The Bishop of Mannar, Mgr Rayappu Joseph has called for an international investigation to ascertain the truth about alleged war crimes. He said: "Given that most of the Tamils in the north and east of the country no longer have confidence in an internal process. This will contribute to reconciliation".

Bishop Rayappu Joseph, pointed out that many priests, lawyers, journalists and activists who have tried to cooperate with the institutions on the topic of "war crimes" have been threatened and intimidated. "On many occasions, the police and the Commission for Human Rights have even refused to accept complaints", he said.

"Thousands of cases of human rights violations, sexual abuse, murder, disappearances, extrajudicial killings remain unpunished".

ecause of this position taken - while the Sri Lankan government categorically rejects the idea of an international investigation - the Bishop has been labelled in some circles as "a political activist", but Mgr Rayappu replies: "There are too many controversial issues in Sri Lanka: people who disappear, others arrested and illegally detained, tortured or killed in prison. I hug, talk and deal with the aspirations of the faithful who live in my diocese and, more generally , throughout Sri Lanka. For me it is a human, spiritual and religious mission".

He said: "The people of the North and East still live in fear. The women live in fear of being raped. Others live in fear that the military will seize their lands. Many who are in prison live in fear of being tortured. The common people fear the high level of military presence. And all those who criticize the government, including representatives of many churches, live in fear and insecurity".

The Bishop asks: "What need is there to maintain such a high number of armed forces in the North and East of the island? Why can’t one completely restore the civil administration in those areas, such as in the rest of the country?".

Mgr. Rayppu denounces "the colonization sponsored by the state in the Tamil areas", to create an electoral imbalance and progressively eliminate the language, the culture and customs of a people.According to the Bishop, "In Sri Lanka we have a lot to learn from South Africa. There, the majority was dominated by the minority; in Sri Lanka there is a majority that dominates a minority. In Sri Lanka, the government, which is accused of war crimes and massive violations of human rights, is still in power, and is reluctant to committing itself in genuine dialogue".

Sri Lanka has NO ROOM for foreign asylum seekers of any kind. We are struggling to cope with our own disaffected minorites and uplift the lives of our own citizens.

Send them off to Australia where they will be welcomed as Christians!!

In recent years, Sri Lanka has been one of the main sources of asylum seekers arriving in Australia.

But mainly Buddhist Sri Lanka has its own asylum seeker issue - with an increasing number of Pakistani Christians arriving to claim refugee status.

Catholic Church leaders say Sri Lanka is now hosting more than 600 asylum seekers claiming to be victims of persecution of the minority Christian community in Muslim-majority Pakistan.

The Pakistanis are not eligible to work, and are relying on support from Sri Lankan Christians.

Catholic Church spokesman in Colombo, Father Xystus Kurukulasuriya, spoke to Zara Zaher.

Sri Lanka Navy rejects Tamil Nadu CM's claim of 'traditional fishing waters'

Jan 08, Colombo: Sri Lanka Navy today hit back at the Tamil Nadu Chief Minister J. Jayalalithaa for her allegation that the "repressive" Sri Lankan Navy is establishing its authoritarian presence in the Palk Bay by chasing and arresting Tamil Nadu fishermen.

Responding to the Chief Minister's claim that Indian fishermen were peacefully fishing in their "traditional fishing waters" in the Gulf of Mannar, the Navy spokesman Commander Kosala Warnakulasuriya said that no country can speak about "traditional fishing waters" in Sri Lanka's territorial waters other than Sri Lankans.

The Navy spokesman said it is following the United Nations Conventions of the Laws of the Sea ratified in 1992 and there is no such term as traditional fishing waters in those documents.

He explained that according to the law, the Gulf of Mannar between India and Sri Lanka is divided into two with the International Maritime boundary line in between and Sri Lanka has all sovereign rights of the sea area that comes within its territorial waters.

Commander Warnakulasuriya said the Navy is establishing their authoritative presence in the territorial waters of Sri Lanka and taking measures to protect the same area from illegal fishermen for the benefit of Sri Lankan fishermen, especially those of the North and East.

According to the Spokesman, the Navy is also establishing its presence in the same waters to prevent all illegal transactions, drug trafficking, smuggling, human smuggling that affect not only Sri Lanka but also the entire region.

The Navy is never repressive in establishing its authoritative presence in the territorial waters but abides by international standards and human rights. The spokesman said.

He also noted that the Navy never handles fishermen's cases as they are civilians and always hands over the arrested fishermen immediately to the police for legal measures

"The Sri Lankan Navy is only acting upon powers vested on it like any other Navy in the world, to protect the resources in the territorial waters for the benefit of the country," the spokesman said.

The Tamil Nadu Chief Minister, who writes to the Indian Prime Minister after each arrest of the fishermen by the Sri Lanka Navy, asked the PM to use the diplomatic channels of the Indian government in a "concrete and decisive manner" with the Sri Lankan authorities to secure the immediate release of the fishermen in Sri Lankan Jails.

US Embassy pussyfoots around rogue tweet

The US Embassy has now found itself in hot waters with the embassy continuing to pussyfoot around the issue involving the controversial ‘tweet’ posted by the Embassy on US Ambassador for Criminal Justice Stephan J. Rapp’s visit to Jaffna.

The fallout surrounding the controversial twitter post showed no sign of abating, even as the embassy continues to evade questions posed by the local media by giving vague answers. The controversial tweet indicated that the US had already concluded that the Sri Lanka Army had committed a possible war crime at a location named Iranapallai.

US Embassy official Juliana Spaven refused to comment on the offending tweet itself, claiming the media needed to focus more on the ‘bigger picture’.

The Nation pointed out that the tweet indicated that the US had already concluded that the Sri Lanka Army had committed a possible war crime at this location. The Nation also queried on what basis it was concluded that the Army was responsible for the alleged shelling of St Anthony’s Ground, Iranapallai, how was the date of the said attack determined and and how it was found that civilians had suffered. Spaven did not respond.

Spaven said both Rapp and the US Ambassador Michele Sison had been ‘engaged with a variety of sources’ to gain a better understanding of the situation in Sri Lanka, particularly in the former conflict zone. The Nation learns, however, that the US team had only held talks with former LTTE cadres, former proxies of the LTTE and others largely sympathetic to the LTTE’s political objectives.

The Sri Lanka Army meanwhile, has reacted with outrage at the accusations leveled by the US Embassy. Military Spokesman Brigadier Ruwan Wanigasuriya vehemently denied the accusation, and claimed in January, 2009, that the Army was ‘nowhere near’ the area mentioned and that there was no fighting in this area at the time the incident is said to have taken place.

“We took Kilinochchi on January 2. The incident being spoken about here is alleged to have occurred in Iranapallai, which is quite far away. There was no fighting in this area at the time and we have learnt from speaking to civilians that the LTTE used this location to hand over bodies of their cadres killed in battle, back to their relatives. If this place was not safe the LTTE would never have used it for that purpose,” he explained.

He also claimed there was never an incident of shelling on this ground while civilians were present.

The brigadier also questioned as to why the US waited for so long to make the accusation, and pointed out it was highly suspicious given that Sri Lanka’s case is to be taken up before the UNHRC in March.

The controversial tweet was still up yesterday, despite calls from some government quarters for it to be removed.
