TNA intensifies campaign against NPC Chief Secy with death threats
The intensified campaign against the Chief Secretary of the Northern Provincial Council (NPC) by Chief Minister C. V. Wigneswaran and other TNA Council members has ended in death threats.Chief Secretary of the Northern Provincial Council Mrs. R. Wijialudchumi Ramesh when contacted by the Sunday Observer yesterday said that she has been receiving death threats via SMS from abroad and telephone calls from unknown persons demanding her to give up her post.
The death threats come weeks after Northern Provincial Council Chief Minister Wigneswaran’s demand to oust Mrs. R.Wijialudchumi Ramesh from her post and appoint another SLAS officer of their choice. Wigneswaran has not only demanded the removal of Chief Secretary of the Northern Provincial Council but also its Governor G.L. Chandrasiri.
Public Administration and Home Affairs Minister W.D.J. Seneviratne said that the Chief Secretary Wijaialudchumi Ramesh has not done anything wrong and that she has acted with responsibility based on the guidelines of the Sri Lanka Administrative Service.
The NPC Chief Secretary who addressed a media briefing by the Sri Lanka Administrative Service Association (SLASA) in Colombo on Thursday said that she had received death threats from the NPC administration. The NPC Chief Secretary alleged that she is receiving death threats via SMS from abroad and unknown telephone calls threatening her to give up her post.
Minister Seneviratne said there is no necessity for his ministry to take action as this is a disclosure of threats received by a Government official and the police has already taken steps in this regard. She disclosed this to safeguard her life and duly informed the police. The Public Administration and Home Affairs Ministry Secretary had also inquired about this from the police. At present she has been provided security by the police, the Minister said.
Minister Seneviratne said when Wigneswaran assumed office as the NPC Chief Minister, the Chief Secretary had worked closely with him and the Provincial Council administration. Now they level allegations that the Chief Secretary does not cooperate with them. Information has also been received that some foreign organisations affiliated to the pro LTTE Tamil diaspora are also behind the move to remove the NPC Chief Secretary from her post.
The NPC Chief Secretary said the other SLAS members are also under pressure to vacate their posts to enable the NPC to appoint those willing to pursue its agenda. The SLASA also accused the NPC administration of intimidating its Chief Secretary and other officials.
SLASA officials said the NPC Chief Secretary is under heavy pressure from the NPC administration to support its agenda. The SLASA which expressed serious concern over the developments in the Northern Province warned that such interference could cause an adverse impact on the country’s post reconciliation process.The Association has called for the immediate intervention of President Mahinda Rajapaksa and Northern Province Governor Major General G.A. Chandrasiri to end the intimidation of the Chief Secretary.
The Chief Secretary of Northern Province Ms. Vijaialudchumi Ramesh said that she was receiving death threats by way of SMS from abroad and phone calls from unknown elements who wanted her and other Sri Lanka Administrative officers in the Council to vacate their positions immediately to enable the ruling party to have their favourite officials.
She said that public officials in provincial councils and the line ministries have no peace of mind when carrying out their duties due to political elements in the ruling party interfering in their duties. She said that their primary duty was to protect the interest of the State and ensure that no person misuses or misappropriates public wealth.
She and her fellow officials of the Administrative Service had given their utmost cooperation to the members of the Northern Provincial Council within the rules and regulations of the country, she said.

The Northern Provincial Council is attempting to carry out a comprehensive and professional needs assessment, C.V. Wigneswaran, Chief Minister of Sri Lanka’s Northern Province said here on Friday.
Speaking at a conference titled ‘Democratising the North: A Dialogue on Governance, Development and Vulnerability’, organised by the Colombo-based International Centre for Ethnic Studies, the former Supreme Court judge said the post-war context in Sri Lanka’s north demanded a different approach to governance.
“Good governance is about how we make decisions,” he said, adding that his ideas on governance were shaped by the challenges currently faced by the Northern Provincial Council administration.
Elaborating on the challenges, he pointed to militarisation as a major impediment to governance. Many families that were internally displaced during the war were yet to be resettled. The Sri Lankan army, he said, had taken over private land and in some cases even agriculture. “Locals have to purchase produce from their own land cultivated by the army,” he said, adding that women and children suffered periodic intimidation by the army.
Inequalities posed a further challenge to society, Mr. Wigneswaran said. Referring to “brain drain” from the north, he said there was need for professionals who could engage and work in the region. In this regard, he has initiated a dialogue with the Sri Lankan government to aid the return of Sri Lankan nationals of the north living in other countries at present.
The Northern Provincial Council — which was formed after the Tamil National Alliance won a massive mandate in last September polls — was constrained in many ways, he said.
Having started from scratch, the Council was grappling with lack of adequate staff and infrastructure. Pointing to his recurring differences with the Governor, a former major general of the Sri Lankan army, he said: “We are having difficulty as our staff is used to the Governor’s ways.”
The Chief Minister, who recently met President Mahinda Rajapaksa, is said to have raised some of these concerns with him. “Things are moving better after the meeting.”
Jaffna-based researcher and political economist Ahilan Kadirgamar, speaking on the need to look at democracy in the north within the larger context of democracy in Sri Lanka, said the Sri Lankan government had lost a great opportunity at the end of the civil war in 2009 to address the Tamil question. The current regime, he opined, squandered it in order to consolidate its own power.
Tamil politics could do with some self reflection for, it had, for long, been pegged on exclusivist, narrow Tamil nationalism, Mr. Kadirgamar said, adding that democratisation would work only in a bottom-up approach and for that it was crucial to strengthen social institutions.
Raga Alphonsus, Economic and Programme Development Advisor to ZOA, a non-governmental organisation working in the area of rehabilitation, said food insecurity was emerging as a major concern in the north. Pointing to increasing indebtedness among the rural community, he said there was need for independent debt counselling.
NPC Education Minister Thambyrajah Gurukularajah spoke of the challenges facing the education sector, such as inadequate infrastructure and land being taken over by the army.

US Embassy pussyfoots around rogue tweet

The US Embassy has now found itself in hot waters with the embassy continuing to pussyfoot around the issue involving the controversial ‘tweet’ posted by the Embassy on US Ambassador for Criminal Justice Stephan J. Rapp’s visit to Jaffna.
The fallout surrounding the controversial twitter post showed no sign of abating, even as the embassy continues to evade questions posed by the local media by giving vague answers. The controversial tweet indicated that the US had already concluded that the Sri Lanka Army had committed a possible war crime at a location named Iranapallai.
US Embassy official Juliana Spaven refused to comment on the offending tweet itself, claiming the media needed to focus more on the ‘bigger picture’.
The Nation pointed out that the tweet indicated that the US had already concluded that the Sri Lanka Army had committed a possible war crime at this location. The Nation also queried on what basis it was concluded that the Army was responsible for the alleged shelling of St Anthony’s Ground, Iranapallai, how was the date of the said attack determined and and how it was found that civilians had suffered. Spaven did not respond.
Spaven said both Rapp and the US Ambassador Michele Sison had been ‘engaged with a variety of sources’ to gain a better understanding of the situation in Sri Lanka, particularly in the former conflict zone. The Nation learns, however, that the US team had only held talks with former LTTE cadres, former proxies of the LTTE and others largely sympathetic to the LTTE’s political objectives.
The Sri Lanka Army meanwhile, has reacted with outrage at the accusations leveled by the US Embassy. Military Spokesman Brigadier Ruwan Wanigasuriya vehemently denied the accusation, and claimed in January, 2009, that the Army was ‘nowhere near’ the area mentioned and that there was no fighting in this area at the time the incident is said to have taken place.
“We took Kilinochchi on January 2. The incident being spoken about here is alleged to have occurred in Iranapallai, which is quite far away. There was no fighting in this area at the time and we have learnt from speaking to civilians that the LTTE used this location to hand over bodies of their cadres killed in battle, back to their relatives. If this place was not safe the LTTE would never have used it for that purpose,” he explained.
He also claimed there was never an incident of shelling on this ground while civilians were present.
The brigadier also questioned as to why the US waited for so long to make the accusation, and pointed out it was highly suspicious given that Sri Lanka’s case is to be taken up before the UNHRC in March.
The controversial tweet was still up yesterday, despite calls from some government quarters for it to be removed.
