UN Secretary General Ban Ki-Moon Exceeds his Authority Under the UN Charter in Appointing UN Panel to Investigate Sri Lanka's Domestic Matters!

The unilateral action of the Secretary General of the United Nations, Mr. Ban Ki Moon, in appointing a UN Panel to investigate any "War Crimes" that may have been committed in Sri Lanka by the warring parties in the recently concluded war against terrorists, appears to exceed his authority under the UN Charter, in that this is purely an internal domestic matter under Sri Lanka's sole jurisdiction, that did not, and does not, threaten international peace.

For example, Article 2, Item #7, of the UN Charter, states

Nothing contained in the present Charter shall authorize the United Nations to intervene in matters which are essentially within the domestic jurisdiction of any state, or shall require the Members to submit such matters to settlement under the present Charter; but this principle shall not prejudice the application of enforcement measures under Chapter VII.

Since this matter does not threaten international peace, the provisions of Chapter VII do not apply to it.

As such, the Secretary General's appointment of this UN Panel amounts to unwarranted interference in the domestic matters of the sovereign UN member state of Sri Lanka, that is not sanctioned by the UN Charter which specifically prohibits such intervention.

In recent years, the United Nations has sanctioned several such illegal actions against a number of countries at the bidding of certain powerful western nations who act with impunity. It is high time that the vast majority of member states of the UN, who do not agree with these high-handed interventions, organize and act to prevent the misuse of the United Nations as a cover to demonize and punish targeted nations, at the bidding of powerful nations with self-serving political agendas of their own that are unrelated to the allegations made against those countries.

I present below the full text of the UN Charter of 26th June, 1945, to assist the readers of this blog to do their own legal analysis of the situation. I will add all amendments to this version of the UN Charter in due course.

Charter of the United Nations (June 26, 1945)

Preamble

We the Peoples of the United Nations Determined

to save succeeding generations from the scourge of war, which twice in our lifetime has brought untold sorrow to mankind, and

to reaffirm faith in fundamental human rights, in the dignity and worth of the human person, in the equal rights of men and women and of nations large and small, and

to establish conditions under which justice and respect for the obligations arising from treaties and other sources of international law can be maintained, and

to promote social progress and better standards of life in larger freedom,

And for these Ends

to practice tolerance and live together in peace with one another as good neighbors, and

to unite our strength to maintain international peace and security, and

to ensure by the acceptance of principles and the institution of methods, that armed force shall not be used, save in the common interest, and

to employ international machinery for the promotion of the economic and social advancement of all peoples,

Have Resolved to Combine our Efforts to Accomplish these Aims

Accordingly, our respective Governments, through representatives assembled in the city of San Francisco, who have exhibited their full powers found to be in good and due form, have agreed to the present Charter of the United Nations and do hereby establish an international organization to be known as the United Nations.

CHAPTER I

PURPOSES AND PRINCIPLES

Article 1

The Purposes of the United Nations are:

1. To maintain international peace and security, and to that end: to take effective collective measures for the prevention and removal of threats to the peace, and for the suppression of acts of aggression or other breaches of the peace, and to bring about by peaceful means, and in conformity with the principles of justice and international law, adjustment or settlement of international disputes or situations which might lead to a breach of the peace;

2. To develop friendly relations among nations based on respect for the principle of equal rights and selfdetermination of peoples, and to take other appropriate measures to strengthen universal peace;

3. To achieve international cooperation in solving international problems of an economic, social, cultural, or humanitarian character, and in promoting and encouraging respect for human rights and for fundamental freedoms for all without distinction as to race, sex, language, or religion; and

4. To be a center for harmonizing the actions of nations in the attainment of these common ends.

Article 2

The Organization and its Members, in pursuit of the Purposes stated in Article 1, shall act in accordance with the following Principles.

1. The Organization is based on the principle of the sovereign equality of all its Members.

2. All Members, in order to ensure to all of them the rights and benefits resulting from membership, shall fulfill in good faith the obligations assumed by them in accordance with the present Charter.

3. All Members shall settle their international disputes by peaceful means in such a manner that international peace and security, and justice, are not endangered.

4. All Members shall refrain in their international relations from the threat or use of force against the territorial integrity or political independence of any state, or in any other manner inconsistent with the Purposes of the United Nations.

5. All Members shall give the United Nations every assistance in any action it takes in accordance with the present Charter, and shall refrain from giving assistance to any state against which the United Nations is taking preventive or enforcement action.

6. The Organization shall ensure that states which are not Members of the United Nations act in accordance with these Principles so far as may be necessary for the maintenance of international peace and security.

7. Nothing contained in the present Charter shall authorize the United Nations to intervene in matters which are essentially within the domestic jurisdiction of any state or shall require the Members to submit such matters to settlement under the present Charter; but this principle shall not prejudice the application of enforcement measures under Chapter VII.

CHAPTER II

MEMBERSHIP

Article 3

The original Members of the United Nations shall be the states which, having participated in the United Nations Conference on International Organization at San Francisco, or having previously signed the Declaration by United Nations of January 1, 1942, sign the present Charter and ratify it in accordance with Article 110.

Article 4

1. Membership in the United Nations is open to all other peace-loving states which accept the obligations contained in the present Charter and, in the judgment of the Organization, are able and willing to carry out these obligations.

2. The admission of any such state to membership in the United Nations will be effected by a decision of the General Assembly upon the recommendation of the Security Council.

Article 5

A member of the United Nations against which preventive or enforcement action has been taken by the Security Council may be suspended from the exercise of the rights and privileges of membership by the General Assembly upon the recommendation of the Security Council. The exercise of these rights and privileges may be restored by the Security Council.

Article 6

A Member of the United Nations which has persistently violated the Principles contained in the present Charter may be expelled from the Organization by the General Assembly upon the recommendation of the Security Council.

CHAPTER III

ORGANS

Article 7

1. There are established as the principal organs of the United Nations: a General Assembly, a Security Council, an Economic and Social Council, a Trusteeship Council, an International Court of Justice, and a Secretariat.

2. Such subsidiary organs as may be found necessary may be established in accordance with the present Charter.

Article 8

The United Nations shall place no restrictions on the eligibility of men and women to participate in any capacity and under conditions of equality in its principal and subsidiary organs.

CHAPTER IV

THE GENERAL ASSEMBLY

Composition

Article 9

1. The General Assembly shall consist of all the Members of the United Nations.

2. Each member shall have not more than five representatives in the General Assembly.

Functions and Powers

Article 10

The General Assembly may discuss any questions or any matters within the scope of the present Charter or relating to the powers and functions of any organs provided for in the present Charter, and, except as provided in Article 12, may make recommendations to the Members of the United Nations or to the Security Council or to both on any such questions or matters.

Article 11

1. The General Assembly may consider the general principles of cooperation in the maintenance of international peace and security, including the principles governing disarmament and the regulation of armaments, and may make recommendations with regard to such principles to the Members or to the Security Council or to both.

2. The General Assembly may discuss any questions relating to the maintenance of international peace and security brought before it by any Member of the United Nations, or by the Security Council, or by a state which is not a Member of the United Nations in accordance with Article 35, paragraph 2, and, except as provided in Article 12, may make recommendations with regard to any such questions to the state or states concerned or to the Security Council or to both. Any such question on which action is necessary shall be referred to the Security Council by the General Assembly either before or after discussion.

3. The General Assembly may call the attention of the Security Council to situations which are likely to endanger international peace and security.

4. The powers of the General Assembly set forth in this Article shall not limit the general scope of Article 10.

Article 12

1. While the Security Council is exercising in respect of any dispute or situation the functions assigned to it in the present Charter, the General Assembly shall not make any recommendation with regard to that dispute or situation unless the Security Council so requests.

2. The Secretary-General, with the consent of the Security Council, shall notify the General Assembly at each session of any matters relative to the maintenance of international peace and security which are being dealt with by the Security Council and shall similarly notify the General Assembly, or the Members of the United Nations if the General Assembly is not in session, immediately the Security Council ceases to deal with such matters.

Article 13

1. The General Assembly shall initiate studies and make recommendations for the purpose of:

a. promoting international cooperation in the political field and encouraging the progressive development of international law and its codification;

b. promoting international cooperation in the economic, social, cultural, educational, and health fields, and assisting in the realization of human rights and fundamental freedoms for all without distinction as to race, sex, language, or religion.

2. The further responsibilities, functions and powers of the General Assembly with respect to matters mentioned in paragraph 1(b) above are set forth in Chapters IX and X.

Article 14

Subject to the provisions of Article 12, the General Assembly may recommend measures for the peaceful adjustment of any situation, regardless of origin, which it deems likely to impair the general welfare or friendly relations among nations, including situations resulting from a violation of the provisions of the present Charter setting forth the Purposes and Principles of the United Nations.

Article 15

1. The General Assembly shall receive and consider annual and special reports from the Security Council; these reports shall include an account of the measures that the Security Council has decided upon or taken to maintain international peace and security.

2. The General Assembly shall receive and consider reports from the other organs of the United Nations.

Article 16

The General Assembly shall perform such functions with respect to the international trusteeship system as are assigned to it under Chapters XII and XIII, including the approval of the trusteeship agreements for areas not designated as strategic.

Article 17

1. The General Assembly shall consider and approve the budget of the Organization.

2. The expenses of the Organization shall be borne by the Members as apportioned by the General Assembly.

3. The General Assembly shall consider and approve any financial and budgetary arrangements with specialized agencies referred to in Article 57 and shall examine the administrative budgets of such specialized agencies with a view to making recommendations to the agencies concerned.

Voting

Article 18

1. Each member of the General Assembly shall have one vote.

2. Decisions of the General Assembly on important questions shall be made by a two-thirds majority of the members present and voting. These questions shall include: recommendations with respect to the maintenance of international peace and security, the election of the non-permanent members of the Security Council, the election of the members of the Economic and Social Council, the election of members of the Trusteeship Council in accordance with paragraph 1(c) of Article 86, the admission of new Members to the United Nations, the suspension of the rights and privileges of membership, the expulsion of Members, questions relating to the operation of the trusteeship system, and budgetary questions.

3. Decisions on other questions, Composition including the determination of additional categories of questions to be decided by a two-thirds majority, shall be made by a majority of the members present and voting.

Article 19

A Member of the United Nations which is in arrears in the payment of its financial contributions to the Organization shall have no vote in the General Assembly if the amount of its arrears equals or exceeds the amount of the contributions due from it for the preceding two full years. The General Assembly may, nevertheless, permit such a Member to vote if it is satisfied that the failure to pay is due to conditions beyond the control of the Member.

Procedure

Article 20

The General Assembly shall meet in regular annual sessions and in such special sessions as occasion may require. Special sessions shall be convoked by the Secretary-General at the request of the Security Council or of a majority of the Members of the United Nations.

Article 21

The General Assembly shall adopt its own rules of procedure. It shall elect its President for each session.

Article 22

The General Assembly may establish such subsidiary organs as it deems necessary for the performance of its functions.

CHAPTER V

THE SECURITY COUNCIL

Article 23

1. The Security Council shall consist of fifteen Members of the United Nations. The Republic of China, France, the Union of Soviet Socialist Republics, the United Kingdom of Great Britain and Northern Ireland, and the United States of America shall be permanent members of the Security Council. The General Assembly shall elect ten other Members of the United Nations to be non-permanent members of the Security Council, due regard being specially paid, in the first instance to the contribution of Members of the United Nations to the maintenance of international peace and security and to the other purposes of the Organization, and also to equitable geographical distribution.

2. The non-permanent members of the Security Council shall be elected for a term of two years. In the first election of the non-permanent members after the increase of the membership of the Security Council from eleven to fifteen, two of the four additional members shall be chosen for a term of one year. A retiring member shall not be eligible for immediate re-election.

3. Each member of the Security Council shall have one representative.

Functions and Powers

Article 24

1. In order to ensure prompt and effective action by the United Nations, its Members confer on the Security Council primary responsibility for the maintenance of international peace and security, and agree that in carrying out its duties under this responsibility the Security Council acts on their behalf.

2. In discharging these duties the Security Council shall act in accordance with the Purposes and Principles of the United Nations. The specific powers granted to the Security Council for the discharge of these duties are laid down in Chapters VI, VII, VIII, and XII.

3. The Security Council shall submit annual and, when necessary, special reports to the General Assembly for its consideration.

Article 25

The Members of the United Nations agree to accept and carry out the decisions of the Security Council in accordance with the present Charter.

Article 26

In order to promote the establishment and maintenance of international peace and security with the least diversion for armaments of the world's human and economic resources, the Security Council shall be responsible for formulating, with the assistance of the Military Staff Committee referred to in Article 47, plans to be submitted to the Members of the United Nations for the establishment of a system for the regulation of armaments.

Voting

Article 27

1. Each member of the Security Council shall have one vote.

2. Decisions of the Security Council on procedural matters shall be made by an affirmative vote of nine members.

3. Decisions of the Security Council on all other matters shall be made by an affirmative vote of nine members including the concurring votes of the permanent members; provided that, in decisions under Chapter VI, and under paragraph 3 of Article 52, a party to a dispute shall abstain from voting.

Procedure

Article 28

1. The Security Council shall be so organized as to be able to function continuously. Each member of the Security Council shall for this purpose be represented at all times at the seat of the Organization.

2. The Security Council shall hold periodic meetings at which each of its members may, if it so desires, be represented by a member of the government or by some other specially designated representative.

3. The Security Council may hold meetings at such places other than the seat of the Organization as in its judgment will best facilitate its work.

Article 29

The Security Council may establish such subsidiary organs as it deems necessary for the performance of its functions.

Article 30

The Security Council shall adopt its own rules of procedure, including the method of selecting its President.

Article 31

Any Member of the United Nations which is not a member of the Security Council may participate, without vote, in the discussion of any question brought before the Security Council whenever the latter considers that the interests of that Member are specially affected.

Article 32

Any Member of the United Nations which is not a member of the Security Council or any state which is not a Member of the United Nations, if it is a party to a dispute under consideration by the Security Council, shall be invited to participate, without vote, in the discussion relating to the dispute. The Security Council shall lay down such conditions as it deems just for the participation of a state which is not a Member of the United Nations.

CHAPTER VI

PACIFIC SETTLEMENT OF DISPUTES

Article 33

1. The parties to any dispute, the continuance of which is likely to endanger the maintenance of international peace and security, shall, first of all, seek a solution by negotiation, enquiry, mediation, conciliation, arbitration, judicial settlement, resort to regional agencies or arrangements, or other peaceful means of their own choice.

2. The Security Council shall, when it deems necessary, call upon the parties to settle their dispute by such means.

Article 34

The Security Council may investigate any dispute, or any situation which might lead to international friction or give rise to a dispute, in order to determine whether the continuance of the dispute or situation is likely to endanger the maintenance of international peace and security.

Article 35

1. Any Member of the United Nations may bring any dispute, or any situation of the nature referred to in Article 34, to the attention of the Security Council or of the General Assembly.

2. A state which is not a Member of the United Nations may bring to the attention of the Security Council or of the General Assembly any dispute to which it is a party if it accepts in advance, for the purposes of the dispute, the obligations of pacific settlement provided in the present Charter.

3. The proceedings of the General Assembly in respect of matters brought to its attention under this Article will be subject to the provisions of Articles 11 and 12.

Article 36

1. The Security Council may, at any stage of a dispute of the nature referred to in Article 33 or of a situation of like nature, recommend appropriate procedures or methods of adjustment.

2. The Security Council should take into consideration any procedures for the settlement of the dispute which have already been adopted by the parties.

3. In making recommendations under this Article the Security Council should also take into consideration that legal disputes should as a general rule be referred by the parties to the International Court of Justice in accordance with the provisions of the Statute of the Court.

Article 37

1. Should the parties to a dispute of the nature referred to in Article 33 fail to settle it by the means indicated in that Article, they shall refer it to the Security Council.

2. If the Security Council deems that the continuance of the dispute is in fact likely to endanger the maintenance of international peace and security, it shall decide whether to take action under Article 36 or to recommend such terms of settlement as it may consider appropriate.

Article 38

Without prejudice to the provisions of Articles 33 to 37, the Security Council may, if all the parties to any dispute so request, make recommendations to the parties with a view to a pacific settlement of the dispute.

CHAPTER VII

ACTION WITH RESPECT TO THREATS TO THE PEACE, BREACHES OF THE
PEACE, AND ACTS OF AGGRESSION

Article 39

The Security Council shall determine the existence of any threat to the peace, breach of the peace, or act of aggression and shall make recommendations, or decide what measures shall be taken in accordance with Articles 41 and 42, to maintain or restore international peace and security.

Article 40

In order to prevent an aggravation of the situation, the Security Council may, before making the recommendations or deciding upon the measures provided for in Article 39, call upon the parties concerned to comply with such provisional measures as it deems necessary or desirable. Such provisional measures shall be without prejudice to the rights, claims, or position of the parties concerned. The Security Council shall duly take account of failure to comply with such provisional measures.

Article 41

The Security Council may decide what measures not involving the use of armed force are to be employed to give effect to its decisions, and it may call upon the Members of the United Nations to apply such measures.

These may include complete or partial interruption of economic relations and of rail, sea, air, postal, telegraphic, radio, and other means of communication, and the severance of diplomatic relations.

Article 42

Should the Security Council consider that measures provided for in Article 41 would be inadequate or have proved to be inadequate, it may take such action by air, sea, or land forces as may be necessary to maintain or restore international peace and security. Such action may include demonstrations, blockade, and other operations by air, sea, or land forces of Members of the United Nations.

Article 43

1. All Members of the United Nations, in order to contribute to the maintenance of international peace and security, undertake to make available to the Security Council, on its call and in accordance with a special agreement or agreements, armed forces, assistance, and facilities, including rights of passage, necessary for the purpose of maintaining international peace and security.

2. Such agreement or agreements shall govern the numbers and types of forces. their degree of readiness and general location, and the nature of the facilities and assistance to be provided.

3. The agreement or agreements shall be negotiated as soon as possible on the initiative of the Security Council.

They shall be concluded between the Security Council and Members or between the Security Council and groups of Members and shall be subject to ratification by the signatory states in accordance with their respective constitutional processes.

Article 44

When the Security Council has decided to use force it shall, before calling upon a Member not represented on it to provide armed forces in fulfillment of the obligations assumed under Article 43, invite that Member, if the Member so desires, to participate in the decisions of the Security Council concerning the employment of contingents of that Member's armed forces.

Article 45

In order to enable the United Nations to take urgent military measures Members shall hold immediately available national air-force contingents for combined international enforcement action. The strength and degree of readiness of these contingents and plans for their combined action shall be determined, within the limits laid down in the special agreement or agreements referred to in Article 43, by the Security Council with the assistance of the Military Staff Committee.

Article 46

Plans for the application of armed force shall be made by the Security Council with the assistance of the Military Staff Committee.

Article 47

1. There shall be established a Military Staff Committee to advise and assist the Security Council on all questions relating to the Security Council's military requirements for the maintenance of international peace and security, the employment and command of forces placed at its disposal, the regulation of armaments, and possible disarmament.

2. The Military Staff Committee shall consist of the Chiefs of Staff of the permanent members of the Security Council or their representatives. Any Member of the United Nations not permanently represented on the Committee shall be invited by the Committee to be associated with it when the efficient discharge of the Committee's responsibilities requires the participation of that Member in its work.

3. The Military Staff Committee shall be responsible under the Security Council for the strategic direction of any armed forces placed at the disposal of the Security Council. Questions relating to the command of such forces shall be worked out subsequently.

4. The Military Staff Committee, with the authorization of the Security Council and after consultation with appropriate regional agencies, may establish regional subcommittees.

Article 48

1. The action required to carry out the decisions of the Security Council for the maintenance of international peace and security shall be taken by all the Members of the United Nations or by some of them, as the Security Council may determine.

2. Such decisions shall be carried out by the Members of the United Nations directly and through their action in the appropriate international agencies of which they are members.

Article 49

The Members of the United Nations shall join in affording mutual assistance in carrying out the measures decided upon by the Security Council.

Article 50

If preventive or enforcement measures against any state are taken by the Security Council, any other state, whether a Member of the United Nations or not, which finds itself confronted with special economic problems arising from the carrying out of those measures shall have the right to consult the Security Council with regard to a solution of those problems.

Article 51

Nothing in the present Charter shall impair the inherent right of individual or collective self-defense if an armed attack occurs against a Member of the United Nations, until the Security Council has taken measures necessary to maintain international peace and security. Measures taken by Members in the exercise of this right of selfdefense shall be immediately reported to the Security Council and shall not in any way affect the authority and responsibility of the Security Council under the present Charter to take at any time such action as it deems necessary in order to maintain or restore international peace and security.

CHAPTER VIII

REGIONAL ARRANGEMENTS

Article 52

1. Nothing in the present Charter precludes the existence of regional arrangements or agencies for dealing with such matters relating to the maintenance of international peace and security as are appropriate for regional action, provided that such arrangements or agencies and their activities are consistent with the Purposes and Principles of the United Nations.

2. The Members of the United Nations entering into such arrangements or constituting such agencies shall make every effort to achieve pacific settlement of local disputes through such regional arrangements or by such regional agencies before referring them to the Security Council.

3. The Security Council shall encourage the development of pacific settlement of local disputes through such regional arrangements or by such regional agencies either on the initiative of the states concerned or by reference from the Security Council.

4. This Article in no way impairs the application of Articles 34 and 35.

Article 53

1. The Security Council shall, where appropriate, utilize such regional arrangements or agencies for enforcement action under its authority. But no enforcement action shall be taken under regional arrangements or by regional agencies without the authorization of the Security Council, with the exception of measures against any enemy state, as defined in paragraph 2 of this Article, provided for pursuant to Article 107 or in regional arrangements directed against renewal of aggressive policy on the part of any such state, until such time as the Organization may, on request of the Governments concerned, be charged with the responsibility for preventing further aggression by such a state.

2. The term enemy state as used in paragraph 1 of this Article applies to any state which during the Second World War has been an enemy of any signatory of the present Charter.

Article 54

The Security Council shall at all times be kept fully informed of activities undertaken or in contemplation under regional arrangements or by regional agencies for the maintenance of international peace and security.

CHAPTER IX

INTERNATIONAL ECONOMIC AND SOCIAL CO-OPERATION

Article 55

With a view to the creation of conditions of stability and well-being which are necessary for peaceful and friendly relations among nations based on respect for the principle of equal rights and self-determination of peoples, the United Nations shall promote:

a. higher standards of living, full employment, and conditions of economic and social progress and development;

b. solutions of international economic, social, health, and related problems; and international cultural and educational co-operation; and

c. universal respect for, and observance of, human rights and fundamental freedoms for all without distinction as to race, sex, language, or religion.

Article 56

All Members pledge themselves to take joint and separate action in cooperation with the Organization for the achievement of the purposes set forth in Article 55.

Article 57

1. The various specialized agencies, established by intergovernmental agreement and having wide international responsibilities, as defined in their basic instruments, in economic, social, cultural, educational, health, and related fields, shall be brought into relationship with the United Nations in accordance with the provisions of Article 63.

2. Such agencies thus brought into relationship with the United Nations are hereinafter referred to as specialized agencies.

Article 58

The Organization shall make recommendations for the coordination of the policies and activities of the specialized agencies.

Article 59

The Organization shall, where appropriate, initiate negotiations among the states concerned for the creation of any new specialized agencies required for the accomplishment of the purposes set forth in Article 55.

Article 60

Responsibility for the discharge of the functions of the Organization set forth in this Chapter shall be vested in the General Assembly and, under the authority of the General Assembly, in the Economic and Social Council, which shall have for this purpose the powers set forth in Chapter X.

CHAPTER X

THE ECONOMIC AND SOCIAL COUNCIL

Composition

Article 61

1. The Economic and Social Council shall consist of fifty-four Members of the United Nations elected by the General Assembly.

2. Subject to the provisions of paragraph 3, eighteen members of the Economic and Social Council shall be elected each year for a term of three years. A retiring member shall be eligible for immediate re-election.

3. At the first election after the increase in the membership of the Economic and Social Council from twentyseven to fifty-four members, in addition to the members elected in place of the nine members whose term of office expires at the end of that year, twenty-seven additional members shall be elected. Of these twenty-seven additional members, the term of office of nine members so elected shall expire at the end of one year, and of nine other members at the end of two years, in accordance with arrangements made by the General Assembly.

4. Each member of the Economic and Social Council shall have one representative.

Functions and Powers

Article 62

1. The Economic and Social Council may make or initiate studies and reports with respect to international economic, social, cultural, educational, health, and related matters and may make recommendations with respect to any such matters to the General Assembly, to the Members of the United Nations, and to the specialized agencies concerned.

2. It may make recommendations for the purpose of promoting respect for, and observance of, human rights and fundamental freedoms for all.

3. It may prepare draft conventions for submission to the General Assembly, with respect to matters falling within its competence.

4. It may call, in accordance with the rules prescribed by the United Nations, international conferences on matters falling within its competence.

Article 63

1. The Economic and Social Council may enter into agreements with any of the agencies referred to in Article 57, defining the terms on which the agency concerned shall be brought into relationship with the United Nations. Such agreements shall be subject to approval by the General Assembly.

2. It may coordinate the activities of the specialized agencies through consultation with and recommendations to such agencies and through recommendations to the General Assembly and to the Members of the United Nations.

Article 64

1. The Economic and Social Council may take appropriate steps to obtain regular reports from the specialized agencies. It may make arrangements with the Members of the United Nations and with the specialized agencies to obtain reports on the steps taken to give effect to its own recommendations and to recommendations on matters falling within its competence made by the General Assembly.

2. It may communicate its observations on these reports to the General Assembly.

Article 65

The Economic and Social Council may furnish information to the Security Council and shall assist the Security Council upon its request.

Article 66

1. The Economic and Social Council shall perform such functions as fall within its competence in connection with the carrying out of the recommendations of the General Assembly.

2. It may, with the approval of the General Assembly, perform services at the request of Members of the United Nations and at the request of specialized agencies.

3. It shall perform such other functions as are specified elsewhere in the present Charter or as may be assigned to it by the General Assembly.

Article 67

1. Each member of the Economic and Social Council shall have one vote.

2. Decisions of the Economic and Social Council shall be made by a majority of the members present and voting.

Procedure

Article 68

The Economic and Social Council shall set up commissions in economic and social fields and for the promotion of human rights, and such other commissions as may be required for the performance of its functions.

Article 69

The Economic and Social Council shall invite any Member of the United Nations to participate, without vote, in its deliberations on any matter of particular concern to that Member.

Article 70

The Economic and Social Council may make arrangements for representatives of the specialized agencies to participate, without vote, in its deliberations and in those of the commissions established by it, and for its representatives to participate in the deliberations of the specialized agencies.

Article 71
The Economic and Social Council may make suitable arrangements for consultation with non-governmental organizations which are concerned with matters within its competence. Such arrangements may be made with international organizations and, where appropriate, with national organizations after consultation with the Member of the United Nations concerned.

Article 72

1. The Economic and Social Council shall adopt its own rules of procedure, including the method of selecting its President.

2. The Economic and Social Council shall meet as required in accordance with its rules, which shall include provision for the convening of meetings on the request of a majority of its members.

CHAPTER XI

DECLARATION REGARDING NON-SELF-GOVERNING TERRITORIES

Article 73

Members of the United Nations which have or assume responsibilities for the administration of territories whose peoples have not yet attained a full measure of self-government recognize the principle that the interests of the inhabitants of these territories are paramount, and accept as a sacred trust the obligation to promote to the utmost, within the system of international peace and security established by the present Charter, the well-being of the inhabitants of these territories, and, to this end:

a. to ensure, with due respect for the culture of the peoples concerned, their political, economic, social, and educational advancement, their just treatment, and their protection against abuses;

b. to develop self-government, to take due account of the political aspirations of the peoples, and to assist them in the progressive development of their free political institutions, according to the particular circumstances of each territory and its peoples and their varying stages of advancement;

c. to further international peace and security;

d. to promote constructive measures of development, to encourage research, and to cooperate with one another and, when and where appropriate, with specialized international bodies with a view to the practical achievement of the social, economic, and scientific purposes set forth in this Article; and

e. to transmit regularly to the Secretary-General for information purposes, subject to such limitation as security and constitutional considerations may require, statistical and other information of a technical nature relating to economic, social, and educational conditions in the territories for which they are respectively responsible other than those territories to which Chapters XII and XIII apply.

Article 74

Members of the United Nations also agree that their policy in respect of the territories to which this Chapter applies, no less than in respect of their metropolitan areas, must be based on the general principle of goodneighborliness, due account being taken of the interests and well-being of the rest of the world, in social, economic, and commercial matters.

CHAPTER XII

INTERNATIONAL TRUSTEESHIP SYSTEM

Article 75

The United Nations shall establish under its authority an international trusteeship system for the administration and supervision of such territories as may be placed thereunder by subsequent individual agreements. These territories are hereinafter referred to as trust territories.

Article 76

The basic objectives of the trusteeship system, in accordance with the Purposes of the United Nations laid down in Article 1 of the present Charter, shall be:

a. to further international peace and security;

b. to promote the political, economic, social, and educational advancement of the inhabitants of the trust territories, and their progressive development towards self-government or independence as may be appropriate to the particular circumstances of each territory and its peoples and the freely expressed wishes of the peoples concerned, and as may be provided by the terms of each trusteeship agreement;

c. to encourage respect for human rights and for fundamental freedoms for all without distinction as to race, sex, language, or religion, and to encourage recognition of the interdependence of the peoples of the world; and

d. to ensure equal treatment in social, economic, and commercial matters for all Members of the United Nations and their nationals and also equal treatment for the latter in the administration of justice without prejudice to the attainment of the foregoing objectives and subject to the provisions of Article 80.

Article 77

1. The trusteeship system shall apply to such territories in the following categories as may be placed thereunder by means of trusteeship agreements:

a. territories now held under mandate;

b. territories which may be detached from enemy states as a result of the Second World War, and

c. territories voluntarily placed under the system by states responsible for their administration.

2. It will be a matter for subsequent agreement as to which territories in the foregoing categories will be brought under the trusteeship system and upon what terms.

Article 78

The trusteeship system shall not apply to territories which have become Members of the United Nations, relationship among which shall be based on respect for the principle of sovereign equality.

Article 79

The terms of trusteeship for each territory to be placed under the trusteeship system, including any alteration or amendment, shall be agreed upon by the states directly concerned, including the mandatory power in the case of territories held under mandate by a Member of the United Nations, and shall be approved as provided for in Articles 83 and 85.

Article 80

1. Except as may be agreed upon in individual trusteeship agreements, made under Articles 77, 79, and 81, placing each territory under the trusteeship system, and until such agreements have been concluded, nothing in this Chapter shall be construed in or of itself to alter in any manner the rights whatsoever of any states or any peoples or the terms of existing international instruments to which Members of the United Nations may respectively be parties.

2. Paragraph 1 of this Article shall not be interpreted as giving grounds for delay or postponement of the negotiation and conclusion of agreements for placing mandated and other territories under the trusteeship system as provided for in Article 77.

Article 81

The trusteeship agreement shall in each case include the terms under which the trust territory will be administered and designate the authority which will exercise the administration of the trust territory. Such authority, hereinafter called the administering authority, may be one or more states or the Organization itself.

Article 82

There may be designated, in any trusteeship agreement, a strategic area or areas which may include part or all of the trust territory to which the agreement applies, without prejudice to any special agreement or agreements made under Article 43.

Article 83

1. All functions of the United Nations relating to strategic areas, including the approval of the terms of the trusteeship agreements and of their alteration or amendment, shall be exercised by the Security Council.

2. The basic objectives set forth in Article 76 shall be applicable to the people of each strategic area.

3. The Security Council shall, subject to the provisions of the trusteeship agreements and without prejudice to security considerations, avail itself of the assistance of the Trusteeship Council to perform those functions of the United Nations under the trusteeship system relating to political. economic, social, and educational matters in the strategic areas.

Article 84

It shall be the duty of the administering authority to ensure that the trust territory shall play its part in the maintenance of international peace and security. To this end the administering authority may make use of volunteer forces, facilities, and assistance from the trust territory in carrying out the obligations towards the Security Council undertaken in this regard by the administering authority, as well as for local defense and the maintenance of law and order within the trust territory.

Article 85

1. The functions of the United Nations with regard to trusteeship agreements for all areas not designated as strategic, including the approval of the terms of the trusteeship agreements and of their alteration or amendment, shall be exercised by the General Assembly.

2. The Trusteeship Council, operating under the authority of the General Assembly, shall assist the General Assembly in carrying out these functions.

CHAPTER XIII

THE TRUSTEESHIP COUNCIL

Composition

Article 86

1. The Trusteeship Council shall consist of the following Members of the United Nations:

a. those Members administering trust territories;

b. such of those Members mentioned by name in Article 23 as are not administering trust territories; and

c. as many other Members elected for three-year terms by the General Assembly as may be necessary to ensure that the total number of members of the Trusteeship Council is equally divided between those Members of the United Nations which administer trust territories and those which do not.

2. Each member of the Trusteeship Council shall designate one specially qualified person to represent it therein.

Functions and Powers

Article 87

The General Assembly and, under its authority, the Trusteeship Council, in carrying out their functions, may:

a. consider reports submitted by the administering authority;

b. accept petitions and examine them in consultation with the administering authority;

c. provide for periodic visits to the respective trust territories at times agreed upon with the administering authority; and

d. take these and other actions in conformity with the terms of the trusteeship agreements.

Article 88

The Trusteeship Council shall formulate a questionnaire on the political, economic, social, and educational advancement of the inhabitants of each trust territory, and the administering authority for each trust territory within the competence of the General Assembly shall make an annual report to the General Assembly upon the basis of such questionnaire.

Voting

Article 89

1. Each member of the Trusteeship Council shall have one vote.

2. Decisions of the Trusteeship Council shall be made by a majority of the members present and voting.

Procedure

Article 90

1. The Trusteeship Council shall adopt its own rules of procedure, including the method of selecting its President.

2. The Trusteeship Council shall meet as required in accordance with its rules, which shall include provision for the convening of meetings on the request of a majority of its members.

Article 91

The Trusteeship Council shall, when appropriate, avail itself of the assistance of the Economic and Social Council and of the specialized agencies in regard to matters with which they are respectively concerned.

CHAPTER XIV

THE INTERNATIONAL COURT OF JUSTICE

Article 92

The International Court of Justice shall be the principal judicial organ of the United Nations. It shall function in accordance with the annexed Statute which is based upon the Statute of the Permanent Court of International Justice and forms an integral part of the present Charter.

Article 93

1. All Members of the United Nations are ipso facto parties to the Statute of the International Court of Justice.

2. A state which is not a Member of the United Nations may become a party to the Statute of the International Court of Justice on conditions to be determined in each case by the General Assembly upon the recommendation of the Security Council.

Article 94

1. Each Member of the United Nations undertakes to comply with the decision of the International Court of Justice in any case to which it is a party.

2. If any party to a case fails to perform the obligations incumbent upon it under a judgment rendered by the Court, the other party may have recourse to the Security Council, which may, if it deems necessary, make recommendations or decide upon measures to be taken to give effect to the judgment.

Article 95

Nothing in the present Charter shall prevent Members of the United Nations from entrusting the solution of their differences to other tribunals by virtue of agreements already in existence or which may be concluded in the future.

Article 96

1. The General Assembly or the Security Council may request the International Court of Justice to give an advisory opinion on any legal question.

2. Other organs of the United Nations and specialized agencies, which may at any time be so authorized by the General Assembly, may also request advisory opinions of the Court on legal questions arising within the scope of their activities.

CHAPTER XV

THE SECRETARIAT

Article 97

The Secretariat shall comprise a Secretary-General and such staff as the Organization may require. The Secretary-General shall be appointed by the General Assembly upon the recommendation of the Security Council. He shall be the chief administrative officer of the Organization.

Article 98

The Secretary-General shall act in that capacity in all meetings of the General Assembly, of the Security Council, of the Economic and Social Council, and of the Trusteeship Council, and shall perform such other functions as are entrusted to him by these organs. The Secretary-General shall make an annual report to the General Assembly on the work of the Organization.

Article 99

The Secretary-General may bring to the attention of the Security Council any matter which in his opinion may threaten the maintenance of international peace and security.

Article 100

1. In the performance of their duties the Secretary-General and the staff shall not seek or receive instructions from any government or from any other authority external to the Organization. They shall refrain from any action which might reflect on their position as international officials responsible only to the Organization.

2. Each Member of the United Nations undertakes to respect the exclusively international character of the responsibilities of the Secretary-General and the staff and not to seek to influence them in the discharge of their responsibilities.

Article 101

1. The staff shall be appointed by the Secretary-General under regulations established by the General Assembly.

2. Appropriate staffs shall be permanently assigned to the Economic and Social Council, the Trusteeship Council, and, as required, to other organs of the United Nations. These staffs shall form a part of the Secretariat.

3. The paramount consideration in the employment of the staff and in the determination of the conditions of service shall be the necessity of securing the highest standards of efficiency, competence, and integrity. Due regard shall be paid to the importance of recruiting the staff on as wide a geographical basis as possible.

CHAPTER XVI

MISCELLANEOUS PROVISIONS

Article 102

1. Every treaty and every international agreement entered into by any Member of the United Nations after the present Charter comes into force shall as soon as possible be registered with the Secretariat and published by it.

2. No party to any such treaty or international agreement which has not been registered in accordance with the provisions of paragraph I of this Article may invoke that treaty or agreement before any organ of the United Nations.

Article 103

In the event of a conflict between the obligations of the Members of the United Nations under the present Charter and their obligations under any other international agreement, their obligations under the present Charter shall prevail.

Article 104
The Organization shall enjoy in the territory of each of its Members such legal capacity as may be necessary for the exercise of its functions and the fulfillment of its purposes.

Article 105

1. The Organization shall enjoy in the territory of each of its Members such privileges and immunities as are necessary for the fulfillment of its purposes.

2. Representatives of the Members of the United Nations and officials of the Organization shall similarly enjoy such privileges and immunities as are necessary for the independent exercise of their functions in connection with the Organization.

3. The General Assembly may make recommendations with a view to determining the details of the application of paragraphs 1 and 2 of this Article or may propose conventions to the Members of the United Nations for this purpose.

CHAPTER XVII

TRANSITIONAL SECURITY ARRANGEMENTS

Article 106

Pending the coming into force of such special agreements referred to in Article 43 as in the opinion of the Security Council enable it to begin the exercise of its responsibilities under Article 42, the parties to the Four-Nation Declaration, signed at Moscow October 30, 1943, and France, shall, in accordance with the provisions of paragraph 5 of that Declaration, consult with one another and as occasion requires with other Members of the United Nations with a view to such joint action on behalf of the Organization as may be necessary for the purpose of maintaining international peace and security.

Article 107

Nothing in the present Charter shall invalidate or preclude action, in relation to any state which during the Second World War has been an enemy of any signatory to the present Charter, taken or authorized as a result of that war by the Governments having responsibility for such action.

CHAPTER XVIII

AMENDMENTS

Article 108

Amendments to the present Charter shall come into force for all Members of the United Nations when they have been adopted by a vote of two thirds of the members of the General Assembly and ratified in accordance with their respective constitutional processes by two thirds of the Members of the United Nations, including all the permanent members of the Security Council.

Article 109

1. A General Conference of the Members of the United Nations for the purpose of reviewing the present Charter may be held at a date and place to be fixed by a two-thirds vote of the members of the General Assembly and by a vote of any seven members of the Security Council. Each Member of the United Nations shall have one vote in the conference.

2. Any alteration of the present Charter recommended by a two-thirds vote of the conference shall take effect when ratified in accordance with their respective constitutional processes by two thirds of the Members of the United Nations including all the permanent members of the Security Council.

3. If such a conference has not been held before the tenth annual session of the General Assembly following the coming into force of the present Charter, the proposal to call such a conference shall be placed on the agenda of that session of the General Assembly, and the conference shall be held if so decided by a majority vote of the members of the General Assembly and by a vote of any seven members of the Security Council.

CHAPTER XIX

RATIFICATION AND SIGNATURE

Article 110

1. The present Charter shall be ratified by the signatory states in accordance with their respective constitutional processes.

2. The ratifications shall be deposited with the Government of the United States of America, which shall notify all the signatory states of each deposit as well as the Secretary-General of the Organization when he has been appointed.

3. The present Charter shall come into force upon the deposit of ratifications by the Republic of China, France, the Union of Soviet Socialist Republics, the United Kingdom of Great Britain and Northern Ireland, and the United States of America, and by a majority of the other signatory states. A protocol of the ratifications deposited shall thereupon be drawn up by the Government of the United States of America which shall communicate copies thereof to all the signatory states.

4. The states signatory to the present Charter which ratify it after it has come into force will become original Members of the United Nations on the date of the deposit of their respective ratifications.

Article 111

The present Charter, of which the Chinese, French, Russian, English, and Spanish texts are equally authentic, shall remain deposited in the archives of the Government of the United States of America. Duly certified copies thereof shall be transmitted by that Government to the Governments of the other signatory states.

IN FAITH WHEREOF the representatives of the Governments of the United Nations have signed the present Charter.

DONE at the city of San Francisco the twenty-sixth day of June, one thousand nine hundred and forty-five.

"Western part of the world works independent of race, religion or racism. They are moving more toward human based society rather than race based one. And they advocate and help third world countries to do the same.":This is the idea we get via our education and media both managed by west itself.

The reality is west is fully developed now and what they want is to enjoy life. Suddhas are in full control and No 1 position. So giving equal opportunities, following so called human rights etc make suddhas more comfortable to enjoy their lives in already well developed countries rather than continuing their previous method of slavery etc.

If and when west is under any kind of external threat we will see U turns. I am not saying all suddhas are racist but about 50% are. Its true that right now racism affects racists negatively but in a SL type situation in future if happens for them it will be a different story.

It shows readers and people that there are alternative approaches other than worshipping and obeying always right suddhas, (we apologize for the inconvenience occurred for colombians.) Other than that there is no affect as UN or USA don't make decisions after reading our comments. GSL need to understand and make people who voted them understand that what USA/UN/west is up to and how we should deal with them. This is different to UNPs 'we are your good boys' approach.

Sri Lanka removed from high risk war insurance list

July 15, Colombo: Sri Lanka has been removed from the high risk war insurance list paving the way for increased business growth through reduction of import costs and removal of insurance surcharges, the External Affairs Ministry said in a statement Wednesday.

The Sri Lanka High Commission, London has informed the Ministry that effective from 05th July 2010 Sri Lanka has been removed from all marine war, and marine strikes risk of the Joint Cargo Committee (JCC) Joint Cargo Watch List.

The high level of Ground Insurance Risk that had been assigned to the whole country previously at 2.6 has been removed except for the Vavuniya � Jaffna Section of the A-9 Highway.

Sri Lanka ended the protracted war with the Tamil Tiger rebels in May 2009 successfully eliminating the three-decade long terrorism that plagued the country and hindered the economic development.

Lloyds Market Association Joint Cargo Committee Review Meeting held in London had decided to de-list Sri Lanka on July 02 following the removal of Sri Lanka from the Joint War Committee Hull War, Strikes, Terrorism, and Related Perils Listed Areas with effect from June 11.

The High Commission has facilitated a comprehensive programme in Colombo for the visit of the international intelligence company and Advisor of the JCC to Colombo facilitated by this Mission and the line agencies/Ministries in Colombo.

Education Ministry to get Sri Lankan schools involved in national dengue prevention programmes

July 15, Colombo: Sri Lanka's Education Ministry today (15) issued a circular to schools making it compulsory for every school to reserve half an hour off two days a week to clean the school grounds and class rooms.

The circular number 2010/22 was issued by the Ministry in a bid to prevent the spread of dengue.

Education Ministry Secretary Sunil S. Sirisena has told the local media that it is important for schools to contribute to the national dengue prevention programmes that are being carried out.

The Education Ministry circular has also addressed the importance of maintaining a clean environment in schools as well as in other educational institutions while maintaining proper waste management systems.

Each school has also been advised to appoint a committee to look into the dengue prevention activities of the school.

Sri Lanka to begin oil drilling in Mannar basin early next year

July 15, Colombo: The Ministry of Petroleum and Petroleum Resources Development says acquiring 3D seismic data on 1,450 square kilometers off Mannar in the northwestern coast is in progress and the drilling will proceed in early 2011 once the data acquisition is completed.

Sri Lankan government has signed a Petroleum Resources Agreement in 2008 with Cairn India to explore and produce hydro - carbon and natural gas in the Mannar Basin in Northern Sri Lanka.

According to the Agreement, Cairn India will start exploration activities in one of the 8 blocks in the Mannar Basin which covers 3,400 sq. km. at depths between 200 to 1,800 meters.

Mannar basin has eight oil and gas exploration blocks and two of them have been granted to China and India. Russia's largest oil company, Gazprom also plans to take part in the exploration of offshore oil in the Mannar basin.

US oil giant Chevron-Texaco has also expressed interest in bidding for the offshore oil exploration blocks off Sri Lanka waters.

Meanwhile, the Ministry says it has collected 2D seismic data offshore Galle and Hambantota to evaluate petroleum potentials.

A survey has been carried out last year to investigate the petroleum potential off the Southern coastal belt of Sri Lanka. Satellite data has indicated two gravity anomalies in the region, a Ministry report has said.

Sri Lanka has identified and demarcated three blocks in the Cauvery Basin off the northeastern coast and one block off the coast of Hambanthota in addition to the eight blocks in Mannar basin.

Moshe if you think the world is moving away from racism and ethnic tribalism it is not, that “moving away” was an illusion masking it, and today racism is on the rise (maybe internet has something to do with it?).

The level of racism exhibited by suddha to China and Chinese is very high as it is against Arabs, Persians and Pakistanis and other followers of the Islamic faith, all reflective of suddhas own growing insecurities hence desire to comfort themselves. Mainstream Western media has this under current as well.

There are prejudices which just cannot be broken, hence why we, “little brown people” are automatic human rights violators and war criminals because they say so and it fits their pre-set perception. It does not matter whether it is factual or not, if they say so it is a fact.
It is why channel 4s bs videos are automatically “legitimate” and so “impactful”, it fits the audiences pre-set view of us because “they never do such backward things” and hence we, who are already viewed as inferior, are already guilty.

The Western Power Club is looking for ways and means of countering the growing power of emerging superpowers like China, their resurgent age old enemy of Russia, the ever present threat of the Islamists, and those pesky nouveau-riche petroleum producers like Venezuela, Iran etc, who are beggining to act as a opposing power block.

Of particular relevance to their posture on Sri Lanka are two issues: the emerging threat of Islamists centered in Pakistan, and contaminating the former Soviet states of Central Asia, and the growing might of an increasingly assertive China.

They see India, as the Hindutva, as a convenient foil against the growth of Islamists in Pakistan. Also, India .. with its own fears of China .. is a convenient bulwark against the growth and spread of China's power. Although the West profits mightily from the availability of low-cost Chinese products, and loans to prop up their economies, they fear its rapid growth, and are uncertain that China of the future may not be as cooperative as it is now.

Both of these factor into the support of the Western Power Club for India, which already helping with "stabilizing" Afghanistan for its own reasons of confronting Pakistan and Islamist terror.

However, although the Western Power Club is comfortable with India as a "Fellow Democracy" .. blithely ignoring that little Sri Lanka is also an ENDURING SOUTH ASIAN DEMOCRACY as old as India .. they are worried about the ability of India to solve its internal problems of separatism, communal violence, the growing numbers of disaffected poor, the growing divide in wealth, to become a stable and reliable counterweight to China and an opponent of the Islamists.

Nevertheless, they are trying their best to propup India, and hopefully to remake India as another "South Korea" with creeping religious conversion of Hindus, a phenomenon which is proceeding apace.

That is where Sri Lanka comes in:

FIRST, is on the the Dravidian/ Tamil nationalist threat to India's integrity. In their view, the Sri Lankan Tamil problem, if not solved to meet the goals of the GREATER DRAVIDA NADU concept, will exacerbate the dissatisfaction of the Indian Tamils. They fear it may catalyze the breakaway of South India, hitherto the most stable and arguably the most productive region of India, weakening India and putting a spike in the plans of using India as a cat's paw against China and the Islamists.

Ergo .. Sri Lanka must be dissuaded from any action that would upset the South Indian Applecart. Given the magnitude of their bet on India, Sri Lanka is small potatoes .. and can be thrown to the wolves .. a a dispensible pawn .. forgetting ALL OF THE RHETORIC preached from the ROOFTOPS against GENERIC TERRORISM and PROMOTING DEMOCRACY. Therefore, they are resorting to a gradual process of minimizing, denigrating, undermining and demonizing Sri Lanka, using the UN as one PUPPET, following a well-practiced formula, to arrive at a "kosovo type" solution.

Besides that, my wife and I (both scientists/engineers) are building a small grid-tied horizontal axis wind turbine of our own advanced design for residential use.

It has a 3.3m diameter 3-bladed fixed-pitch propeller, and should have a maximum generation capacity somewhere between 1-2kW. The primary consideration is low-cost.

We have designed and built a direct-drive slow-speed 3-phase permanent-magnet generator, designed and built the yaw and automatic furling mechanisms, and have completed the bench testing of the generator, and wind tunnel testing of a small scale propeller. We have dug a 1.5m deep hole, poured a concrete base for a 10-m high mast made out of galvanized pipe, and tested the mast. The two of us are now getting ready raise the turbine on the mast, and test it next week.

During testing, the turbine will be connected to a 10kW, 120VAC gas generator through a grid-tie inverter and will also charge a small 48VDC battery bank. Later it will be permanently connected to the house mains and feed power to the grid, without the battery storage. I will deploy a commercially available wireless data acquisition system to acquire wind speed and direction data, and a data acquisition system of my own design to acquire turbine and generator performance and control data and feed it to a laptop computer.

When it is perfected, I will make a few kits, take them to Sri Lanka, and install them at a couple of residential and farm properties I own. These will be used as demonstration models and to actually generate power. Then, if all goes well, I plan to manufacture it in Sri Lanka and sell it worldwide, including the US.

We are building big castles in the air with our commercial plans, ideas are flowing fast and thick, but MOSTLY WE ARE HAVING FUN LETTING OUR IMAGINATION RUN RIOT!

The sesssionist struggle for a Tamil homeland in the north and east of the country by the Tiger rebels may have come to nought, but many Tamils are happy about the government's reconciliation efforts with the minorities. With development projects in full swing, there is no indication of the dreaded outfit regrouping, according to a senior Tamil MP.

Political will and military muscle may have ensured there are no more tears from terrorists in the tiny tear-drop shaped country, south of India. Critics, however, accuse the government of human rights violations and for the plight of thousands of refugees displaced by war. ''There is no room for violence in the new Sri Lanka, the focus is on growth and civil harmony,'' said Tamil-Muslim Member of Parliament Abdul Cader of the opposition United National Party, a political veteran of over two decades.

Speaking to Khaleej Times, he dismissed reports of an LTTE revival, and of funds flowing in for the group from sympathisers in Canada, the US, India, Britain and Australia.

The leading Tamil politician, who has never lost an election, said the Sri Lankan government under Mahinda Rajapaksa was reaching out to the minority Tamils, who make up about 10 per cent of the population. The Sinhalese are in majority with 82 per cent, while the Lankan Moors comprise a little over eight per cent of the populace.

Only on Wednesday, Sri Lankan President Rajapaksa chaired a cabinet meeting in Killinnochi, where ironically, the slain Tamil Tiger leader held his first and only press conference in April 2002.

President Rajapaksa has been facing the heat in recent months from the United Nations, which recently set up a three-member panel to probe war crimes purportedly committed by the army on Tamils in the last days of the conflict in May last year. Over 7,000 perished as troops made a final push for Tamil leader Prabhakaran, who met his end on May 19.

Cader, who claims to be a nationalist above all else, said Tamils and the Muslim minority were fed up by the gory past and the lack of development, a price the country paid during decades of conflict.

The LTTE began its ruthless struggle for a Tamil state and carried out a series of attacks from the early eighties. A largely defensive Indian Peace Keeping Force was deployed on the island in 1987 to disarm the rebels, but made a hasty exit after three years. Former Indian prime minister Rajiv Gandhi was killed by a female suicide bomber in 1991. This turned Indian sentiment against the group, which had backers in the state of Tamil Nadu. Then Lankan president Premadasa met his end in 1994, again at the hands of a suicide bomber, a killing strategy the group had perfected. More political assassinations followed and a Norway-brokered peace deal in 2002 didn't last.

Rajapaksa's ascent to power in 2005 changed the dynamics of the game. The gutsy leader matched the LTTE firepower with more guns and ammunition for his troops with Chinese help, as a wary India watched, until the denoeument last May. ''We don't want to see such violence again. There's work to be done and countries in the region like India and China will play a major role in reconstruction efforts,'' said Cader.

As for the president. ''He looks good to rule for another 15 years.''

A ship suspected of being connected to the Tamil Tigers and carrying as many as 300 migrants has weighed anchor and set a course for Canada, according to reports in the Sri Lankan media.

Canadian authorities have been monitoring the ship for months.

The Sunday Observer, a Colombo newspaper, reports that the MV Sun Sea, formerly known as the Harin Panich 19, is carrying Tamil Tiger leaders among its passengers.

In May, the Philippine coast guard issued a warning asking officials to keep an eye out for the vessel.

Last month, the ship was believed to be in the Gulf of Thailand, heading towards Australia. That country has been cracking down recently on Sri Lankan asylum seekers.

The Observer said the ship idled for a while before heading towards Canada last week.

“This could end up being a prime example of individuals trying to take advantage of our generous immigration system,” said Celyeste Power, press secretary to Immigration Minister Jason Kenney, in a prepared statement. “Our government is committed to cracking down on bogus refugees while providing protection to those that truly need our help.”

Ms. Power said the Immigration Department would only become involved if the ship landed in Canada. Otherwise, it would be up to the Department of Foreign Affairs and International Trade to monitor it.

A spokesperson for DFAIT could not be reached for comment. The department has said in the past that it attempts to stop migrant ships at their point of departure.

Last month, The Globe and Mail reported that Canadian spies were working with authorities in Australia and Asian countries to track the ship's progress.

The federal government has been eager to do this because, once refugee claimants land in the country, the government must go through a lengthier process to examine their applications for asylum.

Last October, for instance, 76 Tamil refugees landed in British Columbia in another ship believed to be connected to the Tigers. The migrants have been freed while their claims are processed, which could take several years.

US Embassy announces grants program to support youth in Sri Lanka and the Maldives

July 15, Colombo: The U.S. Embassy in Colombo has announced the Youth Empowerment Grants Program to fund projects for Sri Lankan and Maldivian youth.

The main objective of the grant program is to support innovative, small-scale, cutting-edge projects developed and implemented by and/or for young people between the ages of 15-25 in the areas of educational development, environment issues, community development, civil society building, human rights, youth enrichment activities, health and human services and employability.

The competition is open to Non-Governmental Organizations registered in Sri Lanka or the Maldives. The maximum award amount is one million rupees or 115,000 rufiyaa.

The application form and further information can be found on the U.S. Embassy's website at http://srilanka.usembassy.gov . Completed applications must be submitted to the U.S. Embassy by August 15, 2010.

Sri Lanka’s bruised ties with the West and the angry reaction against a panel appointed by UN Secretary-General Ban Ki-moon are not without reason.

Sri Lanka was subjected to terrorism at its worst form for 30 years. Only those who lived in the country know to what extent the so-called Western friends and the United Nations helped Sri Lanka in those difficult years. It is no secret that most of the Western countries and the UN umbrella organizations contributed immensely to the cause of terrorism in Sri Lanka in many ways. Although a banned organization in European Union as well as in US, the Liberation Tigers of Tamil Eelam (LTTE) were allowed to run offices in these countries, collect funds, organize rallies etc. During the last stages of the war, some Western countries attempted to intimidate Sri Lanka and force it into a cease-fire to save the LTTE leaders.

It is not coincidence that the UN chief appointed a panel to advise him on Sri Lanka and the European Union decided to cancel the GSP (Generalized System of Preferences) and trade concessions to the island nation at the same time. It is a chain of events, which is influenced by certain NGO lobbies that were banned from Sri Lanka during the war due to their proven connection to terrorism, as well as the large Tamil diaspora in Europe and the US.

Now all of them are in the “human rights violation” bandwagon, the modern version of the colonial rule, to harass Sri Lanka, though there are other regions where thousands of human rights violations are taking place daily. But the UN seems to be reluctant to take up these issues as some powerful and rich nations are involved in these regions and instead the UN is showing its power by intimidating a small country like Sri Lanka.

Sri Lanka’s relations with China and Russia go back to many decades and China and Russia have been Sri Lanka’s good friends, though Colombo maintained good relations with the US and Europe too.

However, the war against Tigers gave Sri Lanka an opportunity to know who its real friends are. And Sri Lankans know they will be safer and happier with tried and trusted friends like China and Russia.

Curb terror against India: US tells Pakistan

NEW DELHI: As India and Pakistan held talks in a bid to revive their stalled dialogue, the US Thursday sternly warned Islamabad to stop tolerating home-grown terrorists who are trying to disrupt Indian and the American way of life.

"Pakistan must recognize that it is contrary to their own interests, for the future in the stability of the region, to continue to tolerate the existence of insurgents within their borders," US National Security Adviser James Jones told CNN-IBN's Rajdeep Sardesai in an interview.

"So, the first means of correcting that and as a first means of showing that Pakistan wants the same thing that we want, they have to make a tough decision to go after these terrorist organisations," Jones, who wrapped up his two-day visit to India Thursday, said.

"Moreover, they need to state concretely and publicly that this is a matter of policy and this cannot be tolerated," he stressed.

"Yes. We want to see a more comprehensive programme that addresses all aspects of terrorism. Because all of these groups that we are finding out are linked," Jones said when asked whether the US will see action as Hafiz Saeed, the suspected mastermind of the 26/11 attacks, as a test of Pakistan's seriousness in dealing with terrorism.

"They are not necessarily targeting one nation or the other. They are terrorist organisations that have in mind to disrupt India, to disrupt our way of life and they are actively planning to do that," he said.

Jones also indicated that the US was willing to provide Indian investigators more access to American-Pakistani Lashkar-e-Taiba operative David Headley, who has disclosed that besides LeT operatives, some serving and retired officers of the Pakistani Army were involved in the Mumbai terror spree.

"I think the state of our bilateral relationship is such a good quality, that we would cooperate with anything that India needs to better understand the threat that it faces," he replied.

In his talks with his Pakistani counterpart Shah Mahmood Qureshi in Islamabad, External Affairs Minister S.M. Krishna pressed Pakistan to take urgent action against Saeed and all those involved in the Mumbai attacks and reminded them of the disclosures made by Headley in this regard.

UNP changes tune on executive PM

COLOMBO: The Opposition United National Party (UNP) has made it clear that it will not agree to a wholesale transfer of the powers of the executive president to the Prime Minister in a parliamentary system.

This was stated by the UNP chief and Leader of the Opposition, Ranil Wickremesinghe, at a seminar organised by the USbased National Democratic Institute here on Wednesday.

Foiling Rajapaksa's plans

Opposition activists told 'Express' on Thursday that the UNP's stand would dash President Rajapaksa's hope of becoming an executive PM with all the powers of the executive president, on completion of his second and last consecutive presidential term in December 2016.

UNP's Deputy leader Karu Jayasuriya said that his party would also oppose any bid to give the office of the executive PM immunity from prosecution, a privilege which the executive president enjoys under the present constitution.

The ruling Peoples Alliance (PA) led by Rajapaksa and the UNP led by Wickremesinghe, had, at a meeting on Monday, agreed to pursue the goal of making Lanka a parliamentary democracy with executive power vested in a cabinet of ministers headed by an executive PM who is answerable to parliament.In an interaction with the media, the UNP's spokesman, Tissa Attanayake, said that his party would press for the full implementation of the 17th Constitutional Amendment which was meant to depoliticise key institutions of the state by having them run by independent commissions.

But the UNP's stand on the 17th Amendment clashes with Rajapaksa's stand that the amendment should be drastically revised because it erodes the constitutionally sanctioned powers of the executive president. The Rajapaksa government has not implemented the Amendment.

I do not disagree with the need to destroy the conduit on our side (recol obviously).

However i disagree with the idea that they are "influenced" or being "duped" by Tamils. I see them using Tamils for their own interests, if TE or Tamils suddenly became a threat to them (heavily unlikely) then they would ditch them so fast and if need be mercilessly kill/genocide the whole lot (burning Chennai).

Keeping the slave happy of course does make plenty of sense, but I doubt they are pursuing the war crimes bs vigorously because Radkrumar is paying money. More to do with trying to threaten SL (“you are war criminals now, dance or suffer as we have a ample justification to make you suffer if you do not”) and get other nations to be “scared” away from SL, as well as a grounds for forcing TE on us and doing a Kosovo. Again ICG report spells it all out, “use war crimes to make MR make ‘meaningful’ political changes”, i.e. devolution --> TE.

Also cannot ignore their vindictive nature (so much so for such a “moving forward people”).

Suddha had a powerful hit force in South Asia and MR screwed it.

Suddha still has that hit force, but now they need to re-build.

In the West if you speak a different language, have a different culture that is non conforming or alien to the white culture/language you will be ostracised by the white community.
The West is a covertly deeply intolerant place and society that cannot stand different cultures and ways of life.
Comically the West which spearheads all the “talk” about political solutions and “multi” this or that to “little brown people” the world over have had their own populations revolt to the concept, overwhelmingly they reject the “Multi ethnic” ideology and detest it significantly, pushing “integration”, i.e. becoming more white in culture.

Furthermore their idea of “tolerance” and “multi ethnic” for them is merely seeing beyond a persons skin colour (it took them how long to “grow” out of this?), however if you do not conform to the views of the white majority, if you do not speak the same language, follow the same culture traditions and religious views (openly at least) then you are rejected and viewed as an alien treated with disdain (both in open or in secret) and at times a hate figure.
Even right now they have such difficulty seeing beyond something as superficial as ones colour which in itself reflects on the damning nature of the worlds “human rights” crusaders. They only see beyond skin colour by force –i.e. law and in reality fear of being prosecuted which in turn has created a hidden resentment.

All you need to do is see their treatment of muslims and the demonisation and degradation they are going through and compare it to SL where Tamils are pampered the more they unleash violence.


In Sri Lanka, our case is completely different our “issues” are not based on something ridiculous as skin colour but more complex differences: on race, religion, culture language, traditions and involves the deep intolerance and hegemonic ideology of Tamils.

What does he have to do with being black? Nothing.
He grew up in a white family, follows the same religion, is the same culture, speaks the same language of the white population and during the election campaign made more emphasis on his white heritage to allay the fears of the white population and win their votes. And still he only got 52-54% of the total number of votes cast.


Furthermore there is deep frustration and anger at Obama in the US because they feel he does not deserve to be President and got it “because he is black” and that was the only reason. Basically the whole thing was a cheat, which encapsulates the West: a place of fraud and deception.

Sinhalese are the only nation I know who accepted a (supposed to be elite, good) foreigner as their king - only condition was to accept buddhism and protect buddhist culture.

If you compare SL with any other country under same condition I think Sri Lankans behaved with minimum level of racism.

We travelled in buses knowing very well the tamil guy next to be could be either a innocent human or a suicide bomber or tiger carrying a bomb to kill us. One must be living a super fantasy world expect to same patience from other nations.

All five candidates for the Labour Party leadership have been scuttling to distance themselves from the record of Gordon Brown in power.

But the odds-on favourite to win the leadership contest, former Foreign Secretary David Miliband, is finding it very hard indeed to disentangle himself from the most sordid and shameful aspect of New Labour rule - British involvement in the torture of numerous terror suspects overseas.

Today, a special Mail investigation can reveal the depths of Miliband's embroilment in the torture scandal - and shows that Labour's latest golden boy is in complete denial about New Labour's record in sanctioning and then covering up British involvement in torture over the past decade.

Indeed, I can reveal that David Miliband uttered no fewer than six massive lies when grilled in an interview with BBC inquisitor Andrew Neil on the subject of torture for the first time since stepping down from office.

The six lies came in the course of a nine-minute interview - that's a phenomenal strike rate of one lie every 90 seconds.

Though outwardly confident and relaxed, Miliband told a series of falsehoods that cast a giant shadow over his personal integrity, and even his fitness to succeed Gordon Brown as Labour leader.

Lie number 1: The first lie was quickly produced when Neil asked whether Miliband believed there was 'any evidence' that British intelligence officials had been complicit in the use of torture on terror suspects when New Labour was in power.

Back came the insouciant reply: an emphatic 'no'.

Yet Miliband's response is bewildering. It suggests that he is completely unaware of the mountain of very troubling testimony which has emerged in recent years suggesting that Britain was 'complicit' in torture (i.e. that we received information from foreign intelligence services, even though we had grounds for suspecting it was supplied under duress: nobody suggests that British agents themselves took part in torture).

The grim truth is that there have been at least 15 cases of British nationals or residents who have claimed over the past two years to have been tortured with the complicity, knowledge and sometimes even in the presence of British intelligence officers.

The combined circumstantial evidence of our complicity with torture is nothing short of overwhelming. It is also a matter of national shame.

Some of the evidence has been provided by groups such as the humanitarian organisation Human Rights watch. Some has emerged in court testimony.

Two parliamentary watchdogs, the Foreign Affairs Committee and the Joint Committee on Human Rights, regard it as troubling and serious.

But not, apparently, our former Foreign Secretary.

Lie number 2: This came when Andrew Neil asked whether Britain has, at any stage, provided questions to be put by foreign intelligence agents to those who were being tortured. Miliband replied: 'we don't have evidence of that.'

Unfortunately for Miliband, there is once again abundant evidence.

Indeed, he himself as Foreign Secretary was obliged to submit documents to court which showed beyond doubt that British intelligence was involved in questioning terror suspects.

This was during the hearing concerning the terror suspect Binyam Mohamed, since cleared on all charges. Miliband was obliged to confess that we were submitting questions for Binyam to answer even when he was being held (and cruelly abused) by the U.S. in a Pakistani prison.

Lie number 3: Miliband's third lie also concerns the Binyam Mohamed case. He told Andrew Neil that not one of the allegations of torture which have so far been taken to court in Britain involved torture carried out by the Americans.

In fact, the courts have indeed found that the U.S. authorities subjected Binyam to 'cruel, inhuman and degrading treatment'.

By this stage of the TV interview, the lies and mis-statements were coming thick and fast.

Lie number 4: The fourth lie came when David Miliband absurdly told Neil that he had not tried to prevent public disclosure of court evidence in the Binyam Mohamed case.

In fact, as Binyam's lawyer Clive Stafford Smith told me last night, Miliband 'fought us tooth and nail' to prevent vital documents being brought into the public domain.

Miliband used every legal ruse - and spent some £213,000 in legal fees - in a battle to keep vital evidence secret from the public.


Lie number 5: This concerns David Miliband's troubled dealings with one of Britain's most senior judges, Master of the Rolls Lord Neuberger.

Last year, in an utterly devastating judgment, Lord Neuberger stated that there were grounds for 'distrusting' legal statements made by Miliband based on advice from MI5 personnel about British involvement in torture.

And yet when this was put to him by Andrew Neil, Miliband offered a bland and unruffled denial that such a thing had ever occurred. It is inconceivable that Miliband could have forgotten such a shattering verdict.

Lie number 6: Miliband's final lie came when Neil asked him why, as Foreign Secretary, he did not institute an inquiry to get to the bottom of the mass of evidence that Britain has been complicit in torture.

In response, Miliband claimed that he took 'extensive measures inside the system' to get at the truth.

There can be only two explanations for Miliband's set of wildly inaccurate, partial and misleading answers. One is that he is exceptionally stupid and genuinely does not know what he is talking about.

But this does not stand up. David Miliband is a well- trained and competent man who has held high office and aspires to be Prime Minister.

As Foreign Secretary, he was obliged to deal almost daily with allegations about British complicity with torture. He knew the subject matter backwards.

So the only realistic conclusion is that Miliband was knowingly deceiving TV viewers. In other words, he was lying.

How he expected to get away with such a monumental deceit, however, is another matter. The best guess is that Miliband is in denial.

He simply cannot accept that a New Labour government was responsible for what looks like a retreat into barbarism.

To be fair to Miliband, the worst of the abuses would appear to have ended by the time he became Foreign Secretary in the summer of 2007. He was not personally responsible for the abuses - only the subsequent lying and cover-up.

So why didn't Miliband do the decent and sensible thing and order his officials to come clean?

One answer may be a well-meaning, though morally damnable, desire to stick up for the intelligence agencies who mistakenly believed they were serving their country while tolerating the physical abuse of terror suspects.

Another possible answer is that Miliband was simply being loyal to Tony Blair, his political mentor and friend.

For almost every day we are learning new facts about how, under Blair, Britain turned her back on human decency when it came to torture and human rights.

Is Miliband about to throw away his reputation and perhaps his entire career in defence of Tony Blair?

Not really. Many countries have accepted foreigners as kings. Examples are: King George of England (late 1700's to early 1800's) was a German, the current Windsor royalty of Britain is German, King Constantine of Greece was German .. the list goes on. There were over 300 German principalities, with a "royal family" in each, in Europe before Bismark unified Germany. Their principal function was to supply kings for other countries through a network of marriages with important people.

Catholics assuming kingship in England was a recurring problem for the largely Protestant English until Henry VI (of six wives fame) established the Church of England, albeit to divorce his barren nwife for a hopefully fertile newer model. Later England's laws were altered to specify that the English monarch MUST BELONG TO THE CHURCH OF ENGLAND as the monarch was its head and its defender.

The famous Salah-al-Din or Saladin, who defeated the Crusaders and expelled them from the Holy Land, was a Moslem Kurd of Aryan descent. He led an army of mostly Arab Moslems in those battles. He was the greatest monarch of that period in the European-Middle East world, much greater than his greatest opponent Richard the Lionheart of England, who achieve nothing significant in his participation in the last Crusade.

COLOMBO — India and China have clinched two separate contracts to build railway lines and communication links in Sri Lanka, the government said Friday.

Indian Railway Construction International Ltd has won an 86.5 million dollar deal to reconstruct rail lines in the island's northern region of Wanni, a former war zone, the government said in a statement.

The northern rail-track was destroyed during the 37-year ethnic conflict that ended in May last year when government forces defeated the separatist Tamil Tiger rebels.

The government also awarded a 290-million dollar contract to China National Machinery Import and Export Corp to build a railway line in the south of the island, which was largely unaffected by the ethnic strife.

"The contract will also include signals, telecommunications, ticketing systems and their maintenance," the government statement said.

It was not immediately known when the projects would be completed.

Well, had Kadirgarmar been spared by the Sun God and his murderous LTTE followers, he could have been Sri Lanka's OBAMA.

Sri Lanka will not, and should not, elevate wolves in sheep's clothing to its presidency, just because they are Sri Lankan citizens, or seem to have been "rehabilitated" recently.

President tells fisheries officials : Improve fish production

President Mahinda Rajapaksa said steps should be taken to increase fish production so that the protein intake of the people could be augmented.

Addressing Fisheries Ministry’s senior officials at Temple Trees yesterday, he emphasised that all development plans must be made to ensure that interests of consumers and fishermen are well protected. The President also emphasised that the Fisheries Corporation should reduce the price of fish as it would have an immediate impact on the market, resulting in a healthy control of fish price. The Ministry should also focus its research on aspects of industry prevailing in the country, he said.

He added that due focus must be given to increase the inland fisheries as the masses prefer inland fish to sea fish. Presenting a comprehensive report on the current status of the fishing industry, Fisheries Minister Dr Rajitha Senaratne said his Ministry aims to double fish production from the current of 339,000 metric tonnes to 690,000 metric tonnes so that the fish intake per capita could be increased from the current level of 37 grams per person per day to 60 grams per person per day.

The Minister said the number of sales outlets of the Fisheries Corporation would be doubled within a short period. He said there are 155,000 fishermen in the country and this number would increase as more and more fishermen in the North and East are starting to return to this livelihood. Senaratne said more fishing trawlers will be added to the existing fleet and few mother vessels will be placed around the country to supply fuel and other requirements of fishermen off-shore, so that the trawlers could spend a longer period in the ocean without returning to harbour for supplies.

The Ministry also plans to introduce pension and insurance schemes for fishermen, and they will also be provided with additional benefits such as soft loans.

Senaratne said that the Ministry would establish a new Vessel Monitoring System (VMS) via satellite to provide fishermen with data on identified areas of fish catch. The VMS system will also be capable of fleet monitoring, identifying illegal human smuggling vessels and any vessels intruding into Sri Lanka’s maritime zone.

This is where your argument fails and makes little sense.

These groups (tibet, Chechnya, TE) want "free" states of their own or some crap. The US is thus using such groups (if not creating ones themselves) to fulfil US interests as such "free" movements located in a country the US/West needs to weaken/disintegrate/control immensely benefit US, hence why they back them openly and willingly.

What these "free" groups are getting is their free state

Moshe is right here because that is EXACTLY what the US wants to do.

Why else do you think they are backing TE or want devolution (aka TE) in Sri Lanka?

They are thinking decades ahead.

Currently they are using India as a counter weight to China and propping India up as "super power".

However the US is fearful/fully aware that if India does become strong and independent (economically and militarily thanks to the Wests investment/support) eventually reaching the same level of power as China that India will start acting completely Independently and not in US/Western interests.
In essence they would have indeed created a "super power" that does what is good for it, not them.

So they want a fail safe and as they have consistently pointed out in their reports/policy statements/NGO works/think tanks the SL Tamil issue can be used to cause major upheaval in Tamil Nadu.

Blake was in Tamil Nadu in april 2009 for this VERY PURPOSE. To cause problems in Tamil Nadu (which he did) to force action on Indias part (Indian Government was acting benignly) to save the LTTE.

How best to control India is to increase ethnic divisions and hatred, i.e. create massive internal problems and potentially civil wars that will severely weaken India.

This is a LONG TERM fail safe.

They see TE as the conduit for it.

The US will never formally recognise a Tamil separate state in Sri Lanka, until such a time it is beneficial to them (as and when India becomes extremely powerful/acts independent of the West against Western interests). TE within SL will be a launching pad, another conduit to cause problems in Tamil Nadu and set India on fire.

They will use TE (through devolution) to also infiltrate southern India. Then when the time suits them they will accelerate TE from “devolved” state to formal state. Everywhere they go they use divide and conquer to weaken and dominate states and people. They are trying it in China already but are failing miserably. They will secede much easily and faster in India because it is far more diverse.

They have done it to SL historically and their recent “anger” masked as “failing to bring unity” is in fact to STOP MR/SL from brining unity (which is what he is doing trying). They want to sustain and maintain Tamil racism in SL. Tamil racism = violence = instability.
Of course that is not hard for them to do because Tamils are extremely racist. But the of chance they may see a different view has all but been snuffed out by the West (their response to the IDP camps was part of this, to stop any “bonding” which may occur, in addition to getting LTTE cadres trapped in the camps released and of course making the situation Tamils were in WORSE, so they have more grounds to attack Sri Lanka and increase Tamil hatred).

LTTE went to the extent of getting rid of the biggest pro-US PM - rajiv gandhi in 1991. LTTE was made a terrorist group.

but then vezapillai realised communism is over. he made a u-turn. he became pro-western.

IF USA was interested in dividing SL on it's own accord to hell with who will do it, US would have won the LTTE in 1970s and used it against SL. LTTE too didn't give a rat's arse about holding on to communism.

but it didn't happen.

also US cannot be bothered to CREATE seperatism and sustain it against the wishes of the ppl. it tried it in south vietnam and failed. so USA relies on seperatist movements that are self-driven.

You keep saying the US is doing something (war crimes) because that is what Tamils in the US/West are “influencing” the US/West in to doing in exchange for their services. But that is wrong.

The West would not care for either (TE etc) if it did not benefit them.

The “payment” BENFITS THE US in itself.

If it did not then they would not be pursing it.

They would not keep up “Payment” and ignore it.

The US/West being less racist is extremely flawed. They are just as racist and vile otherwise they would not be acting the way they do to 3rd world countries. They do a better job in masking it through media and legislation. But to say it is less racist is false and misleading (such a con is used in itself to further attack 3rd world countries)

In the West race based parties akin to Tamils ones (openly calling for violence and supporting it) that call for domination of a minority over the white population would never be allowed or tolerated but they are allowed in SL because Tamils want it that way and if such were blocked them then that would be “anti-democratic”.

Guess that means SL is MORE DEMOCRATIC than the US. If we banned all Tamil race based parties (its only tamils who have them) then your mighty US would be the first to accuse us of being anti-democratic/denying Tamils rights. Which in itself reflects how they cultivate and use racism for their own advantage.

It is Tamils who push the racist line, making SL “more racist” in your view than the US, and who is backing them? The US. They are spreading racism and trying to exasperate it in SL (and other places) because that too benefits them.

Kadirgarmar did not get PM or high positions because Kadirgarmar DID NOT WANT any power. He was not interested in pursing leadership. Kadirgarmar preferred to be FM and he was amazing at it. MR was made PM by CBK because CBK saw him as a dud. She supported Ranil at the PE of 2005. She wanted to wriggle her way into power some how and by making MR fail in 2005 (she expected him to loose) she could snuff leadership back.
CBK is a dumb woman everyone hates.
Kadirgarmar is loved by all Sinhalese and if he did ever run he would win in a landslide, but he never wanted to and of course CBK was jealous (stupid whore) so she gave PMship (hence future leadership of SLFP) to MR because she wanted to get rid of him (she tried to do what Ranil did with Fonseka). Her plans (like everything else) blew up in her face.

they put pressure on SL to share power with "tamils". so SL implements 13+. elections are held and as usual racist parties win in the north and the east. they don't have police, land, legislative powers.

then they demand that they be given those statingf that without those they can't serve ppl meaningfully.

govt refuses. IC tells govt to listen to minority "tamils". EU, USA, india put economic pressure on SL to complete the power sharing process. under severe threat to its export income, SL reluctantly increases POC's powers.

this process continues until north and the east have more powers than tamil madu. then they declare TE which is recognized by USA, EU, etc. but rejected by china, russia. so TE cannot be a UN state but becomes a de facto seperate state as US, EU, indian prevents SL from using force against TE.

seems to me that you have made a wqrong assessment of the threat of disintegration facing SL!!!

I have lived in both countries.

Racism in the US is ALIVE and WELL (vide Rush Limbaugh), but is no longer "politically correct."

In Sri Lanka too it is not "politically correct" except among Eelamist Tamils who PERSIST in asking for special rights claiming "discrimination" to hide their racism.

Eelam supporters REJECT the notion that ONE MAN ONE VOTE, irrespective of community, will ultimately deliver them the highest positions in the land ... not permanently, but periodically as worthy individuals emerge .. PROVIDED they win the TRUST of the MAJORITY COMMUNITY by their actions and behavior. Since they are a small minority in Sri Lanka, statistically it is less likely that will happen, all other things being equal. The main thing that could make is happen is the exceptional nature of the individual who overcomes that statistical improbability and residual racism in the majority.

That is how Obama made it to the US Presidency, not because of African American voters, but because of Whites voted for him. Obama having become president THIS TIME does not mean that a series of ("partially" or "totally" :) ) black presidents will now follow him. The people will elect other Afican Americans .. should a person who can allay their fears and win their trust again emerge through the electoral process.

In discussing RACISM in the US, it is important to note that the US took centuries to elect an African American as President.

In 1776, when the US won its independence, most blacks supported the British, under whom they could hope to get some level of freedom compared to the Colonials who wanted to use them solely for slave labor. There were many African Americans who were educated landholders who either fled with the British to Canada to escape slavery under the newly independent colonials. Even in the Northern states, many blacks lost their properties and were forced into slavery .. all over again.

The US declaration of independence declared that "life, liberty and the pursuit of happiness is the inalienable right of every man". So you may fondly ask, so how is that compatible with continuing slavery? In their eyes the declaration of independence was entirely consistent, because Africans where not recognized as "men"!

It took another CENTURY before the issue was resolved in 1863, theoretically but not in practice, by President Abraham Lincoln in his emancipation declaration abolishing slavery. The freed slaves were left without any means of fending for themselves; they could flee to the north and join a servant class, or stay on the lands of their former slave owners and continue to work the land, receiving some form of payment in kind or in money. During the next 150 years, racism reasserted itself as the de facto power of the South .. often through virulently violent forms such as the Ku Klux Klan .. with the tacit support of southern political leaders.

When my elder brother was a student in the US in the early 1960's (he returned to SL after studues) .. segregation was commonplace even in Philadelphia .. in buses, in restaurants, in public restrooms, in renting homes, in the work place, and in education. Who does not remember Gov. Wallace confronting the black students being escorted into the U. of Alabama by federal troops!

By the early 1970's .. overt segregation and racism was vanishing from the US .. to be replaced by covert racism. Most whites hated affirmative action, but never said it out loud. However, the effects of racist policies practiced over centuries could be seen in the absence of African Americans in the upper echelons of American life: among university students and faculty, in suburban home ownership, in the managerial ranks, in the political leadership, in integrated TV programs and movies, etc.

Today, I am happy to observe that many African Americans have moved up in society, and are present in every aspect and every level of American life. Yet, for a variety of reasons, many Africans are trapped in urban ghettoes and in crime, and form a segment that is stereotyped as the typical African American. It is important to realize that a very significant number of African Americans are now form a highly respected and productive part of the citizenry of the US.

But yet, has racism not been totally eradicated from the US .. not by a long shot. Every immigrant community ... except for the Africans who were among the earliest immigrants to the country, and the MAJORITY of IMMIGRANTS then ... and easily labelled by the color of their skin ... has suffered discrimination.

The Irish, the Catholics, the Eastern Europeans, the Jews, the Chinese, the Puerto Ricans, the Hispanics, the Vietnamese, the East Indians and the Sri Lankans .. all of them have borne, or are bearing, their cross in turn as they move up the ranks of wealth into communities previously closed to them.

In the US, the acquisition of wealth seems to be the great leveler of social status. In the quest for wealth, Asians .. particularly the Chinese and East Indians .. seem to be making the fastest progress .. earning more and accumulating wealth faster ... to become the wealthiest communities in the US .. largely through their frugality, hardwork, dedication to education, and cultural upbringing. Will those attributes filter down to the later generations, as they become indistinguishable from the rest of the American social fabric? I very much doubt it .. there is already disturbing trends of that.

Social EQUITY is still WORK IN PROGRESS in America, but the KEY is that it is PROGRESSING in the correct direction!

My point here is, it took over 250 years for this level of social equity to be achieved in the US. Much of that social equity has been achieved as a result of the IMPROVED ECONOMY .. without it everyone would have been competing to enslave and exploit the other.

In my view, Sri Lanka today is far ahead of the US, in the level of broad-based SOCIAL EQUITY that the citizens enjoy, than the US was at the point of 63-years after US independence.

If that comparison is unreasonable because of global changes in social norms over the centuries that have affected what is acceptable, let me I say that SRi Lanka today is EQUAL to the US today in the social equity guaranteed to all of its people, but not in ECONOMIC WELLBEING. That is the DIFFERENCE.

Give Sri Lanka TIME to achieve that level of ECONOMIC PROSPERITY and WELLBEING through ECONOMIC DEVELOPMENT under a stable progressive government.

President Mahinda Rajapaksa is ABSOULTELY CORRECT in his emphasis on ECONOMIC DEVELOPMENT while maintaining the POLITICAL STABILITY of Sri Lanka.

This same view was recently echoed by President ManMohan Singh in the Indian context: DEVELOPMENT is KEY to solving the Maoist problem.

Giving PRACTICAL MEANING to the SOCIAL EQUITY guaranteed under law through ECONOMIC DEVELOPMENT is what is at stake in the NEXT TWO DECADES in Sri Lanka.

Canada revokes charitable status of Tamil charity for funding LTTE

July 17, Ottawa: The Canada Revenue Agency (CRA) agency responsible for administering tax laws for the Government of Canada and for most provinces and territories today announced that it has revoked the charitable registration of Ottawa-area charity, Tamil (Sri Lanka) Refugee-Aid Society (TRAS) effective July 17, 2010.

The agency has issued a notice last month of its intention to revoke the charitable registration of the Society saying that on the basis of an audit conducted, it has concluded that the Society has ceased to comply with the requirements of the Income Tax Act for its continued registration.

The CRA stated that in that the charity failed to maintain adequate control and direction over the use of its funds; improperly issued tax receipts on behalf of third parties; and provided funding to non-qualified donees outside Canada.

According to the findings, the Tamil charity has provided funds including $713,000 to an organization, which the CRA believes was operating as part of the support network for the Liberation Tigers of Tamil Eelam (the LTTE), a listed entity under the United Nations Suppression of Terrorism Regulations and the Criminal Code of Canada.

The CRA said its audit also indicated that fundraising conducted under the Society's auspices involved an individual who has been convicted in the United States of conspiring to provide material support to the LTTE.

In addition, the Society's liaison officer for Sri Lanka was named in documents filed with the Federal Court of Canada as a contact for area sales coordinators with the World Tamil Movement, also a listed entity under the Criminal Code of Canada because of its ties to the LTTE.

Once its registration revoked, a charity cannot issue donation receipts for income tax purposes and is no longer a qualified donee under the Income Tax Act. The organization is no longer exempt from income tax, unless it qualifies as a non-profit organization, and it may be subject to a tax equal to the full value of its remaining assets, CRA says.

Pro- LTTE Indian film director jailed for one year for hate speech against Sinhalese

July 17, Chennai: The Tamil Nadu government has slapped a one year jail term under the National Security Act (NSA) on the pro-LTTE Tamil film director Seeman for his inflammatory speeches against Sri Lanka, Indian media reported.

The founder of the pro-LTTE Naam Thamizhar Party was arrested on 12 July for his speech while leading a protest against the alleged attack on Tamil Nadu fishermen by the Lankan Navy.

Seeman has threatened to kill Sinhala students in India if the Sri Lankan Navy continued to attack the Indian fishermen.

He has been detained since his arrest at Vellore prison and was seeking bail when the Chennai District Collector implemented the Act imposing a jail term.

The Principal Sessions Court rejected his application for release on bail yesterday. Dismissing the plea the Sessions Judge has said that Seeman's hate speech referring to the Sinhala students seemed to cause danger to their lives.

He was earlier detained under the NSA on 28 February 2009 for his open support to the banned LTTE, the News Today reported.

The detention would mean that Seeman would have to serve in jail for one year and the order was served on him at Vellore Central Prison, where he was lodged for speeches aimed at inciting violence among religious groups.

Seeman was deported from Canada for speeches that propagated extreme views when he delivered a speech last November calling the Tamils in Toronto to start the civil war in Sri Lanka again to "kill all Sinhalese."

Tamil Nadu Chief Minister M. Karunanidhi has suggested sending an Indian envoy to Sri Lanka to assess the progress on rehabilitation of Tamils living in refugee camps in the island nation. In his letter to Prime Minister Manmohan Singh dated July 17, Karunanidhi said: "I would like to suggest that Government of India, through
diplomatic sources or by sending a special envoy, may assess the real situation in the affected areas and the progress of rehabilitation measures so far undertaken by the Sri Lankan government...."

He said that India may also try to get information on "the time-frame for completing the process of resettlement to the satisfaction of the affected persons. This will enable us to plan the future course of action with a view to ensure peaceful and rightful livelihood of the displaced Tamils".

On July 9, Singh in his letter to Karunanidhi had invited his views and advice "on ways forward towards the process of genuine reconciliation to resolve the ethnic issue in Sri Lanka once and for all through political agreement that we have consistently advocated".

Pointing out that the DMK has been advocating the cause of the Sri Lankan Tamils right from the year 1956, Karunanidhi's letter notes that the issue needs short and long term solutions.

The letter cites the denial of permission to Lankan Tamils to return to their native places even though a year has passed since the internal strife ended.

"Though the Government of India have sanctioned a financial assistance of Rs.500 crore for the purpose of rehabilitation long back, it is sad that the rehabilitation measures have not progressed at the expected level," he said.

"Consequently, the displaced people continue to undergo the ordeal of camp life," the letter noted.

But, there is a problem: There are Brahmins of DIFFERENT TYPES who also need to be protected from each other.

For example, there are the Iyers who are Braamins who crowned non-noble kings, and are shunned by other Brahmins. So, they are OUTCASTES within a High Brahmin Caste. CLEARLY, they need to be protected by law.

Let India SLICE and DICE its people into the ever finer-grained categories, and allocate benefits accordingly.

I propose that a "Federal System" of CASTE ADMINSTRATION be imposed on Indians, DEVOLVING benefits to the people. If they cross these category boundaries, they will LOSE THEIR BENEFITS, so there will be a strong incentive to remain within each caste and fight caste wars.

Wow! I have created the basis of a self-perpetuating modern caste system, sanctioned by law, in one fell swoop!

People in every category will fight tooth-and-nail to preserve their "benefits".

Forget Indian citizenship .. BENEFIT CASTES are the way ahead for India!

TN Brahmins want 10% quota in jobs, education

CHENNAI: Brahmins in the state want 10 per cent reservation in jobs and education for the poor amongst them and they would be submitting a petition outlining these demands to the Chief Minister in the next week, said the Thamizhnadu Brahmin Association in the city on Saturday.

The association said that the community would vote only for the party which would deliver on these demands. “There are poor people in every caste and the government needs to give 10 per cent reservation to Brahmins who are economically weak,” said Pammal Ramakrishnan, the General Secretary of the ThamBras Association. “We’re not fanatics, we help people of other castes as well but nothing is done for us,” he rued.

The association pegs the Brahmin population in the state at around five to eight per cent of the total population. The association also lauded the recent World Tamil Conference, that was held in Coimbatore, as an important move to boost Tamil but claimed that Nayanmars and Alwars had not been recognised for their contribution to the Tamil language at the conference.

They planned to build schools and working women’s hostels across the state for not only poor Brahmins, but members of other castes as well.“We do not care who rules in Tamil Nadu, how they rule is what is important,” said S Balasubramanian, former State President of the association.

Fresh registration of Colombo Tamils slammed

COLOMBO: The National Peace Council (NPC) on Friday criticised the Sri Lankan government for ordering a fresh registration of Tamils in certain parts of the capital city of Colombo. "The recommencement of the practice of registering Tamils with the police and of conducting search operations that target them, have been widely reported in the Tamil media in particular, and have created a renewed sense of insecurity and injustice amongst the Tamil population that is detrimental to national reconciliation," the NPC said in a statement.

The practice of registering of Tamils and conducting search operations in private residences even late at night, were there during the period of war and terrorism. "But today, when more than 14 months have elapsed since the war ended, and there have been no acts of militancy or terrorism in this period, there is no need to revive the harsh measures of the past," the statement noted.

"Only two months ago Parliament approved the repeal of a large number of emergency laws which was projected worldwide as a sign that normalcy had returned to the country. On the ground, however, the situation has deteriorated where normal life for Tamil people is concerned," the NPC said.

The Democratic People's Front leader, Mano Ganesan, has requested President Mahinda Rajapaksa to intervene to halt the registration of Tamils in the Wellawatte Police division in Colombo. Responding to a query from the media last week ,the police spokesman said that action was taken under the Police Ordinance.

But the NPC points out that the Police Ordinance gives power in respect of detection and prevention of crime. It cannot be applied in an ethnically discriminatory fashion.

(Kolomba kotuwe balal masuth gini ganan una...) Exit the nasty Portuguese,the Dutch set up trading by agreement. A much better system of coexistance between them and the locals commenced. That is how the Dutch always operated and remained one of the most welcome European nations on any other foreign soil.

When the British forces arrived, they weren't invited. They just rolled in, kicked the Dutch out and took over.

Govt sponsored racism goes far enough to officially categorize only their white skinned citizens as 'Americans' . Anyone non-white is a 'qualified' American (African-American, Asian-American etc) This is supposedly for census and statistical needs, and to maintain anti-discriminatory testing. Who knows, since most kids pulled in from the available pool of people for hazardous military operations such as ground holding in Vietnam etc were overwhelmingly from minorities - black.
Discrimination and racism in the US is largely individual and is found on the lesser educated rural white small communities. Even then, these tendencies are gradually disappearing mostly towrds the 'smart Indians' who bring specialized skills whch the whites now lack.

In a predominantly white rich educated neighborhood of North Carolina I watched massive crowds of white people attend a rally in support of Obama. Today most are unhappy over his bungling of all major issues.

So it is a mix of things..not exactly black or white; rather shitty grey.

No nation is perfect. In Colombo I am investigating a work place related problem of two Sinhalese harassing and not cooperating with a muslim guy based on religious bias.
And my moslem sister in law is lecturing me for not attending a painful buddhist ceremony even if it is just to please my mother.

I think USA didn't want 100% tamiz eezaam either fully controlled by VP/LTTE itself. What USA gave SL during war, I think, becuz USA didn't want GSL to lose its war to LTTE and end it. e.g. an agricultural reawakening

e.g. politically doing to vanni what was done to trinco, ampara

e.g. easing (to some extent) the unsustainable HUGE population density in areas outside the NE

e.g. pre-empting large scale south indian migration to SL. they SETTLE in vanni bcos the vast area is sparsely populated.

also for security reasons what happens in the NE is not entirely sri lankanization. rest of sri lanka don't have to put up with SO MANY SLA, SLN, SLAF camps per 1,000 square kilometres. it is a MUCH MORE militarised part of sri lanka. if entire SL was so militarised, we would not be very happy. it's a sad fact of life. i hope one day not so long into the future we would be able to replace MOST SLDF camps in the NE with new multiethnic settlements.

OK, i agree that what it connotates is not very good for our hinterland!! in fact this area was very developed in the past and it is kind of an insult to say we colonize this area only in the 21st century.

but to take out all ambiguity i want to use the word colonization.

That is because they are a threat to US in some form. Broke US laws so into jail they go. Does not change the fact that US and the rest of the West is the chief funding source and “moral backer” of the LTTE. They can buy weapons from anywhere, they need MONEY for it, and that comes from the West.

It is not just the LTTE. They allow hundreds of groups to operate within the US/West so long as they do not harm the West in some form whereby these groups are funded and given moral support to subvert and weaken other nations (based on whatever goals/ideologies/grudges these groups and people have for their target nation). But have a look at how grateful they are to people who have GENUNINLY helped them.

Start by the Native Americans: They gave white conquerors food, water, medical help, clothing and shelter during the harsh winter that would have wiped them out and what was the response? They saw the Native Americans as WEAK. Subsequently they were uprooted them from their homes, enslaved, robbed of their land, transplanted from one location to another, all “agreements” which were made were disgustingly broken by the white side and eventually they were wiped out.

In fact you can see this everywhere, people who have welcomed with open arms the suddha have been trampled, robbed, enslaved and brutalised as a result.

But they want to hold us “accountable” and “stick to agreements” and other bs.

I would like to share one of my experience on SL health Care.

MY father got critically illed and admitted on one of the Govt hospital in the southern province. It seems, he had a heart attack and pheumonia, but he was able to talk. There were only two beds in the ICU unit of the hospital and both were occupied at the time. Doctors assesment was that, my father not going to live another day, if not addmitted to ICU.
This is one of the big hospital in Galle district and hospital even refuse to transfer the patient to another hospital, saying that there are no facilities in the ambulance to take the patient to another big hospital, which is 30km away from the place.
Now only option given by the hospital is to wait till one patient is released from the ICU.
As usual my elder sister, who is living in colombo mediate to the situation and called a private hospital in colombo and inquire about transfering father to that hospital in colombo.
Hospital was ready with ambulance to go 400km round trip to bring the patient.
With in 5 days in ICU in colombo hospital, has recoved to greter extent and supposed to be transfered to a normal ward. stay in ICU for one day cost nearly 1000$ and this private hospital is now unnecessarly delaying to release the patient to normal ward. Yesterday (7 day) he was not transfered and reason was "Doctor missed the patient". Today again patient was not release, reason is " Doctor going for meditation sunday". I hope they will not miss the patient again tomorrow.

I felt like, these hospitals are robbing the patients in a big way, because normally families are ready to go for what ever extent save their parents.

One of the big problem in Sri Lanka is, it is very rare to find gunuine Doctors, who really care about healt of the mass. All are busy with their private shops and they do not want to put enough attention to improve their working hospitals. Otherwise improving ambulance condition, with the help of the community is not a big deal now in sri lanka.

You should simply refuse to pay a penny beyond the necessary amount. May be a statement from the hospital, on the record, that your father is good to transfer elsewhere now. Even judgment of another doctor not affiliated with this hospital should be good.

There is an outside chance that the problems the USA is creating for Sri Lanka because of its current FOREIGN POLICY in the South Asian region .. may be reduced after the mid-term US Congressional Elections in November 2010, and totally gone in two years after the next Presidential Elections.

I strongly believe that this US foreign policy is the creation of the current Secretary of State, Hillary Rodham Clinton.

Partly this policy is driven by a new emerging STRATEGY for South Asia, and partly by Hillary's PERSONAL EGO and HUBRIS.

Hillary felt humiliated that SL would not do homage to her infallible wisdom and accept the US plan to spirit away the LTTE leaders from the Mullaitivu pocket. She has taken it upon herself to exact revenge from Sri Lanka .. I think. BTW, that should teach us to be MORE DIPLOMATIC when dealing with the leaders of powerful countries with the power to hurt Sri Lanka. If she is no longer the Secy of State, this problem will disappear.

There is a very strong likelihood that Democrats will lose their majority in the US Congress in the mid-term Congressional Elections in 2010. People are quite unhappy with the economy and the actions taken to rectify that situation, and blame it ... unfairly in my view... on the Democrats.

If that happens, control of the Foreign Policy Committees in the House and Senate will pass to the Republicans, and the Administration will not be able to enact any legislation, or fund and pursue their current policy directions.

That will be a blow to Obama .. who I think is a great President ... and he could lose re-election two years later.

In the meantime, Hillary will conclude two things:

1. her job has become a liability for her because she cannot pursue her policies without the firm control of the Presidency, the House and the Senate the Democrats enjoyed so far, and

2. a wounded Obama Presidency opens up an opportunity for her to run for President in the next election. As such, she will resign from Secy of State without completing her term about six to nine months ahead, and will go on the campaign trail to capture the Presidency. If that happens, I expect her to FAIL BIG TIME in that bid .. Republicans hate her, and moderate Democrats are lukewarm. Independents, who are increasing in number, will vote for the Republican candidate.

In my view, the Democrats inherited a mess from the George Bush administration, multiple economic crises, and have done well to pass MAJOR healthcare and financial system regulation bills that will serve the US well far into the future. But, the people are hurting without jobs, are myopic without long term vision, and blame it on the government in power.

From Sri Lanka's point of view, the return of Republicans to power will ELIMINATE the current problems Hillary is creating for Sri Lanka. They will recognize .. correctly .. that as an ENDURING DEMOCRACY that has thoroughly defeated it a terrorist organization acknowledged to be a catalyst for terrorists all over the world, and as an ALLY OF THE US in the global war on terror, that Sri Lanka deserves support.

Republicans have ALWAYS understood that better than the Democrats.

We shall see what happens to the ECONOMY in the months and years ahead of the elections; the fate of the Democrats will depend on that .. so far, things are not looking good.

You point out a problem in Sri Lanka: Govt hospitals are underfunded and without sufficient facilities, and the well equipped private hospitals are enormously EXPENSIVE for ordinary people to use, and are often MERCENARY.

Ordinary families will be driven to poverty by an event such as the one you describe. In the US .. where all hospitals are private and medical insurance coverage is essential to prevent bankruptcy due to hospitalization .. it is a problem too for those without jobs who lose that coverage. Hopefully, the new Obamacare plan will help.

The solution seems to be for the Govt to increase its funding of hospitals and doctors, and placing some limits on doctors private work. The problem is, doctors are not slaves and will leave .. even go abroad .. if they can't earn a good income. So, if doctor's private hours are limited, then their Govt income must be increased accordingly.

But, where will the MONEY for that come from?

There are many older doctors in my family who served in govt hospitals, and younger ones who are serving now in govt hospitals. They are good doctors who care very much for their patients. For better or worse, they are all in Sri Lanka, whereas many of the scientists and engineers in my family .. like me .. work abroad !!! It may be telling us that their ability to earn in Sri Lanka is far better than those of scientists/engineers in Sri Lanka.

But, it may also be telling us something about their DEDICATION TO THE SERVICE OF THEIR PATIENTS of these doctors, and that they find it personally FULFILLING!

today 40% of medical students are from the north and the east or decending from ppl from north and east. they are ONLY INTERESTED in migrating out of SL ASAP.

intake of others should increase so that AT LEAST we will have more doctors in SL. then it is about regulating their work.

3. health allocation should increase with the increase in population.

4. private hospitals should be regulated.

For me what the west and U.S. are trying to do is to make the people of other nations to come to similar set of values as they hold. One of the main ways to achieve this is via propagation of religion. We see this in South America, large parts of Africa and also large parts of Asia. The only nations that they cannot get to are the Muslim nations, that are in totally going against Critians.

But Buddist nations are easy targets. The Buddhist nations that they cannot get to are the militant Buddhist nations. I believe Burma is one of the best examples. I believe if Vietnam has not put up such a fight, it would end up being a Christian states taking it with Laos and Cambodia in similar path to South Korea. Luckyly that did not happen.

I don't think west expect SL to put up such a fight. But we did and I think this has angered most western nations. Only way we can escape this is if we create solid relationships between nations like Vietnam, Burma, Thailand etc. Hopefully when China come out of Communism, the Chinese would put enought check and balances to stop the wholesale missionary work that would end up happening otherwise.

When you are evaluating good or bad things about U.S. what we need to look is the outcome of U.S. or European incursions. For me, the only thing that is clear is, if the natives didn't put up a fight, the large percentage of population end up becoming Christians.
As we do not like Mono ethnicity, it is preferable, that the world has many religions.

Union Home Minister P Chidambaram has said slain LTTE leader V Prabhakaran would have been "Mudisooda Mannan" (uncrowned monarch) of the northern and eastern provinces of Sri Lanka had he accepted the 1987 Indo-Sri Lankan agreement as requested by former Prime Minister Rajiv Gandhi.

Addressing a public meeting here last night, Chidambaram said he had met Prabhakaran and talked with him for hours. "He (Prabhakaran) was not our enemy. We were opposed to the path chosen by him."

Virudhunagar is the home constituency of MDMK chief Vaiko, a known LTTE supporter. Vaiko was defeated by Congress nominee Manick Tagore by 15,000 votes in the 2009 Lok Sabha elections.

Chidambaram said a country needs peace for development. "Violence and rioting will not develop a country." There had been heavy loss of lives and properties in Sri Lanka (during the war against the LTTE).

Claiming that peace had returned to the island nation, he said India had given Rs 3,600 crore for the benefit of the internally displaced Tamils. The government had also allocated Rs 1,000 crore for the construction of 50,000 houses in northern Sri Lanka.

The Home Minister said efforts are underway to renovate Kangesanthurai port and repair Palali airport.

He said he was confident that in another two years, 2.5 lakh displaced Tamils would get their houses and they would be rehabilitated.

Chidambaram was participating in the 108th birth anniversary celebrations of former Chief Minister Kamaraj and 125th anniversary of the Congress party.

NEW DELHI: AK-47 wielding security personnel have been assigned to accompany Home Minister P. Chidambaram and Home Secretary G.K. Pillai during their routine official work following Maoist threats to their lives.

Official sources told IANS Monday that intelligence agencies had advised the government to enhance the security of the two VIPs, after they intercepted Maoist messages "planning revenge" for the killing of Communist Party of India-Maoist leader and spokesperson Cherkuri Rajkumar alias Azad in Andhra Pradesh recently.

Earlier, Chidambaram and Pillai were accompanied by security personnel carrying small arms. The number of security officials accompanying the two have also been enhanced.

Official sources said all offices and buildings to be visited by Chidambaram and Pillai would be subjected to stricter searches.

Azad, a key member of the central committee of the outlawed CPI-Maoists, was killed in an gunfight with Andhra Pradesh Police in the jungles bordering Maharashtra. However, the Maoists alleged that it was a staged gunfight.

Civil rights activists had demanded a judicial probe into the killing of Azad.

Government sources said the intelligence reports spoke of "doing something spectacular" against the "rulers in Delhi" to avenge the killing of Azad, and therefore the security cover for Chidambaram and Pillai have been upgraded.

Thanigasalam was arrested in New York in 2006 and has since pleaded guilty to attempting to purchase Russian surface-to-air missiles and 500 AK-47 assault rifles for the Tamil rebels. He is serving a 25-year sentence.

Some times we have to play the game. The same way Russia and U.S. plays the game. It is hard to take a collision cause against these guys yet. We got MR and GR doing a great job here (I think).

In future, the sphere of power would transfer from the west towards east. After that, the western influence of Asia hopefully would diminish.
It is about time we take action against guys like Blake. Although I am not sure about the repercussions. If we corner ourselves and totally go against the west, we will be in the mercy of India, China and Russia. We need to play our cards right if we need to develop our nation.
Like the way Australia start looking towards the East, we should do the same, but at the same time without burning too many bridges with the west.

I DO have a problem with the idea of actually being grateful in mind and heart, which is what Moshe keeps advocating for some bizarre reason. If these people are some kind genuine carebears then i can understand it but we all know they are lying manipulative, child abusing, mass murdering snakes with horrific foul forked tongues giving them an uncanny ability to lie so brazenly to us even when the truth is sitting right in front of both of us.

We need to be MENTALLY STRONG as a people and fully aware and understand how to deal with these people. Being “grateful” and “appreciating” at heart and mind these cretins machinations which are heavily varnished and designed to undermine and damage us in ways we have not conceived upon the providing of said “gift” is a big mistake and is what creates servility in a nation and people.

The memo by Inga-Britt Ahlenius, a Swedish auditor who stepped down Friday as undersecretary general of the Office of Internal Oversight Services, represents an extraordinary personal attack on Ban from a senior U.N. official. The memo also marks a challenge to Ban's studiously cultivated image as a champion of accountability.

Shortly after taking office in 2007, Ban committed himself to restoring the United Nations' reputation, which had been sullied by revelations of corruption in the agency's oil-for-food program in Iraq.

But Ahlenius says that, rather than being an advocate for accountability, Ban, along with his top advisers, has systematically sought to undercut the independence of her office, initially by trying to set up a competing investigations unit under his control and then by thwarting her efforts to hire her own staff.

"Your actions are not only deplorable, but seriously reprehensible. . . . Your action is without precedent and in my opinion seriously embarrassing for yourself," Ahlenius wrote in the 50-page memo to Ban, a copy of which was obtained by The Washington Post. "I regret to say that the secretariat now is in a process of decay."

Ban's top advisers said that Ahlenius's memo constituted a deeply unbalanced account of their differences and that her criticism of Ban's stewardship of the United Nations was patently unfair.

"A look at his record shows that Secretary General Ban has provided genuine visionary leadership on important issues from climate change to development to women's empowerment. He has promoted the cause of gender balance in general as well as within the organization. The departure of Ahlenius, 72, coincides with a period of crisis in the United Nations' internal investigations division. During the past two years, the world body has shed some of its top investigators. It has also failed to fill dozens of vacancies, including that of the chief of the investigations division in the Office of Internal Oversight Services. That post has been vacant since 2006, leaving a void in the United Nations' ability to police itself, diplomats say.

"We are disappointed with the recent performance of [the U.N.'s] investigations division," said Mark Kornblau, spokesman for the U.S. mission to the United Nations. "The coming change in . . . leadership is an opportunity to bring about a significant improvement in its performance to increase oversight and transparency throughout the organization."

The U.N. General Assembly established the Office of Internal Oversight Services in 1994 to conduct management audits of the United Nations' principal departments and to conduct investigations into corruption and misconduct. The founding resolution granted the office "operational independence" but placed it under the authority of the secretary general and made it dependent on the U.N. departments it policed for much of its funding and administrative support.

The dispute between Ahlenius and Ban has underscored some of the resulting tensions and exposed a protracted and acrimonious struggle for power over the course of U.N. investigations.

While Ahlenius cited Ban's move to set up a new investigations unit as a sign that he was seeking to undermine her independence, Nambiar said that it was intended to strengthen the United Nations' ability to fight corruption.

Ahlenius also clashed with Ban over her efforts to hire a former federal prosecutor, Robert Appleton, who headed the U.N. Procurement Task Force, a temporary white-collar crime unit that carried out aggressive investigations into corruption in U.N. peacekeeping missions from 2006 to last year. The unit's investigations led to an unprecedented number of misconduct findings by U.N. officials and prompted federal probes into corruption.

Ban's advisers said they blocked Appleton's appointment on the grounds that female candidates had not been properly considered and said that the final selection should have been made by Ban, not Ahlenius.

"The secretary general fully recognizes the operational independence of OIOS," Nambiar said. But that, he said, "does not excuse her from applying the standard rules of recruitment."

This is not about "isolating" Sri Lanka but about not being mental slaves which is what you advocate creates – I am not saying that is your intention but that is the result. I say take the "good" but NOT appreciate it (at least not in heart and mind, put up a show and dance, play the game as Thusitha said) because it is not done with genuine intentions which you and everyone else knows but you have a hard time acknowledging for some reason. There is no "good" done by the West when it comes to 3rd world countries especially. Whatever "good" there might be is coincidental or done to squeeze out some kind of benefit for the West in the long term, even/including creating dependency, but it is always masked in layers of propaganda designed to create servitude amongst a populace and the perception that we “owe” them something and they "care" deeply for us, when their double, subversive, sinister actions prove otherwise.

There is a deep psychological game waged against people.
When they spot it and give the finger they are then demonised for “refusing” the righteous West, thus must be evil (which applies to some of the countries in that list of yours).

Is it not odd when countries tell the US/West to get lost, rejecting their aid/"good", seeing/knowing the poison that it is laced with, they are demonised as evil? Akin to the way SL is also demonised for not "acknowledging" the Wests "concerns" for human rights. Where we must “bow down” to them, and rejecting their bs/"good"/"concerns" and exposing them as liars and frauds with arguments that are better than theirs makes us the "bad guys"?

Incidentally we had the opportunity to do this through Wimals action. Had we collected such evidence and material + learnt about the dislike of Moon within the UN (as per the information in the Washington Post article) and had more dirt on the three monkeys he appointed for his panel (which we actually already do -a Lankaweb article by Ajit Randeniya gave huge info about the Indonesian chimp on the panel) then the international attention Wimal created would have been the perfect time for SL to unleash this information (the dirt) in a sudden bomb shell that would torpedo this panel and moon (i.e. DISCREDIT IT). Followed up by taking the issue into the General assembly if need be (of course have our friends in the UN pre-informed and ready). Then Moons other dirty tactics such as the UNDP lie and Buhne lie tossed into the mix and this clown would be in deep trouble. Sadly the Government is just sitting on its hands.

So many avenues to make Moon and his panel burn into a fire of ZERO credibility, lost unfortunately.

Dayan J to his credit behaved as a diplomat should (even though he could not keep his crap to himself). He had the RIGHT format. Pushing SL first, making us the victims of the West and have charisma and oratory ability to successfully do what he did (minus the communist bs), making friends, and those important connections, plus learning, adapting and following the underlying workings and machinations of the UN exploiting them for the SL benefit (Dayan J lost his head completely towards the end of his stay in Geneva –before getting fired- but did very well the rest of the time).

This is what SL must do (should have done already) to dissolve the panel and Moon in the process.

First PEEK at APRC Report Reveals Obsolete Thinking:

1. Embeds communal divisions in the Constitution. Communal considerations should be COMPLETELY EXCLUDED from the constitution. Political power should arise from a person's vote in the electorate he/she live in .. nothing else.

2. Retains Provincial Governments setting the stage for large regional power centers that can challenge to authority of the Central Govt in the future, especially as the Provinces gradually accumulate ethnicity based power by various sly means, resurrecting the ethnic basis for the revival of Eelam in the future.

No regional governments larger than Districts should be allowed, and Districts should not have security, or police powers.

This ARPC report should be thrown out for THESE TWO reasons.

Final APRC report recommends unitary state concept for Sri Lanka while sharing powers between center and provinces

July 20, Colombo: The final report of Sri Lanka's All Party Representative Committee (APRC) that was released to the media by the main opposition United National Party (UNP) and the Sri Lanka Muslim Congress has recommended that Sri Lanka shall be a unitary state while the state powers are shared between the center and the provinces.

UNP MP R. Yogarajan said the final report of the APRC would be tabled in parliament today (20).

The UNP and the SLMC told the media yesterday that the President had failed to publicize the final APRC report even a year after it was handed over to him by the head of the committee Minister Prof. Tissa Vitharana.

Some highlights of the report are as follows:

* A Parliamentary system of government.

* Sinhala and Tamil to be official languages. English may be used for official purposes.

* Status of Buddhism - the foremost place given while according to all religions the rights guaranteed by the constitution.

* A constitutional court to preserve the supremacy of the constitution. This will be separate from the Supreme Court.

* Electoral system- A mixed first-past-the-post system based on electorate basis and PR system on a party basis with two separate ballot papers.

* Power sharing- There will be tiers - at Central govt, provincial govt and local govt levels. Each tier will have separate lists of powers conferred through the constitution. A Senate- A senate will allow the provinces to play a role in the national legislature. It would act as an in-built mechanism to deter hasty legislation that may have an adverse impact on the provinces.

* There will be 63 senators made up of seven members each from the nine provinces. They are to be elected on the basis of a single transferable vote by the members of the Provincial legislature. In addition there shall be 10 senators selected by the community councils (one for Muslims living outside the north and east, the other for the Indian Tamils). The President is to nominate two persons to represent unrepresented community groups.

* Community Council-There shall be two community councils, one for Indian Tamils and one for Muslims outside the north and east without a territorial focus.
* Power Sharing- The concurrent list will be abolished and the powers shall be separated between the central list and provincial lists. A third list will deal with powers of the local authorities.
* A National and Provincial Higher Appointments Council to be named. This aims to ensure the independence of public service and the judiciary. This council shall consist of the Speaker as the Chairman, Prime Minister, Leader of Opposition, and six persons to be appointed by the President on the nomination of a Parliamentary Committee representing all parties in Parliament. Three of them should be minorities.

Five year National Science and Technology Policy adopted

A five year National Science and Technology Policy for accelerating the country's development effort and making the Mahinda Chintana vision for the future objective of making Sri Lanka a Wonder of Asia was adopted at the 6th National Science and Technology Conference which concluded at the Hotel Suisse, Kandy yesterday.

Technology and Research Minister Tissa Vitharana said over 200 scientists attended the conference organized by his Ministry's National Science and Technology Commission.

The Minister said special attention was paid at this conference for creating a scientific environment in the country for utilising scientific research and findings and advanced technology to uplift the agriculture, industrial and export sectors and creating a sustainable market for Sri Lanka exports.

An industrialisation program would also be launched with the objective of the country's per capita income to 5,000 US dollars by 2015.

The conference also paid attention towards the export of finished products for exports based on rubber, illmenite and graphite and introduction of nano technology for the agricultural industrial and export sectors.

The new five year Science and Technology Policy will be submitted to the President for his approval.

Sri Lanka's Tamil delegation meets Tamil Nadu Chief Minister Karunanidhi

July 20, Colombo: A delegation of Sri Lanka's Tamil National Alliance (TNA) parliamentarians led by R. Sampanthan has met Tamil Nadu Chief Minister M. Karunanidhi today, Indian media reported.

A TNA delegation of five MPs has met Karunanidhi at his residence today and reportedly sought India's intervention in accelerating rehabilitation of displaced Tamils in Sri Lanka.

"We have requested the intervention of India and the Chief Minister for the welfare of Tamils," Sampanthan has told Indian media after meeting Karunanidhi.

Sampanthan had alleged that there was little progress in the rehabilitation measures announced by Sri Lankan government for Tamils after the end of the war against the LTTE last year.

"Sri Lanka has not taken any concrete steps towards implementing a political solution for the Tamil problem. The government has not taken any dialogue with us for achieving a political solution," Sampanthan has been quoted.

He had also alleged militarization and settling of Sinhalese in Tamil-dominated areas in Sri Lanka.

The Indian Express states that the TNA delegation had also welcomed the DMK chief's suggestion to the Central Indian government for deputing a special envoy to Sri Lanka for assessing progress made in rehabilitation measures.

Think about open markets, globalization etc. Initially third world countries got screwed. Later on, we got better at it. Now they are trying to close their markets.

We are learning to play their game and also we are becoming better at it. India, China, Brazil, Russia are good examples of this.
U.S. used 9/11 to attack Iraq, we used it to destroy LTTE.

The west would try to change the rules to their own advantage. But if we are sharp, we should be able to take advantages of these rules ourself. But I don't believe we have to put up with the western influence for that long.

Hi Guys

I posted an article in Lankaweb on need of development in NE in order to occupy the current and future youth to reduce the 'foot soldiers' for a future separatist activity. I got many negative Sinhala extremists comments on this.

I know that there is a set of ealamists that wonder around the net and post anti Tamil comments in Sinhalese sounding names. Their objective I believe is to show that Sinhalese are Tamil haters, and to keep the fire alive for another spate of violence on a future date.

Are these comments are a result of this or am I off the mark from general Sinhalese sentiments?

Back in the 1970s and 80s Jaffna alone had an economy that contributed 5% to the nations GDP. Jaffna was heavily developed on par with the Western province. What do you think happened?

The "poverty" was something they themselves created out of their own arrogance. They are NOT victims of anything.

Today the Tamils are all humble to you and Sinhalese after 30 years of war which they started, perpetuated at every opportunity all because they believed they could win as they saw (and still do see) Sinhalese as weak, “modayas” to be EXPLOITED, when they spoke and engaged with you they would have had this running right through their minds and well seems they fooled you pretty well.

Back in the 50s they would not even give you water from a gutter if you asked/begged for some to quench your thirst, rather chase you out and tell you to die on the road.

To call such comments you see as "extremist" or "false flags" is extremely childish and unfair. Sinhalese have been the victims of 60 years of Tamil deceit and deception and deep intolerance and ABUSE. Is it not surprising there is some natural dislike and anger? IT is HUMAN response. We have done that for the last 60 years and during war where we fed and clothed, gave salaries and gave healthcare to the people slaughtering us. Anywhere else in the world if a people were subjected to Tamil chauvinism and violence in the manner we were they would have been wiped out when they started their bloody ITAK and TUFL, not even getting close to dreaming of an “armed struggle”. We spent more time “looking after” and pampering them than our own, while our people wallowed in poverty they had a good life and gave us a WAR as a result, now Tamils wallow in their own self inflicted misery and I am not interested in re-doing the “make Tamils feel happy so they do not kill us” bs because we tried that and it only strengthened their resolve to murder us.

Sorry Ian, but I am with the commentators responding to you.
We are not going to return to the British apartheid system, which is what Tamils want and only when Tamils will truly feel “equal” -when they come to dominate us again.
