Sri Lanka Coastguard and the Greatest Challenge before the Nation

March 4, 2010 is a very special day for Sri Lanka. Sri Lankan capital changed from the North Central towards the South West since Polonnaruwa fell in 1215 following Kalinga Magha’s invasion. This exposed the North, North-East, North-West and the East to outside invasion and trespassing. As a result, a very large number of people from Tamil Nadu came to Sri Lanka. To make matters worse, since 1505 to 1948 Sri Lanka’s Maritime Provinces were under European colonialists and they paid no regard to Lankan borders. Even mythical tales of an ancient Tamil kingdom in Sri Lanka don’t go beyond 1215 suggesting the enormous threat that emerged since Lankans gave up defending their North-East sea boundaries. Interestingly the landmass claimed as ‘Tamil homelands’ in Sri Lanka are areas closest to Tamil Nadu clearly suggesting strong Tamil Nadu influence and creation of the Tamil separatist movement. Even after Independence illegal migration from Tamil Nadu continued. Illegal migration was identified as the biggest threat to national security and national economy in the 1950s and remained so until late 1970s.

Scientific reasons for this are found in the disparities in the economy and population density. GDP per capita (nominal 2008) for Sri Lanka and Tamil Nadu are $2,020 and $1,105 respectively. The difference is a huge 83% or $915. Population density of Tamil Nadu is a staggering 480 persons per square kilometre whereas it is 304 in Sri Lanka. The difference is 56%. These two factors drive poor people in Tamil Nadu to illegally migrate to Sri Lanka. At one point Tamil population excluding Muslims was over 26% of the population threatening to exacerbate existing problems.

There is another hidden dangerous development. As time passes Sri Lankans naturally integrate with each other and this harmonises the society. However, unhindered influx of people from Tamil Nadu reverses this process of natural integration by artificially and unsustainably increasing the Tamil population. This is evident from the censuses of 1971 and 1981. Though illegal immigrants were despatched in 1964 and 1974 back to Tamil Nadu, a large number of them managed to evade it. Sinhala and Muslim population growth rates from 1971 to 1981 were 20% and 26% respectively whereas the Indian Tamil population decreased by 30%. However, ‘Sri Lankan Tamils’ showed a massive increase of 33%. Surely this cannot be a natural increase. It is the result of ‘Indian Tamils’ becoming ‘Sri Lankan’ Tamils.

The war saw the emigration of 1.3 million Tamils. Though unintended this opened up better avenues for ethnic integration. It also reduced the bargaining power of racist political parties such as the TULF, TNA, ACTC and ITAK. Unless the borders are tight, the benefits of demographic changes that naturally eased tribal demands and aspirations over the past 30 years will not help Sri Lanka. It is a must in this regard to safeguard the coastline.

Those who are citizens of this country at the moment are equal citizens of Sri Lanka like any other; however, there should be no room for any more illegal immigrants. Major tasks of the Sri Lanka Coastguard would be to deter, prevent and detect illegal immigration from Tamil Nadu. Curbing illegal migration out of Sri Lanka will also be a task. Australia and Italy suffer unbearable influxes of Tamil illegal migrants from Sri Lanka. As such they would be keen to contribute to this project. It will benefit both parties.

It didn’t take long for drug dealers and illegal importers to exploit the illegal immigration channel between Sri Lanka and Tamil Nadu. By the early 1970s this illegal channel had grown into a multi-million rupee illegal import industry. Criminals also used this channel to escape Sri Lankan authorities. Before long, the Tamil separatist movement had detected this as a gold mine to launch their armed uprising. A very large number of guns, ammunition, bombs and other war material found their way to Sri Lanka’s north. It is not rocket science that an effective navy would have put a complete stop to the LTTE. LTTE leaders travelled to and from Vanni to Tamil Nadu while Tamil Nadu leaders travelled to Vanni without any fear. This fuelled the concept that ‘Tamil Elam’ and Tamil Nadu are a grand nation unhindered by Sri Lanka and India. Peaceful Tamil Elam circles refer to this as ‘Tamil demographic contiguity’. At one point LTTE could muster its control over 66% of Sri Lankan coastline and resources. After a long battle Sri Lankan claimed it’s coastline in 2009. Hard fought territorial victories must be protected. The Tamil Elam movement although homeless, is not dead. It is taking its time to launch the next round of terror. Sri Lanka Coastguard (SLC) along with the security forces must put up a formidable frontline against these elements.

Although coming under the Ministry of Defence, SLC will be manned by civil officers. Their tasks are not confined to defence. Preventing illegal fishing/gathering pearls in Sri Lankan waters is also a task that can be supported by the SLC. Protecting other Sri Lankan economic interests closer to shore will also fall on it. Although piracy is not common around the waters of the island, there is a strong possibility of it emerging as shipping volumes increase. SLC must keep a close watch over signs of trouble and swiftly move in with the navy to crush all attempts to introduce piracy in presently safe waters around the country.

If efficiently carried out, the tasks of the SLC will be able to deliver this once peaceful and prosperous nation from a 800 year old vicious cycle of ethnic disharmony, threats to sovereignty and violence. Severing unwanted, unchecked and non-state links with Tamil Nadu is the stepping stone to lasting peace.

4. do a SUMPRODUCT (B:C). for your data range.

5. you will get more than US$45 billion.

1. part of SL's economy is also TE economy. a very large number of tamil people support the TE campaign from within. TF, pro-SL economy is less than the SL economy.

2. tamil madu has been a financier of the TE movement. we totally ignore TM.

3. we also ignore the fact that TE diaspora has HARD CURRENCY whereas SL economy is based on SOFT CURRENCY.

4. the sinhala/SL muslim diasporas too have sizable economies. but they NEVER contribute to the defence of SL adequately. even the api wenuwen api program earned only less than US$100,000 from around the world.

5. tamil diaspora is engaged in illegal activities that earns them big money that goes directly to finance the TE project.

e.g. credit card scams, insider trading, prostitution, drug dealing, etc.

so all in all, the errors of using averages os more than compensated by these factors.

We need a formidable multi layered Naval force and capabilities, something as a nation we have historically lacked, and if you take into account Hambantota port and the economic potential there and how the West (and others like India, Singapore) will try and debilitate that, piracy is also a root they may opt for as well.

Former rebels, paramilitary troops get aid in Sri Lanka

Former Tamil rebels and ex-paramilitary troops were given fishing gear, carpentry tools and agricultural equipment as part of a rehabilitation programme, officials said Tuesday.

Some 500 ex-combatants received the aid in the eastern Batticaloa district under a programme funded by the US Agency for International Development with the International Organisation of Migration (IOM), the officials said.

The programme plans to reintegrate up to 1,000 former members of the Liberation Tigers of Tamil Eelam and a paramilitary group known as the TMVP, which was made up of a breakaway faction of the rebels.

'Reintegrating former combatants into society, retraining them and helping them to find jobs and generate income is not easy, but is an essential first step towards stabilisation, peace and economic recovery,' IOM chief of mission Mohammed Abdiker was quoted as saying in a statement.

Some 10,000 former rebels need to be re-inserted into the society since they were defeated in the civil war in May.

Mar 09, Jaffna: Under Sri Lanka's Uthuru Wasanthaya development program resettled farmers in Jaffna District recently received agriculture equipment from the Governor of the Northern Province Major General G.A. Chandrasiri.

The governor has distributed 20 two-wheel tractors and 30 water pumps with necessary accessories to the farmers resettled in the district at a ceremony organized by the Department of Agriculture and held at the District Agricultural Training Centres (DATC) in Jaffna.

Secretary to the Governor Mr.S.Rangarajah, and other district heads also participated in this ceremony.

India, Sri Lanka 'sister countries' - Nirupama Rao

"High human development indicators in SL"

India and Sri Lanka are "sister countries", which shared a "model, unique, and time-tested" relationship, stated the Indian Foreign Secretary, Nirupama Rao.

The Foreign Secretary mentioned the high human development indicators in Sri Lanka and said she felt that there was much for India to learn from Sri Lanka. In this sense, relationship between India and Sri Lanka was one of "give and take", quoting the Foreign Secretary, the Hindu reported.

The Foreign Secretary made these statements after formally inaugurating the Sri Lanka- India Centre for English Language Training (SLICELT) in Peradeniya on Sunday (07 March).

She added that India was happy to be involved in an initiative that aimed at developing "tools of empowerment" and stated that India was interested in a more intensive economic cooperation that led to a development of a balanced relationship between the two countries, the Hindu reported.

Relations between Sri Lanka and India dating back to time immemorial would be further strengthened by the SLICELT, quoting the Foreign Secretary, the Island reported.

Secretary to the President, Lalith Weeratunga said it was the President Rajapaksa's concept to make English accessible as a life skill to every nook and corner of the country on the basis of equality. Facilities to learn English should be freely available for one and all for the development of the country, he said. He stressed that Sri Lanka has to use modern technology to keep abreast with the rest of the world.

President's Secretary added that English Teaching Centre for Graduate to acquire proficiency in English would be set up and thanked the Indian Government for this invaluable wealth given to Sri Lanka.

Senior Presidential Advisor and SLICELT program Co-ordinator, Sunimal Fernando said President Mahinda Rajapaksa has recognised the importance of teaching English as a life skill to communicate with the outside world to strengthen development, the Daily News reported.

Under the MoU, singed by the two countries in September on the establishment of SLICELT, India has appointed the English and Foreign Language University (EFLU), Hyderabad as the Technical Consultant for the Project and funded the deputation of two experts from EFLU for a period of two years to work at SLICELT. In addition, a digital language laboratory has also been set up with India's assistance. Earlier in 2008 and

2009, India sent two batches of 40 English Language Master Teacher Trainers each from Sri Lanka for training at the EFLU under India's International Technical and Economic Cooperation (ITEC) Scheme.

The SLICELT has been set up to serve as a focal point for the teaching of English language and is part of the Sri Lankan Presidential Initiative of developing "English as A Life Skill" in Sri Lanka.

the ONLY way to get it is by getting UNP nomination lists cancelled. there is a move to do this in monaragala. not enough. do it in colombo, gampaha and kandy. govt will have the 2/3s.

there is something else govt can do.

canvass especially in the north and east and colombo for a political solution. explain that a political solution is possible ONLY IF they get 2/3s. otherwise, hard luck, no political solution.

tell them....

you decide whether you want a political solution or not. either way we are OK. after all its you who want a political solution.

Let us become the powerful people that we have to be.
Among the million Tamil people that constitute the Tamil Diaspora, an overwhelming majority of us don’t know of a world without the ‘Iyackam’—the LTTE. The past couple of weeks have been surreal to say the least. Like Newton’s rotating colour wheel revealing only white, our spectrum of emotions leaves in us only the pain—immense pain. We are confused, numb and anguished.
Towards the end of last year, some of us were beginning to clandestinely feel, may be our approaches were wrong. “Only if our iyackam in its early days had done things in compliance with western values, maybe our predicament would be different,” was a thought that did cross our minds. In spite of our understanding of the interest-based politicking of the world, we couldn’t help but to entertain the what-if scenarios. Not any more! Not after the revelations of the past five months.
Our understanding of the world and our doubts are now cemented in by our experience. We thoroughly understand the Human Rights business now. We now understand that in the eyes of the world we Tamils are not even human, and as such, our rights don’t constitute the human rights. Our eyes are now trained to see the ugliness through the cosmetics.
We used to believe that only if we had sent our own to the parliaments of the west, today our predicament might have been better. However, after witnessing last week the impotence of Navi Pillay—the UN High Commissioner for Human Rights—in securing a UN sanctioned investigation on Sri Lanka to prove what we Tamils already know, forgive us if we are sounding pessimistic. We hold very little hope now for the courts of the white-men. (Just sending our own to the parliaments won’t mean anything unless and otherwise we are powerful overall).
Contrary to its deeds, at least in words, the west supports human rights and other noble ideas. China on the other hand, does not even treasure its own citizens. Pakistan is now slaughtering its own in Swat. In India, the fifteen percent who are elites treat the remaining eighty-five percent as objects. Sadly, today it is the China-Pakistan-India types that represent Asia. Given the impotence of the UN Human Rights Commission, no one is counting on China-Pakistan-India to uphold human rights in the region. So, we are anguished.
We Tamils have always thought that we completely understood the necessity of our ‘Iyackam’. However, the past couple of weeks have made us realize that even we Tamils did not completely understand the absolute necessity of our ‘Iyackam’. In light of the behavior of the western world and its ceremonial institutions such as the UN in the past two weeks, every Tamil—even the ones that stood by the sidelines before--now understand that the Iyackam served way more than what we Tamils gave it credit for. ‘Iyackam’ was everything to us. If there are still Tamil people living in Sri Lanka today, that is only because of our ‘Iyackam’. Our ‘iyackam’ were our protector, our representative, our court, our pride, even our identity. Today, we truly feel like orphans.
There are Tamil people--Tamil people that care about the plight of fellow Tamils--in the Diaspora that never provided any support to the Liberation struggle and they know who they are. These Tamils shied away from supporting the cause for reasons including, but not limited to
a) viewing the western ideals as the noble ideals and discrediting iyackam solely based on the fact that the west did not support it,
b) influenced by the cunning Brahaministic/Indian teachings of non-violence,
c) personal egos, and
d) selfishness.

"If there is any good that came out in the past couple of weeks, it is that now a consensus has been arrived at among the free-thinking Tamils (i.e: Not the GoSL mercenaries) that we cannot depend on others to win our rights.
In history, the Jewish people ran from country to country for hundreds of years. They too had--and probably still do--infighting, egos and other human fallacies. Yet, there came a point when the Jewish people saw through the petty differences and decided to work for their common cause—their existence.
We Tamils should take the Jewish people as our ONLY role models. We must first get out of our naïve and even selfish idea that we must win Tamil Eelam in our own lifetime. It is time we understand that Tamil Eelam is not about our retirement homes. Tamil Eelam is necessary for reasons way more than we comprehend now.

We must not spend all our energy at once thinking that the struggle will be over in months or a few years. Like the Jewish people we need to diversify our efforts. We must become rich and powerful. We must diversify our areas of educational pursuit. We must understand the necessity of power, all kinds of it. We shouldn’t think in terms of sending protesting letters to the editors of newspapers that don’t have a clue or are driven by racist agendas—our letters only help them with their ratings. Rather, like the Jewish people, we must grow to levels where the world would think twice before slinging mud at us Tamil people. We must not get hung-up on the meaningless glorification of the Chola dynasty and other “Kalhi” style fiction. After all, the Chola dynasty did not withstand time. Let us look up to contemporary success stories.
In today’s world, we only have one such success story to look up to; namely the Jewish people. Let us learn from the Jews. Let us form friendships with Jewish people. Let us un-learn all the wrong values and ideas we’ve inherited. Let us learn the right things. Let the Jewish people be our role models. Let us become the powerful people that we have to be."

The starkest of realities will dawn upon ex commander on 8th April, as it looks like a die hard battle to win 40k-50k excess votes [topping up ~25k JVP votes] to gain a seat in Colombo. He may get it, but it was never thot to come to that level, at least by SF.

Win or loose it will mark the SF-affair dead. SF may end up one in a range of places from parliament to prison. Yet his political future will be isolation, unless he agrees to surrender to conventional politics and join some party as a humble low level member. Obviously his union with JVP is a marriage of bloody-hell convenience and is supposed to get divorced by 9th of April.

This is rightly so. Even if I consider SF as teh hero we thot of him before the end of war, still that does not grant anyone a special treat. Everyone shud come from the lower tier and gain their way.

So the hype and debate of SF looses its value. Likely is a pardon from MR, yet the court case is almost set to go, so a pardon will take months, if not years. The worst claim of "general who saved the nation to enjoy a free avurudu is in jail for avurudu" made by Anoma, seem to fall in deaf ears. So be it.

In the end of the tunnel what the govt needs is a humble surrender of SF. It is obvious that SF refuses that, but his foot soldiers are leaving him, group by group, and the calamity of his actions in the from of court martial dawn the reality on him. There will be that day he will be compelled to.

Nevertheless, my concern is the use of NAME of SF. Before PE it was the use of MAN SF, in order to attack SL by all its enemies. But today as teh man nears his political death, and obsoletion, it is his name that they use after abandoning the man.

It comes in two ways. Some use the "prisoner SF" for political advantage and defamation. While the other take advantage of the open wound in SLDF cut by SF affair, and use it to defame SF and through him SLDF. Using now open misconducts of "villain SF" to defame not only him, but whole SLDF.

I think govt has to make the proceedings closed. It has to reveal anything only if it does not harm the good name. There are allegations against SF, and they were there from day one. But the problem is, the moment you start attacking SF using them you attack SLDF too. You may debate that it is not, but its definition is not your free choice. As the facts get revealed, they can be used by enemies as THEY wish.

What we need is a cover and closure to the matter. And to get rid of the rotten old topic SF and move on. That kinda isolation is the only way to ease SF in realizing his true position in SL right now.

The rail corridor that India will build will help India more than anyone else.

This project will have minimal impact on the Hambantota port. The only loss for us would be that products destined to India's east coast will stop at mumbai and unload the cargo there to be taken by rail.

All the other cargo destined from Europe, Africa and middle east to SE asian, Aus, NZ and East asia will pass by Hambantota and then the straits of malacca(expect for Aus and NZ).

When ships from Europe come out of the suez canal through the Somalia and Yemen corridor, the shortest route to reach SE asia, Aus, NZ, and the huge market of East asia is by traveling by Hambantota(not unloading at mumbai and reloading at culcutta and sailing down to the staits of malacca). The opposite scenario with the cargo ships from East asia, Nz, Aus, and SE asia to ME, Africa and europe will also pass by Hambantota.

This rail corridor is mainly for products reaching India. China will never allow to get the vast amount of its cargo to come from the railroads of India. Its too risky for them. They will rather stick to oceans.

I don't think we need a rail link between SL and India. Too many illegal immigrants can come through the containers. Already no port in the world is capable of checking all the containers passing through their ports. A rail link between SL and India can cause a flood of illegal immigrants from India to SL. SL is a richer country with a higher GDP per capita.

Whenever two countries next to each other have two substantially different GDP per capitas. Then the people in the country with the lower GDP per capita will try to illegally enter the richer country and work there. Just like in Mexico/USA, Ukrainer/Russia, Malaysia/Singapore etc.

We are lucky we have a body of water between SL and India. This is what prevented us from being flooded by Indians from ancient times.

Look at Japan, very hard for illegal immigrants to come because their are surrounded by sea along with other local measures. Same with us. But we need a strong modern coastguard to complement our surrounding seas.

We also need to establish a biometric ID card system for everyone in the country. These can't be faked. Who ever wants to work at a new job must have a biometric card to get hired. Illegals will leave when they can't earn a living.

the indian rail link is not just for india. it will be used to transport to and from india as well. this offers benefits to SL.

Mar 10, Colombo: China, through its Export-Import (Exim) Bank has provided Sri Lanka with a Concessional Loan of US$ 190 million to construct the country's second airport in Mattala and another US$ 100 million to expand the capacity of the Sri Lankan Railway, Sri Lanka Foreign Ministry said Wednesday.

According to the Foreign Ministry, Treasury Secretary Dr. P. B. Jayasundara and a delegation from the External Resources Department and Attorney General's Department signed two Concessional Loan agreements during a three-day visit to Beijing from March 3-5.

Dr. Jayasundara has had very productive discussions with the Exim Bank officers in fast-tracking many infrastructure development projects that are being evaluated by the Bank for future funding, particularly in the Northern and Eastern Provinces.

The Treasury Secretary has particularly emphasized on speeding up the evaluation process for the construction of the A9 highway, the Foreign Ministry reported.

During his discussions with the Vice President of the Exim Bank, Zhu Hong Jie, Dr. Jayasundara had elaborated that with the electoral victory of President Mahinda Rajapaksa, Sri Lankan government's development focus and the strategic plan set in place would progress unhindered.

He had explained that a vital ingredient for the realization of this development plan was the need to fulfill the infrastructure requirement and had appreciated China for assisting Sri Lanka at a very crucial stage of her socio-economic development shouldering a major portfolio of the finical requirements.

Dr. Jayasundara has been accompanied by Ambassador Karunatilaka Amunugama, Director General of Department of External Resources J. H. J. Jayamaha, Senior State Counsel Arjuna Obeysekera, and the senior officers of the Sri Lanka Embassy in Beijing.

Change in demography in Canada will lead to a civil war and potential economic collapse as "minority politics" will upset and anger the white populations. Canada, Denmark, Belgium, Holland, Sweden, France and Greece are over run with immigrants that there is growing undercurrent of disgruntled voices in the white populations. When the minorities make 50% of the population all hell will break loose. Denmark, Belgium, Holland and Sweden have almost "surrendered" themselves to minority politics and domination, a good reasons why pissu neo-liberal concepts of social engineering and purple democracies these nations leaders/elites believe in and have forced on their own populations are a bad thing that we in SL must ensure are people are not inoculated with.

Part of the reason everyone obsesses with Sri Lanka and everything is “internationalised”, especially by these wacko ideology peddling countries and their NGOs (separate to the religious NGOs) is because SL is seen as their pet project, a small weak country economically, politically and militarily (well the last two until MR came to power) with a soft Buddhist culture at the core of the Sinhala masses. A ripe target for plucking and re-engineering. We can thank Ranil for opening the flood doors in this area and encouraging it. The religious NGOs also see the same easy target.


Our economy will be stronger then than it is now in 20, 30 years, possibly very powerful so threats from the likes of Canada may not be high.

However what is important is recolonisation TODAY to benefit the future. We have to ensure Sinhalese dominate the countries population demographics in all provinces, especially the North and East and ensure no racial enclaves as we have had for the last 30 years can exist at all. It is the only real guarantee for our long term safety. The Tamil die-ass-pora will not give up and within the next 10 years we will have to have some kind of referendum –it will be forced on us somehow, if not GE election results of that time period will be used. A Moshe has always said we must frustrate their attempts, they will keep trying with “peaceful means” and so we must make it impossible, recolonisation is the only way.

Whether we like it or not Jaffna Tamils and the Vanni Tamils are closet eelamists and separatists as are the Colombo Tamils, (unlike Sinhalese Tamilia also blindly follow their leadership). So its best to let them leave the country if they want to, let all the boats to Australia, Canada and elsewhere merrily go on their way out of SL, must check what is coming into SL though. Furthermore the non-separatists Tamils may be heavily influenced by the extreme levels of racism and radicalism that comes from the West.

Customs officials who worked for Pottu Amman arrested
The police investigating covert LTTE operations in the city and its suburbs have arrested two Customs officers for their alleged involvement with LTTE intelligence chief Shanmugalingam Sivashankar alias Pottu Amman.

Acting on information elicited from an LTTE operative, the Terrorist Investigation Division (TID) took them into custody. Government sources told The Island last night that the suspects had met Pottu Amman in the Vanni in 2004, during a ceasefire agreement arranged by the Norwegian government. Sources alleged that the suspects had cooperated with the LTTE to facilitate 'transfer' of specific items needed by the LTTE through the Colombo harbour.

Sources said that the LTTE had 'agents' both at the Bandaranaike International Airport and the Colombo Harbour to help bring in contraband.

One of the suspects now being interrogated is from a very affluent family.

The Defence Ministry said that a section of the Customs had strongly opposed some of the security measures proposed by the government to stop the LTTE using the Colombo Harbour as a transit point. A senior ministry spokesman said that they expected to make a breakthrough in their investigations into covert LTTE operations during the war.

Those that live in a country for more than a century are by any natural law are automatically citizens of that country (like the blacks in the US). Plantation tamils were brought in by the brits about 130 years ago to SL. To deny them citizenship is inhuman.

A biometric ID is a great idea..It should be made compulsary for provision of Samurdhi and Healthcare at government hospitals..Costs permitting this should be done along with the 2011 census. At the moment no illegal immigrants and only illegal emigrants.. The system should be put in place before development dividends begin to come in..

I strongly feel this is why India always insists on 13+ with land powers..The North and East gets administrative and land powers..Then illegals gradually migrate and settle in the vast lands..In a few decades, SL tamil population climbs to it's highest levels ever..Southern India's population problems solved at SL's expense

Sri Lanka gets US$ 67.4 million credit from India to upgrade Southern railway line

Mar 10, Colombo: The Government of Sri Lanka and Export-Import Bank of India today signed a US$ 67.4 million Line of Credit Agreement to upgrade the Southern coastal railway line from Colombo to Matara.

Secretary of the Ministry of Finance and Planning Dr. P.B. Jayasundara and Executive Director of the Exim Bank of India Prabhakar Dalal signed the agreement in the presence High Commissioner of India in Colombo Ashok K. Kantha today in Colombo.

This Line of Credit will fund the second phase of the upgradation of the Southern railway line. Indian government had earlier provided a credit line of US$ 100 million under an agreement signed in July 2008 for the first phase of the upgradation that is currently being implemented.

A press release issued by the Indian High commission in Colombo said the second phase of the project will inclde supply of materials for rail track rehabilitation from Colombo to Matara and execution of work for rail track rehabilitation from Kalutara to Matara which is being implemented by IRCON (I) Limited.

In addition, the Line of Credit is also being used for supply of 20 sets of Diesel Multiple Units (DMUs), three units of locomotives, spare parts for the existing M8 class locomotives, supply of plant and machinery for maintenance of existing DMUs and construction of maintenance sheds at Aluthgama, Galle, and Colombo by RITES India Limited.

The Upgradation Project would allow the trains to travel on the Colombo Matara sector at speeds up to 100 kmph. It will increase the average operating speed from 40 kmph to 80 kmph allowing a passenger express train to cover the Colombo-Galle distance approximately within 2 hours.

The supply of DMUs and locomotives would also increase the train capacity and the frequency of trains, alleviating the existing constraints in this regard on the Colombo-Matara sector.

We need to implement a biometric ID card for the whole population soon. And then make it mandatory for one to have one to get a job.

These can't be faked because you can't for example fake the patterns in your iris to match someone elses. If some one gets caught working illegally, the employer not the employee will get punished. This will reduce the incentive to hire illegals.

Mar 10, Colombo: Sri Lanka is to obtain a US$ 50 million (4.522 billion Japanese Yen) loan from the Japan International Cooperation Agency (JICA) to complete the Upper Kotmale Hydro Power Project.

President Mahinda Rajapaksa, as the Minister of Finance and Planning received the approval on Wednesday (10) from the cabinet to enter into a loan agreement with JICA.

The Upper Kotmale Hydro Power Project (UKHP) is being implemented under a loan amounting to Japanese Yen 33.265 billion extended by the Government of Japan in 2002. The construction works of the Upper Kotmale reservoir, power plant and other associated works are in progress and expected to be completed in 2011.

The new loan is sought to meet the additional funding requirement due to cost overruns and price escalations. The proceeds of the loan are to re-lent to theCeylon Electricity Board on terms and conditions laid down by the General Treasury.

The views of the Monetary Board of the Central Bank of Sri Lanka have already been sought on the monetary implications of this loan, the government said.

The project will be implemented by the Ceylon Electricity Board under the supervision of the Ministry of Power and Energy.

When completed, the run of river hydropower project with an installed capacity of 150MW will produce 409GWh energy per year.

The loan that carries an interest rate of 0.2 percent per year is repayable 40 years inclusive of a grace period of 10 years.

The prospects for Sri Lanka’s economy is bright and optimistic with much potential for massive scale growth and development, as revealed by various independent economic observations.

A panel of professionals headed by National Economic Council (NEC) Member W.D. Lukshman yesterday highlighted Sri Lanka’s potential.

Kelaniya University Sociology Department Head Professor Sunanda Madduma Bandara, National Economic Council Member and Colombo University Department of Economics Senior Professor Ranjith Bandara, National Economic Council Member, Dr Loyd Fernando and Kelaniya University Economics Department Senior Professor Dr Ajith Dissanayake were the other professionals present at yesterday’s press briefing.

Despite various negative views put forward by certain parties with vested interests, Sri Lanka’s economy is witnessing one of its most stable periods ever, they said. According to them The New York Times has listed Sri Lanka as a top tourist destination in the world in its January issue.

Meanwhile, the American Chamber of Commerce has placed special attention on the benefits of investments in Sri Lanka’s tourist industry. Based on this perspective it is hoped that Sri Lanka too will achieve a target of an annual 2.5 million tourists by 2016. Compared to statistics of 2002, in which 22.7 percent families were below the poverty line, 2009 saw it this brought down to a level as low as 15.2 percent.

This is a good indicator to show the standards of Sri Lanka’s socio-economic conditions have improved.

The period 2008-2009 saw a downfall in foreign deposits in Sri Lanka. In the last quarter this figure has risen to US$ 5.2 billion, with Sri Lanka’s Balance of Payments showing a positive turn around the first time reaching the figure of $2.7 billion.

Despite the world recession between 2007 to 2009, Sri Lanka’s economy was relatively spared of its effects due to the strict and meticulous economic policies followed. Professor Ranjith Bandara said that the yet unreleased report would have a figure of an approximate 3.5 percent economic growth.

Sri Lanka’s loan to GDP ratio is just 8.6, with many developed countries showing a much higher figure, specially the USA at 9.0. Despite high unemployment rates in many developed countries, Sri Lanka’s unemployment rate rose only from 5.2 percent in 2008 to 5.8 percent in the last quarter of 2009.

The share market, which could be pointed out as the best instrument to measure a country’s investments, is rapidly growing, with potential investors increasing steadily. Sri Lanka’s Gini Coefficient has a value of 0.41, the lowest in South Asia. The Gini Coefficient is a measure of the distribution of income.

The specialists attributed this positive trend to the new economic policy adopted in 2005, a ‘balanced policy’ which aims at making Sri Lanka’s economy both independent and up-to-date.

Mangala Samaraweera, during his days with the Sri Lanka Freedom Party, held sway in the Matara district. Even after quitting the party, many believed that he could hold his own against any opposition there.

But all that seems to be changing now.

Samaraweera, who formed the SLFP (M) and together with the JVP, TNA and other minor parties joined the UNP to form the UNF, seems to have antagonised the voting population of Matara.

Samaraweera, who leads the UNF charge in Matara, may find to his dismay that he has made a mistake too many.

UNPers in the district have not forgotten how he plotted the party’s downfall at the last general elections and slung mud at their leader, Ranil Wickremesinghe. Many of them are not happy with his ploy to bring the JVP and UNP together prior to the recent presidential polls.

SLFPers have lost faith in him due to his desertion of the President at a critical stage of the war against terrorism and for supporting the UNF.

Meanwhile the JVP supporters have got chased off as he has stayed on with the UNF and left their party to fend for themselves.

Political analysts say that Mangala is now finding the going tough in his one-time domain and he has suffered a severe setback to his ambitions with a number of his trusted lieutenants deserting him to support the UPFA. The worst blow to him was his one-time trusted lieutenant Sripathi Suriyarachchi’s widow, who was due to contest on the UNP ticket, throwing her support behind the UPFA.

Re: Gonseka case I have a question. (I asked earlier but didn't see answer may be I missed.) Q is its said in military court only a senior officer can judge a junior officer. When Gonseka in office as CDS he was the most senior officer in SLDF (by default). But I am not sure how to apply above law when one is out of office but within 6 months rule. If you limit seniority issue only to personals in active service, which means seniority is not applicable for one retired but within 6 months limit then no issue arisen. But if this seniority issue is applicable for those retired as well then there is a contradiction as junior officers judging a senior officer. I think based on similar argument Gonseka supporters (AKA JVP AKA DNA) claim his arrest was illegal as that was a junior officer who arrested a senior officer. Any comments..?

Since Sri Lanka does not have anyone of a higher rank than Gonseka (4 star general) i assume the closest rank to that is used, or capable/respectful officers versed in the subject are drafted in which seems to be the case (going by Gonsekas standards of dignity/honesty finding men of respect and dignity is not an issue).

Or an officer is promoted to Field Marshal.

JVP/UNP tards will of course say anything no matter how manipulated or fraudulent.


This is a good opportunity to re-evaluate the Military Law in the country, taking into account these issues. It is also a brilliant opportunity to teach potential future Gonsekas consequences/prevent future ones being formed. It is also a lesson for the other traitors in the country to think twice. China is also working on a plan to built oil pipe line from Gwadar to Western part of China to decrease its dependence on sea routes.
China is also building another port in Hambantota, Sri Lanka for oil and container depot and it also supports naval facilities.
China has built modern and most sophisticated electronic surveillance system in an Island of Bay of Bengal to keep an eye on sea traffic.

Pakistan

Pakistan is one of the important states of Indian Ocean which is securing its most important route.
It has seven hundred mile long coast starting from Gwadar to Rann of Kuch.
All the central Asian land locked states are very much dependent on Pakistani ports.
All the aid and cargo to Afghanistan are going through Pakistani ports and specially NATO cargo.
According to analysts in near future Pakistani port of Gwadar and Iranian port of Cha Bahar will help to export oil from Caspian sea for which a twelve hundred miles long of pipe line will be built and you can imagine how much these ports are important for central Asian states.

U.S.A

When East Pakistan was fall and Bangladesh was come into being then CEATO and SENTO was dissolved under U.S Central Command (Cent COM) and increased its area to Middle East.
This Central Command fought three wars in the region two in Iraq and one in Afghanistan.
Know this command is doing work Afg-Pak plan to fight against terrorism in border areas of Pakistan and Afghanistan.

If same vote distribution occurs UPFA getting 130 is a mathematical certainty. PE was a critical turning point but GE is not so total votes will go down as many who vote in PE will not vote in GE. However, such decrease probably effect more for opposition than ruling party so chances are more that UPFA get 130+. But 150 is near impossible.

The truth is no matter what 225 will go in and the problem is out of all 1000s of candidates I am not aware of good reliable nationalistic 225. I can name no more than 25. So this is losing game for voters no matter what.

Further, as long as switching is allowed and money is available, crossing is always possible. So there really is no point arguing on numbers. Only option voters have is to vote only for trusted candidates and not vote for suspects so that margin is visible when they get elected.

EP as I think may need some amendments but I believe going back to old system may lead to political instability probably we ending up having GEs every year or so at the current switching rate of our politicos.

Like it or not UPFA getting 130+ is mathematically very likely and what they will do with such a big power is up to them. Voters have little or no say after GE and left only with trust on MR.

The best approach for voters I see is to vote for JHU/JNP candidates and put them top of lists so that WW-PCR have a big say in potential future federalism, anti-nationalistic threats.

They used to call me earlier and inquire about General Fonseka. Besides, everyone is busy at the moment and we do not have any hard feelings about it,” Mrs. Fonseka said.

General Secretary of the United National Party (UNP) Tissa Attanayake said, “It is very clear that the UPFA government is not going to let him go free. The only way that he can be freed is UNF coming into power.”
Asked about the current state of the protests and fast-unto-death campaigns conducted by the UNF demanding the release of General Fonseka over his arrest, Attanayaka said, “We are not conducting those protests or fasts anymore. You have to think about it reasonably. General Fonseka is contesting from a different party now, so if we continue to hold protests on his behalf in times of an election, it is the equivalent of campaigning for him. We can’t do that.”

However, Attanayake stressed that the current stance of the UNF does not reflect any change in their respect for General Fonseka. “We have no problem with the General, and we will continue to fight for his release after the election,” he said.
Furthermore, Attanayake added, “For the moment the best we can do in favour of General Fonseka is to campaign hard for our party and win this election. Only if we come to power will General Fonseka get a chance of being treated justly.”

Before EI happens the government has to reduce TNA seats in parliament..UPFA must go all out to win Digamadulla and Trinco, which they can atm..For this they need some muslim voters on top of the Sinhala votes..UPFA must push hard on the re-merger demand of TNA and the Hakeeem-TNA dalliance...

Plus UPFA have to try and win seats in all districts including Jaffna and Vanni..TNA has to be kept to 15-16 (anything less would be a bonus)..After election government must got to interprete this as a defeat (from 22 seats in 2004)..And a rejection of the remerger by the East (TNA should get only 4-5 in the east)..Jaffna (3) and Vanni (1)districts, receive more seats than they deserve (because of old census data)..GOSL must point this out too

Ban having second thoughts on panel of advisors

UN Secretary-General Ban Ki-moon may have second thoughts about appointing a panel of experts to advise him on "accountability issues" relating to the Sri Lankan conflict where the armed forces have been accused of human rights violations and war crimes.

"He is still to consider such a panel's terms of reference and is in contact with his advisers, including the UN Human Rights High Commissioner (Navi Pillay) on this," UN spokesman Farhan Haq told the Sunday Times.

He said no persons had been suggested to him as experts yet. "It is unlikely that such a panel will be actually established very soon," he added.

Sri Lanka's UN Ambassador Palitha Kohona last week fired off a strong letter of protest warning the UN that any unilateral attempts to appoint a panel would meet with a negative response causing considerable strains to the existing relationship between the UN and Sri Lanka.

On Thursday, the 118-member Non-Aligned Movement (NAM), the largest single political coalition at the United Nations, expressed "deep concern" over Mr. Ban's unilateral decision to create the proposed panel, and made two serious charges against him: attempting to violate the UN charter and trying to interfere in the domestic affairs of a member state.

"The Non-Aligned Movement strongly condemns selective targeting of individual countries, which it deems contrary to the founding principles of the Movement and the United Nations Charter," said Ambassador Maged Abdelaziz of Egypt, the current NAM chair, in a letter to the secretary-general.

Throughout China all old stations have been demolished and rebuilt as modern ones. A lot of the suddhas buildings have also been rightfully smashed. None of this "preserving the past" crap.

This picture could well have come from Victorian England but it was shot at the refurbished Slave Island (Kompanna Veediya) railway station built during the colonial era. John Keells Holdings whose Glennie Street headquarters is very close to the station has invested substantially in refurbishing and repairing it to make one of Colombo’s architectural museum pieces. Today it is one of the country’s oldest and cleanest railway stations frequently featured in many television advertisements.”

While building ultra new stations may be expensive, this sort of "nostalgia" is appalling.

All structures and buildings built during periods of occupation should be bulldozed not "preserved". That dark chapter in our history -which we are only now emerging from- needs to remembered as that, dark, horrid destruction where our people were all most annihilated. Not something we want to keep around and think as "good times", which seems to be the case. Even in the Hambantota development programmes special emphasis has been made on preserving the colonial crap. Bulldoze it all.


Something like Galle light house must be remembered for what it truly is, a symbol of invasion, occupation, destruction, drainage of our resources and a constant reminder of European savagery and what was done to our people who now lecture us about "higher morals" and "human rights".

Its shameless no one seems bothered about preserving whats left of our actual history and heritage going by the way are ancient sites are robbed, vandalised, destroyed and abused.

A big deal is made about the colonial crap, especially in the media, why is the same importance never given for our ancient sites? Why are they treated with such contempt?

English in SL is a status symbol. Lot of people are ashamed they cannot speak proper English. Therefore they try their best to speak English. The Colombians are responsible for that. No one would think less of him if he use translators. I have seen in many interviews Chinese officials and Russian officials use translators. It would be good if MR start using translators in hostile interviews.

TORONTO: Reacting sharply to reports from Colombo that the Tamil National Alliance (TNA) has given up its demand for a separatist demand, the Canadian Tamil Congress here said Saturday that the Tamils have not given up their demand for a separate homeland.

"The TNA has been misquoted. They are in constant touch with us and what the media has put out is absolutely wrong. The TNA has not abandoned its four co-principles which include a separate homeland for Tamils,'' Canadian Tamil Congress leader David Poopalapillai told IANS here.

Outlining the TNA's "four co-principles", the Tamil diaspora leader said, "These include a separate homeland for Tamils in Sri Lanka, their right to self-determination, preservation of distinct Tamil identity and citizenship rights for Tamils who came to Sri Lanka from India in the 18th century.''

Poopalapillai said, "The 1.3 million-strong Sri Lankan Tamil diaspora is behind the TNA and it has full faith in its leadership. We are very firm on what we want.''

The Tamil leader added, "What we are fighting for is something like Puerto Rico and the US - two nations with one passport. The island of Sri Lanka will be one country with two nations - one Tamil nation and one Sinhalese nation.''

He said nearly half of Tamils of Indian origin who were settled in central parts of Sri Lanka in the 18th century but still have no citizenship will be accommodated in the new nation.

Former TNA MP M. K. Sivajilingam yesterday (March 13) expressed confidence that there wouldn’t be any problems over the departure from the country of slain LTTE leader Velupillai Prabhakaran’s mother, Parvathiepillai Velupplai, who left the county last week without informing the authorities.

In a brief interview with The Sunday Island, the Jaffna District MP said that he helped Parvathie to obtain a new passport about a month ago and the air ticket a few days before her departure in the early hours of March 6.

Sivajilingam, who ran at the recently concluded presidential election, accompanied the ailing woman on a Singapore Airlines flight to Malaysia where her late husband’s relatives received her.

Responding to a Sunday Island query, he said that the government hadn’t been aware of their departure until she reached Malaysia. According to him, Prabhakaran’s sister, Vinodhani Rajendran, who lives in Canada will arrange to take her 79-year mother there.



He expressed confidence that Canada would quickly facilitate her travel there and in the unlikely event of Ottawa turning her down, she would have to live with her other daughter in India.

Asked whether there had been some sort of an understanding between the government and him to release Parvathie, Sivajilingam said that the Army had released her after Prabrakaran’s father passed away at the Panagoda Army cantonment on January 6.

Initially, the government directed that the body of Prabhakaran’s father should be cremated in Colombo. Sivajilingam said the government had insisted that Parvathie would be released from Panagoda on the condition that she returned there after the funeral.

The MP said that he rejected both conditions, but the government subsequently allowed him to take the body to Velvettiturai, where the cremation took place on January 10. Prabhakaran’s mother had stayed at the government hospital at Velvettiturai until she returned to Colombo on March 2 and was accommodated at a small hotel at Bambalapitiya until her March 6 flight to Malaysia.

He said that Prabhakaran’s parents, who had sought refuge in India in 1983 returned here in 2003 after the Norwegians arranged CFA came into operation in February 2002.

He revealed that civilians fleeing fighting on the Mullaitivu front last year had helped Prabhakaran’s parents to reach the army-held area. The Army found them on May 28, ten days after troops killed Prabhakaran on the banks of the Nanthikadal lagoon.

Sivajilingam said that people would have revealed their identity to the Army. He said that Prabhakaran’s father would have promptly acknowledged his identity if the Army had asked him, the politician said.

Sivajilingam and Nallathamby Sri Kantha (formerly of the TNA) are contesting from the Jaffna electoral district on the Tamil National Liberation Alliance (TNLA) ticket at the April 8 parliamentary election.

Seven soldiers belonging to the Sri Lanka Army’s Military Intelligence Unit will continue to be detained as investigations continue into the murder of Sunday Leader Editor Lasantha Wickrematunge. The seven suspects are being held for further questioning by the Terrorist Investigations Department and the Criminal Investigations Department.

The seven soldiers have been separated from an original seventeen taken into police custody as evidence unfolds which may link the soldiers to the murder of Wickrematunge, detectives said.

Lakshman Hulugalle, Director General for the Media Centre for National Security (MCNS) yesterday said that ten out of this seventeen have been released and are free to go back to their duties.

Hulugalle further denied that the former head of military intelligence, Major General Amal Karunasekera was last week placed under “Open Arrest” and is being held at the Pannagoda Army camp as part of investigations into the murder of Wickrematunge.

Sources however revealed to The Sunday Leader that the investigation is also focusing on the Head Quarters Battalion Account which is directly under the purview of the sitting Army Commander whose prerogative it is to dispose of the monies in this account. Sleuths are investigating why and how General Karunasekera transferred a significant sum of monies to the army’s Head Quarters Battalion Account during the period when Wickrematunge was assassinated and Sarath Fonseka was Commander.

The Cocos Islands Mutiny was a failed mutiny by Ceylonese (Sri Lankan) soldiers against their British officers, on the Cocos (Keeling) Islands in May 1942.
The mutineers were to seize control of the islands, disable the British garrison and to transfer the islands to the Empire of Japan. However, the mutiny was defeated after the Ceylonese failed to seize control of the islands.
The men who were convicted of mutiny were:
· Bombardier Gratien Fernando - Death
· Gunner Carlo Augustus Gauder - Death
· Gunner G. Benny de Silva - Death
· Gunner R.S. Hamilton - Death (Commuted to penal servitude for three years)
· Lance Bombardier Kingsley W.J Diasz - Death (Commuted to penal servitude for four years)

· Gunner Gerry D. Anandappa - Death (Commuted to penal servitude for three years)

The 15 mutineers were court martialed on the Cocos Islands. Seven men were sentenced to death and four soldiers received terms of imprisonment.
Gunner Samaris Jayasekera who was killed during the mutiny, attending to a wounded friend, was buried with full military honours on Horsburgh Island on the evening of 10 May 1942 and later reburied in Singapore's Kranji War Cemetery (Plot 46, Row C, Grave 13).
The condemned mutineers were shipped back to Ceylon and imprisoned at the military jail in Flagstaff Street and then at military detention barracks at Hulftsdorp.
Bomdadier G.H. Bernando was was executed on 5 August 1942, Gunner G.B. de Silva was executed on 7 August 1942 and Gunner. C.A. Gauder was executed on 8 August 1942.

I am not sure of what you are implying. Parvathi can not be held liable for the things her son did unless she actively violated PTA. Now for the case of MI, did you see names of the men who had been detained, let alone parading them. That is a huge difference compared to what Kulasiri Udugampola did under supervision of Ranil. Assume SLA-MI guys did LW assassination. However, up to my knowledge SLA do not work in a way such as "hey guys, today we are going to kill LW.. take your bike, gun and go and kill him..", rather the top give order to eliminate a 'target'. Probably a MI guys get a order "at this place, a this time, follow this numbered this vehicle, and take target from left/right.." while they were controlled probably real time via com. set. These MI guys probably do not know who their target was. So IF SLA-MI is behind this it must be the top commander (probably Gonz) who initiated the illegal order should be responsible and punished. (I am not aware of any one other than multipolar type to pretend not having such common sense.)

Preliminary reports show that off the coast of Sri Lanka, a strong 6.0 magnitude earthquake struck but so far there has been no tsunami alert issued.
Colombo, Sri Lanka - On Sunday, a 6.0 magnitude earthquake struck in the Indian Ocean near Sri Lanka, according to the United States Geological Survey. There have been no immediate reports of injuries, damages or deaths. Authorities have not yet issued a tsunami alert for the region.
The earthquake’s depth was measured at 6.2 miles and was located 710 miles southeast of Colombo and 730 miles southeast of Negombo.
Sri Lanka’s earthquake is the third one to hit in the Asia area as both Japan and Indonesia experienced 6.4 and 6.6 magnitude earthquakes over the weekend. The two earthquakes were only separated by several hours.
Chile has also witnessed five earthquakes on Sunday measuring above 5-magnitude and the Philippines region also experienced a 5.0 magnitude earthquake.

COLOMBO: Sri Lanka’s main Tamil party yesterday vowed to launch a Gandhi-style civil disobedience campaign to press a long-standing demand for regional autonomy for their ethnic minority.

The Tamil National Alliance (TNA) in its manifesto for April parliamentary elections renewed its demand for extensive regional autonomy — after Tamil Tiger rebels who fought in their name were crushed last year.

“If the Sri Lankan state continues its present style of governance without due regard to the rights of the Tamil-speaking peoples, the TNA will launch a peaceful, non-violent campaign of civil disobedience on the Gandhian model,” the party said.

The TNA was a puppet of the Tamil Tiger rebels who were crushed by security forces in May last year after 37 years of fighting. The United Nations has said up to 100,000 people were killed in the conflict.

The alliance said yesterday it would lobby neighbouring India and the international community to ensure the island’s Tamil community — 12.5 percent of the population — gets a greater say in the administration.

The Tigers agreed to a federal state in December 2002 but Norwegian-brokered talks collapsed in 2006 leading to more fighting that eventually resulted in the Tigers’ annihilation last year.

The TNA leadership has repeatedly distanced itself from hardliners who demanded outright independence for Tamils in the mainly Sinhalese country of 20 million people.

“Power sharing arrangements must be established... based on a federal structure in a manner also acceptable to the Tamil-speaking Muslim people,” the TNA said in its latest manifesto.

The TNA, a coalition of moderate Tamil parties, has 22 seats in the outgoing parliament, but the various elements have split following the crushing of the Tigers, weakening their bargaining position.

Here is a link to a video report by CNN's Sara Sidner on IDP's Disabled in the Eelam war.

Although the video is seemingly "factual", it misrepresents the answers to the following questions:

1. Why did some of these Tamil people relocate from their homes in Jafnna into the Wanni in 1996?

Did they leave voluntarily, or were they forced by the LTTE to preserve their people captive and enable recruiting and justify demands to the government for their sustenance? What role did ethnic pride, and wanting to serve the Eelam objective play in their decisions. Are they "innocent victims" or "willing enablers"?

We KNOW the truth, but CNN reporters rarely ask those questions on camera by error or by design.

2. Why did they move with the LTTE forces as the SLA advanced, leaving their homes, to Mullaivaikal?

Were they forced at gunpoint, for the same reasons as given above and to serve as a human shield?

If so, why are these people not being asked that question?

If not so, and they accompanied the LTTE voluntarily, did they not assume responsibility for the dangers associated with that decision?

3. In which war, has a civilian population that supported the enemy, and lived in a war zone, not suffered the consequences of their actions?

Not in the US Civil War, not in World wars I & II, not in the Korean War, not in Vietnam, not in Iraq, not even now in Afghanistan! Why would it be any different in Sri Lanka?

4. These reporters see the poverty of Sri Lanka as a whole, they see the nature of the enemy Sri Lanka confronted, they understand that among these "innocent refugees" are yet large numbers of hardcore LTTE cadre's and leaders who were primarily responsible for the violence inflicted on the IDPs in particular, and all people of Sri Lanka in general, they see the national struggle to rehabilitate and restore these people their lives at government expense, but they don't explore these issues in the video.

They should visit the suicide bomb victims families, the victims of the border villages that were ethnically cleansed by the LTTE, and the thousands of disabled limbless Sri Lankan soldiers languishing all over the island.

They focus only on one side of the equation. Is there any government anywhere in the third world that has done as well in helping refugees? Do they see people dying of hunger in these camps?

5. In the video MR says the IDPs are now free to leave, but many come back. Yet, that answer is not expolred in detail .. the focus is only on the barbed wire surrounding the camps.

The reason people come back is that their land is heavily mined, their means of livelihood are largely destroyed, there are no shops to buy food, no hospitals, no post offices, no banks and no work for farmers until the land is made safe.

THAT is what MR was telling; but the video represents is as if MR is denying and hiding some dark truth that cannot be revealed.

MR was right when he cited our experience with biased reporters: reporters who publish articles without proper context, or fully representing the explanations offered, funded and sent by organizations and nations with an axe to grind against Sri Lanka.

We are STILL NOT HANDLING the MEDIA WAR correctly!

The Sri Lanka Govt should make our own videos and distribute them periodically to western media with context, full explanations, and comparisons against how other countries have handled similar situations exposed in full!

Survey reveals how Tigers threw untrained children into Vanni battle

A survey conducted by the Commissioner General of Rehabilitation has revealed that several thousands of children were forcibly recruited by the LTTE and thrown into battle in the last two years of the war.

Interviews conducted with over 11,000 detainees on a Justice and Law Reforms Ministry directive have indicated that children were deployed on the Vanni front without proper training.

Among them were some of the LTTE's best fighters, including men and women of frontline formations, such as the Charles Anthony Brigade. Among 4,580 cadres aged between 19-24 and 4,220 cadres aged between 25-34 in custody, are some of the LTTE's best fighters.

Former Commissioner General of Rehabilitation, Maj. Gen. Daya Ratnayake said that the LTTE had deployed children at gun point on the Vanni front even in May last year, weeks before the Army finished off terrorists on the banks of the Nanthikadal lagoon.

Ratnayake, who recently quit the office of Rehabilitation Chief to assume duties as the Army Chief of Staff said that those who had been critical of Sri Lanka's war against terrorism, had conveniently forgotten the Tamil speaking children had been liberated.

Among the LTTE cadres, now held in detention facilities are 4,953 who were recruited during the last two years of the battle, particularly in the Vanni region. Ratnayake said that the LTTE had sacrificed thousands of children on the Vanni front to delay the fall of its bases.

The combined security forces offensive, which was launched in March 2007 west of A9 road, concluded in the third week of May 2009.

Ratnayaka said that anyone wanting to discuss so-called accountability issues in relation to military action during the final phase of the offensive should investigate why their representatives in Sri Lanka failed to stop the LTTE using children as cannon fodder.

Ratnayake, who had commanded a section of the troops involved in the liberation of the East (mid 2006-June 2007), said that the LTTE had lost over 20,000 men and women during eelam war IV. The majority of them were children, he said. Quoting the detainees, the former Military spokesman said that the LTTE had executed some of the wounded due to its inability to treat them, though some of the wounded reached government-held areas.

As at March 1 this year, altogether 10,781 LTTE cadres were being held at 17 centres, including 212 children at Hindu College, Ratmalana and 185 children at the Cooperative Training Centre, Poonthottam. Among the 10,781 detainees are 8,791 males and 1,990 females.

Justice and Law Reforms Minister Milinda Moragoda said that since last August 900 ex-LTTE combatants had been released after rehabilitation. According to him, the majority (752) had been released from detention facilities in Vavuniya. Responding to a query, Minister Moragoda said among the detainees were 108 government servants and about 150 qualified to receive a university education. According to the survey, the detainees could be trained in carpentry, masonry, electrical work, tailoring, welding, aluminium fabrication, informational technology, nursing, beauty culture, driving, teaching etc.

This is not a properly researched article. Views expressed are one sided and do not portray the reality at all.
FDIs (foreign direct investments) are the most preferred economic stimulant Sri Lanka is after since 1977 for good reasons. They inject vital capital into economic activities in the country and technical expertise. They also take away marketing risk because the investor assumed all commercial risks associated with the product. There is absolutely no evidence whatsoever that these investments lead to increased rural poverty, a breakdown in domestic agriculture and food production, greater income disparities, a large foreign debt, a higher cost of living, political conflicts, suppression or violence. On the contrary, these have in fact reduced rural poverty, youth unrest, lack of rural economic participation, etc. They have pumped in vital foreign exchange not once but twice! Initially at the project development stage and then at the commercial operation stage of the project.
Also these investments have been the mainstay in poverty alleviation, not traditional agricultural based industries. Poor have benefitted most from these investments than the rich.
For the record, there never was any protests by the poor against this type of investments. Actually poor sections of the society demand from the government that more and more FDIs are channelled to their areas. Therefore the statement that these are against the poor is totally baseless.
The Sino-Indian competition for control of Sri Lanka’s economy is immensely benefitting Sri Lanka. It has already brought benefits to the country’s poor. Hambantota a previously unimportant town in a highly rural and underdeveloped area is being developed by Chinese companies in order to set up a harbour. Hambantota has been the main example of poverty in Sri Lanka before the project. Once operational this alone can change the fortunes of the poor population around Hambantota. Poor people are aware of this and they whole heartedly support this.
This is especially important when some traditional donors have looked away and stopped helping Sri Lanka at this crucial juncture when it is rebuilding after the end of a 30 year old war.
In relations to loans, normal financial considerations apply. Of course all loans must be repaid with or without interest. But direct economic benefits accruing from the project are more than sufficient to repay the loans.
On a lighter note Sri Lanka and China have over 2,000 years of diplomatic and commercial relations according to recorded history of both countries. Sri Lankans are only too happy at the expanding relations between the two friends.

Upcountry Tamils are very simple and hate the way than their uppity Jaffna Anglicans upper caste overlords treat them.

These Jaffna donkeys even refused to give plantation Tamils medical treatment. Jaffna Tamil doctors refused to go out on call to visit them etc because "they were low caste". Always Sinhalese doctors would go, there was a swelling in Sinhala doctors going to attend the needs of the plantation Tamils simply out of disgust at the way the "superior" Jaffna Tamil doctors behaved.

We must defiantly Sinhalaise them. Good way to decrease separatists numbers and bolster our own :))

Areas to attend to are history;

Ancient achievements, ancient contacts dating back to the Ming Dynasty, occupation by suddha and how our nations were robbed, people subjected to massacres to make them "fall in line".

Current issues such as the war, bogus human rights preaching, West funding terrorism in Sri Lanka and committing war crimes by engineering a humanitarian catastrophe with the aim of pro-long war and violence in Sri Lanka.

There needs to be "Lanka-Sino Friendship Forum" that ensures the Chinese are fully informed of the ground realities in Sri Lanka and functions as the voice of SL in China, through not just writing to media and issuing press releases but also investing in media, journalists etc, providing documentaries covering the above two topics. That way if anyone wants to know something about SL, this would be the number one source.

It does need to be limited to China either, but function for the whole SEA region.

Tensions have risen in Sri Lanka since former army commander Sarath Fonseka was arrested by military police on charges of engaging in politics against his president while still in uniform.

The UN statement said Ban “expressed his concern (to Rajapaksa) about recent developments in Sri Lanka,” brought up Fonseka’s arrest and “urged the government to respect the due process of law and guarantee (Fonseka’s) personal safety.”


Ban also pressed Rajapaksa to keep a previous commitment to make proposals for a political solution of issues with the Tamil community in the north and ensure full accountability for any human rights violations.

More needed to be done to return people displaced by the fighting with the separatists to their places of origin, the UN chief said.

Why is the Fonseka arrest for trying to launch a Military coup and other criminal activity and the attempts made to prevent this by enforcing law and order suddenly is an issue for the UN? Fonseka has no party, no seat in Parliament and is not the leader of the Opposition (the position which falls to Ranil).

On the other hand in Malaysia the leader of the Opposition, leader of the largest opposition party and member of the Malaysian Parliament has been arrested on charges of sodomy and homosexuality (charges he has denied), the fact the UN or Moon in particular has shown no interest in that demonstrates clearly who is really behind these moves against Sri Lanka as well as the ridiculous nature of the UN interfering this countries affairs.

This type of gross interference by the West and its lackeys (be they within Sri Lanka or out i.e. the UN) is not only unprecedented, no other country in the world would so quietly and meekly allow itself to be harassed like this, all political parties, media and NGOs would protests and oppose vocally and violently. Unfortunately the bankrupt opposition parties in Sri Lanka and other lackeys and kalu-suddhas are the ones encouraging such interference by opening the door and colluding with foreigners. And how China treats Hong Kong & Macau, is exactly how wee tamizh want to be treated in Sri Lanka (one country two systems- Poopalapillai wants a puerto rico)..I reckon MR's 13+ will be 13+/- and we will have to live with it (as we have since 1987)...Land and police power will either stay at the centre or only partially devolved..N& E will remain separate..But most of all North (whilst still being Tamil majority) will be multi-ethnic..

1. Trinco- According to PE results UPFA should just pip TNA for the bonus seat..It's touch and go, as we don't know the relative strength of TMVP..The other seat will go to UNP (SLMC)

2. Digamadulla- According to PE result UPFA should win comfortably..4 for UPFA 2- UNP (SLMC) 1-TNA

3. Batti - If UPFA gets 2 seats (out of 5) they should be the winner of the district. Me reckons only 1 for UPFA with TNA getting 2 and UNP (SLMC), TMVP 1 each..

4. Jaffna- Government is unpopular among wee thamizh..According to PE result 2-3 Seats is possible only if turnout is same or lower..High turnout and only 1 seat will come (that too EPDP)..UNP should get 1-2, rest (6-7)TNA...

5. Wanni- Again depends on the turnout.. TNA likely to get 3, UNP of UPFA sharing the other 3.. (If PLOTE is coming from UPFA, then they UPFA likely get 2)..However with high turnout TNA can get 4...

If TNA is kept to 15 seats in NE (out of 31)..That is a victory for government..And if the total number of votes drop (very likely with no LTTE), another victory for the government..

Gonseka speaking to Channel 4, nothing more comical than that.

They branded him "butcher of Tamils" not many moons ago.

Channel 4 is a racist anti-Sinhala garbage media out let, and its news section is known for forgery and faked documentaries and staged drama.

And as always they give the usual one sided version.

He has not spoken to Channel 4 directly he has "smuggled out" hand written letters to them. LOL, all the more dramatic, what a real achievement by Mrs Gonseka. Just like the bogus channel 4 "war crimes" video which was also "smuggled out".

Seems Jay-han has been giving Fonseka some address from his address book hikz.

Tibet and Inner Mongolia were parts of other countries taken over by china. it is not an ethnic based divide. these countries had their own ethnic groups when china took control of them. not the other way round.

Xinjiang is a problem region but colonization is working well.

russia is not based on ethnic boundaries. some regions do have a high percentage of ethnic groups but the regions are strictly not following the racial boundaries, especially the larger ones.

ukraine, lituania, estonia, latvia, etc. were (and are) not part of russia. never were. they were dragged in by the soviet union.

russia is in a mess even today. not at all a good role model.
