Sri Lanka Coastguard and the Greatest Challenge before the Nation

March 4, 2010 is a very special day for Sri Lanka. Sri Lankan capital changed from the North Central towards the South West since Polonnaruwa fell in 1215 following Kalinga Magha’s invasion. This exposed the North, North-East, North-West and the East to outside invasion and trespassing. As a result, a very large number of people from Tamil Nadu came to Sri Lanka. To make matters worse, since 1505 to 1948 Sri Lanka’s Maritime Provinces were under European colonialists and they paid no regard to Lankan borders. Even mythical tales of an ancient Tamil kingdom in Sri Lanka don’t go beyond 1215 suggesting the enormous threat that emerged since Lankans gave up defending their North-East sea boundaries. Interestingly the landmass claimed as ‘Tamil homelands’ in Sri Lanka are areas closest to Tamil Nadu clearly suggesting strong Tamil Nadu influence and creation of the Tamil separatist movement. Even after Independence illegal migration from Tamil Nadu continued. Illegal migration was identified as the biggest threat to national security and national economy in the 1950s and remained so until late 1970s.

Scientific reasons for this are found in the disparities in the economy and population density. GDP per capita (nominal 2008) for Sri Lanka and Tamil Nadu are $2,020 and $1,105 respectively. The difference is a huge 83% or $915. Population density of Tamil Nadu is a staggering 480 persons per square kilometre whereas it is 304 in Sri Lanka. The difference is 56%. These two factors drive poor people in Tamil Nadu to illegally migrate to Sri Lanka. At one point Tamil population excluding Muslims was over 26% of the population threatening to exacerbate existing problems.

There is another hidden dangerous development. As time passes Sri Lankans naturally integrate with each other and this harmonises the society. However, unhindered influx of people from Tamil Nadu reverses this process of natural integration by artificially and unsustainably increasing the Tamil population. This is evident from the censuses of 1971 and 1981. Though illegal immigrants were despatched in 1964 and 1974 back to Tamil Nadu, a large number of them managed to evade it. Sinhala and Muslim population growth rates from 1971 to 1981 were 20% and 26% respectively whereas the Indian Tamil population decreased by 30%. However, ‘Sri Lankan Tamils’ showed a massive increase of 33%. Surely this cannot be a natural increase. It is the result of ‘Indian Tamils’ becoming ‘Sri Lankan’ Tamils.

The war saw the emigration of 1.3 million Tamils. Though unintended this opened up better avenues for ethnic integration. It also reduced the bargaining power of racist political parties such as the TULF, TNA, ACTC and ITAK. Unless the borders are tight, the benefits of demographic changes that naturally eased tribal demands and aspirations over the past 30 years will not help Sri Lanka. It is a must in this regard to safeguard the coastline.

Those who are citizens of this country at the moment are equal citizens of Sri Lanka like any other; however, there should be no room for any more illegal immigrants. Major tasks of the Sri Lanka Coastguard would be to deter, prevent and detect illegal immigration from Tamil Nadu. Curbing illegal migration out of Sri Lanka will also be a task. Australia and Italy suffer unbearable influxes of Tamil illegal migrants from Sri Lanka. As such they would be keen to contribute to this project. It will benefit both parties.

It didn’t take long for drug dealers and illegal importers to exploit the illegal immigration channel between Sri Lanka and Tamil Nadu. By the early 1970s this illegal channel had grown into a multi-million rupee illegal import industry. Criminals also used this channel to escape Sri Lankan authorities. Before long, the Tamil separatist movement had detected this as a gold mine to launch their armed uprising. A very large number of guns, ammunition, bombs and other war material found their way to Sri Lanka’s north. It is not rocket science that an effective navy would have put a complete stop to the LTTE. LTTE leaders travelled to and from Vanni to Tamil Nadu while Tamil Nadu leaders travelled to Vanni without any fear. This fuelled the concept that ‘Tamil Elam’ and Tamil Nadu are a grand nation unhindered by Sri Lanka and India. Peaceful Tamil Elam circles refer to this as ‘Tamil demographic contiguity’. At one point LTTE could muster its control over 66% of Sri Lankan coastline and resources. After a long battle Sri Lankan claimed it’s coastline in 2009. Hard fought territorial victories must be protected. The Tamil Elam movement although homeless, is not dead. It is taking its time to launch the next round of terror. Sri Lanka Coastguard (SLC) along with the security forces must put up a formidable frontline against these elements.

Although coming under the Ministry of Defence, SLC will be manned by civil officers. Their tasks are not confined to defence. Preventing illegal fishing/gathering pearls in Sri Lankan waters is also a task that can be supported by the SLC. Protecting other Sri Lankan economic interests closer to shore will also fall on it. Although piracy is not common around the waters of the island, there is a strong possibility of it emerging as shipping volumes increase. SLC must keep a close watch over signs of trouble and swiftly move in with the navy to crush all attempts to introduce piracy in presently safe waters around the country.

If efficiently carried out, the tasks of the SLC will be able to deliver this once peaceful and prosperous nation from a 800 year old vicious cycle of ethnic disharmony, threats to sovereignty and violence. Severing unwanted, unchecked and non-state links with Tamil Nadu is the stepping stone to lasting peace.

Good post, has foreseen a future proble.

To exacerbate the problem, as economic development picks up in SL very soon there will be a excess of jobs in SL. There will be a demand for labour that cannot be met within our country.

Illegal immigration form Tamil Nadu will skyroket, we need to be extar viggilent on this.

Dont agree with the analysis of Kalinga Maga time period though.

There cannot bea continuing south indian population in SL from 1200, as someone showed by linguistics analysis that the Tamil nadu tamils and SL tamils seperated only a few centuries ago, probably during colonial times.

If we somehow get our act together, I am sure SL would a powerful nation in Asia and no longer have to bend our heads down to the western meddlers.

Unfortunately we have a fool who likes to boggle things up. He does not want to ruin his family settings which are invested in the US. Something really needs to be done about this.
As much as I dislike Dayan Js ramblings and loony theories that do not apply for this age he would be better for the post.

Definitely. We should take action against U.K. for the genocide. We need to take the fight to them instead of taking defensive actions. That is the only language the Suddhas understand. One of your universities should give this as a project for our undergrad students.

What U.S. doesn't seem to understand is there would be lot law suites for the genocide they did in Iraq once it have some stability. The mass murder they committed in Iraq is not that different to what Turks did to Armanians.

With the industrial the development works in N & E this is likely to be an issue. Moreover all along history the average Nadu Tamil will work for less than the average Sri Lankan, making them more employable (this is due to economic factors, nevertheless it was Ran Gona aka Parrot who warned of this in DW saying Sinhalese are lazy)

The UK judiciary usually keeps itself impartial from the affairs of the government. However me reckons it should be handled by a pan- univeristy commission comprising of prominent history and law professors, instead of undergrads.

An excellent and timely post on an issue critical not only to the national security of Sri Lanka and the preservation of communal harmony within its borders, but also to preventing the derailing of our future prosperity.

If we don't prevent illegal immigration, every step Sri Lanka takes forward to improve its economy will be degraded by two steps taken backward to support, educate, and assimilate at public expense an unending stream of impoverished aliens who immediately develop a racist axe to grind at our expense!

If we allow unrestricted illegal immigration again with open unprotected borders, Sri Lanka will NOT ACHIEVE NATIONAL SECURITY, OR THE ECONOMIC PROSPERITY that we are all praying for in the coming decade.

Going to the UK law courts is something we should not bother with, why "beg" the oppressors in their own court, no matter how impartial it is. Such a thing is self defeating.

A University team should do this and publish it at such a time when world attention is on Sri Lanka.

A similar study should be done over war-dead and the last phase of conflict included in it is a war crimes charge against Blake/UN officials -Pillai & Wiess/ Tamil die-ass-pora for creating/engineering the human shield to justify interference, i.e. the West and UN are complicit in engineering a humanitarian catastrophe.

The purpose behind both idea is just to humilate them.

Also toss in Gonseka coup attempt green lighted by the West (as per the funding given to Gonseka).

Then we can show how these preachers of human rights and democracy really practice their "holy" concepts. It will also not only show the bankruptcy behind their media and HR NGOs but their complicity and lack of impartiality (i.e. foreign policy tools).


The world will listen and agree with us if we tell our story at the right time and properly.

Moshe, old boy, fantastic article. I fully agree with you on the importance of the coast guard. Main reason that a little European nation like Portugal dominated our affairs was because we were by nature not a seafaring people. That is a fatal mistake for a island nation to make. Our enemies come across the ocean to our shores.

We need to dominate our maritime boundaries: the territorial sea, which is a belt of coastal waters whose boundary is a line measured three miles from the low-water mark along the shore; contiguous zones, which extend beyond the territorial sea to a maximum of twelve miles, within which we can act to prevent or punish violations of our regulations; and the two-hundred-mile exclusive economic zone, subject to our rights of exploration, exploitation, conservation, and management of marine life. Apart from the coast guard we need to enhance our blue water navy capability by holding joint exercises with friendly navies of our neighbors and building more ships capable of operating across the deep waters of open oceans.

Perhaps SLA intel should encourage these former terrorist supporters to leave SL so that those who love to live in SL can live in peace without these terrorists fans.

Yeah, SL Customs was notorious for taking bribes and allowing contraband to enter SL...and that practice actually helped the LTTE whores at the early stages (in the 70's and '80s) to smuggle in weapons and explosives into North.

Hopefully, this CG force will have proper checks and balances. In my opinion, the trick is to have regular transfers, rosters, of personnel (including the honchos) after adequate training and familiarity with the operating theaters and that way there will not be the time for corruption to set in.

most of them come as cheap labourers. they work for half the wage locals charge and they have NO RIGHTS in SL making them more attractive to employ.

During the height of the war Sarath N gave some rulings that looked like he wanted to see MR/GR to be easy targets of the LTTE. Also he gave some verdicts that enables the Sunday Leader to hail Sarath N as a lone campaigner for Law and order.

Even at that time it has been evident for LW what a corrupted character this Sarath N has been.

These were the Sarath we could have had for President and Prime Minister who were described as the cleanest of all.

I think Sarath was harbouring personal and political vandetta against our Nation for a long time and he has found good company in SF.

Sarath once has vehmently opposed SF's appointment as commander.

They might have got together to destroy our Nation in the instructions of foregin evil powers.

Pol, yep the West is pushing, but here it is really the work of the LTTE Tamileelam Inc. whores at play.

As we know now, they have heavily bribed the politicians in the West (with money as well as with promises of "tamil votes" at their elections) to push for this agenda with the UN (over other more critical agenda such as Afghanistan, Iraq, etc.)

To counter this, Sri Lanka must seek help from her powerful friends in the IC and go on a more offensive mode rather than sit and wait for these attacks to escalate to heightened levels.

A separate section of the foreign ministry must be created for this purpose with able men/women, mandatorily inclusive of men/women who have lived and worked abroad in high-capacities (either in public or private sector) as in my view they are the ones who will have the courage to face-off these hypocritical western gooks (as they likely did that umpteenth times in their pasts, as well as they know how much of hypocrites these gooks can be - with real and personal experiences that they will undoubtedly have).

I have broached this topic with "some persons" but still to see any real progress.

I do not agree with this "LTTE pay roll" business.

There are compared to Tamilia millions of Muslims throughout the West, with greater wealth and influence as well as voting power, in additional to the large number of states with muslims in the majority yet the West does "come under the influence" of them in the manner described over Tamilia.


Tamilia (along with Colombians/Ranilam/Gonseka) are merely a convenient conduit of interference for them to which they can cover their machinations with and play "innocent and misled- honest!" as they do elsewhere (e.g. Tibet, Taleban 1980s).

If they wanted to they would simply ignore Tamilia as they do the potent and influential "muslim lobbies" within their own countries.

But their interests are at stake and any tool is used. Today as it has been since 1505 it is Tamilia who are more amendable and amicable to them compared to the non-conforming culturally different Buddhist Sinhala masses, hence their cause, whatever that maybe is championed to the full. They could not give a toss about Tamilia power and control desires if it did not benefit them.

Tamilia "bribes" (votes, money etc) would have no influence if following such activity did not suit their own separate agenda which just happens to coincide with Tamilia’s agendas.

The General’s own pronouncements of what he would do to the President and his family, had he been elected, makes the country collectively shudder. Perhaps these shudders were also felt by Tamil families in Jaffna, when many years ago, Sarath Fonseka was Commander of Jaffna and many youth were rounded up on suspicion of belonging to the LTTE. His virtual blackmailing of the presidential team with ambiguous and heavily couched threats to “reveal all” if “anything was to happen to me” is significantly interesting for serious analysis.

He remains behind bars in an area that is approximately 300 sq. feet with a separate bedroom to boot with round the clock security, which affords him much more leeway than if he was held in remand, if he had been charged under the Penal Code. If General Fonseka had been held under fiscal custody, he would have been held at the Colombo Magazine or Welikada Prison and certainly would not have had the relative luxury he is now being afforded. He certainly is not in a chalet but being held in rather relative comfort.

It is ludicrous to demand that any part of the country is exclusivly for any particular ethnic group. Any part of the country belongs to each and every ethnic group therefore the Government is in its natural right to populate areas in an equal basis for all ethnic groups. Only condition is that law and order is applied to everybody regardless creed, language or race.

හිටපු ජෙනරාල් දිගු කලක්‌ තිස්‌සේ තම ජාලය ක්‍රියාත්මක කළ බව රජයට වාර්තා වන විට ප්‍රමාද වූවා වැඩිය. මේ අතර පසුගිය සතියේ අපරාධ විමර්ශකයන් හිටපු ජෙනරාල්ගේත් ඔහුගේ ලේකම් යෑයි හඳුන්වාගත් කපිතාන් ෂා සිල්වාගේත් පරිගණක විමර්ශනය කිරීමේදී මවිතයට පත්වූයේ හමුදා නිලධාරීන්ට ගෙවූ මුදල් සම්භාරය නිසාය.

සිය මැතිවරණ ව්‍යාපාරය සඳහා හිටපු කර්නල් ලුතිනන් කර්නල්, මේජර්වරුන්, කපිතන්වරුන් ඇතුළු හමුදා නිලධාරීහු 123 ක්‌ පත්කර තිබූ බවත් ඔවුන්ට රුපියල් කෝටි 12 ක්‌ ගෙවා තිබූ බවත් එහිදී අනාවරණය විය. රුපියල් ලක්‍ෂයේ සිට 1,50,000 ක්‌ දක්‌වා ඔවුන්ට ගෙවා තිබිණි.

මේ මුදල් ලබාගත් හිටපු හමුදා නිලධාරීන්ගේ නම් ගම් ද එහි සඳහන් විය. මින් පස්‌ දෙනෙක්‌ කර්නල් හා ලුතිනන්වරුන්ය. මේජර්වරු 26 කි. ඊටත් අමතරව හිටපු ගුවන් හමුදා වින් කමාන්ඩර්වරයකු හා නාවික හමුදාවේ සේවය කර ඉවත්වූ කමාන්ඩර්වරයෙක්‌ ද විය. මෙහිදී අපරාධ විමර්ශකයන්ට හෙළි වූයේ හිටපු ජෙනරාල්ගේ කටයුතුවලට මැදිහත්වූ තවත් ව්‍යාපාරිකයන් දෙදෙනෙක්‌ සිංගප්පූරුවට පැන ගොස්‌ ඇති බවයි. මෙවන් තොරතුරු හෙළිවෙද්දී බෙල්ජියම් පොලිසිය ශ්‍රී ලංකාවේ අපරාධ විමර්ශන නිලධාරීන් වෙත වාර්තාවක්‌ එවමින් හිටපු ජෙනරාල්ගේ ලේකම් ලෙස ක්‍රියා කළ කපිතන් සේනක හරිප්‍රිය ආර්නෝල්ඩ් සිල්වා හෙවත් ෂා සිල්වා වංචනික ක්‍රියාවන් සම්බන්ධයෙන් බ්‍රසල්ස්‌ පොලිසියට අවශ්‍ය කරන අයකු යෑයි කියා සිටියේය. වසර තුනක සිරදඬුවමක්‌ නියමවූ මේ හිටපු කපිතාන්වරයා බ්‍රසල්ස්‌ නුවරින් පැන ගොස්‌ තිබූ බවත් ඔහුව අත්අඩංගුවට ගැනීමට වරෙන්තුවක්‌ නිකුත් කර ඇති බවත් බෙල්ජියන් පොලිසිය තවදුරටත් මෙරටට දැනුම් දී තිබිණි.

Yes it is a huge threat. Notably in 2050 world economics will be dominated by India and China. Naturally chinese support Maoist movements. So it will be doubly tempting for Chinese to exploit the chances.

Fonseka guilty or not guilty he should know that he is kept in detention for suspicion of various crimes. So he should know he cannot talk to every he wishes to do so since this can harm the investigation.

Must take Mannar completely and Trinco.

Like we fought the war we must "creep up" the coastlines.

Mannar is important:

1) Rich farming area for both rice cultivation and fish farming.
2) Wealth of Sinhala history and ruins can be found here before Tamil occupation began primarily when the Dutch imported in many coolies. Important for busting the homOland myth even more.
2) Access to India good for trade and preventing kallathonis from TN colonising SL.
3) Vijya's landing site.
4) Ashoka's landing site.
5) Roman's landing site.

Also must take Trinco area, for reasons 1, 2 and 3. Trinco harbour area will be very important in coming decades with the rise or China and India -the nations in between can milk maximum benefits.

Vanni region, rich lands for cultivation and production of all kinds of crops. Also very little of it is inhabited.


Mannar and Trinco can be two big economic pies that must have Sinhalas in it if they are to become successful and safe security wise, otherwise we will get a repeat of Amithalingams 1970s style arrogance and certainty that bolstered their belief in a successful armed struggle giving them a viable state. Furthermore economic success must be linked to the rest of the country (obviously with regards to farming and trade within and out of SL it will be, having Sinhalese is a guarantee against Tamilia homolandism and ensures economic empowerment to Sinhalese).

North and East development as a whole must come with a pre-condition (not officially of course but in all planning) of “multi ethnic”, i.e. equal population distribution or no dice. After all Tamilia always cry for “equality” aka the Ponnabalam constant, so lets give it to them.

Colombo, 07 March, (Asiantribune.com): On suspicion that retired General Sarath Fonseka was providing feedbacks to American intelligence agencies to prepare war crime dossiers against Sri Lanka, the Army has clamp down on the extra-ordinary privilege granted to him to make two international telephone calls daily.

From the very next day (arrested on the evening of 08 February) General Fonseka was brought under Army Custody at the Naval Headquarters, he was given the privilege of making two international calls daily, each for a ten minutes duration, to his two daughters who are presently living in the United States of America.

Anoma Fonseka who visits Fonseka daily, brings her mobile phone and dial the numbers of their daughters and allow Fonseka to talk with each of them.

As at present Fonseka’s eldest daughter’s husband Danuna Tilakaratne, the weapons dealer is wanted by the police for questioning and is absconding and remains fugitive to law, Army intelligence is of the opinion that Fonseka might be contacting with American intelligence agents and providing information against Sri Lanka, as they are not aware who is speaking on the other end.

Therefore the Army has stopped from yesterday onwards, allowing Sarath Fonseka to have two international telephone calls to America.

The Supreme Court which heard his fundamental rights case on 26 February has not mentioned that General Fonseka should be given the privilege to take international phone calls daily to talk with his two daughters who are away in America.

An Army spokesman speaking on a condition of anonymity to Asian Tribune said that this was a privilege granted by the present Army Commander on humanitarian grounds.

Asian Tribune also learnt that once the privilege of the international telephone calls was stopped, Fonseka has threatened yesterday evening that he will go on a hunger strike.

Today when Anoma Fonseka arrived at the senior naval commander’s chalet, where Fonseka was held, did not bring his lunch and dinner which she use to bring daily from her home.

Army sources told Asian Tribune that Fonseka had his dinner yesterday and tea at 10.30 in the morning, but so far not taken his lunch.

The sources further said, though Anoma Fonseka has not brought his lunch, a pre-planned publicity move, Army offered him cooked meals prepared at the Navy kitchen, but it is learnt that Fonseka has refused to eat.

Fowzie was on the bottom of the list in last election. He got 49,719 preferential votes whereas Dinesh Gunawardana got 82,626 votes.

For me Fowzie is more piece of shit even than the Bogollama. I think you remeber the Hedging case. For me he is one of most corrupted ministers in the MR's government despite his publicly painted clever minister propaganda.

The beauty of the historical significance is we can take Manner through recolonisation and when Tamilia (in SL and out) start complaining we can say: “what are you talking about? Sinhalese have been here since time immemorial” then slam down the history cards.

A little bit of propaganda in this direction starting now would also be good. SLBC can start the history lessons.

I do not know how many Tamils there are in Puttalam but colonisation wise it is secondary/not as important, the PE showed this as well.

The weapons, detonators, fuel, cadres, kallonthis and other crap from TN enter SL from Mannar side. Its also hard to patrol because of the shallowness of the water, it was the IPCs that had to run the gauntlet and by no fault of the Navy they did a poor job plugging the holes on that side of coast compared to the brilliant air tight job they did on the Trinco side. We only sealed off the Mannar supply root when the 58th division took the land.

Take Mannar, make in roads into the Vanni east and Vanni West, link up with colonies in Trinco and bam! We split the homOland in two.

Primary focus of recolonisation must be the Mannar, Vanni and Trino (MVT) axis.

Then we can encroach on Puttalam from below and Ampara from the left and the bottom and swing all the numbers in our favour.

Then we can have the bloody “thamil eelam referendum” and watch as only batti and jaffna say “yes” while the rest says “no!”

your inputs on this is much appreciated. i studied SL history only until year 6 FORMALLY, then after leaving school. but what i read after leaving school is MOSTLY CONFRONTATIONAL HISTORY (for obvious reasons of INTEREST!!!). must start reading.

According to this article, LW came across some seriously damaging information on SF and he revealed these to Sonali and thene LW was just about to inform MR(as he informed Karu's crossing back to MR. When MR anounced this crossing in a cabinet meeting then everyone was in disbelief but MR insisted that it would happen).

Late it was said that LW became suspicious of Sonali passing information to another side and they had a serious fight just before the killing.

I do not remember where I read it.

Well taking Mannar, Vanni and Trinco cuts right across TE :))

MVT is a huge area, taking it splits "TE" in half separating Jaffna from Puttallam and Batti and Ampara.

It is not demarcating like an FDL because Tamils will also be there interacting, doing business and mingling with Sinhalas (whether they like it or not lol).

The whole idea is to alter the population ratios so "TE" is screwed up badly along with providing huge economic boosts.

We must do colonisation in all of "TE" but i believe the focus should be MVT because that area is resource rich and important, it can quickly sustain itself with high returns and as a result bring in more people.

Take the provincial map of results we saw for the PE, now imagine Vanni and Trinco pieces going blue

Don't get me wrong Moshe, we must colonise all of it, but if we achieve a split through bagging MVT first, while also encroaching on Puttalam & Ampara, Tamil homOlandists will know the end is inevitable.

Need to have push and pull factors for successful colonisation making it more free flowing, MVT offers this the most, also the Vanni & Mannar are hardly inhabited when you look at population denisty & distribution Vs area, now compare that to the South which is over populated.

i may have misunderstood. vanni is not necessarily vavuniya. if the MVT link is going through paranthan or kili instead of vavuniya, then it's OK.

still i prefer 2 small incissions SEVERING the TE from around mannar and around pulmodai as the first step.

then MAJOR colonization projects to extend around A9/rail track as much as possible. this will look after TREMENDOUS transportation needs of these ppl, their relatives in the south.

it will also save the artery road/rail links IF our vadukaddai jokers use violence again. also the army could be easily deployed IF required in larger numbers.

kili had the country's largest agri market. even when i visited kili in 2002/3/4 and 5, it was HUGE. benefits of this MUST go to ppl of all races. ppl in kili were nicer than any other market i had visited in SL.

another thing is TULF racists used the YARLDEVI to popularise their propoganda in the 1970s and early1980s. these clowns would get into the train from colombo and stay silent until the train leave medawachchi. then they start their "inspirational" "tamil revival" speeches. this will happen again. if the strategic transport link is adequately colonized, we can get rid of this BS for good. that creates business for ppl by the a9/rail link too making further colonization easier.

But, in an analysis view; the idea of Mannar + Trinco is always critical as the two locations are strategic, and naval hotspots. SO it should be our first target anyway.

However, the TE map and mythical eelam have been just talk point. Even if they fought to death and got Eelam, I doubt how they can get the Mannar Puttalam stretch. I guess those are mere boastings than reality.

But now Eelam is dead and map is obsolete. It will be at minimum some lame decade from our end taht can enact the carcass of tiger/eelam. So the strategy shud change now.

Today's biggest prob is not eelam map, but the blocks of "mono-ethnic enclaves", which give a feeling to ppl within them to remain racist forever. We need to dismantle them not by breaking one such into two, but making the altogether flooded with sri lankans. It shudn't be one or two BIG projects, but small projects all over. If we can assure the racial balance of say within every 100 sqkm [10km x 10km]then this issue is sorted.

Best approach is [although I welcome any approach]

1. irrgation projects in each of waterways. Wanni's rainfall is realy irrational and short lived, but teh o/p is very high. So it floods and goes awaste. The famous "ahasin watena..." statement is very valid as most of rainfall happens in just few months. So every water way shud have a small scale dam and tank. Each tank will need ppl to build it [earth bunds, ha ha, we're back on track]. It will raise teh need to bring jobless Sri Lankans from Jaffna East and South. And later the newly formed villages will need more farmers.

2. East has more density and better educated ppl. It shud be developed industrially. They deserve it. It means taht east shud be studded with mopre towns. Places like Vakarai, Kadiraveli, Muttur, Samanthurai, and Ampara surroundings are good for industry based small towns. ALso it includes extending city of batti and trinco.

3. Major irrigation projects, at where it is appropriate. Mahaveli delta and Sahal Neliya [rice bowl] region are best. These can have equals of Mahaveli zones from JRJ times.

4. Administration cities. Capital Mankulam is a great idea. Its power shud be extended to regions by means of regional towns, whose schools and banks and other establishments will require lots of educated ppl. If we can build a small city such that every inhabitant of Wanni and East have access to one in 20kms distance at most, it is the best help we can do to them, and also for the colonization.

There are two approaches we can do.

1. Send ppl first and make them find their way: troublesome

2. Build infrastructure and intiate the flow of ppl, which will soon become a natural flow: best

All of this is possible only with a good minister of resettlement. Crooks like Rsishard Baduddin will only mess it. Note taht this man is alleged to have smuggled the pussycats from camps, still MR didnt change him. Some officers under him were caught by MIC and MR allegedly intervened to save them.

We need, a methodical and disciplined man, like John Seneviratne. And his support base shud be Southern based, since, in worst he'll give priority to his ppl and even taht will enhance the ethnic balance if they are southern.

develop the infrastrucure. PHYSICALLY BRING and settle people. natural flow will take place THEREAFTER on top of that.

But it should not be on just two flanks or one long axis..I prefer multiple incisions at different places..Fishing Villages along the coast from the top of puttalam is a brilliant move, at a later stage these can be amalagamated with agri-villages expanding from North-West Anuradhapura..

To me Anuradhapura is the heartland of the colonisation effort..It can be used to put agri villages in Vavuniya to the North and Trinco to the West (their are enough tanks to sustain this if repaired properly)..In the meantime the work on South TCO on Polonnaruwa should continue..

The Sri Lankagovernment says it will abolish or reform executive presidency if elected with two thirds majority at the forthcoming election. Constitutional Affairs Minister DEW Gunasekara told the BBC that the government is also planning to introduce a fresh constitution in the new parliament.




“There is an opinion in the country that the executive presidency should be abolished or reformed,” he told BBC Sinhala service.




He however said there is no time frame for a new constitution to be introduced.




“If the opposition says that they vote for the abolition tomorrow, we would not have this problem,” he said.




Political solution




The main opposition coalition that contested the 26 January presidential election has vowed to abolish the very powerful executive presidency.




Main opposition parties in the south, including the UNP and the JVP, and Muslim and Tamil nationalist parties were members of the coalition.



The minister added that a political solution aimed at minority Tamil community’s grievances may also be included in the new constitution after consultations with other parties.



“The solution might include the devolution of power,” Minister Gunasekara said.



The much-talked about All Party Representative Committee (APRC) will be re-convened to discuss the proposals.



However, President Mahinda Rajapaksa has earlier dismissed all efforts that have been made so far to find political solutions to the country’s ethnic problem.



Mr Rajapaksa has now said he does not think any generally acceptable solution has yet been suggested, so “after the present election I am going to put forward my own solution to the problem” he told BBC’s Charles Haviland in Colombo.



He has remained vague on what this means although he has spoken of a possible upper house of parliament.



The APRC convened in 2006 claiming to ‘reach consensus on a package of measures to guarantee the rights of Tamils,’ is yet to hand over its proposals.

What you have said is about ethnic integration. I whole heartedly agree. However that takes too long.

If Sinhalese start appearing in these dense Tamil areas they will cry "bloody murder".

What we need are Sinhalese in North and East ASAP to switch the population ratios, to get Sinhala MPs from the N&E and screw up any referendum hopes. That way it busts the homOland concept and extremely frustrates (as Moshe always says/asks for) the Eelamists. The colonies do not need to be near Tamilia concentrations which ensures they have no grounds to prevent them.


By setting up large colonies in strategic, economically viable and historically important locations we bust Eelamism on many levels (also shows and exposes the level lies they have perpetrated with regards to Tamil kingdoms and what not).

Furthermore once Sinhalese are there they will interact with Tamils. Eventually the "hardened" attitudes due to their isolationism will soften as a result.

But this takes time, so we need to go for the demographic change which does not "upset" pre-existing Tami enclaves and give them grounds to cry out and prevent mass colonisation. The North and East is huge and barely populated, plenty of land for us to take without disrupting Tamilia. Another problem is Tamils love to isolate themselves - see Colombo, Toronto, London, Paris.
So trying for integration is harder now than later once Sinhalese are established.

"The Vallipura stone Inscription of King Vasaba (67-111) states that this area consisted of a vast Sinhala population. This inscription was near Pt. Pedro. Piyangutissa a Minister of Vasaba built a Viharaya in Vallipura. Piyangudeepa the area where Piyangutissa overlooked is identified as the modern Punkudutivu.

There had been twelve thousand Buddhist priests living in this area.

The King`s Prime Minister Isagiri was in-charge of Nagadeepa. The modern Kyts Islands close to Nagadeepa was then known as Karadeepa or Abideepa. There were other Viharayas such as Madana, Kolase and the Salipabbata Viharaya in Nagadeepa built by Vahallakanaga.

This area was subjected to frequent attacks by Cholas and Pandyans. Due to the famine that lasted for nearly two and a half decades after the Pandyan invasion in 1283 the Sinhala population migrated to the South of the country. There were many principal sea ports in the area.

They are Uratota which is Keyts to-day, Jambukola which is Sambalthurai now, Piyangndeepa which is Punkudutivu etc. Several Sinhala names such as Valigomuwa which is Valikaman now, Hunugama now Chunnakam, Malalagama now Mallakam, Jawa Kotte now Chavakacheri, Karadivu now Keyts, Kadurugama now Kandador Kodigama now Kodikaman etc: are Tamilised today."

Rs. 27 bn for Mannar projects

Rs. 27 billion is being spent under the Uthuru Wasanthaya programme for the development of the Mannar District.

Its purpose is to improve the infrastructure which includes road and bridges immediately.

The Road Development Authority has already completed the work on the new Thal Adi Bridge. It costs Rs. 2.46 billion.

The work was launched on the advice of the President and with the observation of Head of the "Uthuru Wasanthaya" Task Force Basil Rajapaksa and Defence Secretary Gotabhaya Rajapaksa.

In the meantime, construction work on the road from Murunkan to Silawathura in Mannar is now in progress.

According to the Road Development Authority, the construction of the Araviaara Bridge in the area is also on schedule. (VS)

Developing rail links between Hambantota, Batticoloa and Mannar to tranship goods from H-tota to India is a very interesting idea, but will it be CHEAPER?

Offloading and reloading goods onto a ship may cost more than taking the goods to India itself! Does anyone know the relative costs of goods handling, rail transport and shipping per unit weight/volume?

With regards to Hambantota it will obviously go to a Chinese company most likely joint with a local one.

The Colombo port expansion hit snags because Aitkens Spence acting tough at China, tried to bring someone else in, then had to come back to the table. That said it was not bad they acted tough, however would they have behaved the same if suddha was involved or funding the project??

China is not really happy about it. Chinese “business model” and thinking is a long term partnership Vs the Wests in and out quick profit making. They like reliable partners and taking issues/problems direct which Aitkens Spense did not do.

Another big thing that can come from Hambantota is SLs own shipping line/company going global.

So many opportunities.

Political instability, violence, can screw this up easily –hence there were many against the war being won and then pushed a nutter Gonseka on us.

the highest sinhala population in the north was in 1971 (with the growth potential), not 1981.

yes, we should investigate what happened to them.

they are internally displaced for over 27 years and no one talks about them. they silently suffer as if it was their fault!!!!

i think rail transport is less costlier overall.

its not sea verses rail.

it is,

1. sea verses sea. smaller routes verses the BIG route. excess capacity in the BIG route is cheaper than normal frient in the smaller route. more number of ships. more frequent. time is money too.

e.g. london to new delhi shipment.

a. it can come via the big route. drop in h'tota. on the train to new delhi.

b. or it can go via smaller shipping routes that goes to mumbai, through karachchi, etc. then rail to delhi.

what would be faster, cheaper???

sea - longer route, 2 times more handling, less frequent depatures, congestion at h'tota where feeder vessels also flock in.

total population 1971 = 12 mn
total population 2010 = 22 mn (including external migration)

TF natural increase of sinhalas in the NP in 2010 would have been = 35,000/12*22 = 65,000

so 65,000 sinhalas must be in the north to reverse ethnic cleansing. that's a good start.

plus those who settled down in vavuniya following development work after 1980s.

same goes for muslims.

75,000 muslims were chased away in 1991. 1991 pop = 17mn

75,000/17*22 = 97,000 today.

Mar 08, Colombo: The Summary of Evidence prepared in compliance with military proceedings against Sri Lanka's former Army Chief, Retired General Sarath Fonseka has been completed and handed over to the Army Commander Lieutenant General Jagath Jayasuriya.

Military Spokesman Major General Prasad Samarasinghe said that the Army completed processing the summary of evidence against General Fonseka and handed over to the Army Commander over the weekend.

Legal officers in the Army Directorate of Legal Services are in the process of reviewing the contents and maintain that there is a prima facie case against General Fonseka on more than five charges under the Army Act. The Army Commander is expected to appoint the Court Martial for trial shortly, the Army announced this morning.

Army Chief of Staff Major General Daya Rathnayaka as the appointed Recording Officer recorded the evidence for 22 days from 35 individuals, inclusive of 22 Army personnel, seven Police officers, and six civilians.

Major General Samarasinghe said that Army Commander on humanitarian grounds has granted permission for the General to speak to his two daughters over the phone.

The defeated presidential candidate began a hunger strike yesterday demanding access to a telephone to talk to his two daughters in the USA.

Sri Lankan government plans on introducing new Constitution

Mar 08, Colombo: Constitutional Affairs Minister D.E.W. Gunasekara has said that the government would abolish or reform the executive presidency if elected with a two-thirds majority at the forthcoming election.

Gunasekara had told BBC Sandeshaya that the government is also planning to introduce a fresh constitution in the new parliament.

"There is an opinion in the country that the executive presidency should be abolished or reformed," he had told BBC Sandeshaya.

He had however, said there is no time frame for a new constitution to be introduced.

Gunasekara had added that a political solution aimed at the minority Tamil community's grievances may also be included in the new constitution after consultations with other parties. "The solution might include the devolution of power," he had said.

Sri Lanka's Hambantota port project is now expected to be partially ready for operation by November 2010, five months ahead of schedule.

The local port authority said port construction works are ahead of schedule with more than 50% of the key wall, 40% of excavation work and 100% of the breakwater construction completed.

The first phase of the project consists of two general purpose berths, one bunkering berth and a small craft berth of 120 metres long.

The $360 million first phase includes a $76.5 million bunker terminal with an initial capacity of 500,000 metric tonnes (mt).

The terminal will have 14 tanks for marine fuel and six others for aviation fuel and LPG.

The entire port project consists of four stages and is expected to be fully completed in 15 years following the 2007 start.

The project includes the construction of a sea port, an airport, highways, railways, an oil refinery and ancillary facilities, boosting the region's economy through increased trade and job creation.

Hambantota, which was one of the most underprivileged districts in Sri Lanka, is currently the fastest developing region with billions of rupees being pumped in during the last few years.

Residents in the area have also suffered from a lack of clean drinking water and electricity, coupled with low income and high unemployment and crime rates.

Hambantota, at the southern tip of Sri Lanka, is close to international shipping routes. At present more than 100 vessels pass the country's south-west coast daily.

there is a huge thing going on in batticaloa. apparently thousands of ppl from all over the country go to batticaloa nowadays.

they pay 1,200,000 rupees per head to be taken to australia. 90% are tamils and 10% are sinhalese.

there is no bloody racism in this.

for a week at least 3 boats would leave with around 100 people onboard. many wait for weeks for their turn.

BTW did you notice that NO MUSLIMS were among illegal boat ppl to australia. there were a few sinhalas but NO MUSLIMS.

is it bcos muslims consider australia to be an anti muslim racist country???

Couldn't find a clearer a picture..It's a picture of a Lion attacking a Tiger, who has just killed a woman and a child..It was published in British newspapers after the Bibighar massacre of 1857. It shows the British Lion attacking the Bengali Tiger, which killed Britsih women and children. 150 years later the picture found another suitable depiction. History does repeat itself...

Should we stop them?

When the boat loads went to Australia earlier (including Alex and the gang) there were rumours:

1)These are LTTEers + family
2)Someone is encouraging them to go, giving them money which is then "paid back" when they pay the smugglers, so as to create pressure on SL. This could be Blake type snakes or the die-ass-pora.
3)Both need propaganda tools against SL and more Tamils means more money for die-ass-pora cash cow mechanism.
4) Token Sinhalese are thrown into the ride so as to create the "oppressive Rajapakhse" thing and that "both Sinhalese and Tamils fear Mahinda" (earlier Sinhalese got deported back).

tamil diaspora economy is already > SL economy

so there is little change to that by allowing them to go.

OTOH, if they go in large numbers that will ease racist demands in SL.

e.g. if 10,000 men leave SL, they will eventually get their families too. assuming 4 per family that is 40,000.

40,000/1,600,000 = 2.5%

a 2.5% reduction in their population. that is something. it reduces potential tamil elamists in SL.

The million Tamils in the West do not "earn" collectively $40 Billion.

While there are many many wealthy ones, the number of "poor" and "ordinary" earners are greater in number


The total they make as per there war chest being as favourable to them as possible is $1 Billion.

Its impossible for it to be $40 Billion. Furthermore SL has to spend that cash on a whole nation.

For Tamils in the West its only for roughly 50-100 organisations/individuals they splash it out on. They have less money but more to go around so it may appear that they earn more.


I have seen you say this before but how does that work? (unless there is data on this which you can't release so no worries).

CID to trace Dhanuna through ISP

The CID informed the Colombo Court Magistrate today that it had obtained the Internet Protocol (IP) addresses used by Dhanuna Thilakaranthna and were trying to trace his whereabouts through this information.

Submitting a report in court, the CID informed the Magistrate that the IP addresses which were used by Dhanuna belonged to a United States based Internet Service Provider (ISP).

The CID further informed court to issue an order to the Director General of the Telecommunication and Regulatory Commission (TRC) to obtain details from the local ISP’s about the subscriber through whose account Dhanuna had accessed the internet.

Having considered the submissions, Magistrate Lanka Jayaratne ordered the TRC Director General to submit the necessary details.

Now apparently arresting Gonseka and dissolving Parliament are issues Mooner is "angry" about?? First Sri Lanka can arrest Gonseka or anyone if they are plotting a coup or some other crime. Secondly how is Parliament being dissolved an issue for Moon to take his pants down and turn around? And since when was it a concern of the UN?

Looks like the West is really pissed we jailed their agent Fonny. And they have not given up on regime change. Good lesson for Mahinda WHO TWICE said "these things happen, lets move on" whenever they spat on the country so openly and tried to punish us for ending the war which ended their primary apparatus of interference. They are now using the UN directly to interfere in the country. So it is their latest tool as they cannot do it directly even though everyone knows its them (but it is cute how they try the "plausible deniability" going through NGOs, UN, kalu-suddha Colombians/UNP etc). First it was Tamilia & Prabakaran, then it was Gonseka now it’s the UN, i wonder who next?
