President Hails the War Heroes at Victory Over Terrorism Celebration

As I hoist the national flag today, I recall the cry of victory raised by the entire nation waving the national flag throughout the country one year ago. For the first time in the history of our nation the proud roar of being brought under a single national banner was taken to the entire world by our people. Our national flag fluttered on that occasion in the last breath of those heroes who sacrificed their lives for the freedom of the land. Each day, as the sun rises I remember these heroes of war who laid down their lives for the country.


We must also remember that presidents, presidential candidates, ministers, members of parliament and political leaders and intellectuals such as Duraiappah, Amirthalingam, Lakshman Kadirgamar and Neelan Thiruchelvam who faced death at the hands of terrorists are interred in our soil. We also must remember that large numbers of people, including thousands of little children, who were killed by terrorist attacks on villages, streets and highways, also lie buried amongst us. Our land today does not comprise only rock, sand and gravel but the flesh and blood of our ancestors, too.


As long as we remember that those who sacrificed their lives now rest in the soil of our land, I declare with pride that our people shall not leave room for anyone to divide this motherland of ours.


Friends, the strategies to divide our motherland were not limited to the battlefield. This had entered not only our parliament but also factories, schools and even our homes. For thirty long years our people faced this threat in the midst of many obstacles. On some occasions our people even had to face international sanctions.



Our people have faced the worst tragedies in the history of the world. Even at a time when the Sri Maha Bodhi, the Sacred Tooth Relic and Bhikkhus were being assassinated, the community of Bhikkhus living in distant villages did not abandon their sacred responsibility of being the guardians of the nation. They gave guidance and strength to people, who clutching their children had to hide in the forest at night, returned to work their fields at day and protected the villages that would have been the borders of our land. Both in the North and East children who were returning from school were forcibly taken by the terrorists for the war. The mothers in the North and East suffered this loss.


In spite of the bombs being exploded in trains and buses, and air raids, not a single person abandoned their places of work. Terrorists who snatched away the lives and property of our people could not deprive them of determination.

The effort of the terrorists to change our hearts through the pursuit of terror for thirty years did not meet with success. Our children were deprived of their right to learn the history of our nation. The name of King Dutugemunu was demeaned even worse than during the reign of King Elara. Many were the efforts made to make us forget that we are a people who in the past had defeated the most powerful invaders.

Terrorists decapitated the villagers in the North and East. Others who earned dividends from separatists struck at the minds of the people. The determination of the heroic youth of Sri Lanka was blunted by those who spread the belief that going to war against terrorism was a dangerous and unwise task. Films were screened all over the world seeking to humiliate heroes who were disabled in the war. As much as our language, our intellectuals too, were totally ignored. Sons of Sri Lanka were been made to be temporary lodgers in their homeland.

We must be proud that our people did not allow the nation to be divided despite all these challenges that lasted thirty years. The mere recruitment of youth in large numbers to the armed forces and strengthening the forces with more arms was not sufficient. It was necessary to consider this land as part of ourselves. It was necessary to instill the confidence that the nation belongs to the people themselves.

Friends, we inscribed in the Mahinda Chintana the path of bringing back to the nation what was forcibly taken away from us and our nation.

A government that sells the national assets of the country to foreign racketeers, that degrades our national history, that pays no heed or respect to our national language, traditions and values, is not capable of winning such a struggle. Heroism cannot be imported from abroad- it lives in our history and tradition.

In a struggle to liberate one's country, knowing the enemies' terrain alone is not important. It is necessary to understand the heartbeats of the people, their views and aspirations and respect them, too.

The people should have complete faith and confidence that the land that was liberated from terrorism through great sacrifice of life will not be handed over to the forces of separatism again.

One cannot succeed in liberating the motherland by keeping your son at home and getting another's son to fight. When we came forward to liberate the motherland, it was not done thinking that the leader, the people and the country were separate from each other, but was a single entity.

Friends, a year has passed since that glorious victory. But there were attempts to tarnish that victory in the recent past. You are aware of the attempts at the biggest betrayal of bringing the armed forces to disrepute took place. It is an insult to the heroic troops who shed their blood and gave their lives for the country in this great humanitarian operation to say that they shot at terrorist leaders who came carrying white flags. Our armed forces comprise those who went to battle carrying a gun in one hand, the Declaration of Human Rights in the other, as well as taking food for the liberated people of the North and full of human kindness in their hearts.

It is only those who have hatred towards the country and nation can betray such heroes. The beneficiaries of such a great betrayal will only be the separatists.

But my dear friends, it is with the same satisfaction that I felt when we won the humanitarian operation that I am pleased to say today that the people of this country have accepted the great challenge of protecting this glorious victory.

I believe the people of this country will stand firm as a solid fortification around the government and the security forces who won the country for them.

Friends, we are aware that some countries being battered by terrorism have taken strength and courage from these victories won by Sri Lanka. It is time for the countries facing the attacks of terrorism to look back and see where they have gone wrong.

It is a grave error of judgment to think that while been opposed to terrorism targeting you, to believe that terrorism that is no threat to you is good.

The world has so far trod on this wrong path. Terrorism remains unvanquished because of this incorrect thinking. I must state that the countries that show sympathy towards terrorism and separatism will be the victims of terrorism. This is the lesson of the history.

Friends, what those from abroad who seek to strengthen separatism are really doing is, to once again corral the people of the north into camps.

The world should look into what happened to all the aid that was given as relief for the Tamil people of the North. For thirty long years they did not see the development of roads, electricity and schools. It is now seen how all those funds went for the luxury, pleasure and overindulgence of separatists and for them to deprive the people of the North of their freedom.

Friends, the problems of the Tamil people, Muslims and all others who are born and live in this country cannot be a burden to those outside. It is our own responsibility to solve the problems of our people. It did not take us long to restore normalcy to the East that was affected by terrorism. We shall next resolve the problems faced from terrorism by the people in the North, by the end of this year.

Many who went to the North are satisfied with the work done by the government towards the welfare of the displaced people. We have already appointed an Independent Commission to inquire into the causes that led to terrorism, the lessons we can learn from this, and reconciliation. It is our intent to make the people in the North be the most pleased by this victory over terrorism. It is understood by all that we carried out this great humanitarian operation only to eliminate terrorism. We left no room for even one bullet to be fired against ordinary citizens. Therefore, we consider this day as one which unites all our people.

The conditions laid before us holding this country to ransom with the threat of terrorism are not valid anymore. There is a government and people today ready to make any sacrifice to safeguard the freedom of this country.

We are not ready to accept aid under conditions that will betray the freedom of our land and people. We must be ready to end the era of dependence on aid.

Friends, it is not to idly waste our time that we liberated this land. It was not to hand over the country to thieves, crooks, the corrupt and those of the underworld and also not to waste our time in lethargy.

More than 200,000 in our armed forces have given Sri Lanka a victory through their commitment through day and night in good weather and bad. These heroes are our children born in our own villages.

Our public service has six times the manpower of the armed forces. They are also our own children born in our own villages. If our public servants make a commitment for four years similar to that by our heroic forces we will be able make this country the Wonder of Asia.

Friends, you should be well aware of the challenges that lie ahead. We went to battle under the slogan, 'Api Wenuwen Api'. Similarly, in building the nation and country we must line up under the slogan, 'We for the Country'. Many countries in the world have developed through the extra-ordinary endeavors of their people. We, who have astonished the world through success in our humanitarian operation, must do so in development, too. We must surprise the world through the unthinkable.

It is only those of us who are born in this country that have the will to build this country. People of our country have the strength and courage to build this country. What is only needed is the will.

Yes! What is most needed to prevent the shedding of blood and tears for the country is to restore the hearts shattered by violence and ease such pain. I am confident that the Sri Lankan nation has the will to achieve this.

Heroic Troops, we had a past full of valor, heroism and courage. But we have such qualities in which we can take pride, today. In the future when there is a need for the Sri Lankan nation to launch an incomparable battle to protect this land, they will recall with pride and take courage from the heroism displayed by you today. Even if you die you will not lie in a grave but in our hearts that love our land.

If you go back to 500 years back you see we were independent nation. When Portuguese invaded we didn't have guns. But when the next battle fought we had guns and artillery better than theirs according to their own reports.

If we want to become independent nation its vital you understand why and how we became a dependent nation. Three key reasons.

1. Annihilation (Genocide??/ war crime??) by British

British annihilated almost all sinhalese there in Uva-Wellasse battle 1848. Few survivors went to jungles. In that era north upto Uva were almost abandoned and kingdom was in Kandy. Population outside this region were not much. So basically British broke the backbone of sinhala nation. After that British had no resistance. Monaragala and Hambanthota are the poorest districts even now and the reason is clear.

2. Middle class

After this successful individuals were suddha bootlickers. New class emerged with money and power. What they did was business - selling primitive products and buying improved products from abroad and providing services for suddhas. This class now known as the middle class had many stages but still perform almost same thing in different way. Now we send our labor abroad and buy foreign products. Outside of this class you see very rich small class and a poor bigger class. Trend now is to get whatever free from SL and go abroad. Educated and rich enough most families now have some one abroad. Many will not return and sinhala generation will cease for each such male.

3. Language

Today no one can speak sinhala for 2 mins without using english words. We have to say "bus eka start karala, light eka off karanda" Basically we speak english with two sinhala support words "eka and kara". eka after for a noun and kara after a verb. This is a result of using Sanskrit to create new words officially in school syllabus. Sinhala person can't do 'wara nageema' for a sanskrit word so have to use 'eka' and 'kara' in the same way we speak singlish. Result if you think in sinhala your mind don't really get the real meaning of a word - computer, program, engine ... you learn. So you will not be creative you just imitate.

Tamils do not have this problem. Though GSL/British made the rule to use sanskrit to create new words from science etc for sinhala, tamil language create new words using tamil. "hela haula" with K.Munidasa lost this battle.

So I think now you understand why we can't manufacture F22, MI35 or even a T56 while Rajasinha ii made better guns.

Simply, 75% people of this country are against the change we are talking about they rather like existing dependent system. They hope MR/RW will somehow get some foreign money to feed them...

Every EU conditions for GSP+ is an attempt interfere with our internal matters and sovereignty. It seems that MR is acting in a very restrained manner against these EU apes. This kind of blatant invasions at the expense of sovereignty using economic exploits is against the UN charter.

Wijeyawardena kalu suddas threw Anagarika Dharmapala out of the country.

The village base patriotic elite are slowly emerging.

[Language]

A Singhalese who has mastered English will rarely mix English into his speech. Only the people who did not have the opportunity to master English are speaking this Singlish. On the other hand there is nothing wrong in integrating certain English words into Singhala.

Sanskrit is not foreign to Singhala. Singha is already a Sanskrit word!!! 95% of Singhala is derived from Pali / Sanskrit.

The word Engine has a Sanskrit root Agni: Agni >> Igni >> Engine !!!

The thing to be done in the immediate is to teach TECHNICAL ENGLISH to all our children on a priority basis and make them learn Tamil through mixed Schooling. All monolingual schools must be converted into trilinguals.

Note that, I insist on TECHNICAL ENGLISH. This tool is necessary to consult / produce technical or scientific documents. I see no interest in reading current trash English literature such as Harry Potter and the like.

Let us give its rightful place to Buddhi in the land of Buddha.

I believe that learning technical and business English is the minimum. However, the more we know Hindi, Chinese, Russian, and Spanish, the better our future generations will be. I believe that we are on the same page to say that we learn these languages so that our future generations can communicate with the future world very well, not to make some social hybrids out of them.

Absolutely!

English is essential for all purposes to communicate with the Western and former British Colonial world; but Spanish and Chinese should be the other two languages to focus on, because of their use over large, economically emerging, parts of the world.

We already know and appreciate the economic importance of English; Spanish and Chinese will complete the linguistic access we need in the global marketplace.

Hindi is important to us only for "regional" and "cultural" reasons; good to know but not essential I think.

i DISAGREE.

NEVER teach sinhala students tamils or vice versa unless they voluntere to learn.

teach everyone ENGLISH.

if 2 ppl meet/talk, they need to know only ONE LANGUAGE to communicate with each other and let that be ENGLISH.

it is absurd to have them know 3 languages just to communicate.

if a third language is needed, that should be chinese, french, german, hindi, etc.

use of tamil language is gradually reducing in SL as muslims, chettis, upcountry tamils, colombo tamils, etc. are instead using sinhala. NEVER DISRUPT this trend.

a large tamil speaking population in SL is part of tamil madu cultural/linguistic, etc. expansion which should never be allowed.

The question is how to make sufficient number of Singhalas learn Tamil. Tamils being mainly a commercial community, they learn Singhala with ease, learning Singhala being a part of their business activity.

The terrorist could hoodwink us for 30 years because we lacked inside info and we had allowed mono ethnic enclaves (home lands!!!) to develop. We must have a sufficient number of trilingual Singhalas to assure peace, stability and an efficient administration.

For too long a time, all foreign Missions are recruiting trilingual Tamil locals for maintenance, driving, cooking etc. I’m sure these Tamils are even today feeding biased info into these Missions. GOSL must immediately set up schools to form local patriotic trilingual personal for these sensitive posts.

For too long a time, only Tamils cross into India via Tamil Nadu, monopolising all our business with India.

We must convert at least Tamil schools into trilinguals so that Tamil will be learnt by Singhalas mainly through contact.

Also, free NE crown lands could be distributed to SLA families who are mostly sons of farmers, as well as to other Southern land starved poor. This can lead to the improvement of Tamil knowledge among Singhalas .

Further, we must continue to invite NE Tamil business to move into the South so that Singhalas can have better interaction with them.

I sincerely wish Tamils in Colombo & up country would opt for Singhala. But why there are so many Tamil only schools in the Up Country & Colombo?

yes. let this happen and it is ENOUGH. IF tamils learn sinhala, there is no need for sinhalas to learn tamil!!

you only need ONE language to communicate.

e.g. in india tamil, hindi, etc. are national languages. they encourage tamils, etc. to learn hindi. but they don't encourage hindis so much to leanr tamil, etc.!!!!

that has NOTHING to do with language. it's mainy dutch and british BS. many tamil speaking sinhala families in the north ended up as tamils!!!

NONE of the colonization schemes succeeded due to tamil proficiency!!

if new colonies are going to use tamil fleuently, that DEFEATS the very purpose of colonization!!

sri lanka MUST keep it's distinct identity from tamil nadu. for that all sri lankans must work in sinhala. other languages are optional.

it doesn't matter. they DO LEARN sinhala. i come from a tamil-sinhala-jewish background. i can tell that there us clearly a HUGE interest in SL among tamils to learn sinhala now. we should not disturb this.

e.g. in 1970s, 95% of colombo zahira students studied in tamil. today 95% of them study in sinhala. this is copied by other zahira colleges around the country.

this is very good.

disrupting or disturbing this is a NATIONAL CRIME.

5. expanding tamil use in SL make it EXTREMELY VULNERABLE to the MASSIVE kollywood to invade SL. that will be the last nail on the coffin of SL's seperate identity from tamil madu. of course SL/sinhala film industry won't stand a chance!!!

6. the root coause of this problem was NEVER language.

it was tamil madu expansionism. one means of doing that is through language expansion.

illankai tamil arse kachchi (lanka tamil national party) was formed in 1949. that is 7 years b4 language got into this.

there is no language superiority. i PERSONALLY beleive tamil is a much superior language (if at all there is any) than sinhala simply bcos it has been neurished by a larger population for a longer time.

but keeping SL's UNIQUE identity from tamil madu is PIVOTAL for SL's survival and to ward off tamil elam.

7. in india tamil speaking population is falling.

around 10% in 1940s down to 5.9% in 2001. in 2011 it will be less than material (5%).

SL should not reverse it!!!!! that will be suicide.

this is not true.

even if we had tamil speaking ppl in the intel services who are sinhalas, that won't help a bit.

1. their accent is identifiable.
2. they have no relatives, close friends, neighbours with tamil knowledge
3. they have bo exposure to the TE movement.

instead getting EPDP, TMVP, etc. do that job is much better.

even SL's intel has former LTTE cadres, muslims (a few) bcos this is the MOST effective strategy.

they LIVE in the TE society and they know it as back of their palm. this tacit knowledge of HUMIT is the MOST important and no sinhala can imitate that.

that is why we should NOT disarm EPDP, etc. in a haste.

4. japanese
5. arabic

is my priority list.

india does business in ENGLISH.

french is unfortunately not a big business language affecting SL so much. actually it brings fewer opportunities.

We are NOT hitting hard enough.

We need to DO MORE for crying out loud.

Tough talk for the home gallery is not enough.

Need to make a massive hue and cry and discredit the UN system, need to target and attack the panel itself as biased and fraudulent, thus it has already made its conclusions and will be fishing for "evidence" to fit the pre-made conclusions (then toss in the behaviour of the EU-and there bs "investigation" which was filled with lies anyway) THEN composition of the panel members.

Then say the UN and other biased NGOs craps are behind this move (which means the West but not giving them by name) to punish Sri Lanka for ending its war and not listening to their dictates. Then say if the LTTE was still around and the war was still on there would be NO persecution of Sri Lanka, no UN Panel, no war crimes, thus twist this enough (With a cryptic remark) that the UN/NGOs were behind the human shield we saw at the end of the war (which in turn implicates the West).

This crap about “Tamil dei-ass-pora” is behind all HAS GOT TO STOP. It is NOT the Tamil diaspora that is doing this, it is para suddha West, THEY ARE USING THE TAMIL DIASPORA for their twisted aims (as I have said time and again the Tamils are a conduit of interference from which the Wests masks its activities. There are many who REFUSE to see this obvious fact and those people are willingly blind).

We must bring the UN crashing down. We need to keep attacking this crap panel non-stop, to bit by bit destroy this panels’ credibility that when it does issues it final report, everyone will laugh and toss it in the bin. Now BEFORE they start is the best time. There is no bloody point staying quiet, then when they release their report attacking it because everyone will then say “omg what is in the report is true!”.

We MUST target the individuals on it and launch character assassinations (Politicos in SL excel at this in the domestic field, must expand to the international field). If need be BRIBE via our embassies (somehow using bogus trust funds, donations) people/journalists etc to humiliate the panel members. We need to go full force here, and since it is purely the UN we are after (not the suddha masters holding the strings) there is no need to worry about consequences. We need to target all key regional blocks (their governments, media) etc take this thing down. This “panel” and monkey moon needs to be the one who is scrutinised, and held accountable. Every activity of these 3 monkeys, every move must be monitored, taped, and humiliated. Their funding, history past exposed. Must send it to UN Ambassadors and the media of those nations.

In the US you can hire private detectives to follow people, we can do that to these people. Film them, watch them, the functions they attend, everything and anything and publish it. Coercive, manipulative activities like this is what are stupid embassies should be doing non stop, we can destroy the credibility of most of these HR monkey and NGOs (local and forieng) by just gathering information on their cash flows, there parties they attend, their luxury lives.

SK asked me last week how we can take on suddha and end this war crimes bs. I have given above an avenue, starting with this panel. We need to turn it on its head and take it apart, and it can be done, that monkey moon would regret every announcing this bs. This is a massive opportunity to take down the war crimes bs which suddha is pushing that has landed right in our lap. We must seize it.

Loud mouth statements at home, and denying visas then sitting around waiting for the inevitable then crying foul afterwards is not enough. We must make HELL for the UN Panel and 3 monkeys on it. Completely agree with what you said. It is saddening to see how we once were as a people and what we have been lowered to. The best example is when ever people attack suddha (like when Rajapakse all of a sudden remembered the Uva-massacre during the PC election last year), literally hundreds of people news sites comments sections (and the Island opinion page) with BS defending the SUDDHA, telling us “what great things” they did (wtf?). In fact we see it always whenever suddha is attacked and people/individuals talk about our great ancient past and how to TODAY make ourselves strong, people come to talk down and crush (+ ridicule as backward and primitive) those who try and break mental slavery (as pointed out by MathaMathica). The likes of the UNP/JVP/Colombians do this the most.

The EU GSP+ thing is a GOLDEN opportunity to BUILD A STRONG NATION. WE MUST SEIZE THIS MOMENT to end the slavery and dependence that you mentioned and what our people seem so happy to live with.

We need good leadership and media to spearhead this. It is up to MR to do this. To make our people strong, we must use this get that work ethic, to get that sense of pride and independence. And a great way to do it is invoke our history, tell the people the greatness of our ancestors (there are those who attack our history and try and bury it because they do not want the potential it has to awaken our nation and break the “white is best” attitude, and there are those mental slaves –like UNP/Colombians- who have no history and are nobodies who became some bodies because of suddha/white worshipping and it is the only life they know).

I agree with all what you said except about language and making people (especially Sinhalese) trilingual) I am opposed to this and agree with Moshe.

It works to our disadvantage. If people want to learn by choice good for them. But as Moshe pointed out every non-Sinhala speaker is willingly learning Sinhala to “succeed” in Sri Lanka by CHOICE. We should not be break this trend. It is what happens in every other country, why should SL be different. Sinhala only exists in Sri Lanka. Any type of Tamilising of Sinhalese such as through language (no matter what the good intentions) will result Sinhalese as a people disappearing. In that sense we are the REAL minority that needs protection.

Moscow has taken note of UN Secretary General Ban Ki-moon’s decision to appoint a UN panel of experts to investigate war crimes during the period of the campaign against the Tamil Tigers. As follows from UN sources, this panel is not a fact finding or investigation mechanism, but is designed solely to advise him on accountability issues relating to alleged violations of international human rights and humanitarian law.

In doing so, the UN Secretary-General as chief administrative officer of the United Nations should apparently have asked the opinion of the Security Council or the General Assembly on this matter. But this has not happened. What also makes us cautious is the fact that this decision was taken without regard to the position of a sovereign state and a member of the UN – Sri Lanka. As is known, they in Sri Lanka have already begun their own investigation process at national level (the Commission on Lessons Learnt and Reconciliation with a mandate to review all aspects of the conflict). As follows from the statement made on behalf of the Government of Sri Lanka by the External Affairs Ministry of that country, and the statement of its Minister of Information, Sri Lanka “regards the appointment of the Sri Lanka Panel of Experts as unwarranted and unnecessary and contrary to the position of a UN member state.” Lynn Pascoe, the Under-Secretary-General for Political Affairs, who visited Sri Lanka a few days ago, as we understand, was aware of this position of Colombo.

We believe that the primary responsibility for investigating the events that occurred in the past in Sri Lanka lies with its Government and that the newly appointed UN panel of experts, which, as follows from UN Secretariat statements, does not intend to visit Sri Lanka, will not take any steps that would complicate the investigation being conducted by the authorities of Colombo.

Just to make clear; my question essentially was why a sinhalese can't speak only in sinhala say, even if one ask to do so. Usual answer colombian type gives is 'it doesn't matter, we just need to communicate someway'. While I don't care much about this, this made me think why really two sinhalese can't speak in sinhala at least 5 mins without using english words. I believe if you are weak in the language you think you will not succeed as a nation.

This is a different issue than learning english/tamil. If one can/can't speak in english/tamil its different case. BTW, I am against to make sinhalese learn tamil by force.

Jun 24, Colombo: Sri Lanka's External Affairs Minister Prof. G.L. Peiris today (24) said the government would not allow the United Nations Panel of Experts to come to Sri Lanka.

Minister Peiris told a press conference in Colombo that the Panel of Experts would need visas to visit Sri Lanka and there was no reason for them to come to the country.

The spokesman to the UN Secretary-General earlier said that the panel would not be traveling to Sri Lanka as there is no specific need to engage with the Sri Lankan officials although the panel hopes to cooperate with concerned officials in the country.

Prof. Peiris also said the country would not bow down to conditions set forth by European Union to extend the GSP+ facility for a further period of six months.

He further said that the government would not continue dialogue with the EU on this specific matter.

Responding to a question from media on Sri Lanka External Affairs Minister's statement that the expert panel would not be granted visa to visit Sri Lanka, Martin Nesirky, the Spokesperson for the Secretary-General Thursday said the three-member Panel of Experts will be advising the UN Chief and it is not required for them to visit Sri Lanka but it is up to them to decide whether they intend to visit the country.

"It is not required. The panel of experts, the three experts, are going to advise the Secretary-General � this is not a fact-finding mission, this is not an investigation, it is not an inquiry, it is not a probe. It is a panel of experts to advise the Secretary-General. Visits to Sri Lanka are not essential � are not required for those experts to be able to do the job they've been asked to do for the Secretary-General. Should they decide that they do indeed need to go to Sri Lanka that would be for them to decide and we would tackle it at that point," Nesirky said.

Head of the panel, former Indonesian Attorney General Marzuki Darusman has told BBC that it was "most unfortunate."

"Everybody loses out if we cannot go to Sri Lanka. It will make it harder for the truth to be unearthed," he has said.

Sri Lanka's External Affairs Minister G.L. Peiris yesterday told the Sri Lankan media that there was "no need" for the panel to come to the country and they would not be allowed in.

The UN however, says the Panel doesn't need to go to Sri Lanka.

Darusman was a member of an international team appointed to observe proceedings on a previous Sri Lankan commission on atrocities, but resigned later saying the commission did not meet basic minimum standards.

Jun 24, Colombo: The Sri Lankan government today (24) announced its decision to hold a Cabinet meeting on July 14 in Kilinochchi of the once rebel-controlled North.

Minister Maithripala Sirisena told the media a short while ago that the Cabinet will meet with President Mahinda Rajapaksa at the chair on July 14 in the former LTTE stronghold.

The government has also decided to hold Cabinet meetings in every district in future, he remarked.

The Cabinet usually meets once a week at the Temple Trees in Colombo.

Sri Lanka today slammed the setting up of a three-member panel by the UN chief to advise him on alleged human rights abuses in the country, saying the world body was under a lot of pressure by pro-LTTE groups.

"It shows how inconsiderate they are," Bandula Jayasekara, Charge d'Affaires at the Sri Lankan mission to the UN, told PTI.

"The foreign minister told them on his visit that the panel would be unhelpful. They do not know the situation on the ground,” the diplomat underlined.

The UN Secretary-General Ban Ki-moon on Tuesday set up a three-member panel to look into alleged human rights violations during the final stages of the war against LTTE in Sri Lanka.

The panel is headed by Indonesia's former attorney general Marzuki Darusman, and has two other members Yazmin Sooka of South Africa and Steven Ratner, a lawyer from the United States.

Jayasekara described the "formulating advice" mandate as vague and underlined that UN was being intimidated by forces supporting the defeated Tamil Tigers.

"That shows that there is a lack of clarity and there is no purpose,” said Jayasekara, describing this providing advice as "vague." "Advise on what...There are just under a lot of pressure by pro LTTE groups."

Sri Lanka has said it will not allow the UN panel to enter the country to investigate alleged human rights abuses during the last stages of the country's civil war, which could put the country in a confrontation course with the world body.

Jayasekara expressed dismay that Ban Ki-moon and his senior political official, Lynn B. Pascoe had ignored Colombo’s repeated assertions that the UN's involvement in Sri Lanka’s human rights situation would be "counterproductive."

Sri Lanka has declared that it will not be cooperating with the panel, which Colombo described as an "unwarranted and unnecessary interference with a sovereign nation."

Martin Nesirky, Ban’s spokesperson, noted that the panel hoped to cooperate with concerned officials in Sri Lanka especially for travel to the country but could do their work without going to the island or consulting with local officials.

The UN has also made it clear that the panel is not a fact finding or investigative body and that a domestic probe remains the first choice for an investigation.

"The primary responsibility for investigating these allegations is with the authorities of Sri Lanka," said Nesriky.

The panel is expected to produce a report within four months, which will also be made available as a resource to Sri Lanka.

Sri Lanka asserts that setting up a panel is hampering their domestic investigations, which they claim is being conducted by the recently setup the 'Lessons Learnt and Reconciliation Commission' with eight members that will report back in six months.

“It would block the work of the investigative team that had been appointed at home," said Jayasekara.

In May, a new report by the Brussels based International Crisis Group (IRC) accused Colombo of being responsible for the large-scale loss of civilian lives and the U.N. For failing to seek accountability.

In March, the UN top official for Human Rights, Navi Pillay, also told the Human Rights Council in Geneva: "The opportunity for peace and reconciliation continues to be marred by the treatment of journalists, human rights defenders and other critics of the Government."

The Lankan government has dismissed all such allegations, but said the 'Lessons Learnt and Reconciliation Commissions' was capable of addressing such issues.

Sri Lanka says no to EU conditions on GSP+, ends further talks with EU

Jun 24, Colombo: Sri Lankan government is ready to terminate talks on the GSP Plus tariff concession with the European Union as it is would not abide by the 15 conditions the European Union had set forth for the extension of the trade facility, the government spokesman Minister Keheliya Rambukwella said today.

The Minister made this statement today at the cabinet press briefing where he announced the decisions taken by the cabinet headed by the President Mahinda Rajapaksa yesterday.

The Cabinet during its meeting yesterday took the decision to discount the 15 conditions to which the country has to agree to in order to extend the GSP+ facility for another limited term as they are not labour related issues.

"These conditions are not labour related and infringe on the sovereignty of the country and the constitution, and an insult to each and every citizen of this country," Minister Rambukwella said.

The Minister said the conditions set by the EU are political demands that had been made from time to time by Ranil Wickremasinghe, Karu Jayasuriya, Mano Ganeshan, Rauf Hakeem, various INGOs and the Tamil Diaspora, through various organizations and attempted to blackmail the government.

The Minister stressed that the government will never bow down to these political demands of the EU and asserted that the government will make alternative arrangements to compensate the manufacturers, safeguarding the self respect of the government, the country and the people.

Some of the demands set forth by the EU are:

* Implementation of 17th Amendment
* Repeal of the Emergency Regulations,
* Repeal of the Prevention of Terrorism Act (PTA)
* Amend the Code of Criminal Procedure
* Legislate individuals to submit complaints to the UN Human Rights Commission
* Implement opinions of UN Human Rights Committee
* Extension of invitations to UN Organizations
* Respond to cases currently reported to be pending before the UN Working Group on Enforced Disappearances
* Publication of the final report of the 2008 Commission of Enquiry
* Publication of the list of former LTTE combatants held in detention,
* Granting of access to places of detention
* adoption of National Human Rights Action Plan by Parliament
* Ensure journalists to exercise their professional duties without harassment

Says he won’t compromise Lanka’s sovereignty for US$ 150 m

President Mahinda Rajapaksa speaking at yesterday’s Cabinet meeting rejected the 15 demands put forward by the European Union (EU) as a pre requisite for the extension of the GSP+ trade concessions to Sri Lanka for a further period of six months.

He is reported to have said he would not compromise the country’s sovereignty for the sake of the US$ 150 million by which amount the country would benefit under the GSP + facility.

External Affairs Minister G.L. Peiris told the Cabinet that Denmark and Spain took a rigid stand against Sri Lanka while Italy supported the country on this issue at the EU. He said even Germany was very flexible. Later, the German Ambassador and the British High Commissioner had informed Prof. Peiris that their countries were not in favour of the EU decision. Prof. Peiris explained to the ministers about the conditions laid down by the EU and added that it had agreed to extend GSP+ trade facility, but made it mandatory for the government to adhere to 15 demands within a stipulated period of six months.

The conditions included the implementation of the 17th Amendment, the release of those arrested under emergency regulations and the abrogation of the Prevention of Terrorism Act.

Commenting on these conditions, the president said all these were internal political matters and had no relevance whatsoever to international trade.

He said constitutional amendments would be necessary if these conditions were to be implemented and added that it was impossible to do so within six months and as such there was no need to pursue further negotiations on the GSP+ facility with anyone.

He stressed the need for Sri Lanka to explore new market opportunities overseas.

“We want to relax the emergency regulations stage by stage. We have already released a number of LTTE combatants and reintegrated them into society. With regard to the remaining cadres, we will release those who have not been charged while taking legal action against the others. We are for all these things. Yet, we do not want to do it at the dictate of outsiders,” he told the Cabinet meeting.

The president said the government had prevented the appreciation of the rupee against the dollar in the greater interest of exporters, though the country’s foreign reserves had increased during the past few months.

The president is reported to have mentioned the names of two civil society activists whose reports had been studied by the EU before taking this stand against Sri Lanka.

Referring to the resettlement of displaced people, he said the government would complete the task by this December and with regard to de-mining operations only little help had come from outside with the government having played the leading role. Out of the ten de-mining machines, eight had been imported by the government.

National Heritage Minister Pavithra Wanniarachchi had chipped in saying Sri Lanka should also levy a duty of 15 per cent on imports from member states of the European Union since it gave a similar amount as tariff concessions to Sri Lankan exports to its markets under the GSP + facility.

But Power and Energy Minister Patali Champika Ranawaka said such a step was not practical. The president agreed with the views expressed by Mr. Ranawaka.

Minister Ranawaka said the opposition might try to create a fear psychosis among exporters and the people about the economic consequences that might have to be faced by the country in the absence of these tariff concessions.

Sri Lanka President to pay official visit to Ukraine

Jun 24, Colombo: Sri Lankan President Mahinda Rajapaksa is scheduled to visit Ukraine from June 29 � July 2 in an official capacity, the Ukrainian media reported.

The director of Information Policy Department of the Foreign Ministry of Ukraine, Oleg Voloshyn has informed the Ukrainian Press on Sri Lanka President's visit.

This is the first time a Sri Lankan leader is visiting the former Soviet bloc country.

The visit by the President is expected to boost the bilateral relations between the two countries, the Ukrainian official has said.

According to a report in Ukrainian daily Kyiv Post Voloshyn has said that the visit would help promote a bilateral political dialogue at the summit level, further developing cooperation between the two countries in the fuel and energy, military and technical, education, and culture and humanitarian spheres.

The two countries expect to expand their international treaty framework and strengthen their cooperation via international organizations, the Ukrainian official has added.

A range of bilateral agreements, especially on cooperation in the tourism and military and technical spheres are to be signed during the President's visit.
"The program of the visit also envisages holding a business forum aimed at dynamically developing bilateral contacts between enterprises and companies and improving the position of Ukrainian manufacturers on the market of Sri Lanka," Voloshyn was quoted.

During the visit, President Rajapaksa is scheduled to meet President of Ukraine Victor Yanukovych, Speaker of the Ukrainian parliament Volodymyr Lytvyn, Prime Minister of Ukraine Mykola Azarov, Vice Prime Minister Serhiy Tigipko and Foreign Minister Konstyantyn Hryshchenko.

Sri Lanka has made millions of dollars worth military purchases from Ukraine including several Mig aircraft and Ukrainian pilots have flown the Sri Lanka Air Force jets during the war with the Tamil Tiger rebels.

Pakistan not bound by US laws: Gilani

ISLAMABAD: Pakistan Prime Minister Yousuf Raza Gilani said Tuesday his country is not bound by US laws in regard to its gas deal with Iran.

Pakistan will follow the international laws and not US restrictions, Xinhua quoted Gilani as saying.

US special envoy for Pakistan and Afghanistan Richard Holbrooke Sunday warned Islamabad against the deal intended to bring Iranian gas to Pakistan.

Holbrooke said the US senate is working on a law that could affect the Iran-Pakistan gas deal. "We warn Pakistan to wait for the upcoming US law against Iran."

Gilani said if the UN imposed restrictions on Iran, then Pakistan as a member of the UN would respect those curbs.

Pakistan and Iran signed a $7.5-billion gas deal in Tehran June 13 to start supplying Iranian gas from mid-2014. Iran would export over 21 million cubic metres of gas daily to Pakistan.

News FLASH: WMD found in Afghanistan!

It was not long ago that WMD was claimed to present throughout Iraq.

Folks, WMD has now been found in Afghanistan, with only one SLIGHT DIFFERENCE in TYPE, although BOTH types of WMD have the characteristic that they attract INVASIONS BY FOREIGN FORCES.

In Iraq, WMD = Weapons of Mass Destruction.

In Afghanistan, WMD = Widespread Mineral Deposits!

The US Govt recently announced that there are over 1 Trillion USD worth of valuable MINERAL DEPOSITS in Afghanistan, including, for example, Lithium (used in electric batteries, nuclear reactor moderators, and as a medicine to keep psychotic people stable) .. if only the natives would stay peaceful while they extract and cart it away!

I VERY MUCH DOUBT that the Taliban has agreed to bury the hatchet anywhere except in our heads.

There is a stark similarity to the Oil Deposits in Iraq though, that was supposed to generate the income to pay for the invasion of Iraq.

The American taxpayer who paid the bill for that invasion, depended on that refund, but the check has still not arrived. Since Iraq is producing less oil than in Saddam's time and gasoline prices have rocketed upwards in Iraq, it is very unlikely that it will happen anytime soon.

As they say, the Best Laid Plans of Both Mice and Men Often Go Astray!

Now, if we just could get our hands on that Afghan WMD, we could begin to pay our mortgages ....!

Adolf Hitler begged for Mercedes loan

BERLIN: Adolf Hitler wrote a begging letter to a Mercedes dealership asking for a loan for a limousine until his royalties for Mein Kampf came through.

The letter, was written in 1924 from his jail cell at Landsberg Fortress prison where he was imprisoned that year for his role in the "Bierkeller Putsch" when his nascent Nazi party tried, and failed, to seize power in Munich.

In jail he wrote Mein Kampf, the blueprint for power that would make him rich. However, when he penned a letter to Jakob Ferlin, owner of a Mercedes-Benz dealership in Munich, there was little money to be had.

Hitler, who one day would own a fleet of Mercedes' cars, had his heart set on the 11/40 model which at the time cost 18,000 Reichsmarks. He had set his heart on one in grey with spoked wheels and white-wall tyres.

"But the hardest thing for me at the moment lies in the fact that the biggest payment for my work is not expected until the middle of December," he wrote in September 1924 to Herr Ferlin.

"So I am compelled to ask for a loan or an advance. Naturally something in the order of several thousand marks would be a big help." The letter also voiced concern about the engine of the vehicle; "That is the only thing about the 11/40 that makes me cautious. I can't afford a vehicle every two or three years or pay for expensive repairs either." Hitler was freed from his five-year jail sentence in December 1924, the month that he told Herr Ferlin he would be getting his first advances on Mein Kampf. But it is not known whether the auto dealer ever did business with him or not.

The letter was found at a flea market and authenticated by the Bavarian State Archive in Munich. It was the copy of Hitler's letter kept by the prison; the original went to Herr Ferlin and has been lost to history.

It is to be auctioned in Fuerth near Nuremberg in the first week of July and is expected to go for several thousand pounds.

You TNA Tamils have the gall to flood Sea Street in the Pettah with business sign boards hanging from the roofs promoting your “–iah” clan in Tamil calligraphy– the Selliahs, Thambaiahs, Nalliahs, Suppaiahs and Rasaiahs, but have immense difficulty to accept the signs of the Silva Bakery, Perera Grocery Stores and the Sumana Kopi Kade in Sinhalese calligraphy in the heart of Jaffna. That is a hell-of-a-how-do-you-do, isn’t it TNA? My knife cuts both ways and not one way and that is where you lot and I differ!

Well…well….well… Premachandran, Sambandan and Sridharan lets cut out this crap once and for all. Lets not go through another 30 years of violence killing each other just because you think that your blood is more crimson and purer than my Sinhala blood. Rubbish! What’s wrong with that may I ask?
That is what we call “Family re-unification” in Canada . Like, when one of your Tamils get on a plane with a legitimate Sri Lankan passport at Katunayake airport on the way to Canada’s Toronto’s Pearson International Airport, and then mid-air this Tamil does an ABRACADABRA and destroys the Sri Lankan passport, and when he/she lands on Canadian soil claims with crocodile tears welling in the eyes to be a Convention refugee fleeing persecution and discrimination in Sri Lanka and have no valid document. The person goes through the normal Immigration Refugee determination procedures to get permanent residency (PR) and a Canadian passport. Once he gets the PR, then the “Family reunification” act kicks in immediately. So this Tamil brings over the mother, the father, the brother, the sister and the whole family caboodle and later all of them become jet-setters travelling to Sri Lanka often, the country that they ran away from saying that they were persecuted and discriminated. This is a classic case of “Mirror, mirror on the wall who is the liar of them all!’

If such ‘Family reunification’ is good for you Tamils, it certainly should be good for the Sinhalese army personnel who are legitimately guarding the Sri Lankan territory, especially the North and the sovereignty of Sri Lanka . If the families are not reunited, they will have a legitimate right to grieve as much as you Tamils have complained to the Human Rights Commission that your rights have been violated by the Sri Lankan Government. It is as simple as that. So what is your gripe TNA?

Really, Suresh! Isn’t that the normal sociological phenomena? Come to Canada ’s Ontario ’s Scarborough . Within the past 20 years, the Tamil refugees have turned the place into a Little Jaffna. There are Tamil Grocery Stores, Sari stores, Restaurants, Shopping Malls, Vadai and Thosai boutiques, Tamil Curry Huts, Hindu Temples you name it, and they have it. Added to all that they also have gun-totting and knife-wielding Tamil gangs to claim their patch of Canadian territory. Isn’t that a natural phenomenon in an evolution of a new society? So let’s cut your whining as the Sinhalese are no different from you Tamils.

Perhaps they are a bit lighter in complexion and talk English with a slightly different accent.
It is time that you Tamil ‘Eelam’ dreamers accept that you are a minority in Sri Lanka which is a multi-ethnic, multi-cultural and multi-religious society and that you Northern and Eastern Tamils should learn how to live peacefully together with the majority Sinhalese as the Tamils do in the South and the Hills who have been doing it for donkey’s years.

And your claim of a “Tamil Homeland” in Sri Lanka ’s North and East has created a problem in my mind, because that’s a bunch of baloney.

Is it why you ethnically cleansed the Sinhalese and kicked 27,000 of them out of the North between 1971 and 1981, by killing and terrorizing. Then of course, in October 1990 you all kicked out 100,000 Muslims out of the North giving them 24 hours to move out. After those dastardly acts, and now you all think that the North and the East are purified and are yours and for the Tamils alone, and portray such legitimacy internationally.

Ha! Come again. Give me a break TNA.

Remember how you Tamils ethnically cleansed the Jaffna University campus. Let me tell you what happened and after 33 years my blood still gurgles with resentment.

On 22nd July 1977, the United National Party (UNP) formed the Government after an overwhelming victory. Three weeks later on 13th August, in Jaffna , Tamil extremists attacked the government buildings and Sinhalese shops, and you guys still spit about the July 25, 1983 riots when the Tamil shops were attacked by Sinhalese mobs in Colombo..

There were around 400 Sinhalese lecturers and undergraduates at the Jaffna University at that time. The Vice Chancellor on hearing of the anti-Sinhalese disturbances closed the University. While Tamil students went to their homes, the Sinhalese students had no place to go. The staff met and decided to move them to the Third Floor of the Main Building . While some Tamil staff members went to their homes a few stayed back to protect their Sinhalese colleagues and students, (Well…all Tamils are not bad and so are the Sinhalese who took in thousands of Colombo-Tamils into their homes to keep them away from being harmed during the July 83 riots).

Around 10 o’clock that morning a group of Tamil Tigers tried to force their way to the Third Floor, but were prevented by the Tamil staff members. Tamil Tigers went back, threatening to return. The Tamil staff members stayed on. At about 2 o’clock in the afternoon an armed gang of Tamil Tigers forced their way in.. The Tamil lecturers again did not allow them to go up and at this point, a professor informed the Government Agent (GA) of the situation.

The GA arrived around 5:00 PM and provided meals to the Sinhalese students and lecturers who had not eaten since morning. By 7:00 PM he arranged the Army and Police to escort the 400 students and lecturers who were taken south out of Jaffna in buses all lying on the floor out of the line of a hail of rocks and stones. Just a note for you TNAs. The July 1983 riots didn’t flare up suddenly. This ethnic cleansing of the Sinhalese was part of the powder-keg that you Tamils started stuffing for it to explode one day and it did happen on July 25, 1983.

You griping TNAs, should note that while the Sinhalese undergraduates were stoned out of the Jaffna University Campus not a single Tamil undergraduate was touched by the Sinhalese in the Peradeniya and Colombo University campuses. My TNA friends, why are you hiding this incident to your western cronies? Admit to them that you guys are no paragons of virtue.
“Tamil nationalists point out that the predominantly Tamil Wanni has been substantially denuded of Tamils by the war which had gone on for 30 years,” you TNA Thambis were crying to Balachandran. Don’t we all know it!

The Tamils had a choice and they were the architects of their destiny, don’t you think so TNA? You Tamils got on your mythical train of Eelam which wasn’t going anywhere other than burying children under 12 inches of soil because you all abducted them and sent them out to war to be killed by bullets. The smart Tamils placed their palms together, looked up and thanked God for providing them an opening to get out of Sri Lanka in search of greener pastures bypassing their Motherland India and in countries further west. So they got on planes to fan out, and so they paid volumes of money to ship captains to take them by sea and dump them near a western shore. That was the choice of your people TNA, so let’s not gripe.
Here are the facts about the North and East which you claim to be your ‘homeland’. If it was a joke then I just didn’t get it. You can read this, absorb these facts and if you don’t like it roll the paper into cigars and smoke it if you wish to but my facts will not lie.

Let me roll back to the pre-development days of the east of Sri Lanka in particular of the Gal-Oya project initiated by the first Prime Minister of Sri Lanka (Ceylon) after Independence, D.S.Senanayake, as some of you may not have yet been born, thus the false claim of the “Tamil Homeland” by the older generation may deem true in your naiveté eyes.

With his vision the 62 mile long Gal Oya (river) rising from the Badulla range in the Central Province was dammed in 1949 for the welfare and prosperity of all Sri Lankans. Let me repeat for the welfare of all Sri Lankans which includes your Tamil people. The repository of water left after damming now forms the lifeblood of the peasant farmers of the historic region of Digamadulla, who some of them were massacred by your Tamil Tigers for purposes of ethnic cleansing.

Prior to this project, contrary to what you Tamils would like us to believe that it was predominantly a Tamil area, on either side of the Gal Oya River grew relentless jungle. The actual denizens were Veddahs (aboriginal people and not Tamils) and wild animals.

It is still recalled by a few old Veddahs how their parents trekked a few miles along the jungle trail to visit the dam site overlooking the Inginiyagala rock, which still stands as a giant sentinel and never met a Tamil woman or a man along the way. Those days only foot paths and animal tracks criss-crossed that vast amphitheatre which was entwined by dense jungle. I wonder where the hell the Tamils were hiding in this area as you TNA claim that it was your Tamil country (homeland). Your claim for this land is an egregious nonsense.

Thus the ‘state aided colonization’ in the Gal Oya project refers to the process by which largely unoccupied and unutilized land belonging to the State which was ‘traditional homeland’ of the aboriginal people, the elephant, the sloth bear, the leopard, the monkey, the deer, the mynah and the jackal were colonized by peasant farmers. They were given meagre financial assistance to enable them to gain both a livelihood and feed their fellow citizens with the fruit of their toil.

With these facts you better tell us where your Tamils were and at what point did they join the Act?
These are the facts TNA and I don’t believe your fairy tales and nor would many thousands of others. So lets stop whining about the “Tamil cultural character of the Wanni will change” with the “Sinhalese influx into North Lanka ”.

Let’s not start another fight. Let’s not kill each other with another 30-year war. You Tamils in the North and East better learn to live peacefully with the majority Sinhalese as they do in the South and the hills of Sri Lanka .
You all should better get used to seeing the business signs of Silva Bakery, Perera Grocery Stores and Sumana Kopi Kade in the heart of Jaffna, as much as we have got used to seeing and patronizing Selliah Thosai boutique, Rajaiah Pharmacy, Suppiah Sari Emporium and Nalliah Jewellers in the heart of the capital Colombo.

Many Indians at top positions in big corporates are initiating transfer of their operations to India. E.g. Nokia-Siemens Network head is an Indian and he seems to be moving fair amount of operations to India. A lot of big companies - like IBM, Microsoft and even Samsung has established their R&D centers in India. This is a primary reason for Indian Engineers to come back. There is no need for them to stay overseas now. Good for the corporates as the salary scales are quite different - cheaper in India.

Very much my stand throughout. I have always been advocating the need to go to high-premium industries where we can compete with virtually anyone - Intellectual Property (IP) based one is one example. This we have been working towards but having the support from patriotic SL diaspora is critical for some. Look at Tier Logic (http://www.tierlogic.com) - A company founded by Sri Lankans in US. They have established an R & D center in SL. They have manufactured world's first 3D FPGA. This is the way to go.

About the state of Education here: There are many things being done. Unfortunately there is little or no publicity is given to good things that have been done here. As you all know there is a new education policy that is being currently prepared. We will see some positive things there particularly to support the march towards Knowledge Based Economy. Teaching (at School Level) has become a transition employment particularly for males. We need to reverse this if we are to progress.

Some work that has received little publicity. Look at http://iars.nodes.lk - Our farmers (all of them Sinhalese) getting diplomas through an online education programs. This is part of the National Online Distance Education Service (NODES) - http://www.nodes.lk.

I saw some posts taking the lack of patriotism here. Young generation here I believe would be more patriotic. They have witnessed the successful completion of terrorism. Students are getting more interested in History of the country. These are good signs. When these students come to the Society Sri Lanka would be better off. Obviously the assumption here is that they retain that patriotism throughout.

At the same time as when the USA officials debated their plans with the Rajapakse brothers, the debate was also carried out with the LTTE through their international representatives. Accordingly, the LTTE must first announce that they will silence their weapons. Following this there will be a USA-initiated end to the war by the Sri Lanka side. The civilians will be removed from Mullivaikal to safety by the USA forces with the involvement of the ICRC. All of the weapons of the LTTE will be locked up with the USA’s help. The talks between the Sri Lankan government and the LTTE will resume. If the talks fail, the USA will hand over the locked up weapons back to the LTTE. These were the issues debated with the LTTE.

Fr. Gasper Raj is an Eelamist terrorists in a robe. It seems that he is trying hard to show how US tried to salvage their tool of interference in May 2009. First I thought that it is bit of his imagination. However the sentence in bold (by me) is the one that stood out. On 2009-05-17 LTTE announced silencing guns (Tamilnet Link, Terrorist Agent LEN Link). In essence, in the very last moment LTTE has agreed to US condition and signaled US to invade with the code phrase "silencing guns." It was way too late in that moment since only Prabakaran and a few other terrorists were alive then. Had LTTE agree to the US terms, we would be seeing many more years of foreign interference in SL. This tells us the difficult task MR had in his hand and how he and his team carried it forward with courage and shrewdness. Also this shows us the venomous nature of western powers showing smiley faces of their diplomats in Colombo.

As i "out burst" above we have just had a GOLDEN opportunity land at our laps to not only bring the UN down (in terms of credibility over HR bs) but destroy this war crimes BS once and for all.

The Government has true to form made a big statement, and left it at that. IT IS NOT ENOUGH.

We can bring an end to this nonsense against our country. This is how we take down the war crimes bs:

Expose the fraud that is the panel in terms of its structure (being an illegal panel), the US's latest pronouncement is all the proof. This way we take down the UN in its credibility over HR.

Character assassinate the panel members, expose them as liars and biased. This is a 24 hour job, SL must eat away at the credibility of this panel. The panel members must be the ones who are "held accountable" and humiliated non stop, so that once they issue a "report" everyone will laugh at it (as in make people/the world BIASED against the panel, in my earlier post about the panel i described how the Government can do that).

Then expose the truth behind all this bs, that it is the West trying to punish Sri Lanka for ending our war, which they wanted to pro-long to keep Sri Lanka backward and under their thumb, and use the LTTE as a powerful foreign policy tool to do this plus other destabilisation in the region (hint hint India destabilisation –this way India will possibly back us, or at best say nothing at all).

That the human shield was the Wests idea made in collusion with Tamilia to engineer a humanitarian catastrophe to justify intervention to rescue the LTTE leadership (toss in Milibands visit) and thus with the LTTE leadership alive war would in essence continue in Sri Lanka and this is what the West wanted to achieve by creating a human shield and it was Sri Lanka saying: "no we would not allow them fly to safety, they must surrender to us (as MR said many times during the war)" as a result the West was furious their "authority" was ignored and so are trying to punish Sri Lanka on top of the fact they wanted Sri Lanka to constantly be at war (and for once and for all this CRAP that "it is the Tamil die-ass-pora pulling the strings" has got to stop, Rajapakses believe this garbage so strongly as well -they also believe only a "tiny minute fraction" of the Tamil die-ass-pora are against SL - good joke that).

Obviously cannot say the US/West “out loud” are responsible, thus target their NGOs + the UN for their BS statements and activities throughout and during the war period (working for the LTTE) and thus LINK it that way to the West. A cryptic remark to drop this “hint” is all it takes, other countries, journalists/media will join the dots together. Blame the NGOs/UN with FORCE, but do not leave room for the US to scuttle out. However we can target the EU countries with FORCE (using the Milliban/Koucnher visits, media coverage, toss in history and their crimes against us and they are immensely guilty) if we want (in fact I recommend that).



In other countries it is the media and NGOs that do this, defend the country from outsiders and HR liars, they are the attack dogs from which Governments can invoke "deniability" in the sense that they can quote the media and NGO as their "source" (through which they expel their anger and what they realy think/agenda they want to push), sadly that does not happen in SL as most media is made up of & owned by kalu-suddhas and Colombians. In SL media NGOs are against the country.

From what i can see this company does not look anything like that at all.

And with regards to patriotism, that is not whats in question here, what is in question is the kalu-suddha mentality and mental slavery that is ever present which goes all out to crush any attempts at real Independence. We see it every day in the media, and considering most "independent" media is owned and operated by Colombians that is not much of a surprise.

The recent ruling by the United States Supreme Court in a case that weighed free speech against national security will have an impact on this decision by the UN to appoint an expert panel. In its ruling "…the court voted 6 to 3 to uphold a federal law banning ‘material support’ to foreign terrorist organizations. That ban holds, the court explained, even when the offerings are not money or weapons but things such as ‘expert advice or assistance’ or "training’ intended to instruct in international law or appeals to the United Nations" (The Washington Post, June 22, 2010). While this ruling would not have a direct bearing outside the US it certainly would affect those in the LTTE diaspora based in the US and others in the US associated with activities that promote post-conflict agendas of the LTTE. This in turn may affect the enthusiasm of LTTE diaspora supporters outside the US such as Labour MPs in the UK when they realize that there would not have the support of their US counterparts. This is natural, considering the influence the US yields in global affaires, particularly when it comes to issues relating to terrorism.

This is absolutely true, and reflects my own mindset.

From the days of Dutugamunu, when Buddhist priests left their robes and took up arms to repel the invader, to the days of the Kandyan Kingdom when the entire population was subject to military service at the King's command to rally at the Balane heights and Mulleriyawa, to the present day in the Campaign to Liberate the Wanni, Sinhala people will take up arms to defend themselves and their country .. but only when FORCED to do so.

And they ALWAYS will.

Compassion for one's own people when their very survival is at stake, MUST TAKE PRECEDENCE over RELIGIOUS IDEALS that govern normal life.

Sadly i do not think this is going to happen because Rajapakse does not seem to be bothered. All he is interested in his playing to the home gallery while doing nothing else.

I have in above posts put forward how we can turn this whole thing on its head to our advantage.

Or at least do the basic minimum of discrediting this panel and its intentions as biased, racist and fraudulent. The Government must hammer away at its credibility and destroy it everyday that when it releases its report everyone will laugh and toss it in the bin, plus be fully aware of the obvious lies and manipulations they are going to use that the people of the world (who are pro-SL) will highlight its frauds and deceptions. There is no point doing a half job (which is what this Government has done throughout with issues like this in terms of media/propaganda etc) by making loud statements now, keep quiet for the next 4 months, that once this panel "completes" its findings (which we know what the “results” are) then complain loudly of "bias", such an approach will prove so called panel to be "real".

Sri Lanka mineral sands eyed by Indian state firms: report
Dec 13, 2009 (LBO) - India is looking to buy more rutile and ilmenite mineral sands from Sri Lanka, a media report said quoting Kerala state industries minister Elamaran Kareem.

Sri Lanka's The Sunday Times newspaper in a Kerala dateline report said two state-run firms Kerala Minerals and Metals Ltd and Travancore Titanium Products Ltd was looking to import more mineral sands from Sri Lanka.

The newspaper report said there was not enough ilmenite to feed the full capacity of the Titanium plant.

Ilemenite and rutile is used to produce Titanium metal used in the aerospace industry, and Titanium dioxide pigment, used in paints.

In 2008, China was the biggest buyer of Sri Lankan mineral sands, followed by India, according to data released by the island's geological survey office.

Large mineral resources are found in the eastern coast of Sri Lanka, where a 30-year war ended this year. The sands are extracted by state-run Lanka Mineral Sands.

The Thorium Nuclear Reactor Fuel Cycle has many advantages over conventional Uranium-Plutonium Fuels.

Thorium which is not Fissile by itself, can be transmuted into U-233 which is a very good Nuclear Reactor Fuel.

India is developing an Advanced Heavy Water Reactor (AHWR) that is suitable from safety, proliferation resistance, radioactive waste minimization, and cost points of view, for sale to developing countries.

Sri Lanka has substantial Thorium Mineral Deposits that can be used to feed such a Thorium-U233 breeder reactor, although U233 separation from the Thorium feed must be done in other countries.

Sri Lanka's major mineral commodities were graphite and colored gemstones.

However, 18 years of civil war, prolonged drought, high oil prices, and an electricity crisis have crippled its economy—GDP declined by 1.3% in 2001, its lowest level in a decade.

Graphite production, which was controlled by the government, totaled 6,585 tons in 2001, up from 5,902 in 2000.

The island's gem industry was world famous. In the Ratnapura district, there were considerable deposits of sapphire, star sapphire, ruby, star ruby, cats eye, chrysoberyl, beryl, topaz, spinel, garnet, zircon, tourmaline, quartz, and moonstone. A lapidary industry was established for the international marketing of cut and polished precious and semiprecious gemstones. No output figures were available for 2001, but in 2000, 380,500 carats of star sapphire, 173,700 carats of saffire, and 6.5 million carats of other precious and semiprecious gemstones other than diamond were produced, half that of 1999.

Large quantities of kaolin and apatite have been found, and there were large surface deposits of quartz sand—kaolin and quartz sand were mined.

Limestone dating from the Miocene era was quarried from the Jaffna peninsula and used in the manufacture of cement.

In the dry-zone coastal areas, salt was manufactured by solar evaporation of seawater.

In addition, Sri Lanka produced clays (brick, tile, and for cement production), feldspar, and phosphate rock, and presumably produced varieties of stone and sand and gravel.

Cement production and petroleum refining were among the country's leading industries in 2002, and diamonds ranked third among export commodities; petroleum products ranked fifth.

The beach sands contained large quantities of ilmenite, rutile, monazite, and zircon, although none was produced in 1999–2001; in 1998, 84,118 tons of ilmenite concentrate was produced, 1,930 of rutile, and 8,814 of zircon.

There were plans to revive mineral sands operations, including of garnet sands discovered along the southern coastline.

Thorite (ThSiO4 - thorium silicate) is the most prevalent mineral containing the radioactive element thorium.

Thorite being radioactive, must be stored with all the precautions exercised with radioactive minerals. The radioactivity of Thorite often brings it to a state of self destruction (known as metamiction) in which its crystal structure becomes unstable, causing the crystal edges to become smooth and rounded. When this happens, the Thorite may gain hydroxyl (OH) molecules in place of the silica (SiO4) molecules and transform into a different mineral, Thorogummite.

Thorite, however, it is not as important as the primary thorium ore, Monazite, since the extraction process of Thorite is more costly.

Monazite is a reddish-brown phosphate mineral containing rare earth metals and is an important source of thorium, lanthanum, and cerium. It occurs usually in small isolated crystals. There are actually at least four different kinds of monazite, depending on relative elemental composition of the mineral:

monazite-La (La, Ce, Nd, Pr)PO4
monazite-Nd (Nd, La, Ce, Pr)PO4
monazite-Pr (Pr, Nd, Ce, La)PO4

The elements in parentheses are listed in the order in which they are in relative proportion within the mineral, so that lanthanum is the most common rare earth in monazite-La, and so forth. Silica, SiO2, will be present in trace amounts, as will small amounts of uranium. Due to the alpha decay of thorium and uranium, monazite contains a significant amount of helium, which can be extracted by heating.

Monazite, is an important ore for thorium, lanthanum, and cerium. It is often found in placer deposits. The deposits in India are particularly rich in monazite. It has a hardness of 5.0 - 5.5 and is relatively dense, about 4.6 to 5.7 g/cm3.

Pol, I am not sure what you meant there in your comment about TierLogic. You see different people on the team. But it is very much a Sri Lankan initiative. CTO has all the patents relating to their core products. This is very much a knowledge based company (holds lot of IPs). Sri Lanka does not have a strong high tech Electronic industry. In that context, TierLogic R&D center in Colombo represents cutting edge work in that area.

Knowledge based industries will not appear at the snap of a finger. We are trying our best to create things here and at the same time we would like the experts among SL diaspora to come and initiate. You see this happening in SLINTEC (Nano-Technology initiative). Here few very reputed people in the field are Sri Lankans and they are helping in different ways.

Who cares about "Indian fears"?

If China joins NOW, it not only add MORE weight to what Russia has said, and it will make India want to join in our support out of this "fear".

As for "waiting and seeing", yeah Rajapakse does that a lot, as in HE DOES BLOODY NOTHING when things like this come up. Always some loud mouth statements for the gallery and that is it.

Then complaining when the "obvious" "comes out" with bs “panels”/events like this is pointless.

There is EVERY point in getting China involved, not just China but every god damn country there is who can/will support us. India will never help us, they only “help us” out OF FEAR of China. So the more we play that the more likely they (India) are going to help us.

I am glad SL is getting into Nano-Technology .. which is one of the most exciting, and potentially highly profitable, areas of science promising amazing high performance materials of the future: in energy, biomedicine, computing, environmental, defence, etc.

One Nano-Tech area I was working on for several years was the development of an enhanced Raman Spectrometer in which metallic subtrates with custom designed nano-structures would be used to enhance the sensitivity of the Raman technique by as many as six orders of magnitude. This sensitivity enhancement is based on the SERS technique.

I was using portable Raman laser probes to measure trace chemicals in liquid solutions, but needed a much higher sensitivity for my application.

Norway supports UN panel of experts on Sri Lanka

Jun 26, Colombo: The Norwegian government has said that it supports the United Nations panel of experts on Sri Lanka.

Norwegian Minister for International Development Eric Solheim has told a group of Sri Lankan journalists visiting Norway that the country supports the appointment of the three-member UN panel to look into alleged human rights violations in Sri Lanka.

He had further called for a political solution in Sri Lanka following the end of the war with the separatist Tamil Tiger rebels last year.

The Norwegian Minister had observed that a permanent solution is a must for the economic development desired by Sri Lanka.

Solheim had also explained that there will be no room for any violence or a resumption of war as the struggle now is for a political solution.

Sri Lanka adds 10 mw of wind power to national grid next month

Jun 26, Colombo: Sri Lanka, in its drive to promote alternative sources of Energy, will add 10 megawatts of wind power to the national grid next month.

Sri Lanka's Power and Energy Minister Patali Champika Ranawaka during an observation tour of the Wind Power Plant in Puttalam recently revealed that another 10 megawatts of power will be added to the National Power grid on July 10th.

The Minister has said the government will develop the wind power as an energy source to meet the country's requirement, especially to supply power to many remote villages. Already 20 wind power plants have been established and five more are being built, the Minister has said.

The government plans to transform Kalpitiya of Northwestern coast into a wind power generating zone.

The Minister has said that plans to make use of wind power, solar power, and bio gas as alternative energy sources have been mooted.

Sri Lanka's economy grows 7 percent in first quarter 2010

Jun 25, Colombo: Sri Lanka registered an economic growth of 7.1 percent during the first quarter of this year, the Department of Census and Statistics announced in a report released yesterday (24).

The economic output of Sri Lanka as measured by Gross Domestic Product (GDP)for the first quarter of 2010 from January to March was estimated at 643.5 billion rupees compared to the 601 billion rupees during the same period of last year.

The Department attributed the present strong growth in the economy to the prevailing peaceful situation in the country following the successful conclusion to the devastating three-decade long war with the Tamil separatists.

The three major sectors of the economy, Agriculture, Industry, and Services registered significant growth in the first quarter of 2010 over the same quarter of 2009, the Department said in its report.

Agriculture grew by 9.0 percent due to the growth of 47.2 percent in tea, 11.7 percent growth in rubber and 118.2 percent growth in minor export crops.

Industry sector posted a growth of 6.9 percent while Service registered a 6.7 percent growth due to the post-war growth in Hotels and Restaurant by 61.0 percent and in Construction industry by 8.5 percent.

Census and Statistics Department reported that the total number of new registrations of vehicles increased by 56.5 percent in this quarter of 2010 and it was declined by 30.5 percent in the first quarter of 2009.

According to the report, interest income of commercial banks decreased mainly due to drop in lending rates while interest expenses decreased as deposit rates drop. These led to increase net interest income of many banks thereby increasing profit of the overall banking sector.

Sri Lanka's Central bank says the low inflation and interest rates recorded this year provide an environment conducive to boost the economic growth. It predicts an economic growth of 7.0 percent this year as opposed to the 3.5 percent growth recorded for 2009.

Jun 25, Colombo: The United States Thursday urged the Sri Lankan government to take advantage of the United Nations Secretary General's panel of experts.

Mark C. Toner, the Acting Deputy Department Spokesman said the US Ambassador to UN Susan Rice urged the Government of Sri Lanka to take advantage of this UN Panel's expertise.

Ambassador Rice issued a statement on Wednesday in support of the panel of experts appointed by the UN Secretary-General Ban Ki-moon to advise him on Sri Lanka's accountability issues.

Rice's statement said the United States supports a robust accountability process that will provide a durable foundation for national reconciliation and the rule of law in the aftermath of Sri Lanka's decades-long conflict.

"To that end, the United States welcomes UN Secretary General Ban's announcement of a panel of experts to provide advice on relevant best practices for investigations into the alleged violations of international human rights and humanitarian law. To be successful, Sri Lanka's domestic "Lessons Learnt and Reconciliation Commission" should apply the best practices from similar commissions in other countries. We strongly urge the Government of Sri Lanka to take advantage of this UN Panel's expertise," the statement said.

Sri Lankan President Mahinda Rajapaksa, both famous and infamous for his government’s May 2009 military victory over the 25-year Tamil Tiger insurgency, was in India earlier this month. And he promised to resettle the war-displaced Tamils and find a political solution to the ethnic issue – assurances his government gave to the United States two weeks earlier. But will he deliver on his pledge?

In Tamil Nadu, a south Indian state separated by a narrow strait from Sri Lanka, and home to around 65 million Tamils, people and parties protested Rajapaksa’s visit. They hold him responsible for the death of innocent Tamils in his government’s war against the Liberation Tigers of Tamil Eelam (LTTE), as the Tamil Tigers are also known, which had been fighting for a separate state since the 1970s, alleging discrimination by successive governments led by the majority Sinhalese. Of the 20 million people in Sri Lanka, around 18 percent are Tamils (mainly Hindu) and 74 percent are Sinhalese (almost all Buddhist).

According to a report by the International Crisis Group (ICG), a non-governmental organization headquartered in Belgium, between 30,000 and 75,000 people died as the Sri Lankan military bombed and shelled civilian targets inside LTTE-held areas in Sri Lanka’s north and east. Further, it is estimated that around 80,000 displaced civilians are still awaiting resettlement.

Indian Ocean Strategy

Giving a red carpet welcome to Rajapaksa must have been difficult for Indian Prime Minister Manmohan Singh. After all, the welfare of Tamils in Sri Lanka has long been a key political issue in India’s Tamil Nadu state, currently ruled by an ally of Singh’s government. But thanks to India’s diplomatic expediency, Singh had little choice.

“India has many strategic stakes [in Sri Lanka] and is [therefore] trying to engage Rajapaksa in a constructive way,” said R.S. Vasan, a former regional commander of the Indian Coast Guard who currently heads the Strategy and Security Studies department at the Tamil Nadu-based Center for Asia Studies. Vasan explained that China, which is competing with India for primacy in the Indian Ocean and Asia, had supplied military equipment to Sri Lanka to fight the LTTE.

China is building a $1 billion deepwater port in Sri Lanka’s southern town Hambantota, one of Rajapaksa’s constituencies. It is apparent that China’s financial, diplomatic and military support to Sri Lanka was in exchange for China’s strategic interests in the Indian Ocean.

China, Vasan added, seems to be preparing for a larger role in the Indian Ocean by compensating for its inability to deploy People’s Liberation Army Navy personnel in the Indian Ocean Rim (IOR) by creating “dependency ports,” from Gwadar (in Balochistan province of Pakistan) to Myanmar.

The Chinese moves are understandably a cause of concern for New Delhi.

Leveraging Location

Capitalizing on Sri Lanka’s strategic location in the Indian Ocean, Rajapaksa used the China card not only in India, but also to virtually compel the United States to overlook the immense civilian casualties in the anti-LTTE war. For, like India, the United States is also wary of China’s growing influence in Asia and the world.

“There is no doubt that the United States agreed with whatever Mahinda was doing [as part of the anti-LTTE operations], mainly because the war against the LTTE was seen as part of the global war on terrorism,” Vasan said. Also, until 9/11, the LTTE could secretly procure war-fighting material by the FOC (flag of convenience) ships. But increased surveillance as a part of the global war on terror made such operations difficult. “I am sure that both direct and indirect support would have come its [Sri Lankan government’s] way during the run up to the last day [of the war against the Tamil rebels].”

Colombo apparently views its engagement with China as a substitute for U.S. assistance, which totals around $2 billion since Sri Lanka’s independence from the British in 1948, and its relations with the West in general, which normally translate into financial aid or tariff concessions. Therefore, neither the United States nor Europe has the leverage to put pressure on Sri Lanka beyond a certain point. This explains Rajapaksa’s arrogance, which was quite visible during the January 2010 presidential election when his government alleged that Western forces, including the United States, had funded his rival candidate, General Sarath Fonseka, as part of an “international conspiracy.” He also asked the United States and its allies to look at the war casualties in Afghanistan and Iraq before they pointed a finger at Sri Lanka and the governments actions in the war with the LTTE.

Investigating War Crimes . . . Or Not

Likewise, while the Tamil diaspora has been active in Europe, Canada, and Australia –- and also in the United States –- lobbying to bring Rajapaksa to book for war crimes, the subsequent international pressure has had little success thus far. The U.S. “clout” in the UN Human Rights Council failed. Soon after the Sri Lankan war ended, Washington sponsored a resolution in the Council calling for a war crimes investigation in Sri Lanka, but China – reportedly along with Cuba, Russia, India, and Islamic states – managed to block the move. Instead, the 47-member human rights watchdog passed a Sri Lankan-authored resolution congratulating the Rajapaksa government for its efforts to address the needs of civilians displaced by the fighting.

Colombo has also thwarted, thus far, UN Secretary General Ban Ki-moon’s plans to appoint an independent panel to look into atrocities in Sri Lanka. In what appears to be tokenism, the Sri Lankan government formed the Lessons Learned and Reconciliation Commission – allegedly comprising of members handpicked by Rajapaksa – to examine the country’s civil war since 2002.

Not surprisingly, the United States subsequently gave legitimacy to the Reconciliation Commission, reinforcing the criticism by human rights groups that Washington’s strategic interests override human rights concerns in Sri Lanka. The website of the Sri Lankan Ministry of Defense promptly flaunted the words of U.S. Secretary of State Hilary Rodham Clinton following her meeting with Sri Lanka’s Minister of External Affairs, GL Peiris, in Washington on May 28. “There has been tremendous progress and many thousands and thousands of such internally displaced persons have returned home,” the Ministry of Defense website quoted Secretary Clinton as saying. “I want to thank Minister Peiris for our productive discussion today and commend him for his commitment to the reconciliation process. The United States pledges our continued support to Sri Lanka.”

Peiris also promised Clinton that detainees would be resettled within three months, but more importantly, he called for “a multidimensional relationship with the United States.”

The European Union recently announced temporary withdrawal, starting in August, of preferential tariff benefits on imports to Sri Lanka, citing human rights concerns. A press release by the EU stated, “This decision follows an exhaustive investigation by the European Commission, which identified significant shortcomings in respect of Sri Lanka’s implementation of three UN human rights conventions relevant for benefits under the scheme.” It is possible that Sri Lanka has made recent overtures to the United States, hoping that the latter will influence the EU decision.

Given the pragmatism shown by India and the United States, the Sri Lankan president can only be expected to move as per domestic considerations, not in favor of the minorities.
Power or Prudence?

Rajapaksa does not seem to be convinced about devolving power to the Tamils. Nor does he seem serious about rehabilitating the displaced Tamils. He apparently fears that autonomy and proper resettlement could help Tamils reunite and renew their struggle for a separate nation. Given the emotional scar Rajapaksa has left on the Tamil psyche by brutal military operations, he has reasons to fear resurrection of the movement. Therefore, in an effort to stifle any opportunity for such a resurrection, many Sinhalese settlements are reportedly being built in Tamil areas, and the Tamils who have been resettled are living in abject conditions.

As prime minister in 2004, Rajapaksa spoke about a negotiated settlement with the Tamil Tiger rebels. But, Sri Lankan political scientist and analyst Jayadeva Uyangoda has indicated that the president took an entirely anti-LTTE stand after he allied with the nationalist parties Janatha Vimukthi Peramuna (JVP) and Jathika Hela Urumaya (JHU) in the run up to the presidential polls in 2005 – when the LTTE asked the Tamil population to boycott the election, which made victory easier for Rajapaksa. The May 2009 military victory over the LTTE – eight months before the next presidential election – made Rajapaksa even more popular among the Sinhalese majority.

But power cannot substitute for prudence in politics. Rajapaksa still needs to exercise caution in politics both international and domestic, said Vasan.

“As long as Sri Lanka is able to balance the relations between the two Asian giants [India and China], it will gain in terms of investments and opportunities. But it ought to know where to draw the line. For example, it has been reported that Chinese companies have brought their own workforce and have built settlements close to the workplace. With the linguistic and cultural differences, it could add to social tensions. Also, the Chinese project costs in comparison to Indian projects will be far higher due to distances and work practices.”

At home, Rajapaksa should treat the Tamil and Muslim minorities as equal citizens of the island. “Any lapses on this part would lead to further divisions which will not augur well for the nation and its citizens,” says Vasan. Perhaps not even for Rajapaksa and his government.

War crimes panel: Russia, China, NAM defend Lanka

Russia, China and the Non-Aligned Movement (NAM) have expressed their reservation and displeasure at the UN Secretary General Ban Ki-moon’s appointment of a panel of experts to advise him on alleged human rights violations in Sri Lanka, the External Affairs Ministry said yesterday.

External Ministry sources said the two countries and NAM President had communicated their stance on the three-member panel to the Sri Lankan Government through the Minister of External Affairs.

Russia’s Foreign Affairs Ministry in a statement issued on Thursday said the United Nations Chief should have consulted the Security Council or the General Assembly before taking a decision on this matter.

“What worries us is that this decision was taken without considering the position of a sovereign state and a member of the UN,” the Russian Foreign Ministry said.

The UN panel is not a fact finding mission or an investigating mechanism, but is designed solely to advise the UN Chief on accountability issues relating to alleged violations of international human rights and humanitarian law. However Russia notes that Sri Lanka has already begun its own investigation process at a national level and the prime responsibility for investigating the events that occurred during the war in Sri Lanka lies with its government.

The Russian Foreign Ministry said according to UN Secretariat it appears that the panel of experts did not intend visiting Sri Lanka and would not in any way complicate the investigations being conducted by the Lessons Learnt and Reconciliation Commission set up by government.

In March the Egypt which chair’s Non-Aligned Movement wrote to the Secretary General on the stance adopted by NAM against any measures taken by Mr. Ban in appointing the Panel of Experts, to probe matters connected to the conflict in Sri Lanka. The external ministry official said China which also has veto powers in the UN security council had expressed reservations over the UN secretary general’s move.

Lanka must use expert panel: US

The US asked the government to take advantage of the opportunity provided by the appointment of the experts. “We urge the Lankan government to take advantage of the offer,” State Department Deputy spokesman Mark Toner quoted UN envoy Susan Rice as having said.

On Tuesday the UN announced that Secretary-General Ban Ki-moon had appointed a three-member panel of experts to probe alleged human rights violations during the final stages of the war against LTTE in Sri Lanka.

However, the Sri Lankan government said it would not issue visas to the three members.

Norwegian Minister Eric Solheim, a peace facilitator at negotiations between the LTTE and the then UNF government, said yesterday Norway welcomed the appointment of the panel of experts.Speaking to a group of Sri Lankan journalists who are attending a workshop in Oslo, Mr. Solheim said a political solution had to be worked out in the post war period.

Mr. Solheim visited Sri Lanka on a number of occasions during at the time the 2002 ceasefire agreement was in force. In 2007, the United Peoples Freedom Alliance (UPFA) government abrogated the ceasefire agreement signed with the LTTE.

An Indian, whose wife is an employee of the United Nations in Sri Lanka, was arrested and produced in court by the Kollupitiya Police for stealing the BlackBerry mobile phone of a diplomat attached to the US Embassy in Colombo, the police said yesterday.
The suspect, who is a doctor and a non resident Indian, was arrested by the Kollupitiya Police Crimes Division on June 17 and was released on bail after producing before courts.
The suspect holds citizenship in America and is married to an American working for the UN in Sri Lanka. Police said that the clear motive behind the theft is yet to be uncovered.

“The alleged theft took place in May at a Colombo five star hotel gymnasium. The owner of the stolen phone, an American national employed at the American Embassy in Sri Lanka, had come to the gymnasium in the morning for his routine work out. He had kept the phone in his gymnasium locker but had forgotten to lock it. It was during this time that the theft had taken place”, the police source said.

Police had placed the suspect at the crime scene based on surveillance footage acquired from the hotel.
Based on the footage the Kollupitiya Police Crimes Division had acquired permission from the Colombo Magistrate to inspect the inventory of the stolen phone. Investigations had revealed that the stolen phone was being used by the suspect, making it easier to track him.

British hotelier summoned for desecrating Buddha

The British owner of the Sakuri Villa Hotel in Metaramba, Unawatuna, which was found by police to be displaying Buddha statues in a degrading manner has been asked to return to Sri Lanka from Glasgow, Scotland immediately to answer charges.
The hotel owner, who has been away for about one month, has been notified by fax, according to OIC Crimes, Galle police, Inspector Sarath Mendis.
Police raided the establishment early this week following complaints from neighbours. The hotel had opened about 1 ½ years ago.
The manager of the hotel Lal Rodrigo of Kurana who was taken in for questioning on June 24 was produced before Galle Magistrate Chamara Tennekoon on the following day and remanded until July 8.

During the raid, they discovered a burnt Buddha statue in the kitchen, two statues with broken necks in the manager’s room, one more broken on the toilet floor and two broken inside the bathroom. The manager had informed the police that foreigners who visit the establishment get drunk and desecrate the statues. When questioned as to his silence he had told them since he was only a paid employee he feared losing his job. The abuse had been going on freely for a while, neighbours had told police.
The police party that carried out the raid comprised IP Chinthaka Panawela, SI Anura Weerawardena and five constables on the instructions of Inspector Sarath Mendis.

Secondly the country only goes through this humiliation over the stupid GSP+ because of the moronic Garment industry and its stupid Colombian bosses who cannot make a successful industry due to their own incompetence (but hey they are "educated" and "english speaking") and desire for short term profits to pocket and fund their luxury life styles. No real industry can survive on a bloody "concession". Ban Ki was very much on the side of eliminating terror, at the start of fun and games.Otherwise he would not have recieved the nod from the US to get the top UN job. Even thereafter he did try to give SL a breathing chance in the midst of heavy pressure to force SL to stop the war. SLG cashed in plenty of our goodwill chips to earn that grace. It also set certain commitments on pur part, which Ban expected MR to deliver.

What's happening is that Ban is again under pressure from a top honcho from South Asia (Singapore??) to organize a lynch mob. He also feels that MR has not delivered on his promises, even though it is too early for complete reconcillation and reconstruction. The R&R (above) has to be timed corrctly; too soon will lead to sabotage by the few monkeys still on the loose, too late will lose its political momentum. MR can be trusted to know the right pace, but that in itself makes his administration vulnerable to western accusations like the ones we are seeing.

In the interim, SL will adopt a set of stalling tactics, while showing the world that we are working towards a comprehensive and organized way of settlement both politically and economically. China, Russia and a sometimes reluctant India will back us in these efforts.

As to someone's comments about the US handing over the guns back to the LTTE at some later time, that is fiction. I am an American and let me tell you that the US' war against terror is such a comprehensive doctrine that US laws themselves will prevent that country from regaining weapons in US custody. At most it would have been an offer to prevent a coup de grace the US would have thought to be a massive scale blood letting, leading to accusation of incompetence at home and abroad against the incumbant US leadership as in the case of Burundi.

That didn't happen, because no similar killing took place. The sensationalist ficton from Channel 4 and other bottom feeders are not even causing a ripple, only due to the absence of credible eveidence to support their baseless claims.

Eventually, in years to come, we may tire of the Rajapaksas and wish for someone or something to deliver us from their grasp. But until then, what needs to be done is to make sure the Rajapaksas work to bring prosperity to this country.

In the best interests of our country and its long history of uninterrupted democracy all efforts to create a royal dynasty must be resisted at the same time.

Efficiency wins in everything since Evolution is the end result of efficiency. The same principle applies to entire cultures, societies and even empires or civilizations.

The Dravidian culture is rish in intrinsic depth. Its cultural practices, only to be expected of the world's oldest surviving polythaestic belief system, are labyrinthine and easy to get lost in. As is to be expected, the deeper and more complex the ritualis in his sub-culture, the higher the individual sits in the pecking order, in such societies.
[Case in point; Even in western societies, nice people have nice table manners to 'belong'. Those who sit for lunch at the Buckingham Palace need to know complex and fancy rituals to get food from plate to mouth.]

The problem of cultural failure for Tamils is the intrinsic depth of their system itself. It's magnitude (and magnificence in the eyes of the beliver) are great and causes an inertia which makes it a poor canduidate for efficiency based evolution. For this reason, the higher echelons of the Tamil cultural system will gradually disappear from the cultural landscape, and the riff raff will inherit the mantle.

And they'll always be easier to deal with and defeat, from a conflict perspective.

At one of the most critical place in the globe, in the Indian ocean, USA/west knows the risk of having a state that may be pro-USA/west 100% a time while 100% pro-China/India/Russia another time depending on internal politics.

I guess US solution is to have two entities (not necessarily two countries) instead of one SL. So if entity is pro-China then at least US can play with the other. It really doesn't matter who rules what area as long as one entity is pro-USA. So that part is automatically satisfied with tamizs. (If no tamiz were in SL USA probably try on muslims or on religion lines among sinhalese or waddas.)

So USA/west is basically after the same thing they wanted when war was there. That is separate unit possibly including combined NE, with self rule, self det etc under legal terms (AKA devolution of power) which "solves" minority tamil problem/ grievances. New name for the old process is "reconciliation". And thats how USA wants to solve their problem in the region. (Any thing at least closer to Kosovo or E-Timor is a win for USA.)

Di-ass-pora is already worshiping west so they have nothing to gain from them. Demanding heads of MR/GR via war crime BS, I don't think USA want to take a risk of having a permanent enemy in this location of the Indian ocean. Its rather to pressurize MR to go for their 'solution' me thinks.

These seem to be bad times for generals, both serving and retired, regardless of where they live. One of our much decorated former generals is in detention pending court martial and a civil court trial. India also ordered the court martial of a top general in January. US President Barack Obama has sacked a key general unceremoniously. Stanley McChrystal is his name. He is the second general to be fired by President Obama, the previous one being David McKiernan. McChrystal, as is well known, was no ordinary general; he was the supreme commander of US and NATO forces in Afghanistan, which has manifestly proved to be America's second Vietnam, if the manner in which the US-led forces are getting bogged down in the Afghan imbroglio is any indication.

What has caused Gen. McChrystal's head to roll is an interview he and some of his aides gave the Rolling Stone magazine. Their views have been construed as dismissive of President Obama and his government. Of the reasons President Obama has given for sacking McChrystal, the following are of crucial import. He has said McChrystal's remarks represent a kind of conduct that 'undermines the civilian control of the military that is at the core of our democratic system'. The million dollar question is what the US would have done to Gen. McChrystal, if he had levelled war crimes charges against the US Army or Defence Secretary Robert Gates.

Interestingly, in the run-up to his election, President Obama was popularly viewed as a man of peace but he has become a prisoner of a hawkish system. Today, he is an ardent supporter of US military aggression. He minced no words when he explained why he had sacked Gen. McChrystal. He said, "War is bigger than any man or woman, whether a private, a general, or a president."

However, the reason for firing Gen. McChrystal is widely thought to be something else. It is being argued in some quarters that President Obama, considered indecisive and lacking toughness, wanted to let the people know that he was the boss at the expense of Gen. McChrystal. It may be recalled that President George H. W. Bush also had this kind of image problem, which the US press derisively dubbed the 'wimp factor'. His urge to project himself as a strong leader capable of tough action is said to be the main reason why he ordered the invasion of Panama in 1989. The US unleashed an unprovoked massive air borne attack on civilian targets in that country and the then Secretary of Defence Richard Cheney claimed that only five hundred or six hundred civilians had been killed. The US Army denied the press, human rights activists and even the Red Cross access to the bombed areas for a few days. According to independent observers, the US onslaught left about five thousand people dead and twenty five thousand others homeless. The US destroyed so many lives and so much of property to arrest a single man, President Manuel Noriega, who had been accused of dealing in drugs. He was captured and taken to the US. In a recent raid conducted by the Jamaican police and military at the behest of the US, which wanted a drug baron called 'Coke' arrested, on a sprawling slum area in Kingston, nearly one hundred people perished. That is how the US protects its interests––to hell with the collateral damage.

President Obama's decision to sack Gen. McChrystal and replace him with Gen. Petraeus may also be considered politically motivated in that the Republicans are reportedly toying with the idea of fielding Gen. Petraeus as their presidential candidate in 2012. It is believed that President Obama has shrewdly neutralised a potential contender by saddling him with a task which is very likely to ruin his reputation.

President Obama's approach is however different from that of President Harry Truman, who dismissed a potential contender for the presidency, Gen. Douglas MacArthur, because of a personality clash at the peak of the Korean War. Gen. MacArthur pathetically failed in his presidential bid.

President Abraham Lincoln also sacked a top general, but for a different reason. Firing Gen. George McClellan during the Civil War, President Lincoln famously said, "If General McClellan isn’t going to use his Army, I’d like to borrow it for a time."

(It looks as if US generals whose surnames begin with ‘Mc’ or ‘Mac’––as in McClellan, MacArthur, McKiernan and McChrystal––had to be careful!)

What is of interest to us, however, is not the fate of US commanders in Afghanistan on President Obama's watch but his unequivocal pronouncement: "War is bigger than any man or woman, whether a private, a general, or a president." That is how the US pursues its terrorists! But, it practises the very antithesis of this policy as regards others' terrorists. While the Sri Lankan military was closing in on the LTTE leaders trapped in a rapidly shrinking area in the Vanni, the Obama administration thought a man called Blake and a woman called Hillary were bigger than Sri Lanka's war, didn't it? They were given a free hand to try to coerce Sri Lanka into suspending the war. It is a supreme irony that the US accuses some other countries of sponsoring terrorism!

Agree COMPLETELY, with the proviso that Colonization must be undertaken within an overall Ethnic Integration Program.

PROFIT and LAND OWNERSHIP SHOULD BE be the MOTIVATING drivers since a POOR man cannot live on PATRIOTISM alone.

Give him a real VISION of future wealth and a better life, and weave PATRIOTISM into it.

But, ENABLE village and rural folk to resettle in these areas, without just abandoning them UNSUPPORTED in the hinterland.
Give grants of resettlement MONEY,and TITLE to their land, subject to restrictions on resale for a couple of decades at least with reversion of land to the STATE on violation of agreement, to exclude fly-by-night speculators.

Create the collection, distribution and marketing SERVICES for their PRODUCTS and GOODS including local village centers and POLAS. At least, arrange for PRIVATE services, through cooperatives setup among the settlers themselves with Govt Loans for buildings and trucks for transportation.

Setup the basic government services such as POLICE, POST OFFICE and ELECTRICITY, and SCHOOLS for their children.

Offer IRONCLAD SECURITY guarantees with OMNIPRESENT security forces and bases in these areas to PROTECT them and EASE their fears springing from the indelible memory of past LTTE atrocities against villagers.

Jun 27, Colombo: Sri Lanka and India will jointly set up an International Buddhist University in Sanchi of India's Madhya Pradesh to boost cultural ties between the two countries.

After a meeting with Sri Lankan President Mahinda Rajapaksa the visiting Chief Minister of Madhya Pradesh, Shivraj Singh Chauhan told the media in Colombo that the proposed Buddhist University will be set up in a 65 acre land in Sanchi, a World Heritage Site of Buddhism.

According to Press Trust of India, the establishment of the proposed University will be a joint venture involving the Indian and Sri Lankan governments, the Madhya Pradesh state government, and the Maha Bodhi society.

The Chief Minister has revealed his government's plans to connect the seven important Buddhist circuits in the state through infrastructure of international standards to enable Sri Lankan and other Buddhist tourists to visit the sites, PTI reported.

The idea to set up the University has been suggested by Sri Lanka's former Prime Minister Rathnasiri Wickramanayaka during a visit to Sanchi last October.

President Rajapaksa had agreed to set up a steering committee comprising all relevant authorities to plan the set up of the university.

Chief Minister Chauhan has said that the state government has decided to provide Rs. 25 million for the purpose and would draw up the plans for setting up of the university soon.

Buddhist countries like Japan and Korea are also proposed to be involved in affairs of the University to give it an comprehensive international status, Chauhan has noted.

The Chief Minister has invited President Rajapaksa and the Prime Minister DM Jayaratne to attend the Sri Lanka Week to be held in Sanchi.

Not necessarily. Ethnic Integration is a long term process and policy with no end-date. It can be declared as a policy, and settlement can be undertaken to achieve its goals, IMMEDIATELY afterwards.

Ethnic Integration must be ANNOUNCED by the Govt as POLICY, and Resettlement and Colonization can be undertaken within its umbrella. Declaration of an Administrative POLICY can be done by the President on his own authority. Upgrading to a National Law, even embedding in the Constitution can come later.

Why is it IMPORTANT to undertake Settlemenment/Colonization under EI?

Because Colonization by itself will be pilloried by the Tamils and other countries, without the EI Program that provides the ETHICAL, MORAL and LEGAL justification. All over the world "colonization" has a historical bad reputation evoking images of western colinialists exploiting poor people and dispossessing them of their land. This connotation still exists .. I have pointed this out before. If you want to use the word "colonization" at least use it after you explain the EI context .. or we will create problems for Sri Lanka.

On the other hand, NO ONE can oppose Ethnic Integration as a just and fair thing to do to PRESERVE PEACE and ENSURE EQUITY.

To PRESERVE PEACE and ENSURE EQUITY under EI, we must bring the different communities into intimate contact with each other where they live, work, study and do business, and in the process drive the demographic distribution of Sri Lanka's ethnic communities towards the SAME AVERAGE EVERYWHERE IN THE COUNTRY.

That EI POLICY enables SETTLEMENT, and yes "Colonization" by new residents, because the North and East are UNBALANCED demographically, and need many more Sinhala residents to even out the balance. With EI, you can settle Sinhala people there with a Ethical, Moral and Legal justification that has a fair and just objective that cannot be challenged as discrimination against any community.

I hope that those of you who use the word "Colonization" by itself, begin to appreciate that it is a LOADED WORD that will create problems internationally for Sri Lanka and PREVENT its own implementation.

Why create for Sri Lanka the problem that Israel has today, and South Africa had in the past? Sri Lanka is DIFFERENT .. we are WILLING TO GRANT EQUAL RIGHTS to the Minorities, but we are NOT WILLING to grant ANY ETHNIC GROUP a separate region they can use ONLY FOR THEIR OWN BENEFIT. Army Commander Lieutenant General Jagath Jayasuriya has said that steps are being taken to establish permanent Army formations in the North and East with troops on duty even being given permanent houses in those areas.

According to the army website Lieutenant General Jagath Jayasuriya said this after meeting the most Ven. Thibottuwawe Sri Sumangala, Maha Nayake Thera of the Malwatte Chapter and the Ven. Dr Niyangoda Vijitha, Anu Nayake Thera of the Mallwatte Chapter at the monastery in Kandy today.

“Army personnel arriving in those areas for duty are to be provided permanent houses and allowed to engage in cultivation work if they so desire. A large segment of the Army, including the Engineer Services are constructing highways, bridges, houses, factories, etc in those areas and this will save a lot of money for the government”, the army website quoted the Army Commander as saying. (Daily Mirror online)

Why else would this man back stab his own Army the way he did without a care in the world for what he was/is doing to those brave men and women, and the same force that made him so popular.

If Gonseka was President he would have allowed LTTE leadership to escape while feeding bs to the nation. After all he was Blakes little bitch.

I do not think he is quiet, must be planning something else. But for the most part he has done enough damage, enough destruction to Sri Lanka to suit his masters. They took what they wanted from the FOOL and now do not care what he has to say.

There might be “more” for them to squeeze out of him, but currently any attempt for them to get a puppet Government of some kind are over. They will ditch this dumb ass entirely once they have got all they can from him and he will rot in jail, never to go to the US. Hope selling out the nation, people and Army who he owes everything to for a bloody green card was worth it. Best of all he will never get to use it Haha.

If EI becomes national policy, and ALL STEPS are taken by Govt to implement it, in time EI will become the characteristic feature of the land, promoting intercommunal amity and eradicating ethnic concentrations that give rise to separatist demands.

To proceed with Resettlement/Recolonization, EI needs only to become a declared Policy .. administrative only at this point.

The Declaration of EI as a Policy NOW is not for Eelamists to agree or disagree with.

As Moshe says, they will DISAGREE anyway, but we have to implement it.

The Declaration of EI as a Policy NOW is primarily for the eyes and ears of the Western Critics of Sri Lanka, who have the POWER to make life very difficult for Sri Lanka, as Sri Lanka develops EI as its PERMANENT SOLUTION to racial discord.

EI ENABLES recolonization with global acceptance of a just policy; settlement of Sinhala people in the North and East without such a DEFENSIBLE Policy will get the World up in ARMS against Sri Lanka.

There NEED NOT BE ANY DELAY in implementing the resettlement/ recolonization, or what ever you call it, but the DECLARATION of EI as a NATIONAL POLICY must precede it. Then, resettlement/ recolonization can take place immediately as one of the means of implementing EI.

Moshe & Pol, you are splitting hairs when you say implementing EI before Recolonization is putting the cart before the horse.

A mere declaration of EI Policy before Resettlement/ Recolonization will not delay the latter at all. What will be BAD is for SL to proceed with Resettlement/ Recolonization WITHOUT the protection of the DEFENSIBLE Policy .. which is EI.

I STRONGLY DISAGREE, let us get into this as often as necessary!

I will oppose and debate any and all posts proposing Colonization by itself promoted by you, and any others, without the umbrella of Ethnic Integration, whenever you do it.

Pol, who joined our blogs more recently, has not been privy to my previous debates with Moshe on this issue, and neither has many other newcomers who view these blogs. Therefore, when colonization is proposed without EI, I will debate it, as I do here.

Colonization as Israel implements it, and which Moshe advocates, without any guarantee of EQUAL citizenship to the people already living in the colonized areas, and gradually disposessing them of the land they own .. should not be undertaken. I am proposing that people be resettled in the lands they owned before being ejected by the LTTE, and new residents be settled on Govt owned land, or land purchased from current owners at a fair price. No forcible ejection of any Tamil citizens from land they legally own is either contemplated or proposed under EI.

I do not want Sri Lanka to be yoked to a policy of naked Colonization, just to join Israel in partnership and help Israel weather the gathering storm over its colonization policies. Israel has powerful friends to defend it that Sri Lanka does not.

Israel has a greater problem to deal with: it's Jewish population would be overwhelmed by Arabs if Israel, Gaza and West Bank becomes one country, because even now Israeli Arabs and West Bank and Gazans together outnumber the Jews in Israel. Therefore, Israel cannot give equal citizenship to all of the people living in those lands within the context of one multicultural Ethnically Integrated society as I propose for Sri Lanka.

Israel does not wish to give all of the land in West Bank and Gaza for a Palestinian state either .. for historical reasons .. so Israel is IMPALED on the horns of a dilemma. It cannot eat the cake, neither can it let go of it, even as it sees the storm gathering.

So, Israel seeks to carve out bit by bit of the West Bank and Gaza with settlers in the hope that sometime in the future when a two state solution finally comes to pass, it will be able to hold onto a good chunk of West Bank and Gaza. I wish Israel well in arriving at an acceptable solution, but Sri Lanka does not need to adopt Israel's current policies.

Sri Lanka SIMPLY DOES NOT HAVE Israel's problem. The Sinhala people of Sri Lanka are the overwhelming majority of the people of Sri Lanka .. they will not be a minority in the foreseeable future if current birth rates hold and illegal immigration from South India is prevented.

Moreover, without the threat of becoming a minority in Sri Lanka, Sinhala people are willing to accept all minorities, and the Tamil people in particular, as EQUAL CITIZENS with EQUAL RIGHTS and EQUAL CITIZENSHIP RESPONSIBILITIES. In fact, they have enjoyed those rights since independence, and currently enjoy them NOW.

What they don't have is REGIONAL AUTONOMY or an INDEPENDENT STATE which they NEVER HAD, and will NEVER BE GRANTED by the Sinhala majority.

Our ONLY issue is that we are not willing to give a part of Sri Lanka as the sole preserve of any one community; we view all of Sri Lanka as the homeland of ALL of its people, not part-by-part but as one whole. That is, federalism, or devolution of power to regions constituted on an ethnic basis WILL NOT BE ACCEPTED in any shape or form by Sinhala people.

Therefore, we need not adopt policies, like those of Israel, that are likely to attract Global Condemnation and create unnecessary problems for Sri Lanka. Israel must find it own solution as it sees fit .. Sri Lanka need not bear that cross.

Let me REPEAT, I will ALWAYS OPPOSE Colonization outside the context of Ethnic Integration.

What is more, I don't think that MR will EVER IMPLEMENT such a policy.

Sri Lankan born Vice President of the Committee on Overseas Development of the European Parliament, Niranjan Deva-Aditya (Nirj Dev) yesterday condemned more than ten impossible conditions set by the EU to renew Sri Lanka’s GSP Plus facility as interference in the internal affairs of a sovereign state.
Deva-Aditya told The Nation that it was up to the parliament, government and people of Sri Lanka to decide on the laws that should govern them and not the business of ex-colonial masters to instruct a former colony what to do.

The EU last week laid down a total of 15 conditions to Sri Lanka requesting a written undertaking by July 01 to implement them in order for it to extend it a for limited additional period from August 15, when the present facility comes to an end. These included demands to fully comply with the International Convenant on Civil and Political Rights, amend sections of the Prevention of Terrorism Act and Public Security Ordinance, implementation of the 17th Amendment, repeal 2005 Emergency Regulations, extend invitations to top UN officials, publication of names of LTTE combatants in custody and granting of access to all places of detention.

Deva-Aditya, who has been waging a battle on behalf of Sri Lanka in this regard during the past many months, said it was not the 700 elected fellow MPs of the European Parliament that was making all these demands, but the European Commission (the civil service) at the behest of the European Council (the second chamber) made up of European government ministers.

As far as the demand for complying with the covenants of the ICCPR, he said it was fair since Sri Lanka had signed it some years back. “Since the country has signed the agreement there is no choice but to meet its obligations, but other demands are gross interference in the country’s internal affairs”, he said.
In his opinion, Deva-Aditya said it would suffice for the Sri Lankan government to give a written undertaking by July 01 to comply with ICCPR to obtain the extension to GSP Plus.

The Government, on Wednesday, rejected the EU’s fresh demands stating that it had gone beyond earlier stipulations pertaining to labour issues and was trying to dictate political changes which could not be complied with.
Media Minister Keheliya Rambukwella told the post Cabinet media briefing that EU’s fresh demands violated the integrity and sovereignty of Sri Lanka and involved changes to the constitution, which the government was not prepared to do.
Minister Rambukwella noted that the loss of the facility would only cost Sri Lanka $ 150mn a year and in a way it was good as it would force the local industry to develop in order to survive.
A leading garment industrialist too noted that what was being asked by the EU now was even more than what opposition Leader Ranil Wickremesinghe had been demanding.
Sources said removal of the facility would also hit European and American industrialists who have made some heavy investments in the apparel sector here like Brandix, Intimissimi, Victoria’s Secret and Marks and Spencer.

US court ruling crushes LTTE attempt

International Terrorism Expert Prof. Rohan Gunaratna said that last week’s ruling by the US Supreme Court, upholding the law which bans support to designated terrorist organisations including the LTTE, was a clear signal to the diaspora to stop serving the LTTE and its various fronts.

“The US judgement at this juncture is a major defeat for the LTTE at a time the outfit is seeking to consolidate itself overseas,” he told the Sunday Observer.

The US Supreme Court in a landmark decision on Tuesday rejected a constitutional challenge against a federal criminal law banning material support to terrorist organisations.

This law is one of the US Government’s frequently used tools in the battle against terrorism. The case was initiated by a group led by a non profit body called ‘Humanitarian Law project’.

The group had specifically wanted to help the LTTE and PKK (Kurdistan Workers' Party) of Turkey, two designated terrorist organisations in the US. The non-profit body argued that the Government must prove that a person intended to further a violent goal if he was to be convicted under the term of providing material support.

The US Chief Justice John Roberts said it was difficult to make such a distinction in a case and stressed that "such support frees up other resources within the organisation that may be put to violent ends," adding that it also helps lend legitimacy to foreign terrorist groups and makes it easier for those groups to persist, recruit members and raise funds - all of which facilitate more terrorist attacks. The Chief Justice was quoted in the media as stating that "The PKK and LTTE are deadly groups".

Prof. Gunaratna said through this appeal the LTTE and its front organisations TGTE and Global Tamil Forum were planning to legitimise diaspora support for another cycle of violence.

But the US Supreme Court ruling crushed the LTTE's shrewd attempt.

Former US Army Specialist Ethan McCord has revealed that orders for “360 rotational fire” against civilians were issued in Iraqat battalion level as a new standard operating procedure in response to improvised explosive device (IED) attacks. If true, the claim amounts to evidence for mass execution of civilians: an egregious war crime, an article appeared in Global Policy website said.

Such mass execution of civilians has been prosecuted in the past under international law in the cases of Germany1944, Nanking 1937, Hankow 1938 and the German invasion of Poland 1939.

This claim suggests a war crime which far surpasses errant bombs or overzealous individual soldiers in the heat of battle. This is the mass execution of civilians.

If McCord’s allegations of an order for a standard operating procedure of “360 rotational fire” against civilians are true, this far surpasses battlefield negligence, accident, or even over-zealousness in the heat of battle. As a battalion consists of anywhere from four to six companies, that order would have been handed down to dozens of platoons and up to 1,000 men.

The killings which McCord said he witnessed would have been egregious, systematic, and calculated. The order also would undo all that many well-meaning American soldiers have been trying to accomplish in Iraq.

Yes, that is true .. if you succeed in doing it. But, SL may not be able to do it, because the world will misunderstand it and condemn it and prevent SL from implementing it.

On the other hand, if you adopt Ethnic Integration as a Policy for ensuring EQUAL RIGHTS throught the land for all communities, and eradicating DISCRIMINATION and SEPARATISM, then resettlement of people to achieve a uniform demographic distribution throughout Sri Lanka will be UNDERSTOOD and ACCEPTED by the world as a JUST and FAIR means of achieving PEACE and EQUITY in Sri Lanka.

EI is an alternative to the "federal" model of achieving the same goal. However, the federal model has failed everywhere it has been attempted leading to the growth of centrifugal forces, civil wars, and disintegration of nations. Some examples: United States (Civil War between the Union and Confederate States), Nigeria (Civil war with breakaway Biafra), Yugoslavia (Slovenia, Croatia, Bosnia-Herzegovina, Kosovo, Serbia). India is today in the process of disintegration with many regional conflicts.

Doing Colonization before declaring and adopting EI as National Policy will rebound against SL. It is putting the cart before the horse .. to use your own words!

Sri Lanka govt might make Kumaran Pathmanathan a state witness

COLOMBO: Once a close aide of Vellupillai Prabhakarn and the arms runner of the Tamil Tigers, Kumaran Pathmanathan may be used as a state witness by Sri Lankan authorities.

Popularly known as KP, the former LTTE leader is wanted in connection with the Rajiv Gandhi assassination case, and his role is also being determined in the Sri Lankan Central Bank bombing in 1996 and arms procurement operations oversees for terrorist activities in the country.

Not ruling out producing him as a state witness, a senior Sri Lankan minister has said there were provisions available with the government in this regard.

KP took over the international wing of the LTTE after the death of Tiger supremo Prabhakaran last year and was subsequently arrested from a South East Asian country in August, 2009.

He is considered to be a key custodian of Prabakaran's wealth and is believed to own five ships besides having 600 unidentified bank accounts which are sought to be frozen.

Minister of mass media and information Keheliya Rambukwella told reporters in Colombo on Thursday that all options will be considered regarding producing KP as a state witness.

"About KP, there are many ground witnesses. Based on the law of the land there are provisions to make him a state witness," the minister said.

"We will consider whether any assistance can be obtained from him in a manner which will suit the country with regard to the current matter and international issues.

"There are many alternatives when dealing with the world. We will not close those doors," the minister said.

The government is also exploring the possibility of converting the assets and properties of KP into state property and discussions have been held in this regard with the attorney general of Sri Lanka.

The state-run Sunday Observer had reported earlier that KP was now leading efforts to bring together Tiger sympathisers to assist in the rebuilding of the war-torn Northern areas that were once their stronghold.

KP told the newspaper that several Tiger activists living abroad had now begun to understand the "ground realities" and want to offer help.

A nine-member delegation of activists living abroad recently met Defence Secretary Gotabaya Rajapaksa and minister of external affairs GL Peiris in Colombo and discussed the government's re-building efforts.

Pathmanathan, who played a key role in bringing down the delegation to Colombo, said initial "misunderstandings" had been erased and a "vast change" has been observed in the thinking of the Tamil diaspora, the newspaper said.

In Sri Lanka, war victor may be a loser

SRI Lanka has entered the world record books in spheres that range from politics to sport. It produced the world's first woman prime minister and the highest wicket-taker in international cricket.
Now a small section of the international community wants to impose an unusual record on the island nation. For the first time since World War 2, the victor in war is to be chastised for alleged war crimes and other offences.

A year ago, Sri Lanka militarily defeated the Tamil separatist group, the Liberation Tigers of Tamil Eelam, arguably the world's most ruthless and sophisticated terrorist organisation, which these same countries had banned as a foreign terrorist group.


Sri Lanka brought to an end a 30-year war in which thousands of civilians, including women and children, were mercilessly and indiscriminately killed by LTTE bombers and with explosives planted in trains, buses, buildings and on themselves.


Instead of being lauded for striking a decisive blow in the "war on terror", this minority in the international community want an international tribunal to try Sri Lanka for war crimes and offending international law.

Why is it that these few, in an international community of more than 200 states, are pursuing this idea with such dogged determination? Is it that these countries and the international non-governmental organisations (NGOs) that are part of this chorus are so imbued with the lofty ideals of humanitarianism that they recoil at the slightest hint of a violation of international humanitarian law?


If this were true, we should find some of these nations and their leaders prostrating themselves before the United Nations pleading that special international tribunals try them for many offences under international conventions and treaties to which they are signatories.

Have we heard any of them plead mea culpa for any such violations committed since the last World War? From the torture of civilians in Iraq, Afghanistan and elsewhere to the air attacks on civilian populations in Afghanistan and Pakistan and the incarceration of terrorist suspects in Guantanamo Bay, actions that prima facie violate international law, goes on.

Yet, none of the offenders has ever been brought to justice before an international court, not even for the atomic attacks on Hiroshima and Nagasaki in which tens of the thousands of civilians died.


Where photographic evidence, recorded by soldiers themselves, has emerged as proof of torture, the offenders have been tried by the respective military establishments and not by international panels, thus keeping the legal process internal.

But when it comes to Sri Lanka, the accusers insist on an international tribunal, casting doubts on the impartiality of any inquiry that the Colombo government might initiate.

Already some have been throwing doubt on the "Lessons to be Learnt" commission appointed by President Mahinda Rajapakse, although recently US Secretary of State Hillary Clinton said the US "was very supportive of the approach taken by Sri Lanka".

Having dismissed national inquiries as unlikely to name and shame, NGOs such as the International Crisis Group and sections of the Sri Lankan Tamil diaspora in the West are pressing for an international investigation into events in the concluding months of the war against LTTE.

This undying faith in international tribunals to act impartially, trying both vanquished and victor alike, has hardly been borne out by history.

The Nuremberg and Tokyo tribunals, the precursors to the ones on the former Yugoslavia and Rwanda, could hardly be considered fair and unbiased by the very standards of justice the West wishes others to emulate.

Two accused in the war crime trials, Germany's Hermann Goering and Japan's Hideki Tojo, labelled them "victor's justice", where the defeated were always the accused.

Even the chief US prosecutor at Nuremberg, Robert Jackson, in a letter to president Harry S. Truman, accused the allies themselves of having "done or doing some of the very things we are prosecuting the Germans for".

One of the flaws of Nuremberg was in blatantly violating the dictum nullum crimen sine lege ("no crime without law") for three of the charges against the German accused were not crimes at the time.

Some will argue that though they were not crimes in 1945, Nuremberg and Tokyo inspired their entry into the international criminal justice system.

Yet, more recent tribunals, such as the one on former Yugoslavia, have been found wanting.

Former US attorney-general Ramsay Clark described it as a political tool initiated by the US via the UN Security Council to justify Western influence in the Balkans.

The tribunal made no effort to charge Nato with war crimes in connection with its bombing campaign against the Serbs.

Danil Zolo, a leading Italian political and legal philosopher, in his book Victors' Justice: From Nuremberg to Baghdad, exposes the manipulation of international penal laws as an instrument of Western power.

Zolo argues that a "dual-standards system of international criminal justice has come about in which a justice 'made to measure' for the major world powers and their victorious leaders operates alongside a separate justice for the defeated and the downtrodden". The West now wants to stand history on its head.

Sri Lanka is not defeated. It defeated a ruthless enemy. Apparently, the West and NGOs do not wish to see other countries faced with similar situations adopt the Sri Lanka option.

Members of Tamil Diaspora for Dialogue (TDD ) yesterday, made a fervent appeal to members of the Tamil community especially those members of the Tamil Diaspora to contribute whatever they could towards rehabilitating the remaining 8083 ex-combatants in government custody so that they could enter civil society without delay.

Coordinator of the Tamil Diaspora for Dialogue Dr. Noel Nadesan said That many affluent persons who claim to be Tamils should be ashamed for being silent onlookers whilst philanthropist a good Sinhalese Buddhist the CEO of Tri-Star Apparels Kumar Devapura came forward voluntarily to train ex-combatants and provide 550 with employment our Tamil teachers from Jaffna demand Rs 320 per hour to give tuition to 300 ex- combatants who are sitting for their O levels.

Dr Noel Nadesan said yesterday that he had the opportunity of meeting with the Minister of Rehabilitation and Prison Reforms Dew Gunasekera and the Commissioner General of Rehabilitation Brig Sudantha Ranasinghe and having a lengthy discussion on the Rehabilitation process of ex-combatants by the government.

The Minister told me that from among the 11,698 ex- combatants who had surrendered to the members of the Security Forces, 3000 or more had been rehabilitated and released, the majority of them being females.

The minister in briefing me said that action was being taken to file legal action against 1300 hard core Ex- combatants ,the balance 8083 were being counseled ,educated and rehabilitated so that they could enter the mainstream of society but this was some thing that could be shouldered by the government alone.

"We members of the Tamil Diaspora for dialogue are of the strong opinion ,That the noble task of assisting the government in educating and rehabilitating these somewhat misguided Tamil youth who claimed to fight for the rights and well being of the community lay with the Tamil community which has the obligation and responsibility of caring for them " ,said Dr Noel Nadesan.

"I was able to pay a visit to the centers where the ex-combatants were being rehabilitated and see for myself at first hand how they were being cared for and rehabilitated ".

The Commissioner General of Rehabilitation said that there was to be a graduation ceremony where 400 youth rehabilitees were passing out after following a course in vocational skills at Dambadeniya on June 25th Poson Poya day.

I was told for whatever reasons unknown to me 30 ex- combatants were refusing to meet any friends ,relatives or any members from the community.

Commissioner General of Rehabilitation Brig Sudantha Ranasinghe told me during the briefing that all names of all the 8083 who were being rehabilitated were available with the International Organization for Migration (IOM) and that parent or relative could visit these ex- combatants and speak to them during the day.

[DSS (father of the nation) didn't use any EI but did a marvelous job with colonization!!!]

The situation now is VERY DIFFERENT from DSS's day.

There were no global players pressurizing Sri Lanka then and treatening to undercut our prosperity, and even invade the country.

The freedom of action DSS had does not exist now. DSS did that in a newly independent country where ethnic divisions had not yet crystallized, in the interest of all people of the land. Unfortunately, Tamils did not see it that way.

It seems that UNP has forgotten that their traitor party leader went to Europe to canvass against GSP. In one end they campaign against GSP and in the other end they claim that they are a responsible party. I am not sure which part is they are responsible for, calling EU to stop GSP, or asking SL to submit to EU's demands to give up sovereignty of SL, or both?

Bloody UNP/Colombians/JVP + Fonseka is responsible for this situation and yet they comically blame the Government trying to make political capital for it with their masters. It is clear they are continuing their only policy of trying to make country miserable and isolated (plus economic sanctions) all in collusion with their white masters to some collapse the Government and seize power.

They obviously think the people are stupid. Note how excited the UNP has become, and always does become, whenever bad things happen to Sri Lanka (just as they behaved in excited whenever the LTTE socred some kind of victory against the Army).

Bloody animal go around undermining Sri Lanka and their "approach" of course is to worship their white masters. If the Government had the "right" UNP approach (i.e. that of their masters) the nation would still be at war and the LTTE would still be around.

Sri Lanka: Fruit, vegetable exports see marked increase

Vegetable and fruit exports have recorded an eight percent growth compared to last year during the first five months in this year. National Chamber of Exporters of Sri Lanka (NCE) president Sarath de Silva said Lanka’s vegetable and fruit industry has been earning Rs 3,000 million annually. The National Chamber of Exporters targets a revenue of Rs 10 billion by 2020. In 2010, there is eight percent growth in vegetable and fruit industry when compared to last year.

Sri Lanka has been exporting vegetables and fruits for nearly 20 years. All these exports in vegetables and fruits have to be branded to gain more economic advantages and branding is considered as the main marketing plan of the Chamber.

There is a growing demand for quality Sri Lankan vegetables and fruits from Jordan, Oman, Lebanon, Bahrain, Maldives and Saudi Arabia.

Sri Lankan fruits in demand are pineapple, passion fruit, red lady papaya fresh and dehydrated form, dragon fruit, Rambuttan and avocado. Non tariff barriers, quarantine barriers, unfavourable weather conditions are considered as the main problems faced by vegetables and fruits exporters in the country.

Government assistance is needed to increase revenues in the vegetable and fruit industry in the country. Prices of vegetables and fruits will come down if the fertilizer subsidy can be extended to vegetables and fruits cultivators. Apart from that, more people will be getting into production in the near future if these subsidiaries are introduced by the Government, Sarath de Silva said.

He said one third of lands in the country have not been cultivated for the last 30 years due to terrorism. Agricultural lands in the North and East are still fertile as farmers in these areas have not used chemicals to grow vegetables and fruits. This will help to grow organic vegetables in these areas in coming years, he said.

The National Agribusiness Council is scheduled to hold an exhibition in Trincomalee shortly to encourage people to grow new crops without growing non-traditional crops in liberated areas.

India, Australia, Brazil, South Africa and Thailand are considered as the main competitors in the vegetable and fruit industry in the world.

India needn't fear China's role in Lanka: Rajapaksa

COLOMBO: Sri Lankan president Mahinda Rajapaksa has sought to allay Indian concerns about the growing Chinese influence in Sri Lanka, saying India's role in the island was a permanent feature, unlike other players whose engagement was limited to commercial projects they execute.

"The Chinese will come to Sri Lanka, build some projects and go, but the Indians will come here, they will build and they will stay. This is the difference in our relations with China and India," Sri Lankan president Mahinda Rajapaksa told The Times of India in a two-hour long interview at his 'Temple Trees' residence in Colombo last week.

Sri Lanka was a non-aligned country and India its neighbour. "Indians are our relations, and our cultural ties are 2,500 years old," he said. While those ties could not be broken, "It doesn't mean that we won't get commercial benefits from others." He added that even the LTTE had raised the Chinese bogey so that it could get India on its side.

Asked about his invitation to India to set up a diplomatic mission in Hambantota, the southern town in his native district, Rajapaksa said largescale development was in the offing in Hambantota. "It will be a major city. Not only India, other countries, too, will want to have their diplomatic missions there," he said of the town where China is developing a modern port and there are plans to establish the country's second international airport.

The feisty president, who speaks with unconcealed pride about defeating "terrorism", was, however, guarded in his comments on the idea of the proposed comprehensive economic partnership agreement (CEPA) with India. "If CEPA is beneficial to Sri Lanka, we will consider it. There is no intention to delay it, but first I must see my country's interest and then the neighbour's interest," he said.

China is executing significant infrastructure projects in Sri Lanka, leading policy analysts to wonder whether the island nation was helping the strategic interests of China. Similarly, CEPA, over which several rounds of negotiations have achieved no breakthrough, is seen in Sri Lanka as a precursor to India's economic domination over its tiny Indian Ocean neighbour, even though some economists and the country's central bank support it.

Rajapaksa said he believed in being closer to all countries and winning them over, but he could do it only in his own independent way. "Unfortunately, in the past, our foreign policy was wrong. We antagonized neighbours. I will never do that as I know the consequences," he said, referring to India's controversial intervention in Sri Lanka in the 1980's as it believed that the island nation was then gravitating towards the US camp.

Pointing out that China was only one of several countries which were involved in Sri Lanka's post-war development, Rajapaksa said the China factor was a bogey raised to upset the Indian public and undermine his regime's deepening ties with India. He pointed out that there was an equally shrill campaign about Indian 'domination' over Sri Lanka, and argued that such propaganda is stepped up whenever his country moved closer to its giant northern neighbour.

"During the Sirimavo Bandaranaike regime, the opposition started a campaign that she had sold the country to China. I feel it is the same cry of 'China, China' now. Others are saying, 'India, India', claiming that we are selling this country to India."

Clearly upbeat over the outcome of his recent visit to New Delhi, Sri Lankan President Mahinda Rajapaksa recently spoke to TOI in an exclusive interview about India and its concerns, his troubled ties with the international community, especially the United Nations, and the constitutional changes he proposed.

Rajapaksa presented the post-war rehabilitation of Tamil refugees as one that was actually unbelievably fast rather than the tardy exercise the world says it is. "We have sent back most people to their homes, about 80-90%," he said.

In the course of a two-hour-long conversation with K Venkataramanan at his Temple Trees residence in Colombo, he also hinted at giving himself an opportunity for more terms in office by amending the present Constitution which limits a president's tenure to two terms. Rajapaksa described the incarceration of his political rival, ex-army chief Sarath Fonseka, as something that was not of concern to him as it was a judicial matter, and spoke candidly about his support for an ethnically mixed population in the north, where traditionally Tamils constitute an overwhelming majority and his belief that Tamils and Muslims should choose to be part of a national parties instead of limiting themselves to regional or communal identities.

EXCERPTS:

Your popularity in the country is at its height. But aren't you worried about the international image of the country and your own personal image abroad?

Why should I worry about others? If India and neighbours are good with me, that is enough for me.

The UN has made adverse remarks about the human rights situation and many have called for an international investigation into war crimes in the last phase of the war.

They should understand the country's situation. Earlier, they said Prabhakaran was the world's most ruthless terrorist. But now, suddenly, when I defeated him, they are talking differently. I wonder if they would say the same if bin Laden were to be defeated. They can advise us, but they can't force us. No one can force us to do this and that.

The international community, including EU, even India, frequently asks you to speed up the process of finding a political solution. Where do you stand on that?

We will take our own time and the solution, you can't ask for an instant solution like instant noodles. Constitutions are not for one or two days. It is not a magazine which is published weekly or monthly. We can't change the Constitution frequently. We will have to take our own time. We will certainly change all this. My commitment remains.
