“Defeating Terrorism and Winning the Peace in Sri Lanka”

Sri Lanka is one of those rare cases where terrorism has been comprehensively defeated, substantially by its own efforts despite all the advice, reservations and fears publicly expressed to the contrary.

A once-feared terrorist organization has been eliminated militarily. Not even a shadow of that organization remains in the country.

At one stage, many, including senior officials in Sri Lanka, believed that the LTTE could not be defeated by the government security forces.

In 2006, the Chief of the Sri Lanka Monitoring Mission (SLMM), General Henrickson, who had commanded peace-keeping forces in the Balkans, advised Sri Lankan officials at the highest levels not to entertain any thoughts of confronting the LTTE militarily, as the terrorist group was far too good and would prevail.

Similar warnings were given by many heads of Western Missions based in Colombo, with their long familiarity with the LTTE, and despite their own avowed anti-terrorist national policies and military actions designed to counter terrorists far from their own borders.

But the security forces of Sri Lanka, despite these warnings, under the leadership of President Mahinda Rajapaksa, decided to take on the LTTE and prevailed. The much-feared LTTE is now a shattered effigy, having been methodically swept aside by the Sri Lankan security forces.

The critical decision to take on the LTTE was made after much heart-searching and after the LTTE itself had scuttled three efforts in 2006 to end the conflict through negotiations. Since 1987, it had rebuffed repeated efforts by successive governments to reach a peaceful end to the conflict.

In February 2006, the LTTE left the negotiations convened in Geneva by the Norwegian facilitators with a commitment to reconvene in April. However, overconfident and brash, their outrageous demands on how their Eastern leaders should be transported to meet the Northern leaders for pre-negotiation consultations resulted in that round of talks being aborted.

Every offer made by the Government to transport the Eastern leaders to the North, with the assistance of the Government Peace Secretariat, including by ferry, chartered helicopter and by seaplane, was arrogantly rebuffed.

In parallel, the LTTE kept up a barrage of attacks on military and civilian targets, including a suicide bomb attack by a pregnant woman on the Army Commander, a claymore mine attack on a busload of civilians in Kebithigollewa which killed 70 and a truck bomb targeting naval personnel coming home on leave for the national New Year, which killed over 120; all designed to break the will of the government or provoke a nasty civilian or government reaction. Hundreds of soldiers and civilians were slaughtered in this murderous campaign of terror, but no civilian backlash or retaliation occurred.

However, it was becoming difficult for a democratically elected government to continue to tolerate these egregious provocations without responding. It was becoming clear to the dismay of LTTE strategists that the sense of maturity and discipline among the civilians would continue.

A Government delegation led by the then Secretary-General of the Government Peace Secretariat, Dr. Kohona, visited Oslo in June 2006 and a LTTE delegation led by Tamilselvan was flown to Oslo by the Norwegian peace facilitators. The LTTE just refused to sit at the table, although the two delegations shared the same hotel.

In July/August, the LTTE, in an unprecedented provocative move, cut off the water supply to some 65,000 people in the Eastern Province by occupying the ‘Mavil Aru’ canal, which is located in the North-Central Province (and which had never been claimed as part of the so-called Tamil homeland) and after ten days of negotiations to get them to leave, including by the Government Peace Secretariat, were forcibly evicted by the Security Forces after a short, but bloody campaign. Short of troops for this effort, the government had to surreptitiously move a battalion from the tense Jaffna front to the Mavil Aru area.

This provocation was followed by massive attacks by the LTTE on the Security Forces, in Trincomalee, to the South of Trincomalee, and in Jaffna and the forcible eviction of over 54,000 Muslims from Muttur. The Trincomalee Harbour was shelled from Sampur on its southern shore. These attacks were repulsed and the LTTE was surprised by the resolve demonstrated by the security forces. This also boosted the morale of the security forces, courtesy the LTTE failure. It was becoming increasingly obvious that the LTTE, believing its own propaganda and encouraged by the assessments of Western diplomatic missions, was determined to achieve its goals through violence and military means, rather than through negotiations.

Yet another round of talks was convened in Geneva by the Norwegians and was scuttled by the LTTE walking out after making impossible demands, including that the A-9 road to the North be reopened. (The A-9 was closed after the August attacks on Jaffna). President Rajapaksa, who had even sent emissaries to the LTTE stronghold, Kilinochchi, to persuade them to return to the negotiating table, was now forced to make a critical decision to deploy his security forces against the LTTE.

Once the decision to engage the LTTE militarily was made, the Government adopted a critical policy stance to clearly underline the distinction between the terrorist LTTE and Tamil civilians. The military offensive was to be a humanitarian mission. This was an important strategic decision, as it helped to create the political space for the non-LTTE Tamils to support the Government, or at least stay neutral and brought home the significance of the distinction to many elements of the international community. It was repeatedly underlined that the target of the government’s action was not the Tamil minority.

The international community could now maintain or impose new proscriptions on the LTTE, because there was no possibility of mistaking these proscriptions as being actions taken against the Tamil community.

From the perspective of many Western democracies, this was important in view of the large Tamil populations which had settled in their lands after the riots of 1983 and which were becoming significant electorally. The import of this distinction became particularly vital in the light of the frenzied campaign carried out by the LTTE and its supporters over the years, and specifically, towards the end of the military campaign alleging that the Tamil civilians were being indiscriminately harmed by the security forces.

The charge of indiscriminate shelling and genocide was bandied around, and used effectively to fuel passionate demonstrations that had a noticeable impact on the media and high level perceptions of Sri Lanka. This perception which strangely reflected LTTE propaganda, ran in the face of the government contention that it had no intention of shelling or otherwise harming its own people. While in any form of warfare, civilians do get harmed, the Sri Lankan military forces were under strict instructions to avoid civilian concentrations. The government’s policy was also designed to convince the Tamil civilians that it would provide them with better care and opportunities than the LTTE.

Despite the propaganda frenzy of the LTTE and its supporters, avidly lapped up by the sensation seeking media and reflected enthusiastically by Western liberal minded politicians keeping a weather eye on significant Tamil groups in their electorates, the Government of Sri Lanka maintained its focus. Allegations of genocide ran in the face of the thousands of Tamil civilians who left LTTE-controlled areas over the years to live peacefully in areas under Government control. (54% of Tamils live in Sinhala dominated areas in the South, outside the so-called homeland). It would be strange indeed, if the bulk of the Tamils fled their so-called homeland to live voluntarily in areas where genocide was apparently being practiced.

Charges of indiscriminate bombings of civilians, including medical facilities, sometimes backed by satellite images sourced to the United Nations, had to be refuted by challenging the veracity and the lack of corroborating evidence and the large scale movements of civilians to government controlled areas.

Suggestions of large numbers of civilian deaths, made even by leaders of countries whose own forces were causing large-scale collateral damage in anti-terrorist campaigns far from their own borders, also had to be refuted. The Government steadfastly maintained its own commitment to minimize civilian casualties among its own citizens.

In the early parts of the campaign, the propaganda mouthpiece of the LTTE, the Tamilnet, had hardly anything to say about civilian casualties. The deliberate policy of avoiding harm to civilians, slowed down the military’s advance considerably. Each village and each town had to be approached with care to avoid civilian casualties – a policy that produced a dual impact. The vast majority of the Tamils outside the areas of control of the LTTE could be convinced that the Government’s goal was not to harm the Tamils.

Even Tamils living in LTTE controlled areas knew that it was better to live under Government control. (60,000 to 70,000 Tamils moved out of the Vanni to live in Sinhala majority areas in 2007/08 prior to the offensive in the North). The policy of zero civilian casualties instilled a higher sense of caring discipline among the security forces compared with other forces battling rebel groups in the neighborhood. There were very few verified complaints of indiscipline among the security forces.

As part of government policy, opportunities were created for non-LTTE Tamils to emerge from the shadows. Initially, they were slow to assert themselves, but once the fallacy of the LTTE’s invincibility was exposed, many took the risk of adopting a public stance against the LTTE (it was still a risk, as demonstrated by the brutal murder of Kethish Loganathan, my own deputy in the Peace Secretariat, by the LTTE in 2006).

Overseas, many Tamils who had marked time now had the opportunity to go public with anti-LTTE views. The Government, as part of a move to engage the Tamil diaspora in a dialogue, invited representative groups for discussions in early 2009 and is continuing to reach out.

The President and senior Government Ministers took and continue to take every opportunity to meet with members of Tamil groups on their visits overseas. This dialogue will continue. It was also abundantly clear that there was no unanimous affection for the LTTE or its self-associated leadership among many members of the Tamil community in the West. (It is variously estimated that the Tamils in the West number approximately 1.5 million). Sri Lankan groups which had been functioning independently were brought together in places such as Australia, New Zealand, the USA, UK and Canada. In certain countries, the contribution made by the pro Sri Lankan diaspora was absolutely crucial in maintaining the pressure on their host governments.

It also became important to ensure that the international front was managed as carefully as the battle front in the Vanni. The LTTE and its propaganda machine kept up a barrage of anti government propaganda and the conflict was portrayed as one between an oppressor government and an oppressed minority. (One notes the use, towards the latter stages of the conflict, of emotive expressions such as genocide and references to the indiscriminate shelling of civilians by the Tamilnet without substantiation). They cultivated community leaders, NGOs and decision-makers in the West over the years and many honestly believed their version of the conflict. It became necessary to counter this. Inevitably, it was difficult for the government to take the initiative as the LTTE was well-entrenched. The government's role was reduced to a reactive one.

While the LTTE had hundreds of dedicated cadres working full time to disseminate its message, including by effectively exploiting the electronic medium (there were over 280 websites supporting the LTTE), propaganda footage shot in Sri Lanka was usually released to media outlets within hours. Many government missions overseas boasted only three or four staff who were also required to cover a range of issues. The Government's efforts overseas, especially its efforts to marshal the support of anti LTTE elements in the Sri Lankan communities abroad, nevertheless, have borne significant fruit in recent years. Anti LTTE civic organizations became activated as they began to see the resolve of the government in Colombo. The LTTE remained proscribed in many of the democracies and in addition, LTTE front organizations were also proscribed.

Prosecutions were launched against LTTE operatives (fund raisers, arms procurers, organizers, etc.) in the USA, the UK, France, Canada, Italy and Australia. Covert intelligence sharing operations disturbed LTTE fund-raising, money laundering, arms smuggling and arms procurement activities. In a significant development, the government succeeded in capturing the LTTE’s key arms procurer, KP. The government maintained pressure on the LTTE internationally and forced it to operate in a clandestine manner, until in a master stroke, it decided to express itself through massive public demonstrations. The resulting calls for a ceasefire nd, even action against Sri Lanka, including through the UN had to be countered, sometimes using direct contacts with foreign capitals.

The Sri Lankan Foreign Service personnel performed creditably in all this. Following the defeat of the LTTE, efforts to bring Sri Lanka before the Security Council were countered and an anti-Sri Lanka resolution before the Human Rights Council was soundly defeated.

All along, it was critically important to maintain India’s understanding of Sri Lanka’s offensive against the LTTE. The groundswell of sympathy that the LTTE had managed to generate in South India and the influence of South Indian politicians on New Delhi had to be taken into account. The LTTE’s influence in South India was not comforting to the Indian body politic. The LTTE, in an unbelievably shortsighted and petty act of vengeance had assassinated the former Indian Prime Minister, Rajiv Gandhi, using a woman suicide bomber, closing its access to Indian policymakers for a long time to come.

Belated overtures at rapprochement were of little effect. The Sri Lankan government, under the leadership of President Rajapaksa, continued to reassure India that the conflict was with the terrorist LTTE and not with the Tamil population. Delegations at different levels were exchanged with India. Even as the civilian population held hostage by the LTTE streamed into camps prepared in advance by the government, India continued to be reassured that the civilians will be cared for, that the civilians were not the target, internally displaced persons will not suffer and any grievances of the Tamil minority will be addressed through a constitutional process. The 13th Amendment to the Constitution which resulted from the Indo-Lanka Accord of 1987, would be the basis of Sri Lanka’s constitutional approach in addressing any grievances of the Tamil people.

The economy suffered immensely during more than 27 years of conflict. It is estimated that the country lost USD 200 billion in opportunity cost, including in the areas of tourism, inward investments and trade. Consistent with the thinking of other terrorist groups, the importance of targeting Sri Lanka's economy was recognized early by LTTE strategists and every effort was made to cripple it.

Ships were hijacked, the airport was attacked, banks were robbed, public facilities were bombed, pushing up insurance rates and scaring away potential visitors and investors. Their propaganda machine succeeded in convincing Western development partners to make human rights, in other words, adopting a softer approach to the LTTE, and a distraction from the main effort to crush terrorism - a precondition for the disbursement of promised aid. This perceived soft approach towards the LTTE by Western countries, caused enormous popular resentment within Sri Lanka. In due course, the USA made access to the Millennium Challenge Account conditional on compliance with standards which appeared to exceed even those that were applicable to themselves in their own “War on Terror”. The EU made the continued availability of the GSP + concession on which thousands of jobs depended, including those of women, subject to similar conditions. A cynic has observed that some Western nations have continued to labour under the “white man’s burden” in a different form.

Nations that had undertaken military ventures far from their borders to counter terrorism, and in the process, caused extensive harm to civilians and infrastructure, were now standing in judgment over Sri Lanka. Military sales to Sri Lanka were stopped and efforts were made to influence China to do the same. In both cases, the government adopted a hard line. Instead of succumbing to these pressures, the government was forced to seek development assistance from other partners and non-traditional allies and turned to alternative markets, where possible.

There was also recognition that economic power had shifted in the recent past to the East. This policy shift paid handsome dividends. Iran, for example, pledged over $1.9 billion in development assistance to Sri Lanka. China's share of development assistance topped 1 billion Dollars.

Japanese assistance continued unaffected by the critical approach of the Western democracies. India continued to assist Sri Lanka, including in strategic matters. While Sri Lanka, confronted with the choice of economic blackmail or finding an accommodation with terrorism, had to strengthen its ties with alternative partners, it worked assiduously at maintaining traditional ties. The government turned to new sources for military hardware. Helicopters, tanks, jet aircraft, artillery pieces, attack-craft etc., were sourced from non-Western countries.

The President, for his part, travelled regularly to key international destinations. Since 2006, he attended the UN General Assembly three times in successive years. He visited the UK and met Prime Minister Blair. He visited Libya, Iran, Jordan, China, Morocco, Italy, the Vatican, Japan and, most importantly, India. This helped to manage those key international relationships and also to reassure those countries of the sincerity of our position at the highest level.

Given the Tamil Nadu factor, keeping New Delhi regularly briefed of our position and reassuring it of our intentions was important.

Similarly, ensuring a regular flow of military requirements for the security forces was critical. [My own visits to the Czech Republic, Russia, Ukraine and Israel in 2007 served this purpose.] A constant effort was maintained to keep our friends briefed on the situation in Sri Lanka and holding back the anti Sri Lanka tide that the LTTE and its sympathizers were generating.

The critical and central role of defeating the LTTE was played by thousands of young men and women who believed in the integrity of their country, who single-mindedly sought to ensure a land free of violence to future generations and who were driven by the single purpose of protecting what was theirs for the future.

Thousands laid down their lives, lives that had not experienced the full range of joys and sorrows of human existence, and thousands were maimed for the sake of unborn generations so that the land shall be rid of the scourge of barbaric terrorism. Many women were left widowed and children fatherless. The key difference in enabling these sacrifices was the leadership, the leadership that would not be swayed from its course despite the incessant mud-slinging from within, and the pressures from abroad. The President remained committed to eliminating the LTTE. In addition, the men in uniform were now better trained, better armed and disciplined. Their level of commitment was high.

For the first time in this conflict which, by 2006, had lasted over twenty five years, the entire nation was mobilized. The nation which, by and large, in the past had been a bystander in the war effort, was made a central part of it. For the first time, bill boards appeared calling on the country to back the security forces. The media was mobilized, making the war a part of everyone’s daily life, which was part of the military strategy. With the mobilization of the entire population behind the war effort, recruitment ceased to be an issue.

The national flag sold in much larger quantities than ever before.

An inspired leadership also subtly changed the rules of combat in guerilla warfare. Instead of seeking to occupy or defend territory on a wide front, an approach which had been tried with poor results in the past, the military began to send highly trained and well equipped small units deep into LTTE controlled territory to consistently harass the LTTE, attack the leadership and disrupt their movements. They survived on the little that they could find from their surroundings and were very mobile. The operations of these small deep penetration units had a profoundly unsettling effect on LTTE leaders and fighters, forcing the experienced leaders to seek protection in fortified locations far from the front thus exposing raw cadres and child recruits without leadership to the flames of combat.

The military, also harassed the LTTE on a wide front. As expected, the LTTE found it difficult to deploy adequate fighting resources to meet this threat on an extended land area. In addition, the military also began to confront the LTTE incessantly with no let up whether it rained, flooded or on national holidays. Very quickly the fabled guerillas of the LTTE were losing cadres in significant numbers, their movements were restricted and they were reduced to manning protective bunkers and defending territory. A major tactical blunder.

Once this transition occurred, a well led, motivated, trained, and equipped conventional force was bound to prevail. Well trained infantry units crossed defended terrain and confronted enemy strong points with determination, thus further diminishing their will to fight. The rapid disintegration of the LTTE's fighting capabilities caught even the Sri Lankan military leadership by surprise. The withdrawal from one population centre to another which began at a trot, quickly became a dash from one safe haven to another, always herding large numbers of civilians and poorly trained child soldiers to provide a protective rearguard.

In the process, huge quantities of weapons, including long range artillery, heavy mortars, anti aircraft guns, surface-to-air missiles, landmines, chemical weapon-making equipment, tanks, thousands of AK47s etc., purchased in the global black market with the voluntary or forced contributions of Tamils living overseas, and smuggled into the country were left behind. Large caches were buried and are, even now, being recovered on a daily basis. Efforts to build semi submersible sea going craft were quite evident from the fully and partly constructed vessels captured by the army. Large numbers of suicide vessels and attack craft were captured.

Seven airfields (more than in the South) suggested military goals which may have encompassed a much wider territorial ambition than Sri Lanka.

The constant effort to build earthen embankments suggested a defensive mindset that had established itself in the LTTE. All this clearly indicates that a peaceful and negotiated end to the conflict was not in the contemplation of the LTTE. The much discussed grievances of the Tamils being at the core of the insurrection becomes highly debatable under the circumstances. It may have been the megalomania of an individual and the ambitions of a small group seeking to exploit the perceived grievances of the Tamil community to achieve a Hitlerite goal.

At sea, the navy began to challenge the capabilities of the LTTE resolutely. (At one point, the SLMM suggested reserving a demarcated area in the sea for training by LTTE vessels and the SLMM chief had himself photographed on the deck of an LTTE attack craft). They had built significant numbers of vessels, some capable of developing over 45 knots and swarms of suicide craft. The LTTE had and its rump overseas continues to own sea going vessels which were used to smuggle in large quantities of weapons. (Now they are suspected of smuggling people to the West.) LTTE suicide craft had regularly engaged State navel craft (usually swarming around them) and succeeded in inflicting significant losses.

When not at sea, these vessels were dragged deep inland for safety or even taken to the opposite side of the Island for offensive operations there. The Sri Lankan Navy developed a new strategy and the LTTE rapidly lost its edge at sea. The Navy, with better intelligence and enhanced surveillance capabilities, went in search of LTTE seagoing ships carrying weapons, far from its shores and destroyed them. Fleets of locally built fast attack craft (partly using technology adapted from captured LTTE suicide boats) were deployed to swarm around and destroy LTTE vessels as soon as they were put out to sea. This forced the LTTE craft to stay inshore where they fell prey to the advancing army or were picked off by the air force.

The crippling of the LTTE's sea capability also ensured that the quantity of weapons being smuggled was reduced to a minimum. The hopes of escape by sea for the LTTE leadership, was also eliminated.

It is now history that the LTTE, as it fled from one town to another and from one village to another, swept with it the civilian population and callously herded them in to an ever decreasing area and cynically used them, the very people it purported to champion, as a human shield and as bargaining chips while exposing them to the ravages of battle.

It is quite clear now that they located their fighters and big guns among the civilians. The civilians were the involuntary victims of a terrorist group’s deadly strategy. The LTTE knew well that these innocent civilians would suffer by being forced to partake in this dreadful game. But they callously persisted and used them as expendable pawns in a propaganda exercise. The vast majority of these civilians clearly had no desire to be part of the LTTE game plan and as soon as the security forces broke through the terrorist defences in April and May 2009, fled in to government controlled areas carrying whatever they could gather. This phenomenon was amply manifest on our global TV screens. These were not reluctant escapees.

They were making a desperate dash away from their ruthless captors, on occasion being subjected to gunfire and bomb blasts from them. The security forces, demonstrating the impact of their training and planning, exercised amazing restraint as they advanced, at great cost to themselves. The infantry advance resulted in serious casualties for the security forces.

We saw soldiers dropping their guns to assist civilians across flooded lagoons. Of course, as a consequence, the much anticipated and often trumpeted "blood bath" or the "humanitarian catastrophe" failed to materialise. In retrospect, one wonders whether the predictions of a “blood bath” were based on a sincere assessment or was a not too subtle attempt to pressure the Government to halt its advance against the terrorists.

Within days, the Government provided accommodation to 294,000 IDPs in well prepared camps, giving them food, clothing, shelter and medical care. Children were given schooling facilities. We succeeded in avoiding the familiar images from refugee camps elsewhere, the Congo, Darfur, Sierra Leone, etc., of forlorn children with sunken eyes – waiting for a passing relief truck to throw out food. Despite the clamour of NGOs to be given access to the camps, the Government ensured that basic necessities were provided immediately. There was no hunger, disease or deprivation in the camps.

With the nation solidly backing the military effort, the military eliminating the fabled LTTE fighting machine on land, in the sea, and in the air, and the Government boldly confronting the LTTE internationally, the world’s most dreaded terrorist organization crumbled in the space of two and a half years. Today, one hears not the explosions of claymore bombs, which were part of our daily experience for 27 years, but the noise of firecrackers and throbbing of drums of joy. As the French National Anthem exhorts “March on, march on- see their tears of joy, hear their cries of victory!”

Today, we see this on our streets, in our villages and our fields.

Dr. Palitha Kohona, who was in the forefront of diplomacy defending Sri Lanka during the Final Eelam War, has succinctly summarized the many aspects of Sri Lanka's Victorious War on Terror against the Tamil Eelamist terrorists.

Dr. Kohona's writing supports my conviction that the early eradication of this terror from Sri Lanka was prevented not by any superior fighting capability of the murderous LTTE, but by the lack of COMMITTMENT and WILL TO WIN on the part of successive Sri Lankan Governments, who heeded the flawed self-serving advice of foreigners who had nothing to lose, rather than attending to their sacred duty to PRESERVE the INTEGRITY of the Nation and the SAFETY of its People.

This is a lesson we must NEVER FORGET: When Sri Lanka's intrinsic interests and survival is at stake ... ignore the naysayers ... and pay any price ... however high, however bitter ... to preserve intact what our forefathers have passed down to us.

Gota says US statement at UN HRC positive, underscores govt’s responsibility to maintain peace

Defence Secretary Gotabhaya Rajapaksa says the global community should realize the growing danger posed by terrorism and take tangible measures to deal with the threat.

Sri Lanka, he says, can share her experience with those fighting non-state actors in difficult circumstances in various parts of the world. "Anyone perpetrating terrorism should be considered as the common enemy and the world should be united to meet the challenge," he said.

Responding to a query by The Island, Defence Secretary Rajapaksa said nothing could be as accurate as what US Assistant Secretary of State Esther Brimmer told the UN Human Rights Council sessions in Geneva on Friday (Nov.5).

The Defence Secretary was referring to Brimmer’s speech at the first comprehensive review of the US before the UN Human Rights Council, in which she noted it was "our own people, to whom we are ultimately accountable."

The human rights review comes in the wake of whistleblower website, Wiki Leaks releasing a plethora of classified military documents relating to excesses by US forces fighting non-state actors and the US military turning a blind eye to abuses by those working under its command both in Afghanistan and Iraq.

War veteran Rajapaksa said that Brimmer was spot on. According to the Defence Secretary, President Mahinda Rajapaksa had emphasized on many occasions that his responsibility was for the people of Sri Lanka. The Defence Secretary said that the Sri Lankan government dubbed its military campaign a humanitarian operation as one of its major objectives was the rescue of the Tamil speaking people.

The outspoken official said that the position taken by the US Assistant Secretary could be applied to any other country fighting state or non-state actors, in Sri Lanka’s case a formidable internal threat backed by powerful external factors.

Commenting on an interview given by US analyst Stephen Cohen headlined ‘Lanka lauded for triumph over Tigers, asked to reconcile with Tamils,’ carried on the Oct. 17, 2009, issue of The Island, Defence Secretary Rajapaksa pointed out that the former US State Department employee had referred to the situation in Somali waters and what could have happened if the Sea Tigers established control over Sri Lankan waters.

The Defence Secretary said that the world could learn from Sri Lanka’s experience in fighting an unconventional enemy, who would stop at nothing to achieve its military targets. "For 30 years there was a constant change of strategies. They adopted strategies to counter ours, and we had to take on counter their new plans," the Defence Secretary said, adding that the government always believed that it was responsible for the people and the entire military effort was directed at restoring civilian control over the entire country. Had there been any other objective, the war against terror wouldn’t have been successful, he said, adding that the people threw their weight behind the military campaign as they felt the action against the LTTE was justified.

Referring to the outbreak of war in the East in mid 2006, the former Gajaba officer said that the government had responded militarily only after the LTTE denied water to thousands of families by cutting off Mavilaru waters. President Mahinda Rajapaksa had no option but to meet the LTTE’s military challenge as he was responsible for the well being of the people, the Defence Secretary said.

The Defence Secretary said that throughout the offensive, including the final phase (April-May) in which the Sri Lankan Army had to rescue some 300,000 forcibly held by the LTTE, the government’s responsibility was to save those who had been held . To the credit of the Army, the rescue operation was carried out successfully, though a section of the international community remained critical of the military action, the Defence Secretary said.

Iran aid to Sri Lanka amounts to US$ 520 million

Nov 09, Teheran: Iran has supported technical and engineering services in Sri Lanka to the extent of US$ 520 million, Iranian Commerce Minister Mehdi Ghazanfari has said on Monday.

Ghazanfari has told Sri Lanka's External Affairs Minister Prof. G.L. Peiris that Teheran is ready to further boost economic cooperation with Sri Lanka during a meeting between the two ministers on the sidelines of the 9th Meeting of the Ministers of Foreign Affairs of the Asian Cooperation Dialogue (ACD), the Iranian News Agency, IRNA reported.

The two ministers have discussed the construction of a new oil refinery in Sri Lanka by Iranian experts, exporting Iranian LNG to Colombo, and boosting tourism.

Prof. Peiris has expressed his gratitude on behalf of Sri Lanka for the assistance given by the Iranian government and called for expansion of economic ties between the two countries.

The two-day ACD meeting titled, "Towards Asian Convergence and Unification: Promotion of Progress, Peace and Justice." commenced Monday in Teheran. The meting will conclude today.

The Iranian Minister visited Sri Lanka to participate in the 9th meeting of the Iran and Sri Lanka's joint economic committee in Colombo from September 13-15.

During the meeting Sri Lanka and Iran inked six Memorandum-of-Understandings in different fields such as science, culture and art, standardization, customs, and a sisterhood agreement between Iran's Shahid Rajaei port and Colombo port.

Iran is Sri Lanka's largest aid donor and currently the major crude oil supplier. In April 2008, Iran began work in several infrastructure development projects in Sri Lanka under a US$ 1.5 billion loan to the country.

Iranian President during his visit to Sri Lanka in September agreed to provide financial assistance to several development projects including the Uma Oya 450 MW power plant project at a cost of US$ 450-500 million.

Iran has also agreed to set up a LNG terminal at Mirissa coastal town with a fishing harbour in Southern Province. The facilities at Sapugaskanda Oil refinery is to be augmented with Iranian technical and financial assistance.

Sri Lanka last year signed a US$ 106 million agreement with an Iranian firm to provide electricity to roughly 1,000 villages in Sri Lanka.

Sri Lanka Provincial Council seeks appointment of an Attorney General

Nov 09, Anuradhapura: A proposal put forward by a councilor to appoint an Attorney General for provinces of Sri Lanka was unanimously passed in the North Central Provincial Council today.

The proposal also suggests the appointment of an agent of the Attorney General to provinces in case of a separate Attorney General cannot be appointed for provinces.

The aim of the proposal is to make it easier and faster to obtain consultation when drafting laws for the provinces.

North Central Province councilor Anil Ratnayake representing the United National Party moved the proposal.

Wonder of Asia: Town planners have a major role

Town planners have a major role to play in making Sri Lanka the Wonder of Asia, Defence Secretary Gotabhaya Rajapaksa said. “Town planning should be realistic. Co-ordination and dialogues are required to implement town planning. Low-income groups should be relocated,” the Defence Secretary said at the World Town Planning Day held at the BMICH, Colombo yesterday.

It was estimated in 1998 that around 65,000 families live in shanties. This number has gone up now and it can be around 75,000. This means half of the people living in the Colombo city live in shanties, he said.

“At least Rs 2.5 million is required to resettle one of these families at a small housing unit. Town planning comes here. We have to find money to relocate these families. As soon as this idea was put forward there was opposition. Giving a better life for the people is what is important, not acquiring valuable land,” the Defence Secretary said.

“We have to relocate large numbers. There are a lot of unauthorized structures in valuable lands. We have to show investors that they can earn their investment back. Everything is being done to offer people a better life. Private sector is very important in town development and private sector contribution is always welcome. Social planners are also important. President Mahinda Rajapaksa has a plan to develop cities and link them. Town planners have a big challenge while doing this,” he said.

The Defence Secretary said that a lot of speakers take examples from the war.

It was giving the right leadership, having the proper plan and commitment which helped to win the war. Commitment was the most important thing. The Armed Forces were under many hardships but they had the right aim, he said.

During the past 30 years the country had good fighters, dedicated and motivated people but peace could not be achieved.

But the same people achieved victory under the right leadership. This is same when it comes to town planning, the Defence Secretary said.

R Duminda Silva MP, Ports Authority Chairman Dr Priyath Bandu Wickrama, UDA Chairman Janaka Kurukulasooriya and several others spoke. Awards were presented to officials.

World Town Planning Day was held under the theme `Healthy people, healthy places, healthy planet’.

Minister tells N’Eliya DDC meeting: Stringent measures to curb drug, liquor menace

Economic Development Minister Basil Rajapaksa who addressed the Nuwara Eliya District Coordinating Committee meeting, alerted the law enforcing officials to take stringent measures to combat drug trafficking and liquor menace in the Nuwara Eliya district.

Liquor bars and other drinking booths have proliferated in the plantation sector.

The DDC meeting was presided over by Minister Arumugam Thondaman, where all Heads of Government Departments and local bodies within the Nuwara Eliya district were present.

Chief Minister Sarath Ekanayake, Minister C B Ratnayake and Members of Parliament representing the entire Nuwara Eliya district were present.

All progress reports relating to agriculture, education, highways, animal husbandry and others were discussed at length. Central Provincial Council Chief Secretary Amarakone was present and detailed all relevant subjects along with Nuwara Eliya Government Agent D G P Kumarasiri.

The meeting laid more emphasis on highways and roads within the plantation sector and Minister Basil Rajapaksa requested that all estate roads would be repaired since several members complained that bus services on such roads have stopped or curtailed their operations due to bad roads in the Fordice, Agrapathana and Diyagama and World’s End areas where there is an increased number of tourists visiting.

The meeting also discussed educational issues within the estates, inland fisheries and the development of fresh water fish in the streams and rivulets within the district.

The meeting also stressed the need to protect the forestry by the AGAs in the different districts along with the Forest Department officials.

UNSC: Pakistan unhappy over US support to India

ISLAMABAD: Reacting almost within minutes of US President Barack Obama's address to the Indian parliament, Pakistan said on Monday US support to India's bid for the permanent seat at the UN Security Council will "complicate" the council's reforms process and hoped Washington would not take a view based on "temporary exigencies of power politics".

"Pakistan's position on UN Security Council's reforms is based on principles. Any reform of the council that contradicts the very fundamental principles of the UN Charter, including the principle of sovereign equality; of equal rights and self-determination; and the principle of collective security, would gravely undermine the system of international relations based on the UN Charter principles," Online news agency reported quoting a foreign office spokesman.

The official said India's aspirations for recognition as a global power notwithstanding, there are reasons enough to discredit this proposed direction of the process of UNSC reforms such as India's conduct in relations with its neighbours and its "continued flagrant violations of Security Council resolutions on Jammu and Kashmir".

In a globalized and interdependent world, multilateral cooperation can only flourish, if it is based on respect of the principles of the UN Charter and is consistent with recognized norms of inter-state conduct and international law, the spokesman said.

"Pakistan hopes that the US, which contributed immensely to the founding of the UN system, and in particular, its Charter principles, will take a moral view and not base itself on any temporary expediency or exigencies of power politics," the spokesman added.

'China 'threat' a Western perception'

BEIJING: Western countries' concern over China's rapid development, which they consider "a threat", won't deter the country from contributing to world peace, experts have said.

Shanghai Daily, in an article on its opinion page, said in the face of concerns by some Western countries about China's ongoing development, which they think is `a threat', Chinese experts stressed the country will pursue a path of peaceful development.

The article comes a day after US President Barack Obama announced in New Delhi support to India for a permanent seat in the UN Security Council. He also signed $15 billion worth of trade deals during his Nov 6-9 India visit. Obama is on a Asia trip during which he will also go to Indonesia, South Korea and Japan.

Shi Yongming, a research fellow at the Department for International Strategic Studies of the China Institute of International Studies, a key government think tank, said: "China's development depends on world peace and it will contribute to world peace."

Shi said that to foster global peace, China has given priority to "mutually beneficial cooperation", which is an effective way to tackle disputes in international relations.

The country's economy witnessed an annual growth of 11.4 percent on average during the first four years of the 11th Five-year Program (2006-10). The first half of this year saw an 11.1 percent growth, "outshining the pace of developed nations", a media report said.

It quoted President Hu Jintao as saying recently: "China respects the right of the people of other countries to choose their own path of development."

"China will never interfere in other countries' internal affairs, never impose its own will on others, and is dedicated to peaceful settlements of international conflicts."

Gao Zugui, director of the Institute of World Politics of the China Institutes of Contemporary International Relations, said China's development path was "completely different from the growth mode of some Western powers".

Zhou Qingan, a research fellow at the Center for International Communication Studies at Tsinghua University, observed that while China's influence would continue to grow in the future, Western nations would become more "worried and vigilant" about China's growth, and voices would arise calling on China to "shoulder more responsibilities" and "play more important roles".

China may attack India 'soon': Mulayam in LS

NEW DELHI: Former Defence Minister Mulayam Singh Yadav today claimed that China could attack India "soon" and the threat needed to be taken seriously against the backdrop of the 1962 invasion.

"China is laying claim on several of our states including Arunachal Pradesh, Himachal Pradesh and Uttarkhand besides Ladakh region. It is going to attack us soon. The attack can take place any time", the Samajwadi party supremo said in the Lok Sabha during Zero Hour.

JD-U Chief Sharad Yadav supported the contention of Yadav while SP member Ramkishun felt China is a threat as it eyes Indian market.

The SP chief wanted Parliament to immediately discuss the issue threadbare in view of the threat. He had unsuccessfully tried to raise the issue as soon as the House met for the day.

While Parliamentary Affairs Minister Pawan Kumar Bansal said he would draw the attention of the Defence Minister to Yadav's statement, Finance Minister Pranab Mukherjee said, "We will discuss this issue." The SP chief said when he was Defence Minister, roads had been laid on the borders with China which have now turned bad.

As against this, China has built four to eight lane roads on its side of the border. Yadav claimed that the Army top brass has been warning the government over the Chinese threat.

His statement came close on the heels of Army Chief Gen V K Singh's remarks that India was "not sure" of China's intentions for developing infrastructure along the borders. At the same time, the General had said that a repeat of the 1962 aggression was "never" possible.

"China is doing a great amount of infrastructure development, which it says is for locals of the area. No bones about it, no crib about it. But our problem is we are not very sure about the intentions. And when intentions change, with this capability, things can go wrong. And that is what is a matter of concern," the Army Chief had said.

Swamy wants ban on LTTE extended

CHENNAI: Janata Party president Subramanian Swamy urged the Centre to extend the ban on LTTE as there was no attitudinal change in the outfit’s activities.

In a letter written to Justice Vikramajit Sen, Chairman of Unlawful Activities (Prevention) Act Tribunal, New Delhi, he said: “The respondent LTTE and self-appointed intervenors on the terrorist organisations’ behalf hold that the LTTE supremo V Prabhakaran is still alive. If true, then the ban must ipso facto continue. If not true, then the advocacy of LTTE self-appointed intervenors for setting aside the ban is vitiated by unreasonableness and malafide.”

The LTTE is an anti-India organisation not only for killing the former Prime Minister Rajiv Gandhi, but also for their campaign of threats of violence against all Indians, Swamy pointed out.

Swamy also asked the Election Commission to make public the details about the intellectual property rights (IPR) of EVMs.

Sri Lanka calls for nuke-free Mideast

Sri Lankan Foreign Minister Gamini Lakshman Peiris has called for a nuke-free Middle East, voicing support for the peaceful application of nuclear energy by all states.


"The Middle East region should be wiped clean of nuclear weapons," Peiris told IRNA on Tuesday on the sidelines of the Asian Cooperation Dialogue (ACD) meeting in Tehran.

When asked about Israel's nuclear arsenal, Peiris said, "Sri Lanka is one of the main supporters of a nuke-free Middle East and has repeatedly announced its stance on the issue in international circles."

Former US President Jimmy Carter has confirmed the existence of an Israeli nuclear arsenal, which he said includes between 200 to 300 warheads.

Tel Aviv pursues the policy of "deliberate ambiguity" on its nuclear program and has rejected global demands to join the Nuclear Non-Proliferation Treaty (NPT) or allow inspections of its nuclear sites.

The Sri Lankan diplomat said all countries have the right to benefit from peaceful nuclear energy.

Peiris hailed the amicable relations between Sri Lanka and Iran, saying, "This issue was reiterated during my meeting with President Mahmoud Ahmadinejad."

The Sri Lankan foreign minister described the 9th ACD conference as important, saying it provides a venue for discussing priorities, developments in Asia, and overcoming challenges.

Created in June 2002, the ACD is a body which aims to promote Asian cooperation at a continental level.

The 31-member body was founded originally by 18 states but expanded to include all current members of the Association of Southeast Asian Nations and the [Persian] Gulf Cooperation Council.

Tehran is currently hosting the two-day ACD conference, which opened on November 8.

Sri Lanka 'pornographers' outed in police crackdown

The faces of dozens of people accused of appearing in pornographic films, in violation of anti-obscenity laws, have been published by Sri Lankan media.

They appeared in a Sinhala-language paper, with a police notice asking the public to help trace those pictured.

A magistrate had told police to identify and arrest the people, and ordered the publication of the images.

Reports say the alleged porn actors could be fined and sentenced to six months in prison.

The police say that if they can apprehend those in the pictures, that will lead them to the pornography's distributors.

The authorities say pornography leads to sexual crimes, including rape.

Victims or participants?

Photos of 83 people, 80 women and three men, had been released for publication, said a police spokesman, Prishantha Jayakody.

The Lakbima daily newspaper published 27 faces on Tuesday.

Supt Jayakody told the BBC there had been no public response so far to the pictures, which were sourced from a range of Sri Lankan pornographic websites.

"Most of these people are Sri Lankans," said Supt Jayakody. "We know this from their features."

He added that organised crime could have been involved in the distribution of the material, but downplayed the notion that anyone might have appeared in the films against their will.

Asked if he believed some might have been under the threat of violence, Supt Jayakody said that if they came to be questioned, such facts should become clear.

However, a civil rights lawyer, Rohan Edrisinha, said he believed some of those involved might be under-age girls, who should be viewed as "victims" rather than "voluntary participants".

Mr Edrisinha said he feared publication of the photos would have negative implications for privacy and civil liberties.

He said the measure, taken in response to a proliferation in pornographic websites, needed a "careful, measured response".

The news editor of one publication told the BBC they would not publish the pictures because of ethical concerns.

Three months ago authorities sought to block a large number of pornographic sites, saying they were especially concerned about those which might be accessible via mobile phone.

India steps up assistance for Sri Lanka's hill country people

Nov 09, Colombo: India has stepped up its assistance for the people in Sri Lanka's central hill country where most of the Indian origin Tamils live, the Indian High Commission in Colombo announced.

During a two-day visit on November 7-8 to the Central and Uva Provinces, India's High Commissioner Ashok K. Kantha attended public functions at Talawakelle, Nuwara Eliya, Badulla and Passara.

At these functions he handed over a number of buses donated by his government as part of a project of supplying 55 buses to assist social, cultural, and educational institutions in Sri Lanka at a total cost of rupees 92.95 million, a press release from the Indian High Commission said.

According to the statement 20 of these buses were donated to M/s Annai Kothai Entrepreneur Co. Ltd to develop transport infrastructure for estate workers living in remote areas in the Plantation sector. A similar number of buses had also been provided last year to this company for this purpose.

During his visit, the High Commissioner announced to the local community that India is stepping up its assistance for the upcountry people.

Under the four-fold initiative Indian government will first construct 5,000 new housing units for estate workers as part of the larger commitment for construction of 50,000 houses.

Mr. Kantha said plans are afoot to construct a 150-bed hospital in Dickoya within the next few weeks to improve the medical infrastructure in the area.

The Indian government also plans to substantially increase the number of scholarships for children of estate workers and revamp a Vocational Training Centre in Nuwara Eliya, he said adding that the final aim is to improve the connectivity in the region by providing buses for better transportation.

The High Commissioner also has called on the Governor of Uva Province, C. Nanda Mathew. During the meeting, various proposals to channelize Indian assistance towards development of tourism, education, and agriculture sectors in the Province were discussed, the release said.

I have EXPRESSED CONCERN ABOVE about India's NOW OBVIOUS attempt to REBUILD its links to the Tamil Communities of Sri Lanka, and to ENVELOP them again in its fold as a potential LEVER against the Government of Sri Lanka's friendly relations with China.

To us Sri Lankans. India is AGAIN MAKING A TERRIBLE mistake on our stance .. just as they mistook Sri Lankla's motives 30 years ago in moving towards a free-market capitalist economy. That induced India to attempt to divide Sri Lanka in two by fomenting a Tamil insurgency, and creating, training, funding, delivering and sustaining Tamil Separatist groups in Sri Lanka.

We all know the PRICE Sri Lanka PAID for that.

Today, the Tamil Diaspora Separatists and the International LTTE network, is doing all they can in Tamil Nadu to destroy India-Sri Lanka relations and to recreate the conditions favorable to them in the Indian Government.

Whatever erroneous conclusions India arrives it, their strategies cannot be allowed to germinate and take root in Sri Lanka. Since Tamil Nadu will always remain a THORN in Sri Lanka's side, and India will ALWAYS want to placate Tamil Nadu politicians, and prevent possible secession of TN from India, Sri Lanka is at RISK.

Therefore, Sri Lanka needs POWERFUL ALLIES ... and the Indian Govt MUST BE MADE TO UNDERSTAND that.

The GOSL must recognize the MORTAL DANGER OF India's creeping STRATEGY to the INTEGRITY OF Sri Lanka, and ACT IMMEDIATELY to prevent the creeping recreation of an internal SEPARATIST fifth column within Sri Lanka by India.

ROLLING over and allowing India to tickle the fur on Sri Lanka's belly is NOT WHAT WE NEED TO DO!

In May 2009, the three decade long armed rebellion in Sri Lanka ended with the defeat of the Tamil Tiger forces. Beijing provided Colombo not only with military supplies but also diplomatic cover to prosecute the war. China, however, was not the only international actor whose support helped Colombo to vanquish the Tamil Tigers. It was also due to India’s logistical support to cut off Tigers’ weapons supply. Then there was Pakistan, Sri Lanka’s ally of several decades. Iran and Russia had entered the fray invited by Colombo at the behest of China to dilute Indian influence. India’s attempt to balance China was driven by the logic that it could not sit back and surrender Sri Lanka into China’s embrace. New Delhi wanted to ensure that Colombo stayed within its orbit.

In the early 1980’s when Sri Lanka under a pro-western Government began to look to the West in its war against the Tamil rebels, India acted quickly by arming and training the Tamils to exert pressure on Colombo. Consequently, New Delhi was able to persuade Colombo to sign the Indo-Sri Lanka Accord recognizing India’s pre-eminence as the regional power. As a result Colombo remained within India’s orbit despite the Northeast of the island coming under the control of the fiercely independent and single-minded Tamil Tigers.

This was largely true until the early years of the 21st century. But, by then the cold war was history and the US-led West had emerged more powerful than ever before. At the same time, the Indian Ocean had become strategically important due to the phenomenal growth of China and India. In this scenario, Sri Lanka due to its location in the Indian Ocean is a strategically significant state.

Beginning in 2002, the United States had enhanced its involvement in Sri Lanka by backing Norway which had initiated a process to broker peace between the Tamil Tigers and the Sri Lankan Government. The reasons for the ‘enhanced’ involvement by the US was attributed by US Ambassador Lunstead to the post-Sept. 11, 2001 atmosphere to confront terrorism, the presence of a pro-West Government in Colombo and the personal interest of then-Deputy Secretary of State Richard Armitage. Lunstead identified the first two as enabling factors and the third—the personal involvement of Deputy Secretary Armitage as the one that drove U.S. involvement. Armitage’s interest was summed up as one prompted by the desire to help a country torn by conflict, terrorism and human rights abuses. Lunstead was emphatic that this occurred despite the absence of significant U.S. strategic interests in Sri Lanka “contrary to the musings of various South Asian theorists”[1]

But such musings were not confined to South Asian theorists alone, it included others closely involved with the Cease Fire Agreement. Trond Furuhovde, a Norwegian Monitor appointed to oversee the Cease-Fire wrote in the Norwegian Daily, Adressa on 30 January 2006 that the role of the Americans was dictated by their new strategy based on their changed interests in Asia. China had increased its presence in these same oceans, as has India. The background for them all is the wish for control of the sea routes from the west, through the Malacca Strait into the South China Sea. In this picture Sri Lanka with its geographic location takes a central place. The east coast of the island with the harbour city of Trincomalee and the Batticaloa lagoon offers extremely important sea-strategic possibilities.

But with the election of the stridently anti-Western Mahinda Rajapaksa as President in 2005, the US and the Norwegians were sidelined. China was more than ready to help realizing the tremendous strategic advantage that laid in store should it manage to secure a role for itself as Sri Lanka’s main backer. It was successful in this bid. In return, China was permitted to build a port in Sri Lanka’s southern coast in Hambantota directly astride the main east-west shipping route across the Indian Ocean. In the process Hambantota became another pearl in China’s “String of Pearls” strategy, which has to date involved building ports through the littorals of the Straits of Malacca, Chittagong in Bangladesh; Laem Chabang in Myanmar; Sihanoukville in Thailand and Gwadar in Pakistan. As part of the Hambantota project several thousand Chinese laborers are now in Sri Lanka and Chinese have a visible presence in the island.

In 2009, China provided USD $1.2 billion to Sri Lanka investing in several projects. It is also rebuilding the main roads in the war-shattered Northeast. In 2010, following a three-day visit led by Chinese Vice-Premier Zhang Dejiang to Colombo, as many as six agreements were signed. The agreements cover highways development, enhanced cooperation in information technology and communication, development of maritime ports and the second phase of the Hambontota Port Development Project.[2]

The US attempt to bring about a regime change by backing General Sarath Fonseka, the former army commander and US Green Card holder at the Presidential elections in January 2010 failed when Rajapakse was re-elected President by an overwhelming majority. The US strategy was doomed because of the strong anti-Western sentiments that had come to prevail during the war. These were fueled by criticism of the Sri Lankan Government’s conduct during the final phases of the war by several western governments, media and other agencies. In December 2008, the New York-based Genocide Prevention Project cited Sri Lanka as one of the eight "red alert" countries where genocide and other mass atrocities were underway or risk breaking out. In February 2009, the Boston Globe compared the ongoing massacre in Sri Lanka to the Bosnian Srebrenica genocide and pointed out that Sri Lanka's armed forces had in the previous month employed indiscriminate bombing and shelling to herd 350,000 Tamil civilians into a government-prescribed "safety zone," where, more than 1,000 were slaughtered and more than 2,500 injured. Several western governments called for investigations into war crimes committed by the Sri Lankan government. The Sri Lankan ambassador to the United Nations in Geneva rejected these allegations as `outrageous` and likened it to asking the triumphant Allies of World War II to be tried for war crimes in the atomic bombing of Hiroshima. Sri Lanka`s minister of disaster management and human rights, Mahinda Samarasinghe declared that his government was `sick and tired` of what he called foreign meddling.[3]

It was in this atmosphere that Fonseka announced his candidature for Presidency immediately upon his return from a visit to the US after meeting with officials of US Department of State and Department of Homeland Security. Fonseka was thus seen as a candidate of the West notwithstanding his credentials as a ‘war hero’ and an ardent ultra-nationalist.[4]

Whilst China’s overwhelming presence in Sri Lanka is causing some angst amongst Indian political analysts, New Delhi appears to believe that its geographical proximity is sufficient to retain leverage with Sri Lanka. Underpinning this line of thinking is either a confident assumption that it can counter Chinese influence or the notion that it can balance China by assisting in development projects as it assisted during the war.

In a an attempt to retrieve some grounds lost to the Chinese, India has offered to install a 500MW thermal power plant at Trincomalee; construct a rail link between Talaimannar and Madhu; reconstruct the Palaly Airport and re-develop the harbour at Kankesanthurai.[5] Significantly all these projects are in the Northeast of the island- a region overwhelmingly Tamil and referred to as “areas of historical habitation of Sri Lankan Tamil speaking peoples” in the now defunct Indo-Sri Lanka Accord of 1987. Behind India’s belated attempt is perhaps the motive to build a strategic presence in a region populated by a people who have been regarded by many an Indian analyst as ‘India’s natural allies’ and thus ‘balance’ China’s influence. This is a weak strategy in the absence of a countervailing force that can contain Colombo. .

In any case New Delhi attempts to gain a foothold in the pre-dominantly Tamil Northeast, are undermined by rapid changes to the demography of this region modeled on Chinese actions in Tibet. These attempts can result in a Northeast that is no more Tamil dominated and thus remove the rationale for the strategic space that New Delhi seeks to create. Ramu Manivannan, Associate Professor, with the Department of Politics & Public Administration at the University of Madras in Tamil Nadu has written of historical shifts taking place with profound implications for the future.[6]

Consequently, it is becoming increasingly clear that, the state of Sri Lanka is on its way to be becoming a powerful base from which China contains India on its southern flank, while escalating its incursions into Arunachal Pradesh (‘Southern Tibet” in its parlance) from the North. Nor can one discount China’s recent deployment of troops into Pakistan -controlled Kashmir which it had provocatively referred to as Northern Pakistan.[7]

The West having been forced to forfeit the strategically significant state of Sri Lanka has done little to check Chinese influence in the Indian Ocean. Meanwhile, Beijing has demonstrated its aggressive trait by deciding to enforce its claim to almost the entire South China Sea as its "historical waters," identifying this as a "core interest" on a par with Taiwan and Tibet.[8] To-date the Obama administration’s response to this development has been muted. Earlier, notwithstanding an assessment by Director of National Intelligence Dennis Blair of China as one of the foremost threats to the United States, the administration decided to downgrade China from "Priority 1" status, alongside Iran and North Korea, to "Priority 2”.[9] Whilst this has been interpreted as part of the Obama administration's larger effort to develop a more cooperative relationship with Beijing[10] , its critics have tended to describe Obama administration’s approach as ‘appeasement’[11]

While New Delhi seeks to ‘balance’ and Washington to ‘appease’, China can only become even more aggressive. in establishing itself as the Asian power. This is in direct contrast to India’s position which has been to accept Chinese presence in South Asia as inevitable and accommodate itself to this reality.[12]

It was on Sri Lanka’s beach front battlefields that China’s “peaceful rise” was completed”.[13] Indeed it was in Sri Lanka that China crossed the Rubicon by abandoning its policy of peaceful rise to one of calculated aggression by demonstrating its strategic effectiveness in a region traditionally outside its orbit[14]. More to the point what does this mean in the context of the ‘great game’ of this century being played out on the waters of the Indian Ocean.

Colombo tightens grip on foreign aid workers

COLOMBO: Sri Lanka’s government said yesterday it had ordered foreign and local aid workers to register with the defence ministry in a move to put them under greater state control.

The government information department said there were 250 international and some 1,000 domestic aid agencies working in Sri Lanka, which would now have to obtain approval from the defence ministry following a change in the law.

It added that the ministry - which is headed by the president’s brother - will also process foreign aid workers’ visa applications which must be made through the newly established National Secretariat for NGOs.

Sri Lankan authorities have long been suspicious of international and local non-government agencies, which were sometimes seen as sympathising with the rebel Tamil Tigers during the country’s 37-year civil war.

The conflict ended in May last year when the rebels were wiped out in a military campaign that has since been dogged by allegations of war crimes, which the government denies.

Independent media and aid groups have been kept out of the conflict zone in the north and east of the country.

The National Secretariat for Non-Governmental Organisation said any aid agency directly delivering services to the people must register in future.

“If any organisation wants to go directly to the beneficiaries without going through a government organisation, then they must register with us,” the secretariat’s director, Douglas Nanayakkara, said. He said the International Committee of the Red Cross (ICRC) was also required to register, but the Geneva-based humanitarian agency said it was not subject to the new rules because it was not an NGO.

The ICRC “is an impartial, neutral and independent organisation whose exclusively humanitarian mission is to protect the lives and dignity of victims of armed conflict,” an ICRC spokesperson said.

The ICRC said on its website that it had been reviewing its operations and presence in Sri Lanka following the end of fighting in May last year.

The ICRC said its activities carried out from offices in the northern Vavuniya and north-western Mannar were put on hold “pending further clarification and agreement with the government.”

Sri Lanka eyeing direct oil import as demand increases

The Sri Lankan government expects to buy crude oil and other petroleum related products directly from oil-producing countries as a strategy to reduce the cost, a senior minister said Wednesday.

Susil Premajayantha, Minister of Petroleum Industries, said the government has already commenced discussions with relevant countries on importing oil to Sri Lanka without brokers.

Premajayantha said he held a discussion with Omani Ambassador to Sri Lanka, Hamed Ali Alman, who expressed interest in providing crude oil, lubricant oil and liquefied petroleum gas directly to Sri Lanka at a reasonable price which is lower than current purchasing price.

The minister said the ambassador invited him to go to Oman for more discussion in that regard.

Premajayantha said local and foreign investors as well as the government started massive development projects after the long- standing civil conflict ended in May last year, leading to a demand hike for oil, and therefor it is important to maintain a reasonable oil price.

Govt. regrets space given for Tiger propaganda: Tiger proxies form ‘cabinet’

LTTE proxies operating in the US have formed a ‘cabinet’ for a Transnational Government of Tamil Eelam (TGTE) made up of a ‘Prime Minister’, three ‘Deputy Prime Ministers’ and seven ‘Ministers’ each having their own portfolios.

Led by V. Rudrakumar, who has been appointed the ‘Prime Minister’, the ‘Cabinet’ members have already begun having meetings in the US with the participation of invitees and the US media.

Responding to this, Government Media Minister Keheliya Rambukwella said it was ‘regrettable’ that space was being given to LTTE proxies to carry out their work overseas against a democratically elected government.

Asked if the issue would be raised formally with the US government, Minister Keheliya Rambukwella said that the Foreign Ministry was likely take up the matter in due course.

"We expect these democratic governments to abide by our sovereignty. It is regrettable that space is being given for these groups to operate freely," Minister Rambukwella told The Island.

The ‘cabinet’ of the LTTE proxies include so called ‘Ministers’ of Foreign Affairs, Information, Internal Affairs, Minister of investigation of genocide, crimes against humanity and war crimes, Finance, Welfare of the families of cadres and martyrs as well as Economic Affairs, environment and development.

Minister Rambukwella noted that in his view the LTTE proxies had formed the ‘cabinet’ and were going public in order to utilize some of the funds they had collected from LTTE supporters overseas.

According to members, the LTTE Transnational Government of Tamil Eelam made public in the US their main agenda to gain support for the establishment of an independent Tamil Eelam with the support of regional and international powers.

The Telecommunication Regulatory Commission (TRC) is to introduce minimum broadband speed limits for the operators shortly to reduce the broadband service cost in the country.

The broadband cost is high and the speed is low in Sri Lanka. This has resulted in low penetration. However, an improvement in the speed of around 25 percent could be seen during the past three months and this is encouraging, Telecommunication Regulatory Commission of Sri Lanka (TRCSL) Director General Anusha Palpita told Daily News Business.

Measures will be taken to reduce the cost of broadband service with the introduction of minimum speed limit for the operators shortly. This is expected to increase the penetration and benefit the customers as well, he said.

There are sufficient players in the telecommunication industry and only an outside operator will be considered to bring down the broadband service cost, affordability and high speed. There is room for improvement with regard to data, he said.

“We are lobbying for comparatively low rates for the BPO industry and there will be special consideration to provide support for the growth of this industry.

There is a positive relationship between the GDP growth and the internet penetration and measures will be taken to reduce the broadband cost within the next two months,” Palpita said.

“The country’s mobile industry is stabilized and most of the operators are making profits. We expect them to re-invest the profits to enable more benefits to the end-users,” he said.

The introduction of minimum floor rate, which was implemented successfully, has benefited the mobile subscribers. The TRCSL plans to further reduce the minimum floor price of around Rs 1.50 in near future.

It is estimated that there are 14.5 million subscribers in Sri Lanka at present. “We are expecting to register all the subscribers to maintain a database. It will also ensure security and support easy access to data,” he said.

The Kokavil tower construction is now completed with an investment of Rs 270 million. Discussions are under way with the telecom operators and a list from the Mass Media Ministry is expected to be finalized shortly to share the services among the TV and radio operators.

With the successful completion of Kokavil tower the decision will be taken to set up similar towers in strategic locations. The Cabinet approval has been given to Colombo TV tower project to construct a 350-meter tower in Peliyagoda with an investment of US$ 103 million. This Lotus Tower will be the tallest in the country with seven levels housing a revolving restaurant, a 1,000 pax banquet, leisure centres and an observation desk.

The basement will have a conference hall, a museum, shops and restaurants. The ground floor will provide entertainment facilities including water sports.

This tower is scheduled to be completed within 30 months of the commencement of its construction which will be within the next few months.

The tower will be managed by a public company owned by the TRCSL where its shares will be issued to the public once the construction process is completed.

There is a tender process to install fibre optic cable covering the entire country, he said.

Sri Lanka denies visa to Al Jazeera over disturbing images of war

Nov 12, Colombo: Sri Lanka has denied visas to reporters of Qatar-based Al Jazeera news service who wanted to cover the inauguration ceremony of Sri Lanka President Mahinda Rajapaksa over the broadcast of disturbing images of alleged war crimes.

The Deutsche Press Agency news report citing an External Affairs Ministry spokesman said a decision had been taken not to issue the visas for at least three staffers of Al Jazeera who wanted to cover the swearing-in on November 19 and also to visit the North.

Al Jazeera on last Wednesday published unverified photographs showing a mound of dead bodies piled up in a trailer and an associated video clip describing that the scene appears to be a mop up operation by the Army.

Al Jazeera said it is not possible to verify the authenticity of the images obtained from Tamil contacts who have reportedly received them from some one in the Sri Lankan military.

The Sri Lankan government has vehemently rejected the photographs saying that remnants of the LTTE and pro-LTTE forces are attempting to revive the vanquished terrorist organization by bringing false allegations of human right violations against the troops.

The government said it has proved that the pictures published by pro-LTTE websites were a fabrication.

"The government on previous occasions has denied these pictures. It is improper to suggest that the military was involved in these killings," the Ministry spokesman has told the Deutsche Press Agency.

`LTTE is not trying to regroup`

In an obvious bid to regain legal status in India, Sri Lanka`s Tamil Tigers have told Home Minister P. Chidambaram that it is not trying to regroup and is also not engaged in any illegal activity in this country.





In an open letter to the minister, the vanquished Liberation Tigers of Tamil Eelam (LTTE) has also described as "totally untrue" claims by Indian officials that the Tigers had links with Indian Maoists.

The letter, dated Nov 5 and reproduced by pro-LTTE websites believed to be operated from the West, has been copied to External Affairs Minister S.M. Krishna and Tamil Nadu Chief Minister M. Karunanidhi.

The letter has been signed by "R.M. Supan, Coordinator of LTTE Head Office". Supan is believed to be the nom de guerre of the person heading the media wing of what remains of the LTTE, which has ceased to exist in Sri Lanka but whose supporters remain active primarily in the West.

The Sri Lankan military decimated the LTTE in May 2009, killing its top leaders, including Velupillai Prabhakaran and ending one of the longest and bloodiest insurgencies in the world.

Despite the group`s annihilation, its supporters in the West still weave dreams of a Tamil homeland to be carved out of Sri Lanka`s northeast. LTTE supporters in the Tamil diaspora are, however, a divided lot.

LTTE supporters number thousands in the West. But it has virtually no fighters. Those who survived the military onslaught of 2009 are mostly in Sri Lankan custody.

The LTTE communication to Chidambaram underlined that the Tigers had not indulged in any armed activity since May 2009.

It accused the Sri Lankan government "and certain other agencies" of using "our name and some of our fighters who had surrendered" for "destructive activities".

"These actions of the government are being manipulated by neighbouring countries and even certain foreign countries to suit their convenience," said the letter, without elaborating which countries it was referring to.

It went on to say that the LTTE was not trying to regroup and was not involved in any illegal activity in India or any other country.

"We totally reject and strongly condemn the malicious statements linking us with foreign armed groups; the recent statements by Indian officials that we have links with Maoist groups in (India are) totally untrue."

It said that LTTE members and supporters were being "prevented from stating their defence in India or in foreign countries.

"We request that we be given the opportunity to explain our cause... We are ready to answer all accusations against us in a court of law."

Indian officials say the LTTE letter is an attempt to show it was alive and to influence New Delhi to lift the ban on it. India outlawed the group in 1992 and has since extended the ban every two years.

In the past, the officials say, the LTTE did have links with Indian insurgent groups including the United Liberation Front of Asom (ULFA). It also set up a base in India to assassinate former prime minister Rajiv Gandhi.

"This letter has no meaning because we know the truth," said one official. "Of course we also know that the LTTE is not regrouping for the simple reason that it cannot - as of now. Letters like this will be used to bolster the case that India`s ban on the group is unnecessary."

Tribunal Upholds Extension Of Ban On LTTE

NEW DELHI, Nov 13 (Bernama) -- Observing that the Liberation Tigers of Tamil Eelam (LTTE) still remains a threat to India's security, Justice Vikramajit Sen of the Delhi High Court, constituting the one-man Tribunal, on Friday upheld the May 14, 2010 notification of the Centre extending the ban on the outfit for two years under the Unlawful Activities (Prevention) Act.

According to Press Trust of India (PTI), the Tribunal said there was sufficient evidence that pro-LTTE elements and remnant LTTE cadres, with the help of local smugglers, were actively participating in unlawful activities in the country.

"The LTTE remains a threat to India's security, integrity and sovereignty. The Central government has succeeded in establishing that supporters of the LTTE in India have been spreading anti-India feeling among Tamils through public speeches and Internet portals."

The LTTE was first banned in India in 1992 following the assassination of former Prime Minister Rajiv Gandhi and the Centre has been extending the ban since then every two years.

In his judgement, Justice Sen said: "Illegal immigration of LTTE cadres through coastal areas, smuggling of narcotics to raise funds and supply of fuel and explosives from the Indian soil are evidences of the active presence of LTTE in India."

The government had on May 14 extended the ban on LTTE by another two years following intelligence reports that remnants of the Sri Lankan Tamil terror outfit were trying to re-group in Tamil Nadu.

According to a notification issued by the Union Home Ministry, even though LTTE had been "decimated in Sri Lanka, recent reports reveal that remnant LTTE cadres and leaders are regrouping in Tamil Nadu".

The outfit, which was espousing the cause of a separate Tamil Eelam, was vanquished by the Sri Lankan military in May last year.

The notification said the possibility of its remnant cadres using India and especially Tamil Nadu as a rear base for their re-grouping activities cannot be ruled out.

Meanwhile, Marumalarchi Dravida Munnetra Kazhagam, general secretary Vaiko argued that the ground on which the government had sought to extend the ban was baseless and unjustified.

He said innocent people fleeing from Sri Lanka to Tamil Nadu were branded LTTE cadres and forced to return or stay in special camps. He prayed for quashing the notification.

On behalf of Tamil Nadu, it was submitted that after the notification, the activities of LTTE supporters had increased. The number of cases registered by Tamil Nadu would show the political support being extended to the LTTE and hence the ban, in force from 1992 and being extended every two years, should continue.

COLOMBO: Sri Lanka will relax foreign exchange regulations by cutting down on paperwork for foreigners investing in the country, the central bank said on Friday.

Foreign investors have long complained of the lengthy paperwork required to both invest and repatriate money but Sri Lanka says the measures are designed to safeguard its reserves.

KD Ranasinghe, the chief economist at the central bank told Reuters in an interview that the relaxation, which is expected to be announced in 2011 budget due November 22, will also allow foreign investors to repatriate funds more easily. It will also become easier for local firms to invest abroad, he said. “The (new) system will be very liberal, so that foreign investors can come in and go out at any time,” Ranasinghe said.

“So the relaxation and liberal environment will prompt them to come in without any restrictions, of course up to some limit. The red tape, restrictions, and bureaucracy for local firms going for international capital market will also be relaxed.” Central bank governor Ajith Nivard Cabraal last week said currency controls would be relaxed. The central bank has been cautious about easing exchange controls after Sri Lanka faced a balance of payment crisis in 2008. Sri Lanka gets ADB help to cope with climate change

Nov 13, 2010 (LBO) - Sri Lanka has drafted a national strategy for climate change adaptation with the support of the Asian Development Bank (ADB), a statement said.
The ADB, working with the Ministry of Environment, has given technical assistance for a new framework to enable Sri Lanka’s economy and people to cope with climate change impacts, it said.

“Sri Lanka needs to adapt to climate change to ensure that its economic development can continue without disruption or setbacks, and investments in poverty reduction, food and water security and public health will not be undone.” said Vidhisha Samarasekara, Climate Change Specialist at ADB.

Technical studies carried out under the project reveal that the island nation can increase its resilience through efforts involving the state, private sector, civil society and the academia.

"However, there is currently a lack of urgency about what needs to be done in various sectors," the statement said.

Sri Lanka is highly vulnerable to climate change impacts from rising temperatures, erratic rainfall patterns, rising sea levels, and more frequent and intense disasters such as floods and droughts.

"Some impacts are already happening, and they will get worse in the coming years," the ADB said.

The draft Strategy will be presented at a workshop on November 16, 2010 which key representatives of the government and other key stakeholders are expected to attend.

The Asian Development Bank is supporting many countries in their efforts to mitigate and adapt to climate change.

ADB has a climate change fund and is looking to integrate climate change considerations into ongoing operations in a range of sectors.

Post-war relations: Spat over UNP’s criticism of German approach

In the wake of the UNP’s criticism of Germany’s stand on post-war Sri Lanka, German Ambassador in Colombo Jens Plotner has strongly defended his country’s position, while assuring the main Opposition party of the EU member’s neutrality.

Sources told The Island that Plotner had got in touch with UNP Deputy Leader Karu Jayasuriya after the UNP accused him and a visiting Germany parliamentary delegation of taking a pro-UPFA stance. Sources said that sharp differences had emerged between the visiting German delegation accompanied by Ambassador Plotner and a UNP team comprising UNP leader Ranil Wickremesinghe, Karu Jayasuriya, Ravi Karunanayake and Sagala Ratnayake, when they met in Colombo recently.

While the UNP reiterated its concerns over the deteriorating situation in Sri Lanka, though the war had ended in May last year, the German delegation emphasised the importance of the Opposition overcoming its own shortcomings, sources said.

The UNP went to the extent of accusing Ambassador Plotner of misleading the visiting delegation, a charge vehemently denied by the German Embassy.

Plotner’s predecessor, Jürgen Weerth was known for hostility towards the Sri Lankan government. He had been one of the critics of Sri Lanka among the Colombo-based diplomats during the Eelam War IV. He went to the extent of accusing a senior Defence official of planning to assassinate him on the basis of information made available by the Opposition.

Ambassador Plötner and the parliamentary delegation led by Mrs. Dagmar Ernstberger, Chairperson of the Parliamentary Group on South Asia, had the opportunity to visit Jaffna and the Vanni west and meet several other senior officials, including Northern Province Governor G. A. Chandrasiri formerly the Chief of Staff of the Sri Lanka Army.

If the country wishes to avoid another even more embarrassing and costly flood than the one experienced during the early hours of Thursday when even the parliamentary complex went under several feet of water, engineers warn it is time to implement certain expert recommendations made as far back as at the time the new House was built in the late 70s.

Several senior retired engineers alleged that future flood prevention measures recommended when constructing the new parliamentary complex in 1978 is hidden away in the Irrigation Department’s library without being implemented.

It is learnt that these recommendations include constructing a major water pumping and retention site in the Gothatuwa area to remove excess water in Kotte during heavy rains.

This recommendation, in particular, had been made after learning that a mistake had been made when levelling was taken for the new parliament complex.

Meanwhile, another local firm of consultants had warned the government in November 1981 that multi-million rupee parliamentary complex including the Parliament building is in imminent danger unless a satisfactory storm water drainage scheme was implemented with immediate effect.

The consultants who were commissioned by the Colombo District Land (Low Lying Areas) Reclamation and Development Board to do a comprehensive study of the future drainage requirements of the City of Colombo and Sri Jayewardenepura, have said: “Nature has been kind so far in that no recent flooding has occurred in the region except for a short warning in November last year (1980) when the flood waters nearly lapped at the boundary wall of the new parliamentary premises. It is time that studied proposals be taken out of the shelves, reviewed and put under an immediate plan of construction.

“Any further delay in implementing plausible drainage scheme could perhaps prove disastrous in the near future.”

According to informed sources, the consultant had in the initial stages of construction, advised the authorities to increase the base of the new parliament building by two feet or more to enable gravity drainage to take place to prevent flooding but this suggestion was treated lightly.

The consultants’ report included detailed drainage and reclamation proposals for the greater Colombo area including the proposed capital of Sri Jayewardenepura. It also paid specific attention to Colombo North specifying maximisation of ‘gravity drainage’ in addition to the exploitation of all possible outlets to the sea within the project area.

Meanwhile, Irrigation Department regional director (Colombo) N A Sisirakumara said they were only responsible for preventing Kelani River flooding.

“When the new Parliament complex was being built in 1978, the maintenance of canals in the Colombo metropolitan area including Diyawanna Oya and flood management was handed over to the Land Reclamation. It is them who are handling the subject at the moment,” he said.

However, he noted that due to haphazard land fillings the water retention area has been reduced over the years and also hindered the process of discharging water to sea or canals.

“Now during a heavy rainfall water rushes into canals but the capacity to bear such quick inflow is not adequate in the existing canal system,” he said while stressing the need to redesign the entire canal system in Colombo.
“If the canal system is maintained properly we can reduce the inundation impact,” he added.
The Nation also learns that the last digging of Diyawanna Oya basin took place some 10 to 15 years ago. The dredging was done using ‘diyakawa’ excavation machine.

When contacted, C B Amarasinghe, assistant general manager (drainage and reclamation) of Sri Lanka Land Reclamation and Development Corporation (SLLR&DC), said that they were in fact to update the system and dig canal basin in December. He however, was not able to recall the last time excavation took place.

Asked as to what caused these flash floods he said: “it is the highest ever rain fall and our canals system is not in a state to bear heavy influx. In fact we have identified these shortcomings and are planning to upgrade the system. For instance, we are thinking of broadening Wellawatta Canal mouth where the water of Diyawanna oya falls into sea. Also we are looking for possibilities to reduce the water levels of Beira Lake.

Reporters should more properly refer to, and identify the thermal power plants, that are being considered for conversion to LNG use, as COAL-fired plants, and not just generic THERMAL power plants.

Power plants that use Coal, Gas or Oil are ALL Thermal Power plants, only the fuel type is different.

One important difference between Thermal Power plants is in the type of energy conversion machinery that is employed.

Usually, the fuel is used to produce high pressure steam from water in boilers, and the steam is expanded in Steam Turbines coupled to the Alternators to generate the electricity. Typically, both the Steam Turbine and the Alternators are directly coupled without gearing and turn at much slower speeds than Gas Turbines.

Less frequently, when a high quality "sweet" gas, such as LNG, is available, Very High Speed Gas Turbines are used. Turbo-Compressors powered by the Gas Turbine itself feed a high pressure stream of air into combustors that burn the gas to produce the hot high-pressure gas stream that turns the Gas Turbine. The Gas Turbines are usually coupled to slower turning Alternators through reduction gearing.

Such Gas Turbine power plants are usually smaller in physical size than steam power plants of the same power capacity, but are not as energy efficient as steam power plants. Steam power plants leverage the change of phase from water to steam to reduce the energy required to pump the feed water into the high-pressure boilers. In Gas Turbine plants, on the other hand, the gas does not undergo such a phase change, and require a substantial fraction of the power produced by the turbine to operate the turbo-air-compressors. Thus, typically, Gas Turbine power plants have a higher power density, but not as high an efficiency of energy conversion as steam power plants. This translates into a higher cost of Gas Turbine power plant electricity, all other factors, such as the cost of fuel on an energy basis, remaining the same.

For this reason, Gas Turbine power plants are used to power aircraft, naval vessels and armored tanks, and for emergency/back up electricity generation, where both space and value are at a premium.

CEB engineers rule out converting power plants from thermal to gas

Senior Ceylon Electricity Board engineers yesterday, ruled out the possibility of converting all thermal power plants in the country to Liquid Natural Gas fuelled projects.

A senior engineer told The Island yesterday, that three feasibility studies were done on the possibility of converting thermal plants into LNG, however, the result was unfavourable. "One study was done with the support of a Japanese firm. This too, proved unsuccessful," he added.

He said that they were aware that certain institutions were conducting feasibility studies. "What we want is transparency and the involvement of CEB officials in these studies. Past experience shows that some institutions always try not to be transparent because of the hidden costs involved. We don't want to burden consumers with such costs," he said, adding that Power and Energy Minister Patali Champika Ranawaka, who is an electrical engineer by profession, should be cautious about institutions that look for short cuts and quick revenues.

Minister Champika Ranawaka said that the government would decide on the conversion shortly. However, he said, the prime issue that needed to be addressed was the transportation of the LNG.

"LNG has to be compressed to be transported and has to be then transformed to a liquid gas to be used in the plant," he said.

He said that the government needs to decide on whether the country should opt for a fixed or floating LNG terminal. Constructing a fixed terminal would take time, while the floating option could be initiated almost immediately.

He said LNG would cost much less than diesel and its carbon dioxide emissions were one third of that emitted by coal power plants.

According to Ranawaka, studies have also revealed that the country may have the necessary LNG resources by 2014.

"The drilling for oil in the Mannar Basin has already commenced and they have found gas as well. Therefore, we may easily find the necessary resources to operate LNG plants too," he said.

The Island learns that conversion would involve 800 MWs of electricity that was currently generated through thermal power.

Burial site of 65 troops traced

Four former LTTE cadres were arrested yesterday in connection with killing of 60 soldiers and five navy personnel who were in captivity, police said.

A senior police officer said the troops were held in a torture camp in Kilinochchi and according to what has been revealed by the suspects they were shot dead when the Tigers had heard that government troops were advancing towards the camp.

The police have found the mass grave where the bodies of the soldiers might have been buried. Judicial medical specialists, dental specialists and a team from Government Analyst’s Department will be present when the grave will be opened in the presence of a Magistrate.

The four suspects had been living in an IDP camp in Vavuniya and were being questioned by detectives.

All arrangements underway in Sri Lanka to inaugurate Hambanthota Harbor

Nov 17, Colombo: Sri Lanka Ports Authority sources say all arrangements are underway to inaugurate the newly built Hambanthota Harbor tomorrow at the auspicious time of 10:30 a.m.

The first vessel is now anchored outside the harbor to be taken into the harbor at the auspicious time, sources say.

Chairman of the Sri Lanka Ports Authority Dr. Priyath Bandu Wickrema says public are permitted to view the arrival of the first ship in to the harbor, which is considered as a significant milestone in the economic history of Sri Lanka.

Earlier reports said that the first ship to be piloted into the harbor would be an old style sea going vessel that recalls the past of the silk route.

The Harbour, built at a cost of US $ 437 million for the first phase is a joint venture between China Harbor Engineering and Syno Hydro Corporation. The Government of China provided 85 percent of financial assistance.
