The Tamil leadership solely responsible for what happened to the Tamil people

The following is the full text of the  submission made by H. L. D. Mahindapala to the Lessons Learnt and Reconciliation Commission on November 29, 2010.

Mr. Chairman and distinguished members of the Commission,

I am honoured and privileged to be invited to give evidence before this Commission on the historic and epic events of our time and I thank the Commission for giving me this opportunity.

Before I go any further I must congratulate the Commission for the progress made so far, particularly in giving the lie to its critics who dismissed it as not being credible as that of an international inquiry. The impressive and credible proceedings of this commission have once again debunked the cynical attitude common to some Sri Lankans who believe that the local products are never so good as the imported goods and services. I cannot see how three foreign gentlemen, sitting in far away New York, with a pre-determined  attitude towards Sri Lanka, can investigate and report on the conditions in Sri Lanka based on accounts presented by questionable sources which have a notorious record of reporting adversely and negatively on Sri Lanka. It is predictable that the UN Panel appointed by the UN Secretary General, Ban Ki Moon, — knowing particularly the attitude problem of the UN panellists – will merely rubber stamp the prevailing judgment of the West denigrating the greatest historical movement in the living memory of Sri Lankans.

I wish to state categorically that the World alliance for Peace, which I represent, has implicit trust and faith in the integrity and the capabilities of the distinguished Commissioners to fulfil their mandate with honour. May I, therefore, begin by congratulating the Commission for its outstanding performance as yet another successful endeavour in telling the critics and the doubting Thomases that we can – yes, we can – handle our problems on our own, in our own way, without meddlesome foreigners  trying to teach grandmothers how to suck eggs. The irony in all this is that these foreigners are preaching and imposing universal moral standards on us on the dubious principle that we must do what they say and not what they do.

Mr. Chairman and distinguished members of the Panel we value and appreciate the advances you have made so far and we trust and hope that you will continue to do so to serve the nation which is in need of guidance to achieve the laudable and ultimate goal of reconciliation.

I am here today as the representative of the World Alliance for Peace in Sri Lanka (WAPS). It is a global net work, spread from Toronto to Melbourne, dedicated to combat the formidable anti-Sri Lankan forces damaging the image of Sri Lanka abroad. It consists of committed volunteers who are in the forefront   of an international movement to protect, preserve and promote the good name of Sri Lanka. WAPS is an independent organisation which does not dependent for funds, or directions from of any government, either in Sri Lanka or elsewhere. WAPS operates on self-raised funds collected from patriotic Sri Lankans in the diaspora and I am proud to represent WAPS which is perhaps the only NGO consisting of Sri Lankans without any links to any government either in Sri Lanka or abroad or foreign funding agencies.  It is does not pretend to be an non-governmental organisation like the NATIONAL COUNCIL FOR PEACE , OR THE CENTRE FOR POLICY ALTERNATIVE  which are, in fact, linked either directly or indirectly to Western governments or their  funding agencies.

Western governments and private funding agencies work hand in hand to finance local NGOs which are the hired agents to do their dirty work in crisis-torn or less developed countries like Sri Lanka. To the West it is cheaper to outsource their foreign policy agenda to hired hands in local NGOs because they have proved to be highly sophisticated agents who can push the Western political agenda on a cheaper rate than their costly career diplomats posted in Addis Ababa, Islamabad or Colombo. Western governments have openly admitted that NGOs are their “soft power” used effectively to promote their political agenda. It is, therefore, a misnomer to consider National Council for Peace or Centre for Policy Alternative or International Centre for Ethnic Studies ,  to mention only a few,  as NGOs because they are, directly or indirectly, indebted  to governments abroad. These NGOs also work closely with the diplomatic missions of the West which are the local arms of the Western governments. So if these NGOs are funded by Western sources, directly or indirectly linked to Western governments, and if they also work closely with diplomats of foreign governments, how can they be called non-governmental organisations? They act as the local arm of foreign governments. They dance to their tune because that is the only means by which they can keep their funds flowing from Western sources. If the local NGOs fail to promote a political agenda that is useful to Western sources then they go out of business.

One of the main aims of WAPS is to take on these NGOs both in Sri Lanka and abroad which are, by and large, anti-Sri Lankan political fronts of the West. Distinguished members of the Commission, it is my intention to focus exclusively on reconciliation for several reasons. 1) Reconciliation has been on the national agenda from colonial times where competing communities were vying with each other for power and territory and it continues to be on the national agenda to this day almost in the same format. 2) It is prioritized as the prime necessity of the day for us to move forward. 3) International and national pressures are mounted on this issue of reconciliation. 4)  I believe reconciliation is also the primary objective of this Commission.

When we talk of reconciliation we mean essentially the reconciliation of the Sinhalese with the Tamil-speaking community that took up arms demanding a separate state. A notable – but mostly ignored – political fact is that the relations with the other two Tamil-speaking communities, the Muslims and the Indian Tamils, remained undisturbed at normal levels without either of them going to the extreme of demanding a separate state or taking up arms against the majority Sinhalese. This single political statistic is revealing because the Sinhalese who have been denigrated as extremists, chauvinists, anti-Tamil racists could never have succeeded in co-existing peacefully with two other Tamil-speaking communities if they are bad as they are painted to be.

This single political statistic also goes against the general accusation that the Sinhala majority has been the oppressor of the Tamil-speaking communities. This makes it abundantly clear that, despite differences and tensions, the Sinhala majority has been successful in maintaining harmonious and peaceful relations with two of the Tamil-speaking communities and had problems with only one Tamil-speaking community. This single political fact should speak more about the peninsular political culture with its mono-ethnic extremism than about the Sinhalese who had down the ages co-existed as a multi-ethnic, multi-religious, multi-cultural and pluralistic entity.

The myths that dominate the political landscape have turned reality on its head. For instance, the multi-ethnic, multi-religious, multi-cultural and pluralistic Sinhala society is denigrated as racist or chauvinistic while the mono-culture of Jaffna which fought strenuously to preserve its mono-ethnic hegemony is projected as an exclusive haven of cultural superiority. The anti-Sinhala lobby manufactured an ideology to paint the Sinhalese as extremists and paint the mono-ethnic extremism of the Jaffna Tamils as the victims of Sinhala oppression.  If, as they say, the Sinhala majority was oppressing the Tamil-speaking minority on the scale described by NGOs and allied propagandists of the Jaffna Tamil separatist lobby, wouldn’t all other Tamil-speaking communities have common cause to gang up against the Sinhalese? Besides, why did the Jaffna Tamil leadership fail to mobilize the other two Tamil-speaking communities in their political and military campaigns against their so-called “Sinhala oppressors”? Serious attempts were made by S. J. V. Chelvanayakam to form a pan-Tamil-speaking peoples’ front against the Sinhalese but he failed to get them into a common front against the Sinhalese.

If on the convincing mathematics visible to rational political analysts, the Sinhala majority had maintained harmonious relations with two of the Tamil-speaking communities, resolving differences without violence, why did the Jaffna Tamil leadership alone fail to maintain non-violent, harmonious relations with the other communities? Why did they drag their own people through a futile war into the abysmal depths of Nandikadal? What did they achieve? They went to destroy the Sinhalese whom they had demonized globally and in the end it boomeranged on them. Their violence turned inwards and they lost their entire leadership, they lost their kith and kin, and they lost their self-respect and dignity when they were forced to surrender to the fascist terror of a pathological serial killer. Now that we have gone through the worst phase the time has come for the Jaffna Tamil leadership to consider how the other two-Tamil speaking community leaders have succeeded in guiding their communities to constructive and promising ends and why only the Jaffna Tamil leadership failed? Why is it that reconciliation was possible with the other two-Tamil speaking communities and not with only one community in Jaffna?

The answer can be found in the intricacies and the complexities of peculiar peninsular political culture which dragged the Jaffna people from colonial times to mono-ethnic extremism. In summary it can be demonstrated that reconciliation with the northern leadership was doomed to fail because of their intransigence and extremist mono-ethnic ideology that refused to compromise anything short of their fancy state of Eelam.

Jaffna jingoism was the most destructive and counter-productive of all the political cultures of the Tamil-speaking communities.  Their ideologues and intellectuals who rationalized the mono-ethnic extremism of Jaffna demanded that reconciliation should be based only on the terms dictated by the extremist agenda of the Jaffna-centric politics. This intransigence was one of the primary causes that led to the failures of any moves towards reconciliation.

Reconciliation has been viewed, argued and projected as a one-way process – i.e., the government of day should give in to the demands of only one Tamil-speaking community disregarding or marginalizing the aspirations, the historical grievances, and the needs of the other minority and majority communities whose main objective has been to co-exist in harmony with each other, sharing the land in common with all those who consider the entire 25,000 square miles, from Point Pedro to Dondra, to be their homeland without any divisions.

Successive governments have gone down this one-way track without any success. Every national, regional and international endeavour to bring about reconciliation failed because each move was aimed at appeasing the intransigent leadership of Jaffna. The Indian move to bring about reconciliation ended in assassinating Rajiv Gandhi. The Premadasa moves to reconcile ended in assassinating Premadasa. The Chandrika-Neelan move to produce a charter for reconciliation ended in assassinating Neelan and nearly getting Chandrika.  The last major one-way attempt at reconciliation was when Ranil Wickremesinghe signed the CFA with Prabhakaran conceding almost the next best thing to Eelam. It failed because the Jaffna Tamil leadership, as usual, refused to accept it as the route to reconciliation.

Besides, the undeniable fact is that these reconciliatory moves, signed by the Tamil leadership, were approved by the Tamil people and their fellow-travellers in the NGO circuit.  So what is the logic in saying that the Sinhala leadership had not made genuine moves at reconciliation? The Sinhala leadership had even gone as far as dismissing or marginalizing the aspirations and needs of other Tamil-speaking and Sinhala communities.  Ranil  Wickremesinghe, for instance, committed crimes against the nation when he authorized the supply of arms and ammunition, duty free, to the Tamil Tigers. He even put the Navy Commander, Wasantha Karannagoda, on the mat for sinking a Tamil Tiger boat smuggling arms and ammunition. He should go into the records of the Guinness Book for being the first prime minister in any part of the world who had pulled up his Navy Commander for defending the territorial integrity and security of the nation. It is the innocent youth in the Security Forces who had to pay with their lives to repair the damage done in the CFA.


However misguided he was Wickremesinghe’s actions prove that he was bending over backwards to appease the Tamil leadership – a task that was doomed to fail. Successive Sri Lankan leaders have gone out of their way – sometimes under international pressure – to reconcile with the Tamil separatists. But they never succeeded. Though the evidence is loaded against the Jaffna Tamil leadership for deliberately pursuing a military solution, refusing a negotiated settlement, it is the “Sinhala state” that is blamed for each failure to reconcile with the Jaffna Tamil leadership.

The Nordic peace-makers are on record saying that 95% of the terms and conditions of the CFA were violated by the LTTE.  So who should take the responsibility for the failure to bring about reconciliation? It was the Tamil leadership that decided to seek a military solution when they passed the Vadukoddai Resolution on May 14, 1976. It is this notorious Resolution that endorsed unanimously the decision to wage a war against the rest of the nation. Prof. A. J. Wilson, son-in- law of Chelvanayakam , the father of separatism and the man who posed as Gandhi, states in his biography that Chelvanayakam went through every word of the Vadukoddai Resolution.  It specifically urged the Tamil youth to take up arms and never rest until they achieve their goal of Eelam.

So it is not the “Sinhala state” that adopted the military solution. Historical documents record that it was the Tamil leadership that deliberately and consciously decided to go down the path of violence.  It was the Tamil leadership that provided the ideology to instigate the Tamil youth to take up arms. It was the Tamil leadership that financed the bullets, the guns, landmines, hand grenades, the boats and all the other firearms when the doors were open to them to negotiate like the other two Tamil-speaking communities. It was the Tamil leadership that gave the silent assent to the killings of Tamil leaders.

Having reneged on national, regional and international agreements, having rejected all reasonable offers for reconciliation, even those offers that came with international guarantees, the Tamil leadership and their fellow-travellers in academia, media, NGOs etc refuse to accept responsibility for the horrendous political crimes committed in the name of the Tamil people.   Not surprisingly, the intellectuals, academics, NGO pundits produced volumes rationalizing their divisive politics and justifying Tamil violence by blaming the Sinhalese.

Blaming the Sinhalese is the most common feature of the Jaffna Tamil political culture. Jaffna-centric politics thrived on targeting the Sinhalese. It eventually turned into a cult of hate. The ultimate expression of this anti-Sinhala politics was encapsulated in the Vadukoddai Resolution. It is the most decisive document to come out of Jaffna defining their political goals, violent strategies and the cult of hate. It produced an ideology based primarily on the fictitious history and the concocted geography.

A whole new ideological industry grew round the Vadukoddai Resolution. The pro-separatist seminars, lectures, researches, publications were aimed at blaming only the Sinhala-Buddhists. The Vadukoddai ideology was designed to exonerate the Jaffna Tamil leadership from all blame and any analysis of subsequent studies will reveal that academics and public intellectuals never deviated one inch from the fictions and concoctions laid down in the Vadukoddai Resolution. In the end they blamed Prabhakaran also as a creation of the Sinhalese. If Prabhakaran was a creation of the Sinhalese his bullets should have been directed only at the Sinhalese. But why did he turn his guns first on the fathers of Vadukoddai Resolution which endorsed Tamil violence? Did the Sinhalese instruct him to target the entire Tamil leadership? If, as claimed, he came out of Sinhala violence, why did he target the innocent Muslims? What had they done to him? Why did he pluck Tamil children from the breasts of Tamil mothers? Was it the Sinhalese who prompted him to commit these crimes against humanity?

Demonizing the Sinhala-Buddhists was a necessary strategy to justify Tamil violence and extremist demands. At the root of Tamil violence and extremist demands was this Vadukoddai ideology which  defined and laid down the road map to Eelam which, contrary to their expectations, ended in Nandikadal.

The Vadukoddai Resolution produced the Vadukoddai War which lasted 33 years and four days. It had a definite beginning (MAY 14, 1976) and it had a definite ending on May 18, 2009. I consider this as one continuous War and not as four Eelam Wars. The fact that Vadukoddai War see-sawed between low-intensity and high-intensity phases does not add up to four wars. It was just one continuous war led by the Jaffna war-mongers who deliberately declared war on the rest of the nation in the Vadukoddai Resolution.

This Commission and the nation at large are now engaged in working out modalities for reconciliation. There are many roads to reconciliation, ranging from state initiatives to organised activities at the grass root levels. Reconciliation is also not one-way traffic. It takes two to arrive at reconciliation. Reconciliation, it should be noted, is a process that begins in the minds. Breaking down the mental barriers, misperceptions, prejudices and fear-mongering are some of the essentials needed to bring about reconciliation. Above all, no reconciliation is possible if the ideology that led to the Vadukoddai War is left unchallenged.

Vadukoddai Resolution was not meant for reconciliation. It was meant to demonize the Sinhalese, rewrite their history to suit the agenda of Jaffna-centric politics and whip up anti-Sinhala sentiments to keep Vadukoddai violence at boiling point.   In fact, when the Tamil separatist decided to go down the path laid out in the Vadukoddai  Resolution they opened up two fronts: 1. The military front on the ground where the Tamil youth took up arms as stipulated in the Vadukoddai  Resolution and 2. the ideological front which justified and fuelled the Vadukoddai War for 33 years. We have won the war on the ground. But we have yet to win on the second front  — the ideological front which is as formidable as the defeated military front.

The Vadukoddai ideology hangs like a Damocles sword over the head of the nation. The Tamil diaspora is driven primarily by the Vadukoddai ideology. That is their one and only reference point. The Provisional Transnational Government of Tamil Eelam is designed to achieve the goals of the Vadukoddai Resolution. Though the Tamil Tigers – the misled children of the Vadukoddai Resolution — are dead the ideology is still alive.

Combating this ideology is a sine qua non for the nation to advance toward reconciliation. The primary task of the second front, which the government has not yet opened in any effective way, is to demolish the political myths and fictions woven round the Vadukoddai Resolution.   No amount of legislation can win this ideological battle. It is going to be a battle for the hearts and minds of the people. Reconciliation is possible only when the minds are liberated from myths of divisive and violent politics embedded in the Vadukoddai Resolution. The removal of the Tamil Tiger terrorists from the political equation helps. But the ideology that fired them up continues to linger on in various shades and manifestations.

This is why the ideological battle has to be taken seriously and fought relentlessly like the recently concluded war on the ground. The common thrust of the anti-Sinhala ideology is based on the allegation of discrimination against the Tamils. Apart from the concocted historical and geographical fictions, Jaffna-centric politics has consistently accused what they called the ”Sinhala state” on grounds of discrimination. It is the rationale on which Jaffna-centric politics took to violence. This accusation has been accepted uncritically by the assorted pundits who found it very lucrative to toe this line.

It has become an integral part of conventional wisdom that hardly anyone dares to challenge it. I have no time to cover all the issues of discrimination raised by the Jaffna Tamil lobby. But let me deal with the main accusation based on the Sinhala Only Act.  As a result of the massive propaganda the world has come to know this as the symbol of discrimination against the Tamil-speaking people. But the two other Tamil-speaking communities – the Muslims and the Indians – did not consider this as an issue on which they could take up arms or demand a separate state. What should be noted is that all the issues of discrimination were raised and pursued relentlessly, ending up in the Vadukoddai War, only by the Jaffna Tamils. Practically every one of the issues of discrimination raised by the Jaffna Tamil political caste/class – except the citizenship issue of the Indians – were irrelevant to the other two Tamil-speaking communities. This is one of the reasons why the issue of discrimination sounds so hollow. If two out of three Tamil-speaking communities pursued consistently a political programme of peaceful co-existence whilst gaining their rights by non-violent politics what was the justification of the Jaffna political caste/class to go all the way from Vadukoddai to Nandikadal?

Take the example of the Sinhala Only Act which is cited as the mother of all evil in Sri Lankan politics. It was not just the Jaffna Tamils but the entire Westernized, English- educated ruling class of all communities, including the Sinhalese, that rebelled against it. Even among the Tamils the language issue was confined essentially to the English-educated professionals, particularly those in the public service. The vast majority of the Tamils who lived among the Sinhalese had no problem with Sinhala as the language of commerce. When I grew up my barber, my corner store grocer, my thosai boutique man, my rickshaw man who took me to school, the botal karaya, — you name it – were all Tamils and they had no problem with Sinhalese. My mother who shopped for her jewellery at Sea Street had no problem in bargaining with the Tamil jewellers in Sinhalese. In fact, it was a problem confined only to the 6% of the English educated elite who resented and resisted their power and privileges being taken away by enthroning the language of the majority of the people. They were bent on retaining the colonial privileges which would deprive the 94% of the people to communicate with the language of their elected government in the mother tongue. Which democratic, or for that even a dictatorship, would continue in the unfair practice of running a government in an alien language? Is France run in English? Is England administered in Welsh? Is China run in Japanese? Why is it right for all other nations to run their governments in the language of the majority but not Sri Lanka?

But let me hasten to add that the Tamils also had the right communicate with their elected government in their mother tongue. And provision was made for it by S.W. R. D. Bandaranaike, the greatest Sinhala liberal leader who was demonized by the Tamil lobby as the sole author who deprived them of their rights. Bandaranaike did not overthrow the Tamil language. He only dethroned the English language. His mission was to redress the imbalances left behind by centuries of colonialism. The pendulum that swung to the West under colonialism was swinging to the East in all ex-colonies. One of the first rights of the people was to be governed in their own language.

When Sinhala Only act was passed Chelvanayakam went from kachcheri  kachcheri urging the Tamil public servants not to learn Sinhala. This is typical of the narrow-minded, divisive politics of Jaffna-centric politics that took them eventually to Nandikadal. It is the duty of all public servants to serve the public and it was duty of all public servants to serve 75% of population in Sinhala. Chelvanayakam and the English-educated ruling class did not want to change the colonial practices. They were for retaining the status quo. In other words, Chelvanayakam wanted the public to learn the language of public servants instead of the public servants learning the language of the public. How fair is this by the public? In fairness to Bandaranaike, it must be stated that he made it compulsory for Sinhala and Burgher public servants to learn Tamil and even provided free classes in the departments for public servants to learn the languages of the public.  It was this policy of democratizing the administration and making the administration accessible to the public without any language barriers that was vilified as a racist act by the “Sinhala state” against the Tamils.

Let us also not forget that it was the Sinhala youth that took up arms first on the cry of discrimination. They too raised the language issue but on a class basis. They said that English was the language of the ruling class that denied opportunities to the lower classes. The Jaffna Tamils took up the same issue on an ethnic basis and accused the Sinhalese of pursuing racist politics. Even the Marxist leaders eventually came to the conclusion that it was a class issue and not an ethnic issue. And despite all these allegations of discrimination on a language basis the nation is still run in English. The judiciary, the executive and the legislature are ruled by and large in English. Even the bulk of the evidence recorded in this commission is in English. So where is the discrimination if all three languages are used in running the administration to this day?

Let me highlight some key aspects which debunk this myth of discrimination. Distinguished members there are 192 flags flying at the UN. Of all these flags it is only the Sri Lankan flag that has given the Tamils a place of respect, dignity and honour. A flag is the highest symbol of any nation. When the President salutes the national flag he salutes the Tamils and Muslims also. So has “the Sinhala state” excluded the Tamils and given them a lesser status nationally or internationally? Take the case of currency – another symbol of national recognition. Every currency note gives Tamil it due recognition as an equal partner. So where is this discrimination? This place of honour is not there for the Tamils even in India – the ONLY homeland of the Tamils.

In what way have these unique symbols denied the Tamils of their rights, their culture, their identity? On the contrary, in building this nation have not the “successive “Sinhala governments” placed the minorities on equal footing at every critical level? This is confirmed by the fact that two Tamil-speaking communities have refused to join the Jaffna Tamils in their violent campaign against Sri Lanka. They had no reason to join hands because the issues of discrimination and other allegations were not valid. If the allegations of discrimination and oppression of the minorities were valid it would have been felt right across the board among the minorities. But it didn’t. They all spoke the Tamil language, they all faced the identical Sinhala majority and they lived in the same political space. Their refusal to join hands with the Jaffna Tamils on allegations of discrimination and oppression refutes conclusively the concocted allegations of the Jaffna Tamils.

As a result of the distorted ideologies of the peninsular political culture the nation was put through the most traumatic period in its history. The Jaffna Tamil political parties have survived in the past on this culture of blaming the Sinhalese. If they are to learn from history the one outstanding lesson they must accept is that there is no future in the ideologically misguided past. They have pushed their mono-ethnic politics to the extreme and they have lost.  Their task now is to re-imagine their place in a multi-cultural, multi-ethnic, multi-religious state.

But to sum up, their politics of mono-ethnic extremism will not end as long as their second front – the ideological front — is left wide open. Reconciliation can be built only by abandoning the Vadukoddai ideology which has no future. Those who are still committed to this ideology have not grasped the geo-political realities that went against the Vadukoddai ideology. The Tamil leaders knew that the international community was against a separate state but they never told that to the Tamil people. They kept the illusion of Eelam alive for their own self-interest without any regard for the suffering of the Tamil people.

Let us not forget that in all this it is the Jaffna Tamil people who suffered most.  The Jaffna Tamil leadership must apologise on their knees to the Jaffna people for leading them to Nandikadal.  Jaffna deserves a more enlightened leadership that can save them from going down the same old route from Vadukoddai to Nandikadal. Blaming the Sinhalese is not going to pay them any dividends any more.  They must take responsibility for manufacturing the Vadukoddai ideology that took them nowhere. No one asked them to pass the Vadukoddai Resolution. They did it on their own. No one asked them to drag the Tamil people, using them as a human shield, to Nandikadal. They alone must take full responsibility for what happened to the Tamil people.  They must not only apologise but also promise their people never to take them down the path to another Nandikadal.

President warns of moves to cause division within military

President Mahinda Rajapaksa disclosed in Parliament today that there are moves by certain elements to create divisions within the armed forces and said the Government is keeping a close eye on such activities.

The President who wound up the debate on the Budget appealed to those engaging in such activities not to pursue them.

In his 50 minutes address to the Legislature, the President also said that after 26 years of violence this is the first full year of peace the country has enjoyed.

He noted that it as disturbing that attempts have been made to ignite racial feelings during the Budget debate. “There is a close link between some of those who spoke against this Budget and the sabotage of my address to the Oxford Union by putting forward charges of war crimes against the government via the terrorist conspiracy hatched there,” he said.

The President added that the people are well aware of the forces that campaigned to get the GSP plus preferential trade facility withdrawn from the country and said that those who pursue the dream of Eelam are still active aboard.

India’s Foreign Secretary Nirupama Rao said that Sri Lanka is moving in the right direction after eradicating terrorism and added that there are “unique opportunities” for Sri Lanka and India after terrorism was defeated by the Security Forces.

In an exclusive interview with a group of media heads from Sri Lanka at the Ministry of External Affairs in New Delhi last week, Rao said that everybody is enjoying the dividends of peace. “People are moving very freely. When I was there, I saw from my hotel room people moving freely at the Galle Face Green even at midnight. They are enjoying the freedom to move without any fear,” Rao said.

The resettlement of displaced people in the North is “going on in a very constructive manner”. “It appears to be moving in the right direction.”

When I last visited Sri Lanka with the Indian External Affairs Minister, we saw that paddy farmers had returned to normal life. This means that the agro industry is catching up. I hope it would be restored soon to its previous level,” she said. The former High Commissioner to Sri Lanka turned Foreign Secretary said that the number of displaced persons has dropped to under 17,000 and they too would be resettled before the end of this month.

“We have already pledged 50,000 houses and would grant more assistance to the displaced persons,” she said. The recent visit by India’s Minister of External Affairs S.M. Krishna further strengthened bilateral relations. “We had a very productive visit by our External Affairs Minister. Sri Lanka’s closest neighbour is India.

There are many linkages and we have to take decisions in an open manner in issues relating to defence and security,” she said.

Rao, who became the second woman after Chokila Iyer to hold the high-profile post of Indian Foreign Secretary in July 2009, said that the Indian Defence Secretary was due to tour Sri Lanka this month for the annual defence dialogue. She anticipated more people to people linkages in the new Indian Consulates in Jaffna and Hambantota.

The Indian Foreign Secretary said the peaceful situation in Sri Lanka has prompted people to travel to India more comfortably. “It was good to see Sri Lankan companies such as MAS Holdings, Brandix, Aitken Spence and Carsons investing in India. Similarly, Indian companies have invested in Sri Lanka. During the past 10 years, it has been very productive for trade in both countries. We are looking forward to a frank exchange of views on partnership agreements,” she said.

Explaining India’s assistance to Sri Lanka, she said that the Indian Government has extended its line of credit to the tune of USD 800 million.

“India is helping to build the Galle-Matara highway. We are also keen on assisting Sri Lanka in the knowledge industry and tourism development.

India has been supporting the tri-lingual program initiated by President Mahinda Rajapaksa through the Universities of Colombo and Peradeniya,” she said.

London-based sources say the British Tamil Forum (BTF) and the Global Tamil Forum (GTF) had launched protests in the UK targeting President Mahinda Rajapaksa’s visit primarily to raise funds, in the backdrop of dwindling financial support for their sordid operations. Sources told The Sunday Island, that the vengeful anti-Rajapaksa campaign had been nothing but a ruse to collect money from the gullible Tamil Diaspora. The ill-advised President’s visit had helped the BTF and GTF to influence Diaspora to donate lavishly to their coffers, sources said, adding it could be the single most successful fund raising campaign.

Protests forced the Oxford Union to unilaterally cancel President Rajapaksa’s speech scheduled for Dec. 2. The President’s visit couldn’t have come at a better time, sources said. Responding to a query, sources said that the BTF and the GTF had been looking for an opportunity to mount a major fund raising operation after the much talked about LTTE Heroes Day (Maveerra Naall ) jointly organized by them on Nov. 27 failed to attract the Diaspora in sufficient numbers. The two Diaspora organizations had spent about 150,000 Sterling Pounds to organize the event believing it could a double return, sources said.

Although pro-LTTE media claimed of a crowd of over 50,000 at the event, there had been only about 10,000 -11,000 people, sources said. Over the years, Diaspora organizations had cleverly used the event to raise funds needed to uire arms, ammunition and equipment, though that wasn’t possible now. Unlike in previous years, the organizers had failed to convince the Tamils to buy flowers, food and calendars to raise money, sources said.

At the end of a three-year military campaign, the Sri Lankan Army finished off the LTTE on the banks of the Nanthikadal lagoon on May 19, last year.

In the absence of any sort of British intervention, the BTF had launched its campaign on Nov. 28 (the day before President’s arrival at the Heathrow Airport) using a new ‘LTTE radio’ called ILC Tamil with three Diaspora members, Tamil dramatist A. C. Tarcissius, Subramanian Skanthatheva alias Shantha and Sivaanathan calling for an all out protest against the Sri Lankan leader, sources said.

In the backdrop of the recent Wiki leaks revelation of how former British Foreign Secretary David Miliband had played politics with the Sri Lankan issue at the last British general election this irresponsible behavior on the part of the new administration shouldn’t surprise anyone, sources said.

Although the radio station primarily broadcast on the internet, under an agreement with Spectrum Radio it had a daily time slot from 7 p.m. to 9 p.m.

Sources said that the BTF had announced over the radio more than 20 locations, where people could gather to be transported in coaches to the Heathrow Airport a few hours before the Sri Lankan leader’s arrival. One of the BTF speakers on the radio was quoted as saying "King Mahinda is coming to the UK, be prepared. Let us show him our strength. Let us all gather at Oxford on Dec. 2."

The President was humiliated on the radio, sources said.

Although the Sri Lankan High Commission in the UK had advised against the visit, those close to the President went ahead with the jaunt regardless of consequences, well informed sources. The bottom line was that the LTTE rump had received a big boost courtesy the Sri Lankan government at the expense of the taxpayer, sources said.

The BTF had used SMS, internet, radio stations and television station at its command to urge the Tamils to gather at the Terminal 4 of the Heathrow Airport, sources said.

Intelligence sources told The Sunday Island that several key LTTE operatives, including leader of the GTF Father Emmanuel had ordered a major fund raising campaign. An official said: "They targeted Tamils living in the Europe, Canada and Australia. But many people had been initially skeptical about the urgent call for funds. The BTF and the GTF went to the extent of claiming they needed as much as 100,000 Sterling Pounds immediately to launch legal proceedings against the visiting Sri Lankan leader, thereby forcing the British judiciary to detain him."

Highly placed government sources told The Sunday Island that the BTF and the GTF had promised Tamils that President Rajapaksa wouldn’t be returning to Sri Lanka. Sources said that the President had been fully briefed about the operation following his return to Colombo.

London-based sources said that for those who had donated money for this particular operation reacted angrily when President Rajapaksa and the main body of his entourage left Heathrow in a SriLankan Airlines flight. Sources said that the BTF and the GTF couldn’t have been unaware that they couldn’t exploit British laws to detain the Sri Lankan Head of State.

What they basically said was a warrant could be obtained from a court in the UK similar to the one issued for the arrest of Tzipi Livni, a former Israeli Foreign Minister over alleged war crimes committed by the Jewish State during the last major military offensive in Gaza January 2009.

Livni had no option but to cancel a scheduled visit to the UK at the eleventh hour to avoid being taken on a war crimes charge. The controversial order followed an application by pro-Palestinian lawyers.

Although Livni represented the Opposition, the Israeli government reacted angrily and went to the extent of summoning the UK’s top diplomat in Tel Aviv, Tim Phillips. Denouncing the attempt to arrest the lawmaker, Israel said that their ties with the UK had been badly damaged.

Sources said that after deceiving the Tamils to part with at least 75,000 to 80,000 Sterling Pounds in two days, the so-called Diaspora leaders had hired a Tamil lawyer Mrs. Vasuki to move the judiciary to issue an arrest warrant on Maj. Gen. Chagi Gallage, a key official in the then Army Chief Gen. Sarath Fonseka’s team responsible for ground operations. Gallage, now involved in the President’s security played an important role in the last major battle in April 2009 before the collapse of the LTTE in May. The April battle saw led the encirclement of a strong LTTE group causing death of about 500 cadres, including senior commanders.

Sources said that since then Maj. Gen. Gallage had returned to the country.

Sources said that an irate lawyer had appeared on GTV on Dec. 4 to discuss the issue and during the programme admitted she was given 3,000 Sterling Pounds for her work. Sources said that what really surprised those following the situation was that the BTF prepared a 408-page document to support its case, though it had only one woman victim from Sri Lanka.
Although they had failed to produce any evidence, GTF leader Father S.J. Emmanuel is on record saying: "Everyday, we wake up to find new credible evidence of war crimes and crimes against humanity committed in Sri Lanka. It is disheartening and disappointing to tell the least that a killer of tens of thousands of innocent lives could be given privileges just because he is a head of a criminal state. I pray every day that justice will be done to those who perished and those who are still living in hope. As Commander-in-Chief, the President should take full responsibility."

Sources said that the BTF and the GTF were under heavy pressure to account for money they collected citing a move to file action against the Sri Lankan leader.

A Tamil conversant with Diaspora operations said: "The Diaspora community who are dancing to the BTF and the GTF are only a minority within the UK Tamil population. They seem to be doing more damage than the LTTE has done all those years." Speaking on the condition of anonymity, he expressed concern that irresponsible and foolish actions of the so-called Diaspora leaders could antagonize the government. He explained that the fund raising operation launched in the UK was the first major successful one after the collapse of the LTTE. In the absence of the LTTE control, the BTF and the GTF weren’t accountable for anyone. "Now, they are masters of their operations and no longer needed to responsible for the Vanni leadership," he said.

Intelligence sources speculated that the hoax perpetrated by Diaspora leaders could be exploited by the government to expose those seeking financial gains at the expense of national reconciliation efforts.

Sources said that those led by New York based V. Rudrakumaran hadn’t been involved in the UK operation. Sources said that the government needed to review its post-war strategies as a part of the overall measures to deal with the Tamil Diaspora/LTTE rump. "Our present strategies may not be suitable and need remedial measures," sources said, acknowledging the need to engage the international community, thereby denying an opportunity to those bent on destabilizing the country.

Call for probe into LTTE-Al-Qaeda links

An international counter terrorism expert has called upon the United Nations to initiate an investigation to probe material support provided by the LTTE’s international network to Al-Qaeda affiliates. Associate Lecturer at the Centre for Policing, Intelligence and Counter Terrorism at Macquarie University in Sydney Shanaka Jayasekara told the Sunday Observer that the United Nations Security Council Sanctions Committee on Al-Qaeda (Resolution 1267) needs to probe the LTTE’s international network, which is actively engaged in grey-charter logistics operations that include forged documentation and travel papers to anyone who could pay the right price.

According to media reports, the Spanish and the Thai police, investigating the group which supplied forged passports to al-Qaeda-linked groups, have found their links with LTTE, recently.

The investigators who arrested 10 suspects eight Pakistanis, a Nigerian and a Thai national - with forged documents alleged that the suspects had provided forged passports to organisations, including Lashkar-e-Taiba in Pakistan and the LTTE, both of which have links with Al-Qaeda.

Police which seized forged passports, immigration documents, fake rubber stamps, computers, mobile phones, passport photos, British driving licences and sophisticated counterfeiting equipment claimed there was evidence that the suspects were members of the LTTE.

“The recent arrest made during Operation Kampai by the Spanish police and the revelations that the LTTE were involved in an identity fraud is part of wider mercenary services provided by the LTTE’s international network.

This is not the first time that the LTTE overseas members were linked to fraudulent documentation that was supplied to Al Qaeda affiliates”, he said.

Jayasekara said that in 2005, LTTE agents had stolen a large number of Norwegian passports some of which were recovered in Bangkok with LTTE operatives Kangasabai Sabanathan and Mike Daniel Jeya.

“It is believed that the LTTE agents had sold some of the passports to an Algerian based Al-Qaeda affiliated group. The LTTE credit card scam operated using African connections, for example the LTTE credit card skimming operative Satrubarajah Shanmugarajah (aka - Ruby) used contacts in Nairobi and other African locations”, he said.

He said there was no doubt that the LTTE’s international network has the capacity and the capability to facilitate forged travel documentation to other terrorist groups including Al-Qaeda and its affiliates.

Jayasekara said that the UN 1267 Committee needed to soon investigate the mercenary services of the LTTE’s international network that provides travel documentation for terrorist groups and criminal organisations.

Sri Lanka Police kill five members of cop killer robber gang

Dec 12, Colombo: Sri Lanka police announced that three more suspects of an armed- robber gang that killed two police officers during a chase were killed this morning in crossfire with police.

A joint police and army team that was deployed to apprehend the seven-member robber gang fatally shot two of its members Saturday morning.

The armed gang robbed a jewelry shop at Warakapola area on Friday night. When the police arrived at the scene while the robbery was taking place the fleeing gang opened fire at the police killing two officers and critically injuring another and escaped into the nearby forest.

Around 500 police officers nearby towns and army soldiers of the Army camp at Ambepussa were deployed to arrest the suspects and two of them were killed earlier yesterday.

Five suspects have been killed so far and police and army continue operations to arrest the other suspects, police sources said.

Sri Lanka Scraps Tamil Version of Its National Anthem

Sri Lanka has scrapped the Tamil version of its national anthem at official and state functions, a move likely to further alienate the ethnic Tamils in the country.

Now the national anthem can only be rendered in the majority Sinhala language at official functions, the Sri Lankan cabinet decided.

The decision was taken at the last cabinet meeting headed by President Mahinda Rajapksha, who pointed out that no country in the world uses the national anthem in other than one language, the Sunday Times reported today.

"The move will mean that the current Tamil version will no longer be played at any official or state functions"

The Sinhala version is widely used across the country except for the north and east where a majority speak Tamil.

"A directive to use only the Sinhala version is to be sent out by the Ministry of Public Administration. All government establishments will be called upon to adhere to this decision", the paper added.

President Rajapaksa told ministers that in no other country was the national anthem used in more than one language. He cited an instance where one time Prime Minister, the late Sirimavo Bandaranaike, had walked out of a function in the north where the national anthem was played in Tamil.

He said there could not be two national anthems and that it was a shortcoming that must be rectified. "We must all think of Sri Lanka as one country," Rajapaksa was quoted as saying by Sunday Times.

Minister Wimal Weerawansa supported President Rajapaksa's proposal. He said that even in neighbouring India, where around 300 languages were used, the national anthem was only in Hindi.

However, two Ministers voiced their dissent. National Languages and Social Integration Minister Vasudeva Nanayakkara said the move would not be a suitable one.

Minister Rajitha Senaratne also endorsed the same view. Later, the Cabinet decided to adhere only to the Sinhala version of the national anthem.

211 ex-LTTE cadres pass exam to enter varsities

COLOMBO: More than 200 former LTTE cadres have cleared the most competitive examination which selects students to enter universities in the country, officials said.

Two hundred and eleven candidates out of 360, who are still undergoing rehabilitation, sat for the advanced level examination and have passed all three subjects they appeared for.

"Thirty-two of the total ex cadres sat for the exam failed in all three subjects in their respective streams," they said.

Rehabilitation officials said they believe at least 40-50 students will be able to secure placements in universities. Sri Lanka's universities could accommodate 20,000 students out of up to 150,000 who qualify for higher education each year.

The competition has made the advanced level examination a barrier for higher education. Many middle class families send their children overseas including India for higher education.

It is estimated that Sri Lankans spend over USD 35 million annually to study overseas.

TULF protests interrogation of Tamil traders

COLOMBO: Tamil United Liberation Front (TULF) president V Anandasangaree has protested against the interrogation of many Tamil businessmen in Jaffna and Colombo by the police on whether they had paid money to the LTTE while supplying goods to areas under the sway of the militant group.

Anandasangaree, who represented Kilinochchi in the Lankan Parliament for several years, told Express on Friday, that Tamil traders had been singled out for questioning, leaving out the Sinhalese and Muslim traders, who, he claimed, were actually in a majority in the business of supplying to Jaffna and the LTTE-held north during the conflict.

The moderate Tamil politician pointed out that every trader, whether Tamil, Sinhalese or Muslim, had to pay kappam (protection money or illegal tax) to the LTTE, which was ruling the roost in the Northern Province, till the Lankan forces decimated it in May 2009.

“On August 11, 2006, the A9 Highway, which was the only road link between the Sinhalese south and the Tamil north, including Jaffna, was closed because of the military operations against the LTTE. The closure gave rise to a tremendous shortage of food and other essentials in Jaffna. To bring the skyrocketing prices down, the government allowed private traders to send goods by sea. Many Tamil, Sinhalese and Muslim traders took the risk and supplied goods that way. In the process, they had to pay kappam to the LTTE. They were forced to do so,” Anandasangaree said.

He wondered if the present targeting of Tamil traders was meant to instill fear in them.

“What is the purpose of interrogating them now? It has only instilled fear in them. The need of the hour is to put the unpleasant past behind and look to the future. Raking up the past is not going to instill confidence in the Tamil people and promote reconciliation,” the TULF stalwart said.

Anandasangaree said that he was planning to write to President Mahinda Rajapaksa about this.

According to sources in Jaffna, about 50 traders were interrogated over several days recently. However,the interrogation was polite. The traders had told the interrogators that they had no option but to pay the LTTE, and that the businessmen of the north, who had barely begun recovering from the war, were demoralised by the interrogation.

'Suicide attack' hits central Stockholm

STOCKHOLM: An apparent suicide attacker blew himself up in central Stockholm Saturday, local media reported.

The man allegedly sent a threatening e-mail addressed to news agency TT minutes prior to the attack. The message said it was time for the Swedes to die "like our brothers and sisters" and made reference to the country's involvement in Afghanistan and caricatures of the prophet Mohammed published in Sweden.

Foreign Minister Carl Bildt dubbed the incident an attempted terrorist attack.

"Most worrying attempt at terrorist attack in crowded part of central Stockholm," he wrote on Twitter. "Failed - but could have been truly catastrophic."

Unconfirmed reports said police found multiple explosive charges on the man, who was killed in the explosion. The Aftonbladet newspaper said the man apparently had the explosives in a backpack, but police would not confirm the reports.

It was unclear what connection, the suicide had with a separate car explosion in the central shopping area of the Swedish capital. The car explosion occurred at the intersection of Drottninggatan and Olof Palmes Gata roads and then a second blast went off in the nearby Bryggergatan, where the man's body was discovered.

Two others were injured in the blasts, the BBC reported.

Colombo denies reports on Tamil National Anthem

The Sri Lankan government on Monday denied a media report that it had decided to disallow a Tamil version of the island nation's National Anthem played in some parts of the Northern and Eastern Provinces.

Lucien Rajakarunanayake , Director, Policy Research & Information (PIRU), Presidential Secretariat told The Hindu that there was no basis to the media report and follow-up reports by sections of the press that the Cabinet had decided to “scrap” the use of the Tamil version of the anthem .

The general discussion at the Cabinet meeting was a continuation of an earlier meeting on the decorum to be followed when National Anthem was played. The Cabinet would also discuss the code to be followed during the unfurling of the National Flag, he said.

The implication of the media report was that if the constitutional provision was implemented in letter and spirit, the practice of a Tamil translation of the National Anthem being played at private functions in the Northern and Eastern Provinces would not be allowed.

A report in the English weekly Sunday Times that the last Cabinet meeting presided over by President Mahinda Rajapaksa had decided to disallow the Tamil version of the National Anthem has triggered a controversy.

A Minister who was present at the meeting told The Hindu that, “The constitutional provision is clear. There was a general discussion in the Cabinet on the need to maintain decorum when National Anthem is sung and nothing more as reported in a section of the press.”

The 1978 Constitution (Article 7) states: “The National Anthem of the Republic of Sri Lanka shall be ‘Sri Lanka Matha', the words and music of which are set out in the Third Schedule.”

Meanwhile, a representative of the Tamil National Alliance (TNA) expressed concern over the media report. TNA MP Suresh Premachandran said he would seek a clarification on the subject from the government. “At a time when the government is talking about ethnic harmony and national integration, this national anthem is an unwanted issue,” Mr. Premachandran said.

Karuna Amman a former Tamil Tiger militant in Sri Lanka, now a government minister, has admitted that his comrades killed more than 600 policemen 20 years ago in the part of the country he then controlled as a Tiger leader.

Vinayagamoorthy Muralitharan, commonly known as Colonel Karuna Amman said, he was in a different part of Sri Lanka at the time. Testifying before a government-appointed commission looking at the Sri Lankan war, blamed Tiger’s leader and intelligence chief for killings.

Colonel Karuna’s defection from the Tamil Tigers or LTTE six years ago is seen as having led to their all-out military defeat in 2009.

Now a vice-president of Sri Lanka’s governing party, he’s been dogged by allegations that he has abused human rights.

He has now told the war commission that more than 600 policemen were indeed killed in eastern Sri Lanka when he headed the LTTE there, something some earlier witnesses alleged.

But Col Karuna said he was then in Jaffna in the north. He said the Tigers’ leader, Prabhakaran, and their intelligence chief were to blame, as they had taken in the police who, he said, were never heard of again.

The former Tiger said he joined the militants as a teenager and received training in India during the time of Prime Minister Indira Gandhi.

Big mistake

Ironically, the Tigers later assassinated her son, Rajiv. He said this was a “big mistake” but added that Indian peackeeping troops sent to the island by Mr Gandhi when he was prime minister had killed many Sri Lankan Tamils and raped many women; he implied that one such woman was used as the suicide bomber who killed Mr Gandhi.

Col Karuna Amman, like other Sri Lankan government members, dismissed the idea that government forces should face war crimes charges.

Sri Lankan court acquits Tamil doctor who supported the LTTE

December 13, Colombo: A Sri Lankan court acquitted one of the five Tamil doctors who under rebel coercion provided inflated civilian casualty figures to media during the military offensive in the North.

The Colombo High Court acquitted Dr. Thangamuttu Sathyamoorthy who has been free on bail since August 2009.

Up until his acquittal he was to appear before the Vavuniya CID every last Sunday of the month.

Dr Sathyamoorthy was the regional director of the Kilinochchi district hospital until he fled with the LTTE to the no-fire zone in Mullaitivu. He is now the superintendent of Vavuniya hospital.

Security forces arrested the five doctors who allegedly gave overly exaggerated figures through satellite phones to Western news agencies during the LTTE occupation of the Wanni region when they were escaping the conflict zone in the final days of battle.

The doctors later recanted their claims during a media conference in July last year.

"The Criminal Investigation Department told the court that they would like to withdraw the charges against me. Following this, the case was dropped," Dr Sathyamoorthy has told the BBC.

Resettlement Deputy Minister Vinayagamoorty Muralitharan, better known as Karuna, giving evidence before the Lessons Learnt and Reconciliation Commission yesterday said that the type of political solution that he would advocated was one which was acceptable to the majority community and guaranteed the security of Tamils.

Responding to questions, Muralitharan told the Commission that in a small country like Sri Lanka, Police powers need not be devolved to provincial councils and it was an unreasonable demand.

"But we will have to devolve power through the provincial councils to the North and the East," he said.

"The UNP never made a sincere effort to end the war and successive governments made no attempt to nip the LTTE in the bud; nor did the international community" he said.

Although some countries had banned the LTTE, they allowed its leaders to operate on their soil, he charged.

He was optimistic that the LTTE could not be revived and that the former LTTE cadres would never want to join a terrorist outfit of the nature of the Tigers as they had suffered enough and more.

The rehabilitated LTTE cadres were fully occupied and they were living peacefully, Muralitharan said.

People in the Wanni were yearning for peace and would not want to have another war as they had gone through untold suffering," he said.

Muralitharan said the slain LTTE leader Prabhakaran had been solely responsible for theLTTE’s debacle as he didn’t heed anyone’s advice and acted on his own accord where crucial matters were concerned and eventually thousands of people had to pay with their life and limb.

"Many in the LTTE were unhappy with Prabhakaran and he thought he was a ‘duke’ and didn’t heed the advice given by others," he said.

"Prabhakaran discriminated against the Eastern cadres and I left the Wanni with 6,000 cadres as I knew that we were just sitting ducks," the former LTTE military commander said.

He said that former LTTE spokesman Anton Balasingham was a cunning man and good diplomat.

Responding to a question whether Former Norwegian facilitator Eric Solheim had given money to the LTTE to purchase arms, he said that Norway had given money to the Tigers during the peace talks and it had been used to purchase arms for the outfit.

President Mahinda Rajapaksa yesterday said that those who forgot their duties and responsibilities to their fellow beings and the country have resorted to a ploy to earn a fast buck by betraying their Motherland.
Leaders should respect Anthem
President Mahinda Rajapaksa yesterday said the so-called leaders of the country do not know how they should behave when the national anthem is being played.
He was referring to the conduct of UNP leaders at its special convention Sunday.

The President asked what would happen to the country if the leaders are involved in dishonouring the country’s national anthem. “No body should be allowed to destroy our culture and its rich values,” he added. He requested the Samurdhi officers to play a more active role to prevent this situation in their village and area. The President was of the view that this culture of disrespecting the country’s national flag and the national anthem should be prevented from seeping into the Sri Lankan society. He said the national anthem and flag belong to all, irrespective of their racial , religious and other differences and all people should honour it.

He added that certain Trade Unions have ignored what is expected of them by their fellow members and the country at large. He said these Trade Unions are paid to make false charges against their Motherland.

President Rajapaksa was speaking at the 11th national convention of the All Island Samurdhi Development and Agricultural Research Production Assistant Officers Society at Temple Trees yesterday.

President Rajapaksa added that these Trade Union leaders send letters to foreign countries requesting the suspension of GSP+.

The President added that these individuals are well paid to say that basic human rights are denied in Sri Lanka.

Pension for Samurdhi Officers
President Rajapaksa said that the Government will guarantee job security to the Samurdhi officers by integrating them into a pension scheme.

He added that this proposed pension scheme will be forwarded to the Finance Ministry for approval.

He added that Samurdhi Officers are entrusted with a responsibility to uplift the people who are living below the poverty line.

The President also commended the service of Samurdhi Officers to the Government and the country during the past 15 years.

He added that the villages and the people in rural areas are witnessing the rays of development with the end to 30 years of terrorism that engulfed the entire country.

President Rajapaksa stressed that the Samurdhi beneficiaries are dependent on subsidies.

“The Samurdhi Officers should remove the mentality of dependency and help them to build their own lives,” he added.

He was of the opinion that Samurdhi Development and Agricultural Research Production Assistants should discharge their duties and responsibilities according to their conscious.

Agrarian Services Minister S M Chandrasena, Economic Development Deputy Minister Lakshman Yapa Abeywardena and Western Province Governor Alavi Mowlana also spoke.

The Ministry has decided to arrest all of them without providing amnesty to surrender and resign in future.

The Ministry has come to this stern decision since police investigations reveal that these deserters are linked to number of crimes in the country.

Sri Lanka police this week killed seven robbers who attacked and killed two police officers and injured several more when police charged the gang fleeing after looting a jewelry shop in Warakapola. Six of the seven robbers were identified as Army deserters.

Vaiko's plea against LTTE ban: Centre directed to file counter

The Madras High Court on Tuesday directed the Centre to file its counter affidavit to a petition by MDMK General Secretary Vaiko challenging the order of a tribunal confirming the ban on LTTE. "I am a supporter of the LTTE and sympathiser of the LTTE," Vaiko said arguing in person when Chief Justice M Y Eqbal asked him about his locus standi to challenge the order upholding extension of ban on the outfit.

The Unlawful Activities (Prevention) Tribunal headed by Justice Vikramjit Sen had confirmed the ban on November 12 after holding public hearings.

Vaiko told a bench comprising Justices Eqbal and T S Sivagnanam that the tribunal order was contrary to provisions of the Unlawful Activities (Prevention) Act, 1967, opposed to principles of natural justice, vitiated by error of law on the face of the record and was liable to be quashed.

Vaiko said his application seeking for impleading himself in the proceedings was rejected by the tribunal and hence the public hearing conducted thereafter was not sustainable.

"I am affected party in the case. Aggrieved over the tribunal order, I am challenging it," Vaiko, who had been detained in the past on charges of sedition for his pro-LTTE stand, said.

Additional Solicitor General M Ravindran said according to Section 6 of the Act any person could approach the Centre with an application for recalling the (ban) declaration.

But Vaiko argued this was no effective remedy to him.

The Bench then told the Additional Solicitor General to file a counter affidavitand posted the case after three weeks.

LTTE was declared an Unlawful Association by a central notification on May 24, 1992, an year after former prime minister Rajiv Gandhi was assassinated by the outfit's sucide bomber during an election meeting in Tamil Nadu. The ban has been extended after every two years with the tribunal confirming it.

The latest declaration extending the ban was issued in May last by the Union Home Ministry which had said despite its decimation, LTTE was re-grouping in Tamil Nadu and remnant of its cadres could use India, especially the state, as a rear base for this purpose.

Sri Lanka set for record 60 IPOs in 2011

COLOMBO — Sri Lanka's thriving stock market expects at least 60 new firms to be listed next year as companies scramble to cash in on the island's post-war economic boom, an official said Tuesday.

The Colombo Stock Exchange's benchmark All Share Price Index has climbed over 90 percent this year and is one of the best performing indices in the world, according to official figures.

"We have between 60 and 75 IPOs (Initial Public Offerings) lined up for next year that include five state entities and 35 finance companies," Securities and Exchange Commission Director General, Malik Cader, told AFP.

During 2010, 10 firms used the stock exchange to raise some 40 million dollars in capital, he said.

"Investor sentiment remains very bullish for Sri Lanka after peace was restored (with the end of fighting in May 2009). We expect the IPOs will attract a lot of foreign capital," Cader said.

Government forces crushed the separatist Tamil rebels in May 2009, ending a nearly four-decade ethnic conflict that claimed up to 100,000 lives, according to UN estimates.

The Colombo bourse rose 128 percent in 2009 as investors banked on peace and prosperity following the close of the war.

Some of the state-owned entities lined up for IPOs next year include national carrier SriLankan Airlines, its catering unit SriLankan Catering and Litro Gas, brokers say.

Cader said the IPO boom could lift the Colombo market's capitalisation to three trillion rupees (30 billion dollars) next year from the current 2.1 trillion rupees (20 billion dollars).

"Sri Lanka offers high-growth opportunities and is in the midst of transformation. This is different from other frontier markets," said Ruvini Fernando, chief executive of Guardian Fund Management, which re-launched its US dollar-denominated Sri Lanka Fund this month.

"Post-war, we will see Sri Lanka become a middle-income economy with strong economic fundamentals," said Fernando, whose mutual fund will invest in equities listed on the Colombo Stock Exchange.

The Central Bank has forecast Sri Lanka's 42-billion-dollar economy will post eight percent growth this year and about nine percent in 2011. Economic growth was 3.5 percent in 2009.

Sri Lanka records highest number of tourist arrivals during a single month in November

Dec 14, Colombo: Sri Lanka Tourism Chairman Dr. Nalaka Godahewa has said that the country had last month recorded the highest number of tourist arrivals during a single month.

A record 72,251 tourists had visited Sri Lanka in the month of November, which had brought the total number of arrivals for the year 2010 up to 569,849 at the end of the month. It is a 45.7 percent increase from last year.

Dr. Godahewa has told Reuters that tourist arrivals to Sri Lanka are expected to exceed 600,000 for 2010.

LTTE plans to attack Singh


The Indian Intelligence Bureau has issued alert this evening that LTTE is planning to assassinate Indian Prime Minister Manmohan Singh, Indian media reports said.

The LTTE, which is almost on the verge of a wipe out, is trying to regroup and planning to launch spectacular strikes on high-profile targets like Prime Minister Manmohan Singh, Home Minister P Chidambaram and Tamil Nadu Chief Minister M Karunanidhi.

According to an intelligence input, some cadres of the LTTE, who escaped the wrath of the Sri Lankan Army during the all-out operations in the island nation earlier this year, were trying to regroup in India and planning attacks on top political leaders, particularly when they travel in Tamil Nadu.

The security agencies have taken the input seriously as former Prime Minister Rajiv Gandhi was assassinated by LTTE suicide squad members in the southern state in 1991.

Besides, Prime Minister Singh is also likely to visit Tamil Nadu next month to attend some public functions.

"Though LTTE is now a weak force and all top leaders were killed during the Sri Lankan Army's assault, attempts to regroup by some cadres is a disturbing report," an official said.

LTTE is a defeated force in Sri Lanka today after the death of Prabhakaran but some of the disgruntled elements of the decimated organization wants to avenge their killing. They think that Indian government silence during Sri Lankan government attack on them is responsible for their present plight.

Dec 15, Colombo: Sri Lanka's Army Commander Lieutenant General Jagath Jayasuriya today said the Army is to purchase more armored vehicles with superior technology.

Addressing the 55th anniversary celebration of the Army's Armored Corps at Rock House Camp in Mutuwal, Jayasuriya said that the Army should be further strengthened to face any situation and should not allow the terrorism to resurface.

He said that discussions were underway with Russia to purchase high-tech armored vehicles.

"The government is already negotiating to get high-tech armored vehicles built in Russia to strengthen the Armored Corps. With that strengthening, we can expect more opportunities for troopers to take part in United Nations Peas Keeping duties," Jayasuriya said.

The Army Commander added that following the end of the war, soldiers could now contribute to the rebuilding of the country.

CHENNAI: Security will be tightened more during Prime Minister Manmohan Singh's visit to Tamil Nadu in January after a central security agency warned of a suspected LTTE attack on him, Chief Minister M.Karunanidhi and other leaders, a top police official said Wednesday.

"Yesterday (Tuesday) we received an alert from a central agency about a probable attack on the prime minister and chief minister next month. We take all such alerts very seriously and will provide sufficient security to all," state Director General of Police (DGP) Letika Saran told IANS.

The state police force provides security with or without alerts and confirmed Singh's visit to Chennai next month to inaugurate the Indian Science Congress.

"We are also beefing up our intelligence machinery," Saran added.

A LTTE suicide bomber killed former prime minister Rajiv Gandhi on May 21, 1991, at Sriperumbudur while he was on an election campaign.

Delegations of European countries here to investigate into terrorist activities in the EU


Delegations from several European countries including Switzerland, Belgium and The Netherlands visited Sri Lanka to have meetings with regard to investigations into LTTE activities in their countries, the External Affairs Ministry said.

A Ministrial report says that the Sri Lankan Embassy in Rome is constantly working with Italy-Sri Lanka agencies to ensure the definite prosecution of 31 LTTE activists arrested in that country in 2008. The report says that the activities of the pro-LTTE groups such as Italian Tamils of Ealam Tamil are closely monitored.

The Embassy in Hague had coordinated with the Dutch Counter Terrorism Bureau and the Public Prosecutor’s Office of that country regarding investigations into the LTTE’s criminal activities. A delegation from the Prosecutor’s Office visited Sri Lanka in July, 2010 in this regard.

Another delegation from the Belgium Federal Police visited Sri Lanka in February, 2010 to discuss about LTTE activities in that country.

Sri Lankan has also sought the support of Bulgaria to list the Tamil Rehabilitation Organization (TRO) in the European Union’s list of terrorist organizations.

Besides, a Swiss delegation of the Swiss Attorney General’s Department and the Federal Criminal Police had talks with Sri Lankan authorities in July about LTTE activities in that country.

No harm in Sinhalese settling in N & E - Muralitharan. Karuna before LLRC

Deputy Minister of Resettlement Vinayagamoorthy Muralitharan on Monday (Dec 13) said that there was no harm in Sinhalese settling down in the North in the post-war era. Testifying before the Lessons Learnt and Reconciliation Commission (LLRC), the former LTTE Commander recalled how those Sinhala families were forced leave their homes during the early stage of hostilities.

The National List MP said that many Sinhala families had been engaged in various businesses in the North.

"If they own land there they can always return. If Tamils can buy property in Colombo, Galle or Matara then, why can’t the Sinhalese do the same in the North and the East," he asked.

Responding to a question by the LLRC, the Deputy Minister denied that the government was in the process of changing the ethnic balance in the North and the East. He dismissed unsubstantiated reports of State-sponsored settlements in the two provinces.

The Deputy Minister said Muslims, who had been forced to flee the Northern Province in 1990, could return to their villages. Similarly the Sinhalese, who had lost their homes and businesses in the North, could return there.

Asked whether he had been the Batticaloa leader of the LTTE, at the time the Tigers massacred 600 unarmed policemen in June 1990, the MP said that he was in Jaffna. He alleged the massacre was carried out by LTTE cadres at the behest of LTTE Intelligence Wing leader Pottu Amman.

The Deputy Minister alleged that the UNP never wanted to destroy the LTTE and used the precarious situation for its political advantage.

"The UNP allowed the LTTE to establish camps numbering over 400 after the government and the LTTE signed a CFA in February 2002. We were allowed to carry weapons and that gave us a big advantage," Muralitharan said.

Responding to another question, the Deputy Minister said that the situation was under control, though there had been reports of extortion and abductions taking place in the East even after the war. But there could be isolated incidents, he said.

The Deputy Minister said that families of Muslims massacred in two mosques in Kattankudy over two decades ago should be compensated along with victims of LTTE atrocities.

"There are about 80,000 war widows in the North and the East and a large number of children who have lost either one parent or both due to the war," he said.

Muralidaran alleged that Tamil political parties weren’t doing anything to alleviate the suffering of the war displaced. He went on to blame the TNA and the TMVP for failing to take meaningful measures in support of the affected people.

"They must work together to address the issues of the Tamils," he added.

He told the Commission that visiting other countries to attend peace talks opened his eyes and provided him an opportunity to see people of different ethnicities lived in harmony in those countries and this brought about a change in him.

"The LTTE used innocent civilians as human shields during the last stages of the "Humanitarian Operation" and at least 3000 people lost their lives as a result, he said.

LTTE agent further detained for interrogation

The Colombo Magistrate’s Court has permitted the Police to detain and interrogate the LTTE suspect who had supported LTTE cadres to flee the country.

It is revealed that he had encouraged LTTE cadres to leave the country during the final stage of the humanitarian operation. The Criminal Investigation Department (CID) nabbed him at the Katunayake International Airport when he returned from Bangkok.

It informed the Court that the suspect should be detained for further grilling. Accordingly the Magistrate Rashmi Singappulli permitted the Police to keep him in custody for further inquiries.

The Liberation Tigers of Tamil Eelam (LTTE) has been decisively defeated and its top cadres, including it chief, Velupillai Prabhakaran, were killed in the military operations in 2009. But it should not be taken to mean that the danger posed by the extremist group is at end.

The resurgence of the Taliban after its defeat in 2001 should serve as a grim reminder that it is not enough to score a military
victory over terror groups.

Indian intelligence reports indicate that the rump of the group is regrouping in south India. There is apparently an attempt to recruit fresh volunteers from the Lankan Tamil refugee groups in Tamil Nadu.

The more disconcerting news is that the terrorist group, which is banned in India since the assassination of Rajiv Gandhi in May 1991, is targeting prime minister Manmohan Singh, Union home minister P Chidambaram and Tamil Nadu chief minister M Karunanidhi.

It will also have to take sufficient ameliorative measures to win the confidence of the Tamil people in Jaffna.

Despite eloquent assurances of reconciliation and equal rights, Rajapaksa and the political class seem to be falling back into the majoritarian mode. An example is the scrapping of the Tamil version of the Lankan national anthem on the pretext that there could be only a single national anthem.

These short-sighted acts are avoidable. Winning the hearts of the Tamils is more crucial for the unity of Sri Lanka than asserting the majority Sinhalas’ view.

The Liberation Tigers of Tamil Eelam (LTTE) has been decisively defeated and its top cadres, including it chief, Velupillai Prabhakaran, were killed in the military operations in 2009. But it should not be taken to mean that the danger posed by the extremist group is at end.

The resurgence of the Taliban after its defeat in 2001 should serve as a grim reminder that it is not enough to score a military
victory over terror groups.

Indian intelligence reports indicate that the rump of the group is regrouping in south India. There is apparently an attempt to recruit fresh volunteers from the Lankan Tamil refugee groups in Tamil Nadu.

Dec 17, Colombo: The Liberation Tigers of Tamil Eelam (LTTE) used draconian conscription methods to recruit Tamil civilians living in the Wanni to its forces and Sri Lanka Monitoring Mission (SLMM) turned a blind eye to LTTE forced conscription, another WikiLeaks cable released to the media said.

In a cable dated 12 June 2007, then United States Ambassador to Colombo, Robert O. Blake, Jr., has informed Washington that the LTTE had complete control of all activities that take place in Tiger-controlled territory, including forced conscription and the use of the Tamil Rehabilitation Organization (TRO) to extract money from INGOs.

The cable published in The Guardian noted that the SLMM has remained complacent in the face of coercive techniques the LTTE employed to maintain control of its northern stronghold.

The Embassy has learnt from a contact that the LTTE had ordered International non-governmental organizations (INGOs) to provide all project funding through local NGOs, which are managed collectively by the Tamil Rehabilitation Organization (TRO).

According to the informant even though the United Nations did not work through the TRO, its funds had been channeled to the TRO through local NGOs.

The U.S. Embassy in Colombo had come to the conclusion that the money extorted by the TRO probably funded the LTTE administration in the territory it occupied, rather than arms purchases as the amounts are miniscule compared to what the overseas Tamil Diaspora raises.

The Embassy speculated that the Diaspora money funded the arms purchases that were smuggled into the Wanni.

Dec 17, Baltimore, MD: A United States federal court Monday sentenced a 48-year-old Singapore national for a prison term of nearly five years for providing material support to a foreign terrorist organization.

U.S. District Court in Baltimore handed the prison sentence on Thursday to Balraj Naidu, who was found guilty in October of conspiracy to provide material support to Sri Lanka's Liberation Tigers of Tamil Eelam (LTTE), listed as a foreign terrorist organization by the U.S. State Department.

The prosecutors say Naidu aided Tamil Tiger terrorists in an attempted purchase of grenade launchers, sniper rifles, machine guns, and other state of the art firearms worth US$ 900,000.

Naidu was charged following an undercover operation by the U.S. Immigration and Customs Enforcement Office of Homeland Security Investigations jointly with Naval Criminal Investigative Service, Defense Criminal Investigative Service, Federal Bureau of Investigation, and Baltimore Police.

Ontario court upholds extradition of alleged Tamil arms dealers

TORONTO — The Ontario Court of Appeal has upheld the extradition of two Canadians wanted in the United States for allegedly helping supply Sri Lanka’s Tamil Tiger rebels.

Pratheepan Nadarajah and Suresh Sriskandarajah had challenged a 2009 lower court ruling that found there was sufficient evidence to justify their extradition.

But in decisions handed down Friday morning, the court dismissed their appeals, opening the door for their transfer to New York to stand trial on terrorism-related charges.

“The evidence against Sriskandarajah, while mostly circumstantial, was extensive,” the judges wrote. “The extradition judge correctly assessed that evidence as a whole.”

U.S. prosecutors have charged Mr. Nadarajah with attempting to buy $1-million worth of missiles and AK-47s for the Tamil Tigers. Mr. Sriskandarajah, also known as “Waterloo Suresh,” is accused of laundering money and conspiring to procure equipment for the rebels.

Both men were arrested in 2006 following a joint RCMP FBI investigation called Project ONeedle. Three other Canadians have already pleaded guilty to involvement in the missile plot. A sixth Canadian who allegedly conspired with Mr. Sriskandarajah, Ramanan Mylvaganam, has already been extradited.

The case has its origins in Sri Lanka's civil war. The Tamil Tigers waged a decades-long fight for independence. To arms themselves, the rebels raised money and shopped for weapons around the world.

France removes Tamilchelvan’s statue

Following a strong protest by the Sri Lankan government, France has removed a statue of former LTTE Political wing leader S. P. Thamilchelvan.

Director General of Public Communication and External Affairs Ministry spokesperson Bandula Jayasekara told The Island the statue had been unveiled on Nov. 1 at La Courneuve by those sympathetic to the LTTE.

He said that the Franco-Tamil Association of La Courneuve had been responsible for the display of a bust of Suppayya Paramu Thamilchelvan, sculpted by a local artist, opposite the Art gallery Le Sens de l’Art in La Courneuve, within the district of Seine-Saint Denis.

The External Affairs Ministry raised the issue with the Mayor and the members of the La Courneuve Municipality.

The bust of former LTTE commander has been moved to a private gallery elsewhere.

Bandaranaike International Airport to undergo expansion in Sri Lanka

Bandaranaike International Airport, Sri Lanka's only international airport, will commence the second phase of expansion project in 2012 to increase the capacity of airport facilities.

The $350 million expansion scheme will include widening of the existing runway and taxiways to accommodate large Airbus A380 aircraft. The scheme has been designed to double the airport's passenger handling capacity to 12 million each year. Cargo handling capacity will also be enhanced to 500,000m from the existing 250,000m.

Other works involved in the expansion scheme are construction of a new passenger terminal building. This new building will separate passenger arrivals and departures.

A new pier with eight boarding gates, 14 passenger boarding bridges with a dedicated gate comprising two passenger boarding bridges for A380 operations will also be added as part of the project.

Sri Lanka to set up emergency disaster warning network

Dec 16, Colombo: Sri Lanka has planned to set up an emergency disaster warning network, says the cabinet spokesman Minister Keheliya Rambukwella.

Addressing the cabinet press briefing today the Minister said that the system would be equipped with 100 early warning towers and 26 fire brigade units.

The Disaster Management Centre (DMC) which operates round the clock has implemented the Disaster Management Communication and Capacity Development Project at a cost of Euro 6.5 million.

The Minister said that in the first phase of the project construction of 50 alarm towers has already been completed.

The Cabinet of Ministers has granted approval for the constructions of the second stage of the system of towers, the Minister said.
