallying behind the Swan symbol. The UNP, the Sunday Times learnt, has taken up the official position that its alliance was limited only to the Presidential poll and not to the impending parliamentary elections. Party leader Wickremesinghe said that other parties in the alliance, including the JVP took up that position then.

The UNPs Working Committee, the main policy making body, is to meet next week to endorse its decision to contest under the Elephant symbol. A JVP source, who spoke to the Sunday Times on grounds of anonymity, said if the party’s move to form a new alliance fails, the JVP would field candidates on its own. However, the source said the party propose to discuss a common programme of action with the parties invited to form the alliance.

The source also said the JVP would not invite the TNA to join their proposed alliance.

After weeks of research I have found that Sri Lankan opposition coalition has no credible evidence to present at the high Court to nullify PE results.Public has stopped paying attention to the accusations made by opposition over vote rigging and computer theft etc.I can confirm that bickering has begun in the opposition coalition for representation at the GE and UNP has indicated they will represent their partially drowned Elephant.Further I was told that Pawnseka is suffering from a rare mental disorder and he may soon require psychiatric help before court martial or it could be a ploy by his lawyers preparing himself to avoid pending court martial...:-)/

b4 adding a comment.............i'm not trying to spoil the very timely topic and enthusiasm. its just that the MICRECONOMIC factors should be looked in detail. it is VERY COMPLEX in this industry.

maharajas, nestle, etc. will NOT get into local dairy industry in a LARGER SCALE than their import operation as it goes against their AGENCY agreements.

nestle was in fact involved in VERY LIMITED local dairy/milk industry. but they have SEVERE limitations imposed by themselves.

local companies (with or without FI) must lead the charge. for that to happen, they have to get into the powdered milk market which is where bulk of the profits and revenues are. an aggressive DEMAND PULL strategy is needed. for that sentiments, attitudes, brand loyalty ALSO have to be changed by a sustained promotion campaigns. lower prices alone won't work.

for this to happen the companies must earn sizable profit!!!

once these companies start performing well, we can put pressure on the big guys to toe the line. then we can also impose higher taxes on their imports.

exporting dairy/milk stuff is almost impossible to be honest. many countries have high taxes, very high QC/brand loyalty in allowing imports, strong agencies of MNCs. we have to first establish in SL strongly b4 venturing into overseas markets in a sizable scale.

the garment model does not work in the case of dairy/milk.

an indian economist showed that a COW in the USA/EU earns MANY TIMES MORE than an average indian!!!!

this means, even though the cost of production in rich countries is very high, when MASSIVE SUBSIDIES are factored in, the real cost of production TO THE PRODUCER is low.

this is what our producers will have to compete against.

all this can be done. but the MOST IMPORTANT thing is to break into the powdered milk market. of course cows comes first in production!! but the MOST CRITICAL SUCCESS FACTOR is to break into the powdered milk market.

i doubt UPFA can win 135+ seats. nearing the election the competition becomes severe and UNP are masters in targeting candidates to certain voter groups.

now there is STIFF competition among potential candidates to get into the candidates list.

there are ppl from ALL the parties in parliament trying to get nominations from UPFA.

1. what the govt should do is to look to the future.

3. NEVER get CWC and SLMC in.

when they join in after the election, they not only ADD to the govt but also REDUCE the opposition!!

4. govt MAY capitalise on ex-army generals. but its best that they either become politicians with a future after the election or those who step down after the election.

5. at least half of the national list must bring in intellectuals. we need a foreign minister!!!

6. avoid "buyable" MPs as much as possible. since the opportunities are limited, get some to defect to UNP and secure nominations. there are some MPs who are better in the UNP. if elected, they will come back.

others must be given alternative jobs.

e.g. corporations/department heads

this is the sad part in the PR system. but it is more destructive if they spoil the ruling party's advantage.

7. give enough chances to young highflyers. they will be the guys in 2016. we need MANY guys like the young MR of 1970.



the obvious blame will be govt "uses and kicks" ppl. sadly, this will be there. but it is better to get that blame than carry the "burden of gratefulness to MPs". MPs are bound to serve the ppl and apart from what they get DURING THAT TIME, they are not entitled to anything more.

UNP stands to gain A LOT and lose NOTHING.

it has only 50 odd MPs now. this will increase to at least 65.

this gives the UNP a HUGE advantage for the 2016 election.

UNP can get a young wimal weerawansa. he will be a MBRL by 2016. a WW from each of the 4 main ethnic groups will be lovely. unfortunately UNP's biggest challenge is RACISM. SLMC, CWC, TNA bargains for votes UNP took for granted 25 years b4. so it is good for UNP to have 4 popularity driven MPs from each of the ethnic groups.

if the UPFA preference vote battle become intense, which is very likely, that will favour the UNP.

UPFA should also look at winning EASY seats in the north. easy in the sense FEW votes for a seat.

UPFA should MAKE IT 100% SURE all nomination papers, etc. are perfect. this is taken for granted by parties but given the desperation this time, there will be trojan horses who will insert their name in the UPFA list and in the list of a crap independant group. this means the UPFA list too will be rejected.

this will be a disaster.

OTOH if this can be done to the UNP it will be lovely. if the UNP candidates list can be rejected for double nominations, under age, terrorism, separatism or whatever, from a sizable district say colombo, gampaha, kandy, kurunegala, etc. it will be FANTASTIC.

these are the tactics that give an UNFAIR advantage. only such an advantage can get 150+ seats.

Issue here is these parties make own agreements usual condition included is no problem is they switch sides. Anyway nothing to do even own party member did so under current law.

If UPFA didn't think 6 years ahead they may end up 50% getting elected switching side after 2-3 years.

But need to say this is really hard issue for UPFA.

At the same time people like NimalSS, SusilP, MaithreeS (group2) etc were just making more problems, getting more unpopular among mass. Ironically, now its group1 has o get nominations from group2!

In Sri lanka it has been shown that certain elephant grass types can yield 60,000-75,000kg of dry matter per hectare a year. A 1000 pound cow needs about 10,000 pounds of dry matter a year.

We potential only need about 20,000 acres of elephant grass to feed the cows. This kind of low country grown dry matter can be brought in by rail. This is the cheapest way I can think of.

I agree 100% with what you say about the current big shots in the market. We should expect this.

Then when we build the needed factories, we can allow the local companies and local upstart companies to use them. Instead of starting out from scratch and taking out loans to build a factory, the local companies can enjoy the service of these factory built by gove money. I think this will help the local dairy industry take off like a rocket.

A brazilian company currently builds milk processing factories that are capable of coverting 215 million liters of fresh milk into powder per year. Each factory costs about $39 million and takes 20 months to build.

We only need about 4 of these factories to convert 860 million liters of fresh milk into powder. But I think 3 would be enough because there is a market for fresh milk, butter, cheese, yogurt and ice cream.

If we invest $200 million for dairy infrastructure in 18 months we will finally have the factories needed to produce the local dairy products at a cheap price. Its a one time investment, which has been overdue for 60 years.

I think that we can have a market for our products overseas. I mean if developing countries produce milk and milk products for exports it will be cheaper than the ones produced in the industrialized world. Maybe not in the markets of the industrialized world but certainly in the developing world. In the latter cost is more of an issue that brand names, so we have an advantage. Don't you think?

guys, the russian loan facility which is an old agreement, is not much help to SL.

i'm sure MR comes home disappointed. he wanted much more, especially for RECONSTRUCTION and DEVELOPMENT.

so far almost nothing.

we need a sustainable defence mechanism. not one that is based on loans. loans are OK during the war (the investment stage), but not now.

at least a royalty based AK-47 producing factory. many countries produce the AK-47 without any royalty. if SL can agree for royalty russians will love to help. that will also keep us conected with later/latest developments in guns, RPGs, launchers.

or a YAK plane production facility. this is a CRAP plane but can be developed to suit SL needs. of course we cannot think of having MiG, SU, KA, MIL, etc, facilities!!!

a russian sub base would be too much for an ask. but if so, both china and india will not protest too much.

the worst part is, if this loan pushes us to buy things we don't need, that will have to be overhauled and the overhaul would cost more than the price.

give us a fishing kit, not a bloody fish. follow confusius, not jesus in this regard.

agree. that is a good way of SUBSIDISING which is essential for a start. in proportion there will be a reduction in CONSUMPTION SUBSIDIES.

once the momentum picks up, the industry will take care of itself. a little push when times are bad is, well, OK. but not at other times which will affect our cost controls.

cultivation, cows and fisheries can be the backbone of our "cottage industries" in the RECOLONIZATION model. soon these guys will have money to invest. and expand.

GE as well intentioned as you are we should give nothing "free" to anyone, especially an important resource such as this which as described here is a major investment. If in SL people have a problem eating beef then package and export it.

To be blunt, let Indian farmers suffer. Indian Government should look after them instead of trying to build aircraft carriers and moon bases. It is not our problem. And I will guarantee you they will not “appreciate” it. In fact they will take it for granted and eventually start demanding it.

come to think of it milk is cow's blood. it has a totally different colour and a slightly different content to blood. nature's way of blood trnasfussion. strangely all mamals can be medically subjected to blood transfusuion. different with most other animals.

cow blood = milk ox/bull/buffalo/cow flesh = beef

for a different reason hen meat is not sold as chicken. it goes as chicken nuggets, etc. (processed chicken).

a small farmer will have to recover part of his cost this way too. otherwise his cost further increases unnecessarily.

The TNA and the SLMC would be well advised to abandon their racist, aparthied aspirations, and adopt the common aspirations of the majority of the people of Sri Lanka.

If they don't do that, they will continue to lead the Tamil people towards their destruction. Tamils are a very small MINORITY in Sri Lanka .. about 8% of the total population (4.6% Indian Tamil, 3.6% Sri Lanka Tamil) .. they CANNOT IMPOSE their separatist will on Sri Lanka.

Adopting the same FAILED policies of the past, and expecting a different RESULT, is the very DEFINITION of STUPIDITY.

The minority parties, particularly the Tamil National Alliance (TNA) and the Sri Lanka Muslim Congress (SLMC) must talk to President Mahinda Rajapaksa and take a positive stance towards fulfilling the political aspirations of the people in the North and the East said People’s Liberation Organisation of Tamil Eelam (PLOTE) leader Dharmalingam Sitharthan. PLOTE is a constituent party in the Democratic Tamil National Alliance.

Commenting on the post-poll stance of the TNA and the SLMC, Sitharthan told the Sunday Observer that it was very clear that the extreme attitude towards dealing with the political and humanitarian issues of the North and the East would not help at all in settling the ethnic question.

“President Rajapaksa’s landslide victory at the presidential poll has highlighted that the majority of the people have accepted his leadership. Therefore, whatever issues with regard to the minorities should be discussed with the President.

The TNA should not make the mistakes it made prior to the end of LTTE anarchy. The opportunities, the Tamil and the Muslim parties had to solve the minority issues were shattered due to the LTTE’s belief in the war path.

The Democratic Tamil National Alliance comprising the Tamil United Liberation Front (TULF), PLOTE and the EPRLF (Naba) are ready to join hands with other minority parties as long as a common stance is reached in dealing with the minority issues.

Indications are strong that even at the parliamentary polls the United People’s Freedom Alliance led by President Rajapaksa is expected to have a healthy outcome. Therefore, instead of going for wrong options the TNA and the SLMC must act sensibly in settling the minority issues by amicably dealing with the President,” Sitharthan said.

Meanwhile, a TNA parliamentarian told the Sunday Observer on the condition of anonymity that his personal view was that if his fellow parliamentarians of the TNA were genuinely interested in the welfare of the people of the North and the East, they should support President Rajapaksa who has been re-elected for a second term of seven years, instead of taking recourse to vain vociferations to appease the opposition UNA.

He wished that their party changed its political alliance and stance before filing nominations for the general election that is round the corner, he said.

President Rajapaksa is sincerely committed to the welfare of the Northern and Eastern Tamils and had pledged that the resettlement, rehabilitation and all development programs will be continued unhampered after his re-election. He has also pledged devolution of powers for them.

The TNA should join hands with the President in this process, he said.

Feb 06, Colombo: Sri Lanka's opposition parties are scrambling to decide on their nominations for the upcoming general election to be held some time this year.

Reportedly, the opposition parties that experienced defeat at the presidential election are in confusion and disagreement on how to contest the polls.

Sri Lanka's main opposition, United National Party, under the leadership of Ranil Wickremasinghe has decided to contest under the elephant symbol.

According to the media reports their allied one-man parties, Mahajana Wing led by Mangala Samaraweera and Democratic People's Front led by Mano Ganesan have decided to contest under the swan symbol along with the defeated candidate General Sarath Fonseka.

Meanwhile Wickremasinghe has reportedly requested Sarath Fonseka to take over the deputy leader post of the United National Front and contest under the elephant symbol which Fonseka has refused.

The minority parties Tamil National Alliance and the Sri Lanka Muslim Congress meanwhile are in discussions to form a common front for the Tamil speaking people, they say. The move may sway some UNP members to join this alliance, political observers predict.

SL tamils are 8%. 3.6% in districts where the census was carried out. assuming at that time 45% of SL tamils lived in districts the census was carried out, 3.6%/45% = 8%.

8% + 4.6% = 12.6%.

4.6 indian tamils are very much integrated DESPITE arriving late in SL.

out of the 8%, about 4% are also integrated and live with others with TE demands and voting for racists.

so its actually 4% of the pop we are talking about.

Regarding the population of jaffna, Dept of census had completed a census in 2007 for jaffna district.

also war escalated after 2007. things are significantly different in the north east (except the ampara district).

I think the total Tamil population is 8-9% at most.

Ruling party sources said that talks among constituent parties of the UPFA, on nominations for the upcoming parliamentary elections would be difficult, particularly in view of the breakaway faction of the JVP, the National Freedom Front, the Jathika Hela Urumaya, UNP dissidents and several newcomers to parliamentary politics seeking the UPFA ticket.

At the last parliamentary elections in April, 2004, the JHU went it alone and subsequently joined President Mahinda Rajapaksa’s government.

Sources said that there was fierce competition to secure nominations to contest 16 electoral districts outside the Northern and Eastern provinces.

Sources said that those who were not confident of public support even if given nominations wanted National List slots. On the other hand, the UNP and JVP would be able to accommodate many newcomers as over 30 members, who entered parliament on being elected or through the National List are with the UPFA today.

Responding to The Island queries, sources said that the situation had been further complicated by a decision taken by Elections Commissioner Dayananda Dissanayake to reduce the number of elected representatives from the Colombo District by one and increase the number of elected MPs from the Anuradhapura District by one. At the last parliamentary election, Colombo and Anuradhapura elected 20 and eight MPs, respectively.

Sources said the Communist Party and the LSSP would jointly field candidates in a bid to win what ministerial sources called the left vote. Among the candidates expected to join the fray is veteran politician Vasudeva Nanayakkara, a member of the Colombo Municipal Council and advisor to the President. Sources said Nanayakkara was likely to contest from the Ratnapura District.

Sources revealed that the CP-LSSP alliance would back MEP leader Dinesh Gunawardene, particularly in the Avissawella electorate.

Sources said that Western Provincial Councillors, Thilanga Sumathipala and Duminda Silva were likely to receive nominations to contest the Colombo District thereby intensifying the battle for parliamentary slots.

Sources said that the recently formed Sri Lanka National Congress, too, was likely to seek three slots in two electoral districts, with its leader Justice and Law Reforms Minister Milinda Moragoda contesting Colombo. Sources said Moragoda was likely to ask for two slots in Colombo and one in Puttalam.

Sources said that except for Hemakumara Nanayakkara, who quit active politics, all UPFA members of the sixth Parliament as well as those who had switched their allegiance to the President after being elected on the UNP ticket would be accommodated. Sources said the contest in some districts, particularly Katutara and Gampaha, would be fierce with former JVP heavyweight Nandana Gunatilleke and UNP dissidents, Dr. Rajitha Senaratne and Mahinda Samarasinghe entering the fray.

Cry for Self-Rule by Tamils Is Muffled by Reality

JAFFNA, Sri Lanka — Jaffna is a city of ruins. Some are physical, like the overgrown jumbles of mold-streaked concrete where graceful buildings used to stand. But perhaps the biggest ruin of the Tamil Tiger insurgency against the Sri Lankan government is the very thing the Tigers wanted most: any hope of self-rule.

After 26 years of war that ended with a decisive government assault last May, Sri Lanka’s Tamil minority seems no closer to winning a measure of autonomy in a Sinhalese-dominated nation, and Tamil nationalism, the cri de coeur of the Tamil Tiger insurgency, seems all but dead.

“All of this armed struggle, so many dead and wounded, for what?” said P. Balasundarampillai, who leads the Citizen Committee in this city on the claw-shaped peninsula of the northern Tamil heartland. “In many spheres of public life our role is very much reduced. Economically we are weak, and politically we are weak.”

Just how little power Tamils have was made plain in last month’s presidential election. Though the Tamil Tigers’ war for a separate homeland in the north and east of this island nation has dominated life in Sri Lanka for nearly three decades, the question of how to address the root causes of the conflict — perceived discrimination by the Sinhalese majority against the Tamils — barely figured in the campaign.

Instead it was a contest between two men claiming the mantle of war hero for vanquishing the Tigers, President Mahinda Rajapaksa and his former military chief, Gen. Sarath Fonseka.

The main Tamil party, the Tamil National Alliance, cast its lot with General Fonseka, betting that a fragile coalition with disaffected Sinhalese and Muslim voters could dislodge the popular incumbent. The gamble failed, and Mr. Rajapaksa rode to a resounding 17-point victory.

Now more powerful than ever, Mr. Rajapaksa has given vague assurances about unifying the country. He has made clear, however, what is not on the table. Federalism, the starting point for virtually every Tamil party, is not acceptable, he said. Nor is he willing to merge the provinces in the north and east to create a large, Tamil-dominated state.

Mr. Rajapaksa has, however, said he would cede some powers to the existing provinces, which was required by a constitutional amendment but never fully put into practice.

This leaves many Tamils wondering where this shattered community will go from here. The Jaffna Peninsula, the cultural heart of Tamil life, lost hundreds of thousands of residents over the course of the war. About 100,000 are dead, but many more have fled.

Far from Colombo’s shimmering seaside skyscrapers, the hollowed-out city of Jaffna seems stuck a generation behind the rest of the country. For every inhabited house stands an abandoned, weed-choked one. Many buildings still bear bullet scars even though the last fighting here was in 1996. Its famous university, once among South Asia’s best, is crumbling.

A political settlement to what is known here as “the Tamil question” remains as elusive as ever.

Professor S. K. Sitrampalam, a historian who is also a senior member of one of the largest Tamil political parties, said that there was “a history of broken promises and missed opportunities” between the government and the Tamils.

Part of the problem for the Tamils is that the war left few political leaders standing. Many talented and skilled Tamils fled to exile in Canada, England, the United States and elsewhere. Velupillai Prabhakaran, the ruthless rebel commander and self-proclaimed leader of the Tamil people, was killed in the Tigers’ last stand. Before that, his forces had systematically purged dissident leaders in a series of chilling assassinations.

Other Tamil political parties have joined forces with the government, seeing little point in struggling against the majority. Douglas Devananda, a former Tiger who has become a powerful minister in Mr. Rajapaksa’s government, said it was better to work with those in power to gain something rather than remain on the sidelines achieving little.

Still, asked what he had achieved for the Tamils, the barrel-chested former fighter seemed at a loss.

“It is difficult to say,” he said. “There are a lot of achievements. Ask the people. They will tell you.”

But he conceded that the Tamils, having overwhelmingly opposed the president’s re-election, were in no position to make demands from the government.

For young Tamils the frustration is even greater.

“With the defeat of the Tigers the political power of the Tamil people is gone,” said S. Arihan, president of the student union at the University of Jaffna.

Like many Tamils in the north, he said he hoped that international pressure would force the government to act.

But such hopes are unrealistic, said Ahilan Kadirgamar of the Sri Lanka Democracy Forum, an organization that is trying to reconcile the country’s ethnic divides. Hard-line nationalists “just keep waiting for the international community, but it is not going to deliver,” he said.

Indeed, much of the ideology of Tamil nationalism was formed in the 1970s and ’80s, when Tamils were facing pogroms and fleeing the country by the thousands.

An armed struggle for an independent state had a certain logic then, analysts say. But in postwar Sri Lanka the situation is less black and white, and many Tamils are focused on recovering from war.

“People have been so battered by the war that the basic issues, like resettlement and jobs, that is what is foremost in their minds,” Mr. Kadirgamar said. “It is not that the desire for a political solution is gone; it just needs to take account for the ground realities of today.”

International human rights organisations as well as the US state department has alleged that the Sri Lankan government committed war crimes during the final phase of the war against Tamil Tigers.

Several human rights organisations have called to try the Sri Lankan state in international courts on alleged abuses against civilians and surrendees.

During the presidential election where Gen. Fonseka challenged president Mahinda Rajapaksa, both claimed credit for defeating the LTTE.

"I am definitely going to reveal what I know, what I was told and what I heard. Any one who has committed war crimes should definitely be brought into courts," Gen. Fonseka said.

"Those who reveal the truth are not traitors" he added.

UPDATE: General (Retired) Sarath Fonseka has been taken into custody by the Military Police, says Media Centre for National Security (MCNS) Director General Lakshman Hulugalle.


Mr. Hulugalle said that General Fonseka was arrested for discussing with certain sections of the Opposition, conspiring to topple the government and also for creating divisions within the Sri Lanka Army while he was its Commander and also when he was the Chief of Defence Staff.


The retired General is to face a Court Marshal where evidence against him will be produced, Mr. Hulugalle told the media.

I am deeply saddened by the way this has happened. However, I had no idea that we have such a power hungry traitor commanding the army. Apparently, he is not willing to spare anything including dragging our soldiers to a war crime tribunal for his greed of power. We should strip this man of his military titles, civil rights, and a sentence sufficient for treason. However, it will be the best if we can pardon him at least once for treachery.

I think this is the correct move and the best politically.

Fonseka surely attempted to take over the government by undemocratic means two times now.

He and his loyal supporters and people who has a burning rage and jealousy over MR still believe they should pursue that path.

I identfy three groups of people here.

1.People who are buring with jelosy.
Mangala, Tiran Alles, Chandrika gang.

2. People who are buring with rage.
Tamil diaspora, TNA.

3.People who want power by any means.

I had the same thought. This is not a Keppetipola but a Pilimathawe. According to BBC he is ready to drag our soldiers in to a war crimes tribunal.

He is not a good loser, and we predicted that he can stoop to a any low level after people rejects him. All that grand statements he made after Sunday Leader interview that he takes all the responsibility for operations under his command seem nothing for him after the election defeat.

I am saddened by the overall event that SF took such a wrong turn, but I can't keep my eyes shut if Fonseka tries to frame our soldiers for bogus war crime charges.

Yes Sam, I agree with you. That's why I say that it is politically and militarily justifiable for the sake of the motherland.
However, I have a sad and mixed feeling which I cannot getaway from. May be my weakness in recognizing him as a hero tuned a traitor.
It is really sad how he was duped by opposition parties. I hate those who drag him to politics.

Can you verify the dragging story? The only place I saw was LTTE's Lanka News Web, which is news fabrication plant. Is there any other place you saw the same news.

Anyway, it is a very sad turn of events. Instead of SF, it should be RW first for the Millennium City Betrayal.

Why do people have an issue with "the way he is being treated"? He sold us out to Blake and the West for a bloody green card and his families benefit, took credit for others peoples hard work and dedication and has proven so vindictive that he is willing to have our soldiers (the ones who won the war who happened to be the same ones who refuse to suck up to him) hauled before some kangaroo court in the West. When we won this battle on the international front, and the world sided with us, this vindictive nut seeks revenge on GR, SS and others, because they "stole his thunder" when he decided to go for a holiday with family in China in the middle of the war.

He gave life to their desperate efforts. He stabbed the nation in the back to fulfil his brutal ego. I have no sympathy for him. And I suggest everyone else get over Gonseka as some kind of "hero". He is not. His behaviour for the last year is all the proof we need to know what he is like. He destroyed himself and has no problem taking the country down with him, why should we feel an iota of sorrow or gratitude for him?

Gonseka had the "freedom" to do as he pleased, he had a luxury live, jetted off anywhere he wanted, his daughters education paid for by MR, he was given huge amounts of prime land, more so than the other commanders just to suit his ugly ego. He was not treated badly or unfairly. He got whatever he wanted. He killed Lasantha, beat up Keith Noyar and GR happily took the blame for all of it, while this mad man acting like some lily saint had the damn arrogance to pin all his crimes on GR without a single neuron telling him that at least on this front he owed GR. Do not get me wrong I do not care about Lasanthas death or any of those journalist scums suffering, but the issue here is his integrity and attitude, and he has none of it.

There are no perfect countries. Its west, western media, their INGOs who declare countries are good or bad, failed or not etc. Of course, SL people clearly consented MR's "no bowing for west" policy. And for sure, SL will be downgraded further perhaps even below Afghan or Myanmar by western masters.
