May 18 - The Day the Civilised Vanquished the Uncivilised

V DAY MINUS 10 YEARS

It was Friday 17th September 1999. Laughter of villagers faded into the tranquillity of the night in remote Gongala village in Ampara District in Eastern Sri Lanka. HM Premasiri (29) went to bed late that night after a long pleasurable conversation with a large number of relatives and friends who had come to his place for a religious ceremony. Around two hours after midnight the serenity of the night was shattered by screams of men, women and children. About 75 Tamil Tigers and their accomplices, mostly women, brutally massacred 27 men, 17 women and 10 children to death. Tamil Tigers had plenty of guns but opted to make it as cannibalistic as they possibly could. Just one victim was shot with a revolver while the rest were killed with knives, axes and machetes. Most victims were hacked to death. Premasiri survived hiding under his bed. He could hear the hysteric laughter of Tamil Tiger female murderers and their civilian accomplices resembling what might be Satan’s laughter. For a moment he thought devils from hell have invaded the earth. When the morning came, the true horror of the attack became obvious. People found it difficult to attribute to humans. If anything came close, that was the horror female SS helpers including Irma Grese - known as the ‘Angel of Death’ - at Belsen and Auschwitz unleashed on unarmed civilians during WW2.

Despicable Tamil Elamists didn’t stop there. The political mouthpiece of the LTTE which is both the father and son of the LTTE, grabbed the opportunity to advance its ethnic-cleansing-for-Tamil-homeland agenda. Joseph Pararajasingham, an MP of the communalist TAMIL United Liberation Front (TULF), later the MP of communalist TAMIL National Alliance (TNA) justified the killing based on LTTE claims that an SLAF attack 2 days prior in Puthukudiyiruppu had killed 22 Tamil civilians. He was the only source that officially linked the Gongala civilian massacre to the SLAF attack, trying to whitewash the crime. In doing so Tamil Elamists (which includes both peaceful Tamil Elam supporters and the LTTE) sent out a powerful message - they want to ethnically cleanse the North East of every non-Tamil.

Those who heard, saw or read about subhuman acts of Tamil Tigers resolved to annihilate these uncivilised hordes from the face of the earth. While this was not the first barbaric attack of Tamil Tigers, it was certainly not the last.

V DAY 2009

After a period of illusion, Sri Lanka took on Tamil Tiger Terrorists in a well planned military manoeuvre in mid 2006 following another similar adventure by Tamil Tigers. After 33 months of intense fighting, Tamil Tigers were annihilated by gallant security forces. May 18th, 2009 became a memorable day not only for Sri Lankans but for all humans. It assumed universal significance because terrorism is the biggest threat to humans today and Sri Lankan security forces pioneered the method of wiping out terrorism.

LTTE terrorists were the most ruthless terror outfit ever to terrorise the world. The human bomb or the suicide bomb was effectively invented and reinvented by the LTTE. LTTE had more suicide bombers at its disposal than all the other terrorist groups combined. It became world’s only terror outfit to have an air force. LTTE had the largest arsenal of artillery among all terror groups in the world. If there is any terror outfit that killed national leaders of two countries, that is the LTTE. This is an achievement in terrorist terms, unmatched for over 17 years. To the horror of humanity, Sri Lankan security forces found submarines in the possession of Tamil Tigers which makes them the only terrorists to have them. Financially, LTTE was the second richest terror outfit annually collecting US$ 200 - 300 million. What’s more significant is all their funds came from developed countries.

Defeating such a colossal terror outfit is no mean task but Sri Lankan security forces achieved it with minimum civilian casualties. War on Terror that is raging around the world killed millions of people but still failed to rid terrorism. What’s more, War on Terror is fought by the richest and technologically most advanced nations. However, their lack of humanity is the main reason for continuing blunders. Sri Lankan security forces on the other hand put humanity first in all their military actions.

V DAY PLUS 1 YEAR

Although the war on terror was won, a bigger war looms ugly on the horizon. It must be fought with insight, clever propaganda, very long range reconnaissance/demolition operations, networking with friendly nations, and economic development. Establishing the rule of law, reducing corruption and safeguarding national and fundamental rights form the basis of it’s national aspect. Those who sacrificed life and limb must be looked after better than those who merely suffered from the war. However, these alone cannot save Sri Lanka as there is a more sinister campaign at work.

Blaming the LTTE alone for ethnic cleansing of Sinhalas and Muslims in the North and from some parts of the East is childish. Ethnic cleansing of non-Tamils was first conceived in the minds of communalist Ilankai TAMIL Arasu Kachchi leaders in 1949-1952. ITAK leader openly declared it on stages. Both LTTE and “moderate” communalist politicians, all of whom are supporters of Tamil Elam, call the ITAK leader “Thanthai” Chelva. His real name was Velupillai Chelvanayakam. The word “Thanthai” has the exact same meaning as “Fuhrer” in German. Only difference between the campaign to create a racially pure Tamil Elam and the campaign to create a racial pure Nazi Germany is that the former had a separation of the ideological leader and the actual executioner.

It is this racist separatism ideology that drove Tamil Tigers to commit extreme acts. Unfortunately they still continue their campaign. Have a look at TAMIL grievances, TAMIL aspirations, TAMIL homelands, TAMIL Congress, TAMIL United Liberation Front, TAMIL Arasu Kachchi, TAMIL Tigers, TAMILnet, etc. Honestly, aren’t these by definition racist? If in doubt, one should tap his/her conscience and ask this question. It doesn’t matter what supposedly created these, the fact is these are ultra racist demands and manifestations that must be avoided in all civilized societies.

Even after the end of the war, most Tamil voters in the North and the East voted for a racist political party that talks nothing but of racist demands. Is this not the plain truth?

We must show our racially deceived brothers and sisters, love, human dignity, compassion and guidance. We must help them not to go deeper into the dungeons of racism as demanded by communalist parties, but to overcome this vicious 63 year old racist bondage and 35 years of ethnic isolation.

Over 100,000 humans died in the war in all four quarters (security forces, LTTE, civilians and IPKF). Their lives must be celebrated in victory no matter what quarter they were in. Aren’t they all together, at last?

A solution is required to bring people of all races together. Communalist war wounds in war ravaged North and East can only be cured by multiculturalism, not by furthering mono-ethnic enclaves that created the war in the first place. Creating multiethnic settlements in the North and East should not be seen as something that will happen automatically. It must be deliberately initiated. This is the new battle. In order to have lasting peace, Sri Lanka must win this battle too.

Moshe i have to disagree that is Israel is a friend on the basis that Israel is not very supportive of us in terms of media or public perception within Israel.

Last year Israeli media was filled with condemnation against SL trying to say SL is worse in treatment of civilians as per the human shield and then when the 20,000 number was floated by The Times they were humping hard that number. All pointing to how "grand" and more HR loving Israel is Vs SL. There was also the incident at the WHO.

On another forum to do with Military “stuff” some Israeli (called Yoad -does that mean anything?) was attacking SL with passion, even accusing SL of ethnic cleansing (citing the 2007 event when Tamil lodgers where moved out of Colombo) and that “Israel does not resort to such”.

As you also know i am not much of a fan of Israel anyway lol, but this could not have come at a better time for SL, plenty of avenues to make PR capital too.

it is best SL and israel are not seen as friends!!!! its best for both this way.

but the fact remains israel is the ONLY country to give SL military technology (c-class 2000 deborah manufacturing rights) and proprietary technology (EMIT UAVs).

hope SL will KEEP QUIET on this. it can happen to SL too. if we scream, they will scream at us.

Israel attacked SL first bringing it up at the WHO which caused the counter.

Anyway long before the WHO event, Israeli media was attacking SL.

SL should most defiantly say nothing.

But we can use it to our advantage later.

Call the UN useless and cite the Goldstone report.
Push/try and expose suddha’s ugliness e.g. why monkey moon and his whore Pillai targeting SL? Why West ignore UN report on Israel but think such would be good for SL. Manipulate the system etc etc where West undermines UN when it sees fit even after using it to its advantage such as calling for reports/inquires then ignoring them in poor attempts to maintain their “concerns” for human rights facade. Essentially implying with “evidence” the UN is mealy a political puppet of West and thus useless.

I am not saying SL attacks Israel but use events like this to expose Western human rights monkeys ---> imply West not genuine ---> SL comes out as winner all round. We toss in how UN and suddhas NGOs (i.e. suddha but not saying so directly) back and support Tamilia (building LTTE infrastructure, smuggling in weapons, doing propaganda for them, living luxary lives over SL peoples suffering misery) while at the same time lecture SL on human rights. This destroys their credibility, which is good for Israel (because it diminishes the human rights bs), good for Arabs/muslims (who know suddha is a hypocrite and liar) and VERY GOOD for SL.

And I agree it is best Israel and SL stay friends. I am not advocating attacking Israel in anyway fashion now or later, but exploiting this event very carefully (timing is also key) can get great results for SL without upsetting anyone (Israel or Arabs).

Humiliating and exposing the UN and the bogus HR champions will make everyone happy LOL.
(Will also be exposing to a degree suddha indirectly which might not make Israel happy but I doubt they will say anything and exposing suddha does equal lots of plus points on world scale).

Anyway don't get me wrong over this event.
I am not fussed.

Just see an opportunity to capitalise on to expose and humiliate human rights groups, UN and Moon for SLs betterment. Thus far have not seen anything from AI or HRW, they seem hardly "active" against Israel compared to SL so again more opportunities to expose them. Sadly we do not have a good propaganda/media machine.

SL should clearly say or do nothing now, however later can use this to humiliate specifically the UN and monkey Moon.

Sri Lanka's Tamil alliance gearing to contest the Northern Provincial Council elections

Jun 01, Colombo: Sri Lanka's Tamil National Alliance (TNA) has said the only way to address the issues faced by the people in the North was for the Alliance to contest the Northern Provincial Council election and capture power in it.

TNA sources said the party has already set up a programme to create awareness among the people in the North of the importance of the TNA holding power in the Northern Provincial Council.

Meanwhile, TNA parliamentarian P. Ariyaneththiran has been quoted in the local Tamil media saying that his party had to capture power in the Northern Provincial Council if the woes of the Wanni people are to be brought to an end.

"We toured various parts of the Wanni and visited the resettled people last week and saw for ourselves the difficulties faced by those people," he has said.

He has alleged that the picture that was given by the government to the international community in the name of resettlement was rosy but the situation was totally different.

According to Ariyaneththiran, the elections in the North would give the TNA an opportunity to expose the government and the real situation in the Wanni.

COLOMBO May 31 (Reuters) - Sri Lanka has just celebrated the first anniversary of victory over the Tamil Tiger separatists, which ended a three-decade war and ushered the Indian Ocean nation into the ranks of Asia's emerging frontier markets.

Recently re-elected President Mahinda Rajapaksa has a powerful parliamentary majority and is now turning his attention to long-awaited economic and political change.

Following is a summary of key risks to watch in Sri Lanka:

* UNCERTAINTY OVER IMF LOAN

Earlier in May, the International Monetary Fund said it was encouraged by Sri Lanka's proposals to bring deficit reduction back on track, chiefly through measures to be included in the 2010 budget due in parliament on June 29.

The IMF delayed disbursement of the third tranche of Sri Lanka's $2.6 billion loan in March, saying it wanted to see the fiscal reforms in the budget first. A pair of elections which ended in April prompted Rajapaksa to delay the budget.

Sri Lanka missed by a wide margin the 2009 IMF budget deficit targets, and has said it wants to negotiate less demanding goals. The IMF, after a mission to the island which ended last week, has said it would not rule that out.

What to watch:

-- The IMF executive board's decision, which is expected to come after the budget is presented. It is possible the IMF could release both the third and fourth tranches together.

-- The influence of allies of the president who say the loan is no longer necessary, since it was intended to solve a balance-of-payments crisis when foreign reserves dipped to just $1.27 billion. They have now climbed to over $5 billion.

-- The reaction of credit ratings agencies if the IMF or government cancels the loan. It was a key factor in getting Sri Lanka's credit rating raised after the war, and this gave foreign investors the confidence to come in. If the loan is cancelled, capital flight could be a risk.

* THE RAJAPAKSA FACTOR

The president, like many in Sri Lanka and south Asia before, has made politics a family affair. His elder brother is the parliament speaker, and his youngest brother is in charge of the new economic development ministry responsible for tourism, nation building and investment promotion. Another brother, the defence secretary, is now in charge of the agency responsible for developing prime government real estate in Colombo, by moving buildings to the administrative capital of Sri Jayawardenapura. The president is also the finance minister, so in short, any big investment decision needs the blessing of the Rajapaksas.

What to watch:

-- Whether Rajapaksa and his family show evenhandedness in the development of public-private investment partnerships.

-- Whether Rajapaksa can shake off concerns that investments can be interfered with by the government. Privately, some wealthy local investors say they are afraid to commit because they worry the government could meddle with their investments or use them as pawns in the political arena.

* CONSTITUTIONAL CHANGE

The president's ruling alliance has 144 seats in the 225-member parliament, just six shy of the two-thirds majority he needs to change the constitution. He has been vague about proposed changes, aside from saying he might create a second house of parliament, do away with the problem-plagued preferential voting system and abolish the powerful executive presidency he now enjoys. Some of his allies say they want to remove the presidency's two-term limit as their first priority.

Sri Lanka has had a relatively disastrous history of changes wrought by constitution and many Sri Lankans are watching to see whether Rajapaksa follows a more virtuous path.

What to watch:

-- The crossovers Rajapaksa engineers to give himself the two-thirds majority. Already, there is talk he will not do this until he takes his oath for his second term in November.

-- The concrete reforms the president proposes, and whether they tend to favour him or the polity as a whole.

* THE RUPEE AND INFLATION

Under Central Bank Governor Ajith Nivard Cabraal, inflation has fallen from more than 28 percent in 2008 to single digits. But it has been rising again, and the governor says he is willing to tighten monetary policy to keep it in check, after loosening it last year to spur private-sector credit growth.

Still, credit growth is negative year-on-year. The rupee currency LKR= is being pushed upwards by economic fundamentals and the central bank policy is not to allow any swift movement.

What to watch:

-- Any monetary tightening, and the corresponding reaction of the inflation and credit growth rates.

-- A change in regulations to boost banks' statutory reserve requirements, which Cabraal has said is an option.

-- Any move to relax currency controls, and the reaction of the exchange rate. Most currency traders expect the rupee would rise, which would not please exporters who contribute 17 percent of Sri Lanka's $42 billion GDP.

* INTERNATIONAL RELATIONS

Western countries, and groups in the Tamil diaspora, are pressing for some kind of accountability for thousands of civilian deaths at the end of the war. Sri Lanka is adamant its soldiers did not violate human rights or commit war crimes, but international disquiet has cost it enhanced European Union trade preferences, known as GSP+, worth $100 million a year.

However, Sri Lanka's willingness to turn to countries like China and Iran appears to have prompted the West to take a softer line, and India remains a close ally.

What to watch:

-- Whether Sri Lanka can reach a deal with the EU to get GSP+ back. Talks are on now and the reinstatement of the trade concession would help Sri Lanka's garment industry, its top foreign exchange earner.

Huge civilian toll in Lanka war: Indian doc

One year after the end of the Sri Lankan civil war, one of the Indian doctors who treated Tamil refugees during the last months of the conflict says there were "massive casualties" among the civilian population.

The Sri Lankan government has denied any targeted killing of civilians and contested figures by the United Nations that 7,000 civilians died in the final phase of the conflict.

"We were not prepared (for what we saw) when we reached the camp… the extent of injuries… long lines of people," the doctor told HT over phone from India, speaking on condition of anonymity.

"We were overwhelmed by what we saw. It was clear the people (the internally displaced) had been battered." This is probably the only eyewitness account from the battle zone.

"We were treating hundreds of patients every day. Shell injuries, bullet injuries. More than 80 per cent of these patients said either someone in their family or in a family they knew was killed or injured. Nearly 80 to 90 of the 120-odd patients had a story of death or injury to recollect," the doctor said.

"Someone lost her husband, someone's parents died and someone's neighbour had bullet injuries. Families from Kilinochchi and Mullaitivu districts were the worse-hit."

The war ended on May 18, 2009. Between June 1 and August 31, the team of doctors, nurses and paramedics — of which the doctor was a part — treated more than 40,000 Tamils in a camp in the northern district of Vavuniya.

This would mean, based on the doctor's 80 per cent figure, casualties — deaths and wounded — in the region of 30,000.

The patients who were treated at the Indian camp were among the 300,000 displaced civilians who fled the so-called ‘no fire zone' declared on a sliver of land on the northeast coast of Mullaitivu where they were trapped from February 2009.

But the ‘no fire zone' was, in fact, a battlefield and saw pitched battles between the government and the Liberation Tamil Tigers of Eelam rebels.

About 10,000 children were treated by the Indian team for disease, infection and injuries. "We treated children with bullet and shell injuries. Even infants had bullet injuries. If children cannot be protected, the situation of adults could only be worse. More than 80 per cent of the children were malnourished."

Every morning, the doctors conducted an "injection parade" for adults and children with infections. "Lots of infections were contracted in the camps."

Why did he decide to speak now?

"I thought even after a year, not many were aware of what happened... the carnage… things were being brushed under the carpet."

MR to consult SLFP CC on constitutional reforms
before meeting Indian PM

President Mahinda Rajapaksa is expected to consult the SLFP Central Committee members on the constitutional reforms proposed by the government before he leaves for India on June 8 for a crucial meeting with Indian Prime Minister Dr. Manmohan Singh. The President is expected to brief the Indian government on measures being taken to resolve the ethnic issue, proposed constitutional reforms and growing opposition to the CEPA (Comprehensive Economic Participation Agreement).

Minister of External Affairs Prof G. L. Peiris, Secretary to the President Lalith Weeratunga and Foreign Secretary Romesh Jayasinghe would accompany the President to India.

Government sources said that President Rajapaksa would meet several Indian leaders including the Mrs Sonia Gandhi.

When the Administrative Secretary of the SLFP S. H. Ariyasena was contacted in the absence of the SLFP General Secretary Minister Maithripala Sirisena, he confirmed that over a thousand members of the Samastha Lanka Karaka Sabha (Central Committee) of the SLFP were scheduled to take in this meeting scheduled to be held at the Temple Trees on June 7, Monday at 10.00 am.

He said that all Presidents and Secretaries of Party balamandalas, Party Organizers and Office bearers of the Dasa Maha Balavegayas such as Youth, Women, farmers’ Wings etc and MPs were scheduled to participate.

Sources said that the government was scheduled to table the constitutional reforms in Parliament in three stages from mid June with priority given to reforms the Local Government elections and amendments to the 17th Amendment to the Constitution.

Another attempt to provoke Israel begins

JERUSALEM: Pro-Palestinian activists said they would make a second attempt to break the blockade on Gaza despite the loss of life on Monday.

The MV Rachel Corrie, belonging to the Free Gaza Movement, was yesterday off the coast of Italy on its way from Malta stocked with building supplies, cement, medical and educational equipment and wheelchairs.

Among its passengers are Mairead Corrigan Maguire, the Nobel Peace laureate and founder of the Northern Ireland Peace People, Denis Halliday, a retired Irish diplomat who was once United Nations assistant secretary-general, and at least a dozen other activists.

Unlike the Mavi Marmara, the scene of the fighting on Monday, it is not being operated by the Turkish Islamist group IHH, but directly by the Free Gaza Movement which bought it for the purpose in Dundalk, Ireland, in March.

“We are an initiative to break Israel’s blockade of 1.5 million people in Gaza,” its spokesman, Greta Berlin, said. “Our mission has not changed and this is not going to be the last flotilla.”

Israeli defence spokesmen said they were expecting the Rachel Corrie, named after a 23-year-old American activist with the pro-Palestinian International Solidarity Movement who was crushed to death by a bulldozer during a protest in Gaza in 2003, to be off the coast by Wednesday.

They pledged to maintain the blockade. “We will not let any ships reach Gaza and supply what has become a terrorist base threatening the heart of Israel,” the deputy defence minister, Matan Vilnai, said.

The Rachel Corrie was one of two ships that were due to take part in the initial six-boat flotilla but became separated, because it was slower according to one activist. Another ship is currently being repaired in Cyprus after developing engine trouble.

Ms Berlin said that the group was intending to hold up the ship’s progress, and was not intending to challenge the blockade until next Monday or Tuesday – ensuring that the publicity engendered by the flotilla will last into a second week.

Paramilitary to get new weapons, vehicles

NEW DELHI: As part of its plan to arm paramilitary troops, including those operating in Naxal-hit areas, with high-tech weapons, government has sanctioned procurements of armoured and bullet proof vehicles besides arms valuing nearly Rs 300 crore. The Union Home Ministry in the last one month has sanctioned 119 TATA Light Armoured Troop Carriers (LATC) worth Rs 49.90 crore and 98 bullet proof Mahindra Rakshaks and three LATCs at a cost of Rs 37.97 crore, Home Minister P Chidambaram told reporters today.

The ministry has also approved procurement of night vision devices for rifles at a cost of Rs 184.80 crore, besides 146 automatic grenade launchers and 47,030 grenades are also been bought from a Russian firm Rosoboron Export at a cost of Rs 22.95 crore. Laser range finders is also being procured from Fotono, a Slovenian firm at a cost of Rs 1.33 crore.

In all, procurements amounting to Rs 296.95 crore has been approved by the ministry, Chidambaram said. Besides the above mentioned items, in the last two months alone, the Home Ministry has given sanction to a number of modernisation programmes of paramilitary forces, including procurement of 59,000 light-weight bullet-proof jackets.

Official sources said paramilitary forces like CRPF, BSF NSG, ITBP are being re-equipped at breakneck speed with new weapons, bullet-proof jackets, riot gear and armoured vehicles. The NSG has recently placed an order of over 800 state-of-the-art SIG rifles, something which certain other forces are also looking at.

Last month, the MHA sanctioned procurement of 378 automatic grenade launchers and related ammunition at a total cost of Rs 37.83 crore. It also sanctioned procurement of 34,377 carbines for the BSF at a cost of Rs 137.51 crore.

The CISF, which guards airports, nuclear plants and other sensitive installations, already uses Glock pistols and will also procure 1,000 more such weapons at a cost of Rs 2.5 crore, the source said. Global equipment suppliers who have recently been camping in New Delhi and displaying their lethal wares, estimate that the India market for internal-security related equipment will be worth a whopping Rs 45,000 crore over the period of next two to three years.

‘India advised Nepal king to destroy Maoists’

KATHMANDU: Nine years after the massacre of Nepal's royal family, an aide of the slain king said the Maoists were not averse to an ornamental king while neighbour India had advocated weeding out the Communist guerrillas by force, according to a report.

Chiran Shumsher Thapa, who had served as King Birendra's press secretary in the Narayanhity royal palace, spoke to the "Nepal" weekly on the ninth anniversary of the palace massacre June 1, 2001 in which 13 members of the royal family were shot and 10, including the king and his queen, killed.

Dismissing several speculative theories that blamed international forces and the king's successor, his younger brother Gyanendra, for the bloodbath, Thapa told the weekly that Birendra's son and then crown prince Dipendra was responsible for the shooting that ended in Dipendra killing himself.

However, Thapa said the motive was not just the disagreement between the prince and his royal parents over the girl he wanted to marry. It had political and other causes.

According to the aide, the king, who was forced to surrender absolute power after a pro-democracy movement in 1990 and became a constitutional monarch, had begun dialogue with the Maoist guerrillas, who began waging an insurrection from 1996 demanding the abolition of the crown.

The king's youngest brother Dhirendra, a royal cousin and a former minister acted as the go-betweens. During the parleys, the Maoists agreed to an ornamental monarch who would only head Hindu festivals and rituals, Thapa said.

The Maoists also wanted the king to agree not to interfere in matters of the government. However, the king thought the issue should be decided by the people and favoured a national referendum.

The dialogue made the king oppose the deployment of the army to combat the Maoist insurgency despite the government's wish to do so, Thapa said.

The army was called in to begin a no-holds barred offensive against the Maoists only after the assassination of Birendra and the ascension to the throne of his younger brother Gyanendra.

Nepal's two giant neighbours China and India had different advice regarding the Maoists, Thapa said.

Throughout the decade-old insurgency, Beijing had advised that being a tiny state it was in Nepal's own interests to proceed unitedly on the basis of consensus among all players.

However, India advocated a radically different policy, Thapa said. New Delhi said the Maoists were terrorists and should be destroyed.

Thapa's recollections, some say, are borne out by the chain of events subsequently.

As the uprising grew more intense, India stepped in directly, arming the Nepal Army and Armed Police Force to combat the guerrillas.

Also, during the election in 2008, when the Maoists returned to mainstream politics as a mainstream party, India supported the rightist Nepali Congress party.

Even the current turbulence in Nepal due to the refusal of Prime Minister Madhav Kumar Nepal to step down is attributed to New Delhi's support for the embattled government.

New Delhi's view is thought to be coloured by the growing Maoist insurgency in India, where 20 out of the 28 states are directly affected by the violence.

'Will enforce writ of state in Maoist areas'

NEW DELHI: The government will enforce the writ of the state in dealing with the challenge of Maoist violence, while pursuing a policy to address the grassroots developmental concerns, Prime Minister Manmohan Singh said Tuesday while releasing the UPA-II's report card to mark one year in office.

"In dealing with the challenge of Naxalism, we will pursue a policy that genuinely seeks to address developmental concerns at the grassroots, while firmly enforcing the writ of the State," the prime minister said in his remarks at a function to release the "Report to the People 2009-10".

"We will fight against the scourge of communalism and political extremism. We will fight terrorism root and branch. We will ensure that this great, liberal and plural nation of ours is not weakened by hatred and bigotry," he said.

The prime minister said the government had made a commitment to the people to give a new deal to rural India. "Our flagship schemes towards this end, such as Bharat Nirman, NREGA and the National Rural Health Mission, are progressing well and making an impact on the ground."

"I assure you that funds will not be a constraint when it comes to the core concerns of the Aam Aadmi (common man), whose interests we have been elected to serve," he said.

Israel deports activists from flotilla


JERUSALEM (AP) — Israel on Wednesday quickened the pace of expelling detained activists from a Gaza-bound flotilla as the diplomatic fallout from its deadly raid on the ships widened. With relations with Turkey at a new low, Israel ordered families of its diplomats out of that country.
About 200 Turkish activists were bused before dawn to Israel's international airport for flights home, while 124 from a dozen Muslim nations without diplomatic relations with Israel were deported and crossed into Jordan before sunrise.

Israel has come under censure worldwide ever since its naval commandos stormed an aid flotilla in international waters on Monday, setting off clashes that left nine activists dead and dozens wounded. Israel says its soldiers opened fire only after coming under attack.

Israel on Tuesday announced it would deport most of the nearly 700 activists detained during the raid. Corrections department spokesman Yaron Zamir said Wednesday that the 200 Turkish activists would board planes Turkey had sent to pick them up.

Some 300 other activists remain in a prison in southern Israel, Zamir added. Israel has said it intends to keep dozens of them in custody, alleging they were involved in violence against Israeli troops.

Several of the activists deported to Jordan early Wednesday told The Associated Press that they were deprived of food, water, sleep and access to toilets in Israeli detention.

"The Israelis roughed up and humiliated all of us — women, men and children," said Kuwaiti lawmaker Walid al-Tabtabai, who was on board one of the ships with other activists from Muslim countries.

"They were brutal and arrogant, but our message reached every corner of the world that the blockade on Gaza is unfair and should be lifted immediately," he added.

The lawmaker claimed there "was not a single weapon with the passengers aboard all the ships."

Video released by the Israeli military showed commandos attacked by angry activists with metal rods and firebombs during the raid. One soldier was thrown off one deck onto another below, and Israeli authorities said its troops were attacked by knives, clubs and live fire from the two pistols wrested from soldiers.

Israeli media reported Wednesday that the foreign ministry ordered the families of its diplomats in Turkey to leave that country because of the uproar there over the raid. The diplomatic mission itself would remain in Turkey, said Israel Radio and other stations and newspapers. The ministry would neither confirm nor deny the reports.

At least four Turkish activists were among the nine killed by Israeli naval commandos. Turkey, which backed the Gaza aid mission, has been most vocal in condemning the raid, describing it as a "massacre."

The fallout also expanded far from the region's borders. Foreign Ministry spokesman Yigal Palmor said Nicaragua has announced it is suspending — though not severing — diplomatic ties with Israel over the raid.

While many Israelis were critical of the way the raid was executed, the overwhelming reaction backed the soldiers' response and supported the Gaza blockade. Israelis have little empathy for the plight of Palestinians in Gaza because militants used the territory to send thousands of rockets and mortars crashing into Israel for years.

The flotilla was meant to draw attention to the Israeli and Egyptian blockade of Gaza, imposed three years ago after Hamas militants violently seized power. Israel says the blockade is needed to prevent Hamas, which has fired thousands of rockets into the Jewish state, from building up its arsenal. The closure has failed to hurt Hamas but has damaged Gaza's already weak economy.

U.S. Secretary of State Hillary Rodham Clinton supported a U.N. Security Council statement that condemned the "acts" that cost the lives of the pro-Palestinian activists off the Gaza coast. But U.S. officials did not say whether they blamed Israel or the activists for the bloodshed.

Israel has promised to halt a new attempt by pro-Palestinian groups to sail two more ships to Gaza's shores within the next few days. One of the ships was in need of repair, and it was not clear whether the other, the Rachel Corrie, would proceed on its own, said activist Hedy Epstein.

The boat is named for a young American activist who was crushed to death by an Israeli military bulldozer in 2003 while protesting Israeli house demolitions in Gaza.

Thing is, it is good to issue a balanced message than waiting, but I agree risks are always there when you speak up.

I always consider Israeli Jews as Sinhala ppl. And Israel as SL, together with its Israel based arab population [which I first heard from Moshe]. I feel we both are faced with two population volcanoes erupting and lava flowing on us.

But I disagree with some actions of Israelis, and the way they suppress ppl in the regions called as "occupied" and the little they care for ppl there.

Sadly, unlike SL, Israel has land borders and my prediction is that tere will be a day of reality for them, right or wrong it is gonna be disadvantageous more and more.

For SL too, if India breaks up or becomes an authoritative country, the day of reality may wait.

I agree with Moshe that SL's statement on the "relief" convoy was well done.

SL didn't crucify Israel, nor did SL ignore the pain an suffering. Now, we should keep quiet.

Clearly, SL is well aware that this is but yet another manifestation of the same sort of trickery that was practiced on SL in the past by SL's ENEMIES posing as victims .. wolves in sheep's clothing if you will.

SL is also well aware that these very same people will play the opposite tune when it suits them!

DOUBLE TALK EVERYWHERE .. it is only a case of WHOSE OX IS BEING GORED at any particular time.

SL had also better be aware, that EVEN AS WE SPEAK these same "human rights" wolves in sheepskins are preparing a yet another crown of thorns for SL to wear .. to replace the one they failed to hoist upon our bleeding head in 2009!

SL should develop an INTERNALLY CONSISTENT DEFENSIBLE POLICY on these matters, that will stand the test of time in SERVING Sri Lanka's NATIONAL INTEREST.

These Policies should not be knee jerk convulsions driven by emotion that pander to the punditry of professional western human rights purveyors, but Policies that see through and project beyond the veils these corrupt and naive individuals spin to hide their agendas. These Policies should be geared to helping DEFEND and PROTECT Lanka IN THE LONG TERM.

SL naively wrapped itself in the cloak of non-alignment and good fellowship towards all beings in the decades that followed independence, and reaped a bitter harvest of terror, violence fomented by our dearest neighbors, and was reduced to poverty begging at the tables of the world's rich and powerful nations for a scrap of help.

Today, SL is poised on the threshold of reversing that dismal fate, to climb on board the ship that will take us towards global respect and prosperity.

Let us not let go of that opportunity by acting foolishly to placate and please those who were not our friends in our time of national need.

SL is blessed with a diplomatically savvy majority.

unfortunately muslims have reservations with SL relations with israel, USA. and there were violent clashes in the east and beruwala between saudi sponsored and iran sponsored groups.

tamils have an urge to get india into everything in SL. and now they are trying to get too much western interference which is resisted by india too.

but the sinhalas are OK with every nation. not too much, not too distanced, either.

e.g. when govt canned the dalai lama visit in 1960s, they didn't go mad.

e.g. incidents in burma, tibet and thailand didn't create too much excitement either.

it's like nitrogen in the air. 78% is nitrogen. with correct number of SL tamils, i thing the sinhala % is around 76%-78%.

if earth had 80% oxygen it will burn into ash. if CO2 was 85% life would not survive and will end up like some other planets. methane, butane, etc. same result. thanks to 78% nitrogen the balance is nicely maintained.

this means GOSL should listen to the ppl when formalising foreign policy.

as ananda says all our previous govt's made errors in foreign policy matters.

to her credit CBK managed it better than most. may be that's bcos of lakshman kadirgamar.

MR should follow the national concensus.

Israel 'regrets' remark about India

TEL AVIV: Terming as a “regrettable error” bracketing of India with other violence-hit countries at the U.N. by it, Israel on Wednesday said they were taking up the issue to make sure that misunderstanding caused by it will be removed.

Clarifying the remarks made by Israeli Foreign Minister Avigdor Lieberman, who compared the incidents in India and some other countries with that of recent attack on an aid flotilla killing nine pro-Palestinian activists, Israeli Ambassador to India Mark Sofer told reporters that “it was a regrettable error.”

“Of course, Israel doesn’t see India in a same light as it sees its enemies. India is a close friend for whom we have greatest of respect,” Sofer said while noting that his country “listens to everything” India has to say on the Middle East.

In an unusual step, Israel, which is facing global criticism for attacking an aid flotilla, has said violent incidents in countries like India and Pakistan in the past one month which claimed 500 lives have been “ignored” while it is being condemned for its “unmistakably defensive actions“.

Mr. Lieberman “reminded” the U.N. Secretary General Ban Ki-moon that in the past month alone 500 people were killed in various incidents in Thailand, Afghanistan, Pakistan, Iraq and India.

Sofer said already the name of India has been removed from the speech of his Foreign Minister and “we are taking this up to make sure that any misunderstanding risen out of this error of this nature will no longer be there”, indicating that his country would tender apology for it.

He also said “Israel stands hook, line and sinker behind India in its struggle in South Asia.”

The Israeli envoy also tried to counter the charges by countries like Iran and Sudan made after the recent incident and presented a minute-long video which showed that Israeli officers gave a warning to the flotilla which was trying to enter the blocked area.

It also showed Israeli paratroopers jumping onto the international Gaza aid flotilla.

He said the soldiers got tough resistance of the armed personnel on one of the boats and some soldiers were beaten and thrown into the sea.

In an emergency session on Tuesday, the U.N. Security Council called for an investigation into Israel’s deadly commando raid on ships taking humanitarian aid to the Gaza Strip on Monday, condemning the act that resulted in the loss of at least nine lives.

India-US dialogue to set new milestones: Krishna

WASHINGTON: India and the US will hold their first strategic dialogue here Thursday with External Affairs Minister S.M. Krishna expecting a very positive outcome from the talks he leads with Secretary of State Hillary Clinton.

"There are very positive vibrations," he told IANS after Wednesday's foreign policy dialogue between Indian Foreign Secretary Nirupama Rao and US Undersecretary of State William Burns to set the tone for Thursday's ministerial level talks.

India was not looking for short term deliverables from the talks, but a broad ranging partnership between the world's two largest democracies to meet the challenges of the 21st century, Krishna said.

"Tomorrow (Thursday) will be a significant day as we have intensive, wide-ranging discussions with a broad range of cabinet officials and a large Indian delegation," State Department spokesman P.J. Crowley told reporters.

Addressing the 35th anniversary summit meeting of the US-India Business Council (USIBC), Krishna said: "We will discuss many areas in which we have shared interests, ranging from countering terrorism and extremism, advancing nuclear security, working to secure the global commons, seeking to build a developed and cooperative Asia and succeeding in Afghanistan."

The two countries will hold dialogues for co-operation in science and technology, research for clean energy and monsoon prediction, health and education, and a dialogue on women empowerment, he told the business promotion body representing some 300 US companies investing in India.

"That will be an important occasion for us to reflect on the remarkable journey that our two great democracies have embarked upon, and to set our sights on new milestones," said Krishna.

In a rare gesture, President Barack Obama, who has called the US-Indian relationship "one of the defining partnerships of the 21st century", plans to attend a reception for Krishna at the state department to discount perceptions that he is not as warm towards India as his predecessor George Bush.

On his part, Krishna assured the US business, who fear they might miss India's nuclear bus with the delay in the passage of a Nuclear Liability Bill by the Indian parliament, that New Delhi was committed to putting in place a nuclear liability regime.

"I have received some feedback on areas of particular interest to members present here - foremost is the implementation of the historic Civil Nuclear Agreement between our two countries signed in 2008," he said at the USIBC.

"We are well within the agreed timelines, of course. The government is committed to put in place a nuclear liability regime. We look forward to US companies investing in India," Krishna said.

As part of the dialogue, Human Resource Development Minister Kapil Sibal met Clinton Wednesday. They discussed India-US cooperation in higher education and increasing people-to-people ties, Crowley said, noting "education is a key component of our partnership with India, a key to meeting the demands of the 21st century economy".

The high-powered Indian delegation also includes Deputy Chairman of the Planning Commission Montek Singh Ahluwalia and Minister of State for Science and Technology Prithviraj Chavan.

CHENNAI: "Dravida Naadu is in my signature," reminisced Chief Minister and DMK president M Karunanidhi on Wednesday. The occasion was the signing of the gift deed for donating his Gopalapuram residence to the Annai Anjugam Trust.

When the Chief Minister was asked to affix his signature on multiple pages of the document, his walked down memory lane and told industrialist N Mahalingam and party colleagues, who were around him, "You see, Dravida Naadu is in my signature,'' pointing to the 'v'shaped curve that resembled the southern part of India in the map. The dot under the signature resembled Sri Lanka, he added.

Karunanidhi recalled that he had practised signing in that fashion for around six months while he was in Tiruchy prison before he perfected it.

DMK founder Arignar Anna, who championed the cause of a separate 'Dravida Naadu' for over a decade, gave it up in 1963.

In his maiden speech in Rajya Sabha in 1962, Anna took then Prime Minister Jawaharlal Nehru by surprise by calling himself a 'Dravidan' and demanding that South India be independent.

But Nehru rejected the demand and a year later, a Constitution amendment proscribing secessionist advocacy was passed in Parliament.

It is heartening to see our patriots who are anti-west as well as pro-west working together for SL.

I think Pol is berating Suddas unnecessarily. Don’t expect Suddas to be lenient to us. They live in lands which are extremely hostile to man and still they have managed to master certain technologies as well as sure cunning to assure themselves a comfortable life even at the expense of those who are living in agreeable climes.

It is evident that Suddas have nothing but disdain for peoples such as us who are not able to face them squarely while living in lands where the nature is so generous. For example, they find themselves to be intellectual giants amongst the pale SL polity whose “luminaries” look at them as saviours.

This situation is absurdity itself in the case of Buddhist Lanka because a Buddhist is primarily a person who lives for & lives by the Buddhi - the intelligence, the knowledge, the intellectual research.

It is true that the dumb monotheist carnage of Buddhist India was able eradicate Buddhism from the land of its birth. But why did the Buddhists let themselves be massacred? Why were they defeated? Why did not they use their Buddhi to fight back?

These are the questions that we must answer if we are to preserve the sublime philosophy of the Buddha in our land. Suddas will never understand Buddhism nor really respect it because they are trapped genetically by the harsh climes. Suddas exploit Buddhist mental science to make their lives more comfortable, it is the Loukika part which interest them. The real Buddhism is a Lokoththara Dhamma. Our ancestors protected the Buddhism since ages because few of them were able to tread the investigative Aastangika Margaya and were able to give others a taste of the ultimate sublime goal of Buddhism.

Buddhist Gandhara ( now Afganistan ) perished because Gandharis did not use their Buddhi to defend themselves. As Kappitipola who sent Guns & men back to Suddas, those Buddhits also fought as noble warriors, and lost – and Kappitipola lost his head. You fight nobly with nobles, not with hungry hordes tortured by nature.

There we see that Gandharis of yesterday did not know the enemy. And how about the Lankans of today? Do they know Suddas. Sure, our old PM knew them by toilet paper!!!

Yahweh is their original God ( Moshe will agree), they are men of war. Christianity made Europeans the most efficient men of war thanks to Yahweh. For them everything is war, science, commerce, arts, human rights ….

If we are to survive, there should be a military like drive towards intellectual, technological and commercial excellence. Buddhi is the keyword.

Every MP should be made duty bound to enrol at a SL university. Competency in three languages should be made obligatory for them.

Those decision makers who are not for the Buddhi in the land of Buddha must step aside.

"UNP condemns Israeli action

The UNP yesterday condemned Israeli military action directed against an aid flotilla in international waters off Gaza.

UNP Deputy Leader Karu Jayasuriya, MP says an Israeli blockade on Gaza is illegal, oppressive and counterproductive. In a brief statement issued yesterday, the MP called for an investigation into the attack on the flotilla causing death and injuries to many civilians and an immediate end to the blockade on Gaza.

The Sri Lanka government on Wednesday deplored the use of force by the Israeli military on boats carrying supplies for Palestinians in international waters off the coast of Gaza this week, causing the loss of life and injuries to aid workers.

The Ministry of External Affairs in a statement said Sri Lanka deeply regretted the loss of life and injuries resulting from the operation condemning indiscriminate use of force on the aid convoy.

The world is not a place of noble principles, just human mind is. So the conflict between two leaves everyone dirty to some extent, or extinct.

I can blame suddha for so many things. But I do not blame them today as it means nothing. I will sure blame htem if there is a day that we bring them to the courts for the mess they did to this world, from colonialism to global warming and poverty. But today is not that day.

And I can see it thru their eyes too, and I see how half-informed, short sighted [who see teh small tamil population in town bigger than whole SL] and exploiting mindset of theirs cannot bare concepts like "fairness", "righteousness" or broad understanding.

Most knee-jerkers in HR or Peace whining are possibly driven with an agenda, be it socialism, liberalism, evangelism, white supremacy or any such other, and they gather the picture from their immediate vicinity. Perhaps from tell-tales of their tamil uni batchmates, or from the writing of groundview.

Most those so called "broad thinkers" of western liberalism are so narrow minded. For an ex, their freethinking or atheism, is taken for a reason to support abortion of kids as free as you cut off your nails. Why? since religion opposes abortion they support it. But belief and god is one thing, abortion is another. Can't they see that even as non-believers of god, that the killing of a small half made, nerve driven little one is a crime and shud be a medical essence rather than a cosmetic change?

Being a freethinker, I found that most western "freethinkers" are still church goers, Theists go to vatican and atheists perhaps to vegas. So much about broad thinking.

So there is no point of wasting time on western broad thinking skills. We have seen the west and we're keen on understanding. They are yet to see us and they still think in their box.

True that they have technology processes and good life, but at what cost? Milions in third world still pay the price of their research, innovation and construction of utopia. And a whole village in third world may suffer in order to support one such individual's foot loose fancy life style in west. If teh wrold resources are constant, and one party lacks them while other party has in excess, it is not just teh brilliance of the latter, but also the ruthlessness in grabbing it from the prior.

But this is just the understanding. There is no point of getting angry and taking revenge from them. No meaning in blaming the "greeka yudev Christiani chinthanaya" like NdeS does. No need to satisfy ourselves by calling them passa pihadaana suddo as they call us passa hodana kallo [which is a very dirty act for many whites that makes them jump out of the chair]. The perceptions are equal nobody sits higher.

In addition, world is not a place of friendship/goodwill or anger and revenge although diplomats brain wash us with these. World is a place of strategy and agenda. Everyone is doing something for such motives, not because their is a friendship etc. Words misused, and we gotta know it.

So the best thing is to devise the best agenda for us to fit teh ground reality of today. It shud be able to visit Tel Aviv to share a military secret on Fata while seeing Mohomad abbas for a joint call for a free palathene in a dinner table on the way. Or like MR did, visit sick Castro on his way to a dinner with Bush and greet them both so warm-heartedly. Nobody knows what MR really felt with both, do they? It is a big set drama, little more real than hollywood.

There is nothing called right, just that you lie, and define that for your agenda. So we fisrt need to know ours. If evangelists spread their religion for money, stop blaming, but regulate it and bring laws. Why not do that? If tigers are taking weapons with west's help, defeat them [or loose to them]. If western agents help tigers, presecute them, ban them in operation and kick a*se. But no point in blaming.

What SL needs is that agenda and strategy.

Idiots in Opposition in SL think its their job to oppose for the sake of opposing and do their utmost to topple the Government in power and seize control even if that means rail roading the country to hell. In SL it is the UNP that does this probably more motivated by the fact the current Government is non-elitist/Colombian hence their interests (false luxury) is threatened and this is in itself reflected by all the BS they regurgitate with their white masters in desperate pleas to put them back in power (what an incompetent bunch can't stand on their own two feet for 5 minutes without begging for help).

Add to that Aspara bitch saying “the country is mishandling its foreign affairs”, what the hell has that whore been smoking?

Siri Hewa is brilliant, the Government dragged its feet over the Channel 4 video after it went away the first time (they should have hunted down the issue including JDS, but as always they just stopped caring) and when it returned in January especially with Gonseka's statements they should have contacted Siri Hewa again and got his view point asap. Why did they just wait till incredible damage was done again?

i don't think kevin was a C4 fan. he was disgusted about govt's lack of response to C4's STRONG attack on SL.

C4 scored 2-1 against SL until siri's equalizer!!!

looks like C4's BS will reach the UN security council too. UNSC chairman the russian guy said it will not be taken up in june. that means it will be in agenda in july, august or september.

with MR arselicking india, china too will "soften" its stand on lanka. ultimately lanka will not have enough clout at the UNSC.

india is a BIG reason for all our disasters.

e.g. IF india had the back bone to force hindi on tamil madu jokers, SL jokers would have bitten either the bullet in 1956 or the cyanide capsule. either way same end result.

As news medias they live on these sensations if it is abroad or in their own countries.They mainly open a debate on any one topic and it's up to the people and authorities either to counter it or defend it.There are liable laws that one can take if it is found that a news media deliberately distorting facts.
Now CH 4 has moved very close to my home and business,perhaps we would be able to give our version in time to come when we meet them at the local water hole.
Every one knows that there will be collateral damage and the terrorists will use whatever means to damage the enemy(gosl) by fighting and hiding in churches,hospitals and schools.
We should take this lightly without abusing people generally,just because they are in Europe or read the news.

CHENNAI: Representatives of pro-Tamil groups in the state have announced that they will boycott those companies trading with Sri Lanka, during IIFA’s Global Business Forum scheduled for Friday.

All companies that sign trade deals with Sri Lanka will become targets of the pro-Tamil groups, which include Periyar Dravida Kazhagam , May 17 Movement, Save Tamils, Pudhiya Thamizhagam and Tamil Desiya Viduthalai Iyakkam. These groups have been opposing the choice of venue for the IIFA awards since late April.

Their first target, however, will be Bharti Airtel. They have accused Rajan Bharti Mittal, managing director of Bharti Enterprises, of retaining Sri Lanka as the venue of the festival, despite opposition, for the sake of Airtel’s commercial interests in the island country.

Mittal is also the president of FICCI, which is organising the business forum at IIFA. Bharti Airtel Lanka (Pvt.) Ltd began operations in Sri Lanka in January 2009, when the ethnic conflict was on, and have about 12 lakh subscribers there currently.

The Global Business Forum seeks to improve trade ties between India and Sri Lanka.

The website of FICCI states “The inaugural session is proposed to be addressed by HE Mr Mahinda Rajapaksa, President of Sri Lanka, Ms Ambika Soni, Hon`ble Minister for Information and Broadcasting, Government of India, and Mr Amitabh Bachchan, Ambassador, IIFA.”

I do not like SL getting involved with Israel affairs too much. We both have severe terror crisis and we shud not nose into one another this often. Last media issue was balanced and OK, but this involvement [copied below] is not.

As I always say, I am not in agreement with Israel over the treat to ppl in regions called "occupied". But my opinion is that it is not a bloody issue of SL. SL shud be more tactical and stay away from it. We shud try keeping both Israel, and the Arab nations within our friend club. We're not the Justice of peace today, there are enough nations trying to fit into that shoes.

Plus, SL war wasn't done within the lunaatic conventions called Geneva as we all know. So we are not yet in a position to preach any other on such.

At least if Israel came to put its nose on us, I'd say this is OK as a tit for tat. In this view, SL shud try setting a committee on US wars in Iraq/Afganistan, I'd give 10/10 for that work. But we shud not get involved in Israel affairs, who is in same boat of us.

Sri Lanka’s permanent representative to the UN Dr. Palitha Kohona is to head a UN delegation to investigate Israeli practices affecting the human rights of the Palestinian people and other Arabs of the occupied territories, UN officials said.

The Special Committee to Investigate Israeli Practices Affecting the human rights of the Palestinian people and other Arabs of the occupied territories will visit Egypt from 8 to 11 June, Jordan from 11 to 16 June, and Syria from 16 to 19 June 2010.

The Special Committee was established in December 1968 by the UN General Assembly to examine the human rights situation across the occupied territories. These include the occupied Syrian Arab Golan, the West Bank, including East Jerusalem, and the Gaza Strip.

The Special Committee is composed of three Member States: Sri Lanka (Chairman), Malaysia and Senegal. This year the Member States are represented by: Palitha T.B.Kohona, Permanent Representative of Sri Lanka to the United Nations in New York; Hamidon Ali, Permanent Representative of Malaysia to the United Nations in New York; and Momar Gueye, Minister Counsellor of the Permanent Mission of Senegal to the United Nations in Geneva, the UN official said in an email.

At the end of the mission, the Committee will prepare its annual report to the General Assembly, based on the information gathered on its mission and on other public sources. The report will contain the Committee’s evaluation of the situation and its recommendations to the General Assembly to improve the human rights situation for those whose lives are affected by the ongoing occupation. Before signing this agreement we need to get our best business and economic personnel to brainstorm. Pick our top economists and mostly the business owners to go through a rigorous and civilized discussion. I hope that Basil is smart enough to organize such a meeting. May be it is a meeting of 200 people over two days to weigh-in advantages and disadvantages of CEPA. Never ever discount the business sense of likes of Wegepitiya.

I saw that Wegepitiya does not like it at all. He obviously feels that his interests are threatened. However, there are conflicting views there. The best thing is to weigh in all the positives and negatives. I am not talking about a heated debate but a collective cool and calm evaluation of the options. Once we see the big picture of this deal, MR will be compelled to take the right course of action. Likes of Wegepitiya needs to organize such a brainstorming session with businessmen, economists, and politicians.

RussiaToday ran brilliant pieces on Vietnam and American brutality marking the anniversary of that war -something Western media conveniently skipped. TEL AVIV: Israel defied mounting international pressure to subject its deadly raid on a Gaza-bound aid ship to international scrutiny on Sunday when it rejected calls for a UN-backed investigation.

As his cabinet began an emergency session on Sunday night to discuss strategy, Benjamin Netanyahu, the Israeli prime minister, sent out strong signals that any international probe into the deaths of nine activists on board the vessel would be regarded as unwelcome.

Over the weekend, Ban Ki-Moon, the UN secretary general, telephoned Mr Netanyahu to propose the establishment of an international panel of enquiry led by Sir Geoffrey Palmer, the former prime minister of New Zealand and an expert in international maritime law.

He also proposed involving representatives from Turkey, under whose flag the Mavi Marmara sailed during its attempt to lead a six-ship flotilla into Gaza to deliver aid in breach of an Israeli naval blockade of the territory.

Turkey's government immediately backed the UN proposal. "This is not an issue between Turkey and Israel, it is a problem between Israel and international community," Ahmed Davutoglu, Turkey's foreign minister, told CNN on Sunday. "It is a problem between Israel and international law".

But Mr Netanyahu said any investigation must be conducted "responsibly and objectively" and said that he was looking into other possibilities.

His ambassador to the United States was more categorical, insisting that the idea of an international commission was unacceptable to Israel.

"Israel is a democratic nation," Michael Oren told Fox News. "Israel has the ability and the right to investigate itself, not to be investigated by any international board.

"I don't think the United States would want an international inquiry into its military activities in Afghanistan, for example," he added.

The rejection came as Israel began deporting 19 Irish and Malaysian activists who made the latest attempt to break the blockade of Gaza on Saturday. Unlike their colleagues on the Mavi Marmara, the activists on board the MV Rachel Corrie made no attempt to stop Israeli commandos boarding their ship, even though it was in international waters, and the stand-off was resolved peacefully.

Given the intensity of international attention, Mr Netanyahu is unlikely to avoid some kind of foreign presence in an enquiry he hopes will be Israeli-led.

But there are signs of a split in his cabinet as to how accommodating Israel should be. Avigdor Lieberman, the hawkish foreign minister, and Benjamin Ben-Eliezer, a Left-wing member of the cabinet, said they believed that allowing an international investigation would show that Israel had nothing to hide.

A more likely outcome, observers suggested, was the presence of an American observer on an Israeli enquiry, a possibility that was being discussed by US and Israeli officials on Sunday.

Not known as a quick decision maker, Mr Netanyahu appears uncertain about which course to follow.

"Different ministers have different ideas and the prime minister has not indicated which direction he will go," an Israeli government official said. "Instead, he is saying: 'Let's talk about this calmly and not under the pressure of developing events.'"

Mr Netanyahu may choose to pursue a strategy that saves Israel potential embarrassment by offering instead to ease the blockade on Gaza, which has been blamed for causing a humanitarian crisis in the territory.

"If they give way a lot on the blockade, they will expect to get let off the hook on an investigation," a Western official in Israel said.

Britain and its European allies have called for the blockade to be lifted and even the United States, a staunch Israeli ally, has said it will have to be eased.

A growing number of Israeli officials believe the naval blockade is unsustainable anyway. Emboldened by the international attention garnered by last week's flotilla, activists say they will send ships in greater numbers to Gaza.

Iran on Sunday hinted that it might send its Republican Guard to test the blockade while Turkey, increasingly seen as Gaza's most powerful champion, is likely to play an ever more active role in spearheading efforts to break the blockade.

Although such threats are likely to be little more than bluster, it will ensure that the pressure on Israel is maintained.

5 flotilla activists linked to Al Qaeda: Israel

JERUSALEM: The Israeli Army has said five activists of different nationalities aboard the Turkish-flagged ship intercepted last week were linked to Hamas and Al Qaeda.

The five were reported to be aboard the Mavi Marmara, the largest ship in the flotilla of six aid ships with more than 700 international activists en route to Gaza that were forcefully intercepted by Israel May 31.

Naval commandos who boarded the Mavi Marmara were attacked by activists wielding iron bars and clubs. But it was unclear whether the five took part in the confrontation.

Included in the five was Fatimah Mahmadi, a US resident of Iranian origin, who was allegedly smuggling forbidden electronic components into the Gaza Strip while working with the organization Viva Palestine.

Ken O'Keefe, an American-Briton, was described as an "operative" of Hamas trying to form and train a commando unit for the Islamist group. Ahmad Umimon, a Frenchman of Moroccan origin, was also described as an operative of the Islamic group.

Hassan Iynasi and Hussein Urosh, both Turkish citizens, allegedly provided financial support to the Islamic jihad, and assisted in smuggling Al Qaeda operatives via Turkey into the Gaza Strip, the Israeli Army said.

Two men arrested in New York for plotting jihad

NEW YORK: Two men have been arrested at the J.F.K. international airport here for preparing to join terror outfits and wage jihad in Somalia, officials said.

Mohamed Mahmoud Alessa and Carlos Eduardo Almonte, both in their twenties, were arrested at the airport Saturday night as they prepared to take separate flights to Egypt on their way to Somalia "to join designated foreign terrorist organisation al-Shabaab and wage violent jihad," Xinhua quoted federal prosecutors as saying in a statement Sunday.

The two have been charged with conspiring to kill, maim and kidnap people outside the US, according to court documents, CNN reported.

The Federal Bureau of Investigation (FBI) received a tip regarding the men's activities, which said: "Every time they access the Internet, all they look for is all those terrorist videos. They keep saying that Americans are their enemies, that everybody other than Islamic followers are their enemies... and they all must be killed".

As part of the investigation, an undercover officer with the New York Police Department "recorded numerous meetings and conversations" with the two men, the prosecutors said.

"During those meetings, they discussed a plan under which they would save thousands of dollars and physically condition themselves through paintball and other training, then acquire military gear and apparel for use overseas, and buy plane tickets to Egypt with the intent to travel to Somalia," they said.

The two, if convicted, face a maximum sentence of life in prison.

PC, Karunanidhi discuss Lankan Tamils issue

CHENNAI: Union Home Minister P Chidambaram today met Tamil Nadu Chief Minister M Karunanidhi here and discussed the issue of rehabilitation of Sri Lankan Tamils living in transit camps there.

The meeting came on a day when Karunanidhi wrote to Prime Minister Manmohan Singh requesting him to take up the issue with Sri Lankan President Mahinda Rajapakse during his upcoming visit to India.

After the 15-minute meeting at Karunanidhi's residence tonight, Chidambaram told reporters that the DMK chief asked him to take up the Sri Lankan Tamils issue with the Prime Minister.

"He (Karunanidhi) has given me some points on the Sri Lankan issue. I will discuss it with the Prime Minister," Chidambaram said.

Earlier in the day, Karunanidhi in his letter to Singh said nearly 80,000 Tamils were still living in transit camps, awaiting rehabilitation measures.

"Those families who have been rehabilitated and settled elsewhere should also be provided with economic development and justice-based reconciliation to work towards a permanent political settlement," he said.

Karunanidhi urged Singh to take up these issues with Rajapakse during the latter's June 8 visit "as a special agenda and impress upon him the need for earliest rehabilitation measures for Sri Lankan Tamils."

A DMK release tonight said Karunanidhi had asked its Parliamentary Party leader T R Baalu to make arrangements for a meeting of MPs from Tamil Nadu with Rajapakse in New Delhi to take up the rehabilitation issue.

Lanka's only Tamil chief minister visits India

NEW DELHI: Formerly a Tamil Tiger child soldier, Sri Lanka's only Tamil chief minister is visiting India to learn a little more about how to run local self government.

Sivanesathurai Chanthirakanthan, better known by his former nom de guerre Pillayan, says he would be happy to pick up points that can help him tone up his administration in Sri Lanka's Eastern Province.

The 34-year-old Pillayan Friday flew into Thrissur in Kerala where he will attend workshops on Panchayati Raj and governance at the grassroots. He will be there for about a week.

"Our aim is to strengthen our provincial government," Pillayan told IANS in a telephonic interview. "We want to study how the system works in India, more so in Kerala. It will be useful to us."

Pillayan is at the head of a 30-member Eastern Province delegation that includes members from his own Tamil Makkal Viduthalai Puligal (TMVP) party.

In all, a total of 90 provincial council members and their aides will visit Kerala in three batches.

Including those now accompanying Pillayan, they are and will be from President Mahinda Rajapaksa's Sri Lanka Freedom Party, the Sri Lanka Muslim Congress, the United National Party, the All Ceylon Muslim Congress and one faction of the Eelam People's Revolutionary Liberation Front.

"We feel that local self-governance is the best way to achieve real unity in the eastern province," Pillayan said, underlining that the region was home to all three leading communities of Sri Lanka: Sinhalese, Tamils and Muslims.

"Our aim is to do what we can to strengthen Sri Lankan unity," he said, speaking in Tamil. "We want to better the lives of our people."

Pillayan joined the Liberation Tigers of Tamil Eelam (LTTE) when he was in his early teens and a school student, attracted by the fighting abilities of an outfit he was later to disown.

And so Pillayan, dropping out of school, became one of the thousands of "child soldiers" of the LTTE, fighting against the Sri Lankan security forces to carve out a Tamil homeland called Eelam.

Pillayan's base was in the Eastern Province which, unlike the Tamil-dominated north, is multi-racial. While in the Tamil Tigers, he came close to V. Muralitharan alias Karuna, the powerful eastern regional commander of the LTTE.

When Karuna revolted against the LTTE in March 2004, Pillayan was one of the thousands who sided with him, shaking up the Tigers and triggering a process that ultimately led to the rebels' destruction last year.

In 2007, for the first time after more than a decade, the Sri Lankan military captured the Eastern Province from the LTTE. Pillayan was elected to the eastern provincial council in elections held in April 2008.

In May 2008, backed by Rajapaksa to the point of alienating Muslim politicians who claimed the right to form the provincial administration, Pillayan became the first chief minister of the Eastern Province.

Since then, Pillayan has ploughed on for two years with a mixed bag of successes and disappointments, a former guerrilla now wedded to democracy.

PMK meet to discuss tieup with DMK?

CHENNAI: The PMK has hurriedly convened a meeting of officebearers of all its district units in Chennai on Tuesday. Though the party officially maintained that it was to debate issues like the conduct of intraparty elections, there is speculation that the meet could finalise the issue of joining the DMK-led alliance.

After presiding over a party meet here on Sunday, PMK founder president Dr S Ramadoss told Express the meeting discussed "only the conduct of intra-party elections". Asked if the meeting deliberated on accepting the DMK's offer for a Rajya Sabha seat after the legislative council polls and State Assembly elections in 2011, Ramadoss said "nothing of its kind" was discussed.

Though the PMK cadre expect a decision on Tuesday from its party top brass on the DMK's offer, Ramadoss said the proposed meeting had nothing to do with it.

"At the June 8 meeting of district units, we will only discuss party issues like conduct of intraparty elections. Nothing else," he said.

Asked when the party would take a call on the alliance issue, he said: "A general talk is going (on joining the DMK-led alliance) and whenever we take a decision we would let you know."

Lankan Tamils’ rehabilitation: MK writes to PM

CHENNAI: Tamil Nadu Chief Minister M Karunanidhi today requested Prime Minister Manmohan Singh to take up the issue of Tamils still living in transit camps in Sri Lanka during his meeting with the president of the island nation.

In a letter to Manmohan Singh, Karunanidhi said nearly 80,000 Tamils are still living in transit camps and they are awaiting rehabilitation measures by the Sri Lankan government.

"Those families who have been rehabilitated and settled elsewhere also be provided with economic development and justice-based reconciliation to work towards a permanent political settlement," he said.

Parties misuse term 'Dravida', charges MK

CHENNAI: Chief Minister and DMK president M Karunanidhi on Saturday charged that those parties which have the term `Dravida’ in their names were misusing it while the DMK alone represented the true spirit of the term.

Speaking at a function at DMK headquarters in which over 800 volunteers from AIADMK, DMDK, MDMK and CPI(M) from Salem and Namakkal Districts joined the DMK, Karunanidhi recalled the advice of Periyar and Arignar Anna that Tamils should identify themselves as Dravidians; only then, they could differentiate themselves as a race other than Aryans.

Stating that though many parties had come into existence after the DMK, they could not avoid the term Dravida, Karunanidhi said and added that by adding the term Dravida, they were befooling the common masses.

He said Congress, once a mighty party, in due course, broke into many factions.

However, they all had the suffix Congress like Kamaraj Congress, Indira Congress, Morarji Desai Congress etc.

But despite all these splits, Congress could emerge as the single largest party.

MDMK to protest Rajapaksa's Delhi visit

CHENNAI: MDMK would stage a demonstration in front of the Sri Lankan Deputy High Commission in Chennai to oppose Sri Lankan President Mahinda Rajapaksa's visit to New Delhi on June 8.

In a statement here, MDMK general secretary Vaiko opposed the visit of Rajapaksa to India saying he had the blood of innocent Tamils on his hands. "In last year's war, Rajapaksa butchered unarmed civilian Tamils, the elderly, women and children and has done war crimes against the humanity," he said.

Charging the Lankan President with speeding up the settlement of the Sinhalese people in the Tamil homeland after razing to ground the houses of Tamils, Vaiko said Rajapaksa was not only an enemy of Tamils, but also to the entire humanity.

"Innumerable Tamil women were sexually assaulted by Sinhalese soldiers, and cluster bombs that faces an international ban were used to kill Tamils," he said.

Denouncing the proposed 13th Constitutional amendment in the island nation as intended to pull the wool over the eyes of the people, Vaiko said the red carpet welcome for Rajapaska was like rubbing salt on the wounded tamil hearts.

Tamil National Alliance (TNA) leader R. Sampanthan has pledged his party’s support in the development progrmme of the government, reports the Lankapuvath.

This statement was made at the special meeting which took place this evening (June 07) between a group of TNA representatives and President Rajapaksa at the Presidential Secretariat.

Speaking at the discussions Sampanthan said that the TNA has held many discussions with all former Presidents of the country including J.R. Jayewardene, R. Premadasa and Chandrika Bandaranaike Kumaratunga but that the most productive discussions with the present President.

The TNA presented a set of proposals including expediting of the resettlement process. The President assured the TNA that the government would do its best within a framework by year’s end.

He will not be surprised if the government decides to pardon Kumaran Pathmanadan alias KP for the assistance he has rendered to unravel the financial ramifications of the Liberation Tigers of Tamil Eelam (LTTE) said Media Minister Keheliya Rambukwella during Adaderana’s 360 programme this evening.

In reply to a question by the 360 programme hostess Dilka Samanmali, Minister Rambukwella said that the information revealed by KP has enabled the authorities to identify most of the foreign assets of the Tiger outfit. Asked about the value of the assets identified or brought in to the country, Mr. Rambukwella said he was not in a position to reveal it. However, a comprehensive report will be made public in due course, he assured.

Asked whether Kumaran Pathmanadan would be offered any special post, he said it was up to the highest authorities to decide.

When the 360 hostess stated that some urge that KP should also receive punishment for the things he had done against the country, Mr. Rambukwella said the punishment KP was undergoing right now, fighting against his own conscience was more than enough.

KP was a person living like a king. Now he has lost all his privileges. Some may say that he has or is betraying his comrades. But we should be satisfied that at least now he is doing a lot towards the country and cooperating with the authorities, said Minister Keheliya Rambukwella.

Kuchchveli police said the suspects were arrested on a tip off as they were preparing to excavate the shrine vicinity using a backhoe machine.

The suspects were to be produced before the Kuchchaveli magistrate today.

Girihadu Seya situated in Thiriyaya, 45 kilometeres northwest of Trincomalee, is considered Sri Lanka's first pagoda. According to Mahawansa Chronicle, two merchants called Thapassu and Balluka built this pagoda enshrining a lock of Buddha's hair while he was alive.
Tamil Tiger terrorists during their occupation of the area destroyed most of the temple structures after they chased away the resident Buddhist monks from the premises.

In a separate incident Muthur police of the Eastern Province arrested three suspects who were treasure hunting in a rock in Pachchanur area."

Failure to remove land mines and explosives in Thanangki’lappu in Thenmaraadchi where resettlement of uprooted civilians was permitted by government authorities was the cause for the deaths of two family men Monday evening while seriously causing injuring two elderly men, when an explosive device went off, sources in Jaffna said. The authorities had permitted resettlement in Thanangki’lappu on the assurance of Sri Lanka Army (SLA) in Thenmaraadchi that the de-mining of the area had been completed.

LTTE terrorist pigs literally covered the countryside with deadly mines. Jun 07, Colombo: Sri Lanka's top defence official has suggested to execute the country's former army chief if he continues to allege the top military officials of ordering war crimes during the final stages of the war against the LTTE terrorists a year ago.

Defence Secretary Gotabhaya Rajapaksa in an interview with Stephen Sackur of BBC's Hardtalk programme said that Retired General Sarath Fonseka, who is currently being detained pending two courts-martial on separate charges should be executed as a traitor if he tried to betray the country and lie against the soldiers.

"He can�t do that. He was the commander," Rajapaksa had said. "That�s treason. We will hang him if he does that. I'm telling you. How can he betray the country? If he says he is a liar."

When the interviewer asked whether he would execute Fonseka for testifying before an international tribunal on alleged war crimes the Secretary corrected him saying that Fonseka should be executed for betraying the country.

"No, what I am saying is for betraying the country, lying, betraying soldiers. Isn't that a crime isn't that treason," he asked.

Responding angrily to the interviewer's questions Secretary Rajapaksa said not to drag General Fonseka into the issue as he was lying for political gains when he was contesting the elections.

When asked what is going to happen to General Fonseka, the Defense Secretary said the court-martial will decide his fate.

Rajapaksa had repeated a promise by the president that the authorities would not allow any international investigation into the conduct of the armed forces. "We are an independent country, we have the ability to investigate all these things," he had said.

Sri Lanka Tamil party to discuss issues related to the North with President

Jun 06, Colombo: Leaders of Sri Lanka's Tamil National Alliance, an opposition party representing the Northern Tamils, are scheduled to meet President Mahinda Rajapaksa tomorrow (7) to discuss issues concerning the Tamil dominated northern region and the Tamil community.

The discussions are expected to focus on the full implementation of the 13th Amendment and issues related to a political solution to the ethnic issue.

According to TNA parliamentarian Mavai Senathiraja a five-member TNA delegation headed by Parliamentary Group Leader R. Sampanthan would discuss resettlement and related issues with the President as well.

TNA delegation would also urge the President to grant a general pardon to all political prisoners who have been held for prolonged periods without trial, Senathiraja has said.

TNA parliamentarian and spokesman Suresh Premachandran has told the state-owned weekly Sunday Observer that the delegation will meet with the President with an open mind.

"We will meet President Rajapaksa with an open mind. The TNA is not anybody's proxy. The people in the North and the East have placed confidence in us," he told the Observer.

Premachandran has said that the Tamil question was a key political issue in the country for the past 60 years and it should be settled amicably.

The Central Bank of Sri Lanka likely will raise its projection for gross-domestic-product expansion this year to 7% from an earlier estimate of 6%, said its governor, Ajith Nivard Cabraal. The revision could happen as early this week, he told The Wall Street Journal.

The Sri Lankan government has threatened to execute Sarath Fonseka, the army commander who delivered victory over the Tamil Tigers, if he continues to suggest top officials may have ordered war crimes during the final hours of the Tamil war.


General Fonseka wants to testify before an independent investigation
The threat, issued by Sri Lanka's powerful defence secretary, Gotabaya Rajapaksa, is the latest sign of a bitter and intensifying feud within the Sri Lankan political establishment, little more than a year after the end of the Tamil war.

Mr Rajapaksa, who worked closely with General Fonseka on the aggressive military strategy which crushed the Tigers, told the BBC's HARDtalk programme that the general had proved himself to be a liar and a traitor.

Gen Fonseka quit the military soon after the final defeat of the Tigers. He was the main opposition candidate in last January's presidential election.

Within days of his defeat the former war hero was arrested and is currently in military detention facing a court martial on charges of corruption and politicking while in uniform.

Gen Fonseka roused the fury of the ruling Rajapaksa clan when he joined the opposition. The rift deepened when Gen Fonseka suggested there was eyewitness evidence of the defence secretary ordering army officers to shoot and kill surrendering Tamil Tiger leaders at the end of the war.

Government enemy

That eyewitness is said to be a Sri Lankan journalist who is now in hiding overseas.

The very fact that Gen Fonseka has heard the account and gives it credence makes him a dangerous enemy of the current government.

Gen Fonseka told me, in a clandestine telephone interview, that he would be prepared to testify before any independent investigation of alleged abuses during the Tamil war. "I will not hide anything," he said.

When I put this possibility to Mr Rajapaksa he responded with an extraordinary tirade. "He can't do that. He was the commander," he said. "That's a treason. We will hang him if he do that. I'm telling you… How can he betray the country? He is a liar, liar, liar."

Political fallout

The suggestion that Gen Fonseka could be executed is likely to cause a political storm in Sri Lanka. Fonseka is an elected MP and he garnered 40% of the vote in the presidential election. Capital punishment has not been used on the island for 34 years.

Defence secretary Gotabaya Rajapaksa also ruled out any possibility of an independent, third-party investigation of alleged war crimes committed by both the Sri Lankan army and the Tamil Tigers in the final phase of the war.

"We are an independent country, we have the ability to investigate all these things," he said.

Colombo insists that no civilians were killed by the army during their final assault on the Tiger's last redoubt, despite evidence from the UN and international non-governmental organisations (NGOs) which points to thousands of civilian deaths.

With a strong electoral mandate and a big majority in Parliament President Mahinda Rajapaksa seems intent on ruling post-war Sri Lanka without heed to critics at home or abroad.

Powerful family

He has turned his administration into something of a family business. As well as his brother who is the defence secretary, another brother is minister of economic development, another is speaker of the parliament, and his son is a newly elected MP.

In all, the Rajapaksas are responsible for spending more than two-thirds of the state budget.

The dominance of the family is "dangerous and unsustainable," says Vijayadasa Rajapaksa (no relation), a leading Sinhalese barrister and the president's former friend and personal lawyer.

Gotabaya Rajapaksa said General Fonseka was "a liar and a traitor"
He joined the opposition after becoming disillusioned with the president's failure to act on repeated warnings about corruption and waste in the public sector.

Sri Lanka's budget deficit, at some 8% of GDP is significantly above targets set by the IMF in return for a $2.6bn (£1.79bn) loan package, but the Rajapaksa government is committed to a massive programme of post-war spending.

In and around Kilinochchi, the former capital of the Tamil Tiger northern fiefdom it is easy to see where the money should be going.

Houses are destroyed, farmland is lost to jungle and still swathes of territory are off-limits to civilians as the Sri Lankan army continues to clear mines.

At least the de facto internment camp at Menic Farm, which was filled with almost 300,000 Tamil civilians a year ago is now emptying fast. Every day families line up for hours in the sticky heat for buses heading to their home villages across the northern Vanni region.

But they wait with precious little sense of anticipation.

Farmer and father of three, Thambirasa Karunamurthy, told me: "We came here with one plastic bag of belongings and we're going home with no money, no assets, nothing. We have to start life again in a barren land. We don't know what we are going to do."

On every road and around every settlement Sri Lankan soldiers man guard posts and checkpoints. The government has promised to fully integrate the north into the national economy. It has ruled out significant Tamil autonomy.

"If there is no political solution the conclusion will be that the government wants to impose military victory on the Tamil people, and that the Tamils will never accept," says veteran leader of the Tamil National Alliance Rajavarothiam Sampanthan.

He talks of "organising and resisting through non-violent means".

But Sampanthan speaks from a comfortable office in Colombo. In the ruined villages of the north resistance of any sort seems like a thing of the past.

New struggle

The Tamil Tigers, for years the brutal masters of the Vanni, appear to have been finished for good. Those that were not killed in the war's brutal end-game were rounded up and detained. Just a handful of fighters managed to escape. I spoke to one man now in hiding who was a Liberation Tigers of Tamil Eelam (LTTE) bomb-maker for more than a decade.

This ex-combatant, who was badly wounded earlier in the war, was twitchy with nerves and deep in denial. He denied reports that Tiger cadres forcibly held Tamil civilians in their last redoubt.

He denied the irrefutable evidence that the Tigers conscripted child soldiers and ruthlessly silenced Tamil dissent. And he denied that the war was over.

"You will see, within the next two or three years these very same Tamil people will begin a new armed struggle," he told me. "A new war led by a new leadership."

But before he hobbled away from our covert encounter - he added something else. "I am not afraid to die, but my only worry is that the Tamil people will slowly disappear."

Sri Lankans still live under a state of emergency. The war is over but the government insists Sri Lanka's security is still at risk, whether it be from Tamil "terrorist organisations" overseas, or "traitors" at home.

"We want to bring normalcy to this country, but we have suffered from terrorism for 30 years, so it has to happen gradually," says Gotabaya Rajapaksa. Too gradually, it seems, for his former friend Sarath Fonseka.

Despite the humanitarian operations conducted by the Sri Lankan Security Forces to eliminate the "Tigers" of Tamil Eelam in mid May 2009, there are many who have been impatient critics regarding what they see as undue delay to resettle the Internally Displaced Persons (IDPs). Their concern is well understood but there seems to be another unseen agenda to call for the re-settlement of IDPs without realizing the arduous nature of the de-mining process which is required prior to resettling the IDPs in their former homesteads.

The US Department of State gives a vivid description of the nature of "Mine Clearance" -" Given the enormity of the un-cleared land mine problem, it is obvious that there is no quick solution. Locating un-cleared mines is a labor intensive, slow, dangerous, Low- technology operation. Destruction of mines is even slower, more labor intensive and extremely dangerous. It is one of the grim ironies of landmines, that they are so easy to lay, and yet so difficult and dangerous to find and destroy " ( "Hidden Killers: The Global Problem with Uncleared Landmines" US Department of State ). The time to plant a mine against time taken to lift and disarm the mine is in the ratio of 1: 100. Much more time is required when land mines are laid haphazardly or 'sown" as the LTTE had done in the areas which they once controlled as in Killinochchi, Wanni Mullaitivu, Mannar etc . Estimates of the time reveal that one person can clear around 20 - 50 square meters per day but in Afghanistan it takes a year to clear 10 square kilometers and the cost of mine clearance including support and logistics costs is estimated to be around US$ 300 - US $ 1000 per mine while most anti personnel miens cost less than US $ 3. Mine clearance becomes more of a nightmare when there is no record or the number of mines laid ."Quite simply , de-mining is a business in which anything less than 100 % accuracy costs lives, and 100% is difficult to achieve ". (US State Department) .In these circumstances, "manual probing will continue to be the surest method and there is no "silver bullet" at the "present time or even in the horizon" . Such is the nature of mine clearing which many do not seem to or refuse to understand

The Sri Lanka Army Engineers have over 1000 soldiers trained as de-miners. They are also supported by state of the art modern technology provided by Slovakia, Croatia, China, India, USA etc. There is also expertise provided by many organizations with many De-mining humanitarian Organizations as Horizon, HaloTrust MAG, FSD, DDG, SARVATRA. In the last few days clearing operations have recovered a massive quantity of Anti personnel mines and explosives devices . On 1.05.10, the Horizon de - mining Organization recovered a total of 148 anti personnel mines from Mahilankulam , Malwarayankadaiadanpan and Parasankulam area in the Wanni sector . Horizon also recovered another 102 anti personnel mines againthe next day from Mahilankualm , Malwarayankaaiadampan , Velarsikulam in the Wanni area while Army Troops recovered 12 anti personnel mines from Navathkulam . The MAG Organization recovered 15 anti personnel mines on 2.05.10. 298 anti personnel mines and 02 x unexploded ordnance were recovered from Mahilankulam, Narikkulam Malawarayankadaiaddampan and Velarsikulam areas on 3.05 .10 . On 5.5.10 a total of 228 Ant personnel miens were recovered from Sinnapandivirchchan , Preiyapandivircchan , Maukulam Marithamadhukulam , Illuppaikulam,

Senakapanddaikakyankulam areas in the Wanni area. by Army Troops, Horizon, FSD, DDG, MAG and Sarwatra Organizations.

The European Commission Ambassador and Head of delegation Mr Bernard Savage in its mine action strategy 2005 - 2007 set itself the strategic objective "to drastically reduce the lingering threat and impact of land mines in the context of increased local security and regional confidence. Mr Bernard Savage was reported in the "Sunday Island" (1st November 2009): "The European Commission has paid due tribute to the leadership which the government of Sri Lanka has shown with the adoption of a national strategy Mine Action in 2006 ...The accession of Sri Lanka to the Mine Ban Treaty as its 156th signatory would send a signal which would not go unheard around he world , especially not in Brussels ".

The de-mining process has been expedited under the "Uthuru Vasanthaya" program to resettle the IDPs . In November, 2009 five de-mining MV -4 Flail Machines from the Republic of Croatia costing Rs 270 million were to begin work of clearing mines. These machines are designed to clear 5000 square meters per day instead of the 10 square meters if done manually. The Special Task Force had already cleared 27km stretch on the Omanthai - Welioya road stretch. Within the short period of five months a total of 26,734 anti-personnel mines , 26 land mines, 20 death tarps , 31 pressure bombs and a huge quantity of explosives devices were cleared . The STF were employed to clear Omanthai- Pannikanai road towards Puliyankulam . Accordingly, the villages of Alankulam, Navathkulam junction, Sinna Puliyankulam , Kovil junction , Pulliyankulam , Nedukerni along the Omanthe- Welioya were declared "safe areas'. The US Pacific Command donated personnel protectors equipment as vests and visors and de-mining equipment worth US $ 100,000 in addition to the US$ 6.6 million granted for de-mining work in the Northern province. The Government of India has also contributed heavily to accelerate the de-mining program. The UNHCR granted US$ 5 million to purchase 10 flailing machines for further acceleration of work. UNHCR Chief Guterres said " The prioritized area is 875 square kilometers and Army de-miners are taking every possible measure to complete it as soon as possible". The acceleration of de-mining is mainly in areas of Oddusuddan , Nedunkerni areas in Mallaitivu and Kokavil to Killinochchi on the A-9 road the B69 road from Pooneryn to Paranthan, A 35 from Mullaitivu to Paranthan and areas from Mannar to Manthai North are prioritized for the current de-mining program. Resettlement will beginning after. In Mannar area a total of 350 square kilometers completely de mined . The Sri Lanka Army also constructed 680 houses for IDPs and already 437 housing units were handed over to IDP families in April,
with each house consisting of 224 square feet . The remaining houses will be ready anytime now.

The Government has given all possible encouragement for accelerating de-mining operations. It considers this a critical humanitarian operation but the Government at the same time has to ensure that not one single mine is left behind. That is the final test of de-mining.

Re: CEPA

I did not discussed it much because [I think] nobody knows what CEPA is. So far we didn't see any remark from a credible party. Yes I have kept JVP, SF, UNP in the category "incredible" if you like. Their statements have lost my interest for serious discussion.

The opposition to CEPA has not come from roots of society with thorough discussion. It is more like an impulse reaction or a fear today. In President's own words that he won't sign "anything" that is harmful for the country, you can get a feeling that nothing is yet defined in CEPA table, but it sure contains evil elements. But I won't trust MR for his words BTW.

I cannot talk about CEPA w/o knowing it well. This is what I think of FTA, CEPA and many such economic deals in general.

- They are always meant to benefit the powerful nation. Even FTA was seen the same way in late 90s. If you go by the written agreement it is always advantageous for bigger nation

- To make such worthy for the smaller nation they have to think out of box and work hard. They've gotta to find the agreement as an opportunity to entrepreneur. The business planning of local sectors shud include how they're gonna use the agreement to penetrate and profit.

- However, the gain of penetrating 10% market of bigger nation is much higher for small nation, than a 90% penetration of smaller by the big one. So if our exporters can exploit 10% indian market that is worth despite whatever the mess it creates.

- So in long term such an agreement will always benefit the small nation as long as they use their head.

- Closing the economy and trying to be self-sufficient is not wise. It lowers the production benchmarks, creates shortages and makes more suffering for lower end of society. SL in 70s, Cuba etc are examples.

- Always good to have service sector opened as India provides a wide variety of services at cheap price. Take airtel for an example, it almost shut down dialog, but raised the quality of the mobile trade and reduced prices. Now dialog is challenged and if they have brains they will bring new features and lesser rates to survive, which is good for SL. Temporarily ppl who work at dialog feel the challenge.

- Lots of shit happens out of such agreements. For an ex the cheap indian teledramas, super star nonsense, gold quest etc - do they need econo agreements? Shit happens anyway. SL has enough greedy and evil business community who will work as proxy for any Indian shit.

- If we get quality workforce from India for cheap then that will challenge local intellectual community and educational processes. It will put us in trouble but push us further. It will temporarily cost us a lot but will raise our standards.

- If the vice versa is possible, it will give us a greater opportunity to exploit India as a better job market. With much better technology and variety it sounds like a great option for local educated ppl.

- One available service may be education. It is a great relief as SL education sucks, and it never let private sector in as long as JVP is there. If we can pay less for Indian degrees, whole JVP crap will vanish. And vast sum of money going to places like Aus will remain in SL. If Indian unis open branches in SL it is even great.

- It pushes China further to secure SL better. We need similar avenues with China. Today our deal with China is purely one way. We eat they feed.

BTW all these depends on actual lines of CEPA. Worst, it cqan become an economic oneway road, not a surrender of sovereignty or becoming a state of India like JVP is screaming. As you see most things said about CEPA is irrelevant. And notably, almighty powerful minister of economic development has kept silence over the matter.

We gotta see all these avenues as opportunity I believe. Surely our current position of economy is not good, so all these shud have better things if we try. If we do not, well, even current system will collapse soon, regardless of CEPA.

Yet CEPA opposition plays a critical role [so do keep it going]. It ties MR's signing hand. And MR being driven with wind direction [wind of public opinion] he will be reluctant to sign a shit agreement if the opposition continues. You can expect ppl like WW, CR and PNM, JHU, JNF etc to join the opposition soon.

What kind of stupid sentence is that? He was arrested (or about to be) for various charges and crimes; he resisted arrest and so got "dragged out". Under Sri Lanka's law his arrest and detention are completely legal as was the manner in which he was apprehended, if you resist arrest or the authorities anywhere in the world force can be used by law enforcement (just see the US Police forces and how they operate).
Also you would think such a "decent" man would go willingly, and furthermore face the charges without throwing out excuses or pathetic reasons to avoid trial if he was truly innocent as he claims. And why only 150 supporters? What happened to the 4 million? Guess they vanished like the $400 million the West poured into his personal bank accounts for "election purposes".

Did not Fonseka deny his "white flag" statement? As I recall he said: "if any war crimes happened I will be first to report it, but none happened. Fact of the matter is Fonseka has no honour, real soldiers have honour, they fight and die in defence of their country and years after fighting and retirement and they defend their country regardless of what "personal" grudges they may have against certain individuals or organisations. They never betray their country, people or Army to settle vendettas nor let their ugly egos get in the way. What we have witnessed this last year with regards to Fonseka is his ugly ego exposing what a selfish, power hungry, worthless man he is who is willing to go to any length to satisfy his aforementioned selfish desires. This last year we have seen the TRUTH behind Fonseka. The "image" of Fonseka (which he himself created through threatening media and pimping Sri Lanka’s third class journalism establishment) does not fit Fonseka the man. We have seen who Fonseka really is, exposing his earlier "image" and "status" as a FAKE and Fonseka only has himself to blame for that.

Doublespeak –From Island Political Column. (Island Political Columnist always makes excuses for UNPs anti-national behaviour, however what he says about other things rings true and his well written):

The reason why the incumbent UNP leader is under siege today is because of a series of political miscalculations. Key among these was the policy adopted by the UNP on the war and certain unfortunate comments made by various people in the UNP including its leader. Thereby the label of anti-national has been stuck on the grand old party. If the UNP leadership is under a cloud for being anti-national for what they did during the war, General Fonseka is under and even darker cloud because of things said and done after the war ended, and he entered politics. That comment that he made to the Sunday Leader that Gotabhaya Rajapakse had ordered frontline commanders to shoot surrendering LTTE leaders, has been quoted in every report on alleged war crimes in Sri Lanka. Fonseka later denied that he had said any such thing to the Sunday Leader, yet a few days later he repeated what he had said to the Sunday Leader at a public meeting and this is on video.

This tendency to say yes, no and yes again to the same thing is a Fonseka hallmark. During the presidential election, he stated on camera that he is willing to cooperate with any international war crimes inquiry and that he would present all the information he has to any such tribunal. Then later he says that no war crimes were committed in Sri Lanka. If there were no war crimes in Sri Lanka, why is he then saying that he will cooperate with any war crimes tribunal and that he will present whatever information he has on war crimes to such a tribunal? If no war crimes were committed, then what he should be saying is that no crimes were committed, therefore he has no information that he can present to a war crimes tribunal and therefore it would be unnecessary for him to appear before any such tribunal international or otherwise.

Around three weeks ago, Derana TV captured Fonseka on camera once again saying that he will fully cooperate with any international war crimes investigation and that he will present all information that he has on war crimes committed here to any such tribunal. He further said that patriotism is not protecting those who had committed war crimes. After all this, he says once again, that no war crimes were committed in Sri Lanka. All the newspapers reported that Fonseka had said that no war crimes had been committed in this country but they did not report what he had said only moments earlier. Just the day before yesterday, Fonseka said once again on Sirisa TV what he had said earlier on Derana. He is sending mixed signals on this issue. What people expect from a military leader is unequivocal statements not waffling doublespeak of the kind even the slimiest of politicians would not utter.

How does one explain this inability of Fonseka to say anything without equivocating? He started this doublespeak from the time the Sunday Leader published his statement that Gota had ordered the field commanders to shoot surrendering LTTE leaders. Under pressure from his political allies he retracted that statement, but repeated it elsewhere. And from that time onwards, he has been saying that he will give all information he has on war crimes committed here to any international tribunal while at the same time saying that no war crimes were committed here. Some think that he says that he will cooperate with any international war crimes tribunal only to put the Rajapakse’s into a flutter and that he does not actually mean what he says. But I think differently. I think he means every word of it when he says that he will cooperate with an international war crimes investigation. Given the fact that he has no way of bringing down the Rajapakses except with the help of an international war crimes tribunal and that his animosity against the Rajapakse’s is at fever pitch after his humiliating defeat at the presidential elections, ratting on his superiors as well as his former subordinates is not beyond Fonseka.

@SK with regards to the CEPA.

The concerns are rightfully made in my opinion, number one being the details of the CEPA are being kept hidden with only bits and pieces released. If there is nothing wrong with it and it is “good” for Sri Lanka then why keep it such a tight secret? The whole document should be unravelled and published widely for all to see.

Secondly India INISTS on the CEPA and says its “good for you! honest! TAKE IT NOW”. If India is vigorously pushing this and says its “good for us” it clearly means it is only good for them and bad for us. They are trying to secure their own economic future not ours.

Thirdly with regards to doing business in India, they will never allow a successful non-Indian business, especially one from Sri Lanka to thrive at all, forget 10% they will not even let us get 1%, no matter how good the product and services are etc, no matter how popular even, India will never all Sri Lanka to do well in “their” market (just as they do not want Lankans to do well in Sri Lanka which they view as “theirs” too –and that is the nation as whole- lol). Any such venture or business will be hampered and crushed before it even starts going.

The CEPA will clearly be a one sided affair and I am deeply concerned. Everything India has “done” for us and insisted on has been damaging to our national interests. This CEPA will be like 87 for us all over again but worse, their non-stop demands for “political solution” already feels like 87 and before.

And until we get to see the whole document itself without any areas hidden + ramaficiations for SL (both +ve and –ne) I would rather be cautious than jump blindly into this on assurances by Indians and TPTB that it is “good for us”.

And again yes CEPA must be containing worrysome lines or eveil agenda.

Also you're right taht it shud be advantageous for India.

But the point is, in deals like that there are lots of avenues that the smaller nation can thrive. It maybe tough but I disagree that it will be no chance. Once they sign it they're compelled to give us some opportunity. And that 1% penetration is never even felt.

But we do not profit. And that is since our industry likes to be pampered in local system. Aim to produce only for SL and have never felt real competition.

But SL needs mutual econo agreements in order to keep up with world and train the local producers to aim outside SL. India is of course the last nation we need to associate but there are no other opportunity available.

CHENNAI: MDMK founder Vaiko and leaders of CPI and VCK were detained today when they attempted to stage demonstrations at different places here to protest Sri Lankan President Mahinda Rajapaksa's visit to the country.

Rajapaksa is scheduled to arrive in India today on a three-day visit during which he will hold talks with Prime Minister Manmohan Singh, External Affairs Minister S M Krishna and others.

Viduthalai Siruthaigal Katchi leader Thol Thirumavalavan, CPI State Secretary D Pandian, Tamil Nationals Movement leader P Nedumaran and actors Seeman and T Rajender were among those detained.

Cadres of Sri Lankan Tamils Movement, formed by several pro-Tamil parties, including MDMK, known for its pro-LTTE stand, and CPI were held when they tried to stage black flag protests near Nageswara Rao Park and proceed towards the Sri Lankan Deputy High Commissioner's office, police said.

Vaiko, who addressed the protesters, alleged that thousands of minority Tamil civilians were killed towards the end of the war between the Sri Lankan forces and the LTTE last year.

He also alleged that Rajapaksa was responsible for killings of many innocent Tamils and demanded that he be tried in an international court of law.

More than 200 cadres belonging to VCK, headed by Thol Thirumavalvan, were detained as they tried to stage a protest near Memorial Hall.

Thirumavalavan alleged that the Sri Lankan government has not utilised the funds given by India to rehabilitate Tamils living in rehabilitation camps in that nation.

About 100 PMK cadres, headed by Velmurugan, MLA, were also detained near the Collector's office. Eighty Nam Tamil Movement activists led by actor Seeman were picked up when they tried to burn an effigy of Rajapaksa near Sastri Bhavan.

CHENNAI: Mystery shrouds the demands the PMK is placing before the DMK for striking an alliance with it as yet another round of negotiations was held between a five-member delegation led by PMK president G K Mani and Chief Minister M Karunanidhi on Monday. Both sides refusing the divulge the details of the talks.

After the nearly 50minute talks, on the eve of the PMK's district secretaries meeting on Tuesday, Mani told mediapersons: "Doctor Ayya will announce the final decision."

After the PMK leaders left his residence, Karunanidhi played it safe by blaming the media for the delay in clinching the alliance. Asked about the roadblock, Karunanidhi quipped: "It's you! (the media)."

Sources said that since the possibility for getting a Rajya Sabha seat from the DMK had been ruled out, the PMK was now seeking 'something more' from the DMK that could serve as 'facesaving' formula for the PMK leadership when it faces its cadre with the proposal for an alliance.

However, the CM said the talks were held on the basis of the DMK's stand taken at its high-power committee meeting on June 30. The PMK leaders told him if needed, they could arrange a one-on-one meeting between him and party founder S Ramadoss. Karunanidhi said he would consult his party colleagues and get back to them.

Asked whether the PMK had sought more seats for the 2011 Assembly elections, the CM denied it.

On the reported statement of PMK leader Kaduvetti J Guru that the DMK had back-stabbed his party by its decision taken at its high-power committee meeting held on June 30, Karunanidhi shot back: "Do you know, in puranas, what Guru was doing? He was just spoiling the good things from happening... that is my explanation for Guru.''

The DMK chief sought to play down the statement of Dr S Ramadoss made during the Pennagaram by-election that the DMK was his first enemy. Asked whether the PMK leaders had expressed regret for the statement during the talks, the CM said "as far Pennagaram was concerned, the DMK and the PMK were prospective contestants and as the AIADMK was not so, Ramadoss could have identified the DMK as their enemy."

Iran vows to challenge Israel blockade

JERUSALEM: Iran sought to push Israel into a potentially explosive confrontation in the Mediterranean Sea after a charity close to the Islamic regime announced plans to send two aid ships to Gaza.

The Iranian Red Crescent Society said 8,000 volunteers had enlisted for an attempt break Israel's maritime blockade of Gaza.

The latest challenge to Israel's hold over the enclave comes just days after its naval commandos shot dead nine pro-Palestinian activists on a Turkish vessel that attempted to run the blockade last week.

As Israel fought to fend off calls for an international investigation into the deaths, fears that militant groups in Gaza might launch reprisal attacks surfaced yesterday when an Israeli naval patrol shot dead four Palestinian fighters dressed in diving gear in the waters off the territory.

Israeli military officials claimed that the fighters, who were spotted in a small boat, were planning a terrorist attack, although an army spokesman declined to identify their target or to comment on whether the men were carrying weapons or explosives.

The Al-Aqsa Martyrs' Brigades, a once powerful Palestinian militant group that has largely broken up since renouncing violence some years ago, said the dead fighters were part of its Gaza-based marine unit. The movement insisted that the men were merely on a training mission and had no intention of launching an attack.

Iran's intervention added an additional and unwelcome complication for Israel.

A senior Iranian Red Crescent official insisted that the planned mission was purely peaceful and humanitarian in its goals.

"One ship will carry donations made by the people (of Iran) and the other will carry relief workers," Abdolrauf Adibzadeh said.

Yet there seems to be little doubt that the Iranian government is the real driving force behind the mission.

Although it is a member of the international Red Cross movement, the Iranian Red Crescent is widely viewed as a tool of the regime and even Mr Adibzadeh conceded that the decision to sail was taken in conjunction with the Iranian foreign ministry.

Over the weekend, Iran even suggested that its elite Revolutionary Guards force could escort aid flotillas to Gaza.

Such threats are widely seen as bluster and have even been criticised by Hamas, the Iranian-sponsored Islamist movement that controls Gaza.

Iran's sudden intervention appeared to reflect growing concerns that it is being eclipsed by Turkey as the Middle East's principal opponent of Israeli policies towards Gaza.

"The Turks are trying to rain on their parade," said Meir Javedanfar, an Israeli analyst of Iranian origin, adding that many in Gaza would prefer Turkey as their champion because it commands greater international respect and is dominated by fellow Sunnis.

Mr Javedanfar also suggested that Iran's motivations are prompted by a desire to distract attention from the first anniversary of its controversial presidential election last year. Opposition groups have staged a series of demonstrations, in which dozens have been killed, to protest Mahmoud Ahmadinejad's victory in the poll.

It is unclear how the Iranian ships will reach Gaza. If they attempt to go through the Suez Canal, Egypt is likely to come under pressure to intercept the vessels and deliver their cargo through its border with Gaza. But there have also been suggestions that the Iranians could deploy chartered boats from Lebanon, which has a Mediterranean coastline.

Gota did not do badly, and what was claimed "i will execute Fonseka" is not what he actually said and this is clear in the interview. Pile of shit Sackur twisted this around in his article in the Guardian BEFORE the (formal) airing of the hard talk program.

Gota struggled to speak in English and the bastard Sackur kept on interrupting him (taking advantage of his poor English), he however spoke to SundayMud Slinger, like he was holding hands with a child.

Gota did not do as badly as i was expecting as per the Guardian report on his "i will execute Fonseka" (as written by this same white ape Sackur). The way they wrote it made it sound terrible, but it is obvious from the actual footage that is not what happened.

The same was done by these para suddhas when they quoted MR's interview with Singapore's Strait Times. When MR said "Fonseka was a fool to enter politics" they spun that around to "MR calls Fonseka a FOOL". They are trying to show "deep hatred" and "little brown people clobbing each other with giant sticks" (akin to cartoons of caveman) etc because it suits their image of us as backward and them being oh so superior.

But i agree he should not have gone for the interview (when he gets angry at the type of bs suddha says his English goes awol). Also he should have been better prepared with proper points to answer the type of bs they are going to throw at him.

Middle East-based Simatech Shipping, together with Evergreen and Wanhai have launched a joint container service called East Africa (EAF) Service, the Sri Lanka Ports Authority (SLPA) said.

"For this service, all three lines have deployed one vessel each with a carrying capacity of 1,200 TEUs (Twenty-foot Equivalent container Units)."

The service will turn around at Colombo and as a result all exports from the Indian sub -continent and Far East for east Africa will be transshipped via Colombo, the SLPA said."

Prime Minister D. M. Jayaratne told parliament yesterday that the government had information that LTTE cadres who had escaped from the North were now operating with underworld groups.

Moving a motion seeking the extension of the state of Emergency for one more month, the Prime Minister said that those LTTE cadres earned through clandestine operations carried out with the help of the Southern underworld.

The International network of the LTTE had arranged for the necessary funds and other facilities for those remaining cadres, he said.

A large number of firearms used by the LTTE had been smuggled into the South and there was a danger of those lethal weapons finding their way into the hands of those being re-settled in the North and the East, he said.

The Prime Minister said: "Existing LTTE cadres have not given up their dream of winning a separate state. This became evident when an LTTE flag was hoisted at a function in Philadelphia, where the so-called transnational government of Tamil Eelam was formed. One of the topics discussed there was how to resume the LTTE struggle for a separate state in Sri Lanka."

The government had received information that LTTE had funded several apartment complexes in Colombo. The security forces were investigating the matter, he said.

A large number of LTTE cadres had, the Prime Minister said, escaped from the North during the final stages of the humanitarian operations and they had joined the underworld groups in the South.

He said the government had sought the assistance of other nations to tackle the problem and a large number of countries had responded positively. India had further extended the ban on LTTE.

Rajapaksa meets Tamil political leaders

COLOMBO: Sri Lanka's president met ethnic Tamil leaders on Monday and promised a political solution to a protracted ethnic conflict for the first time since his forces ended the country's 25-year civil war last year.

President Mahinda Rajapaksa met Rajavarothayam Sambanthan, leader of Tamil National Alliance, and asked them to trust him to deliver a solution, the president's office said in a statement.

"Trust me, and together we can find a solution to the problems faced by all our people," it quoted Rajapaksa as saying. "I want a permanent solution. But, I will not bow down to terrorism, and what the terrorists wanted I will never give."

This is the first time the two sides have met to discuss a political solution since government troops defeated the Tamil Tiger rebels last year.

The rebels had been fighting against the government to create an independent state for ethnic minority Tamils. According to U.N. estimates between 80,000-100,000 people were killed in the violence, but human rights groups say the actual number could be much higher with thousands of civilians dying in the final months of the war.

The meeting also was significant because it took place ahead of Rajapaksa's visit to India amid repeated calls by Sri Lanka's giant neighbor to solve the problem by devolving power to the Tamil majority provinces.

Rajapaksa is scheduled to start a four-day visit to India on Tuesday and the issue of a political solution is likely to be raised. Sri Lankan ethnic conflict is a sensitive issue to India with 60 million Tamils living in its southern Tamil Nadu state.

Minister blames Sri Lanka's Tamil alliance for current plight of Northern civilians

Jun 06, Colombo: Sri Lanka's Deputy Resettlement Minister Vinayagamoorthy Muralitharan has held the Tamil National Alliance partly responsible for the current plight of the Tamil civilians in the North.

He has said that the TNA continued to support the LTTE and its war efforts when everyone including himself defected from the LTTE and called on the organization to give up arms and stop the war.

Muralitharan has said that it is the continued war that has now placed thousands of civilians in the North in great misery.

The Minister made these comments to the local media in response to the concerns raised by the TNA on the plight of the displaced as well as the recently resettled civilians following a fact finding mission by party members to the North recently.

The deputy minister while denying the concerns raised by the TNA blamed the party for the plight of the Northern civilians.

Muralitharan said that there are about 50,000 IDPs remaining in the camps and the government expects to complete the resettlement programme by August this year.

However, TNA Leader R. Sampanthan denying Minister Muralitharan's statement said it would not be correct to say that the TNA backed the war.

He has said that the TNA had impressed up on the government and the LTTE that the solution to the ethnic issue should be essentially political. The TNA tried its very best to bring the war to an end, but unfortunately, the TNA was not successful in its protests against the war.

He has added that the government had an objective of militarily decimating the LTTE and did not want to move away from that stance.

Sampanthan has further noted that it was the ruthless persecution of war regardless of the plight of civilians that resulted in leaving thousands of civilians destitute in the North.

The private sector of India had handed President Mahinda Rajapaksa a white paper containing its position on the India-Sri Lanka Free Trade Agreement (FTA) and the need for both countries to enter into a comprehensive economic partnership agreement (CEPA), a trade official said.

The Federation of Indian Chambers of Commerce and Industry (FICCI) presented the white paper (a term usually used for an authoritative report or guide that often addresses issues and how to solve them. White papers are used to educate readers and help people make decisions.) to Rajapaksa and other top government officials at the IIFA Business Forum in Colombo last Friday.

An official said: "This document highlighted the achievements under the FTA, it also highlighted several problematic areas the two countries would have to work on. It also spelled out the need for the two countries to enter into a comprehensive economic partnership agreement."

He said the document pointed out that in this modern world trade, services and investments was interrelated and harmonisation of procedures (such as customs), standardisations and certifications were important for the smooth flow of trade.

FICCI proposed the CEPA would be the best way forward, both in terms of addressing the problems in the FTA and increasing the benefits.

"The FTA has its problems and FICCI’s position is that a complete package, such as CEPA, can be used to address these issues and create institutional synergies that would better facilitate trade, rather than trying to resolve issues piece-meal," the trade official said. "This document would indicate the perspectives of the Indian private sector."

An FTA is usually a first step taken between two countries hoping to enter into a more comprehensive agreement involving trade and other economic activities. The FTA between Sri Lanka and India is 10-years old and trade officials insist the benefits to Sri Lanka have outweighed disadvantages.

Last week, a senior government minister said Sri Lanka would sign the CEPA with India by the end of this year after an extensive stakeholder consultative process in completed. The government was serious about getting inputs from consumers as well.

Many Sri Lankan exporters faced difficulties under the FTA because of non-tariff barriers and some of them opposed CEPA fearing it would be disadvantageous, that it would open the floodgates to Indian imports while India constricts exports from Sri Lanka through various barriers, the official said.

President Rajapaksa, who met some of them recently, said the government would not enter into any agreements that would be unfair to Sri Lanka.

Before the FTA came into effect in March 2000, exports to India stood at 1 percent of total exports, imports from India accounted for 8.5 percent of total imports, while the number of products exported to India was 505 by the end of 1999. India was the 14th highest export destination while investments from India amounted to less than 2 percent of total FDIs.

By the end of 2008, investments from India accounted for 14 percent of total FDIs, the number of products exported to India increased to 869 while India became the fifth largest export destination. Exports accounted for 5 percent of total exports while imports from India increased to 25 percent of total imports.

Trade economists concede however, that Indian imports would have grown without the FTA, but export growth to India was facilitated through the FTA. Several Indian companies abused the FTA to gain duty free access to Vanaspathi and copper exports from Sri Lanka into India. These items dominated Sri Lanka’s export basket to India (50 percent of exports) with little benefit to the country.

Without these items, exports amounted to US$ 58 million in 2000 and increased to US$ 278 million by 2006.

According to the Institute of Policy Studies, several new products have since gained access to India.

The export of furniture, antibiotics, ceramics have grown over the years and while 22 percent of exports received preferential treatment in 2001, it increased to 75 percent by 2006. Restrictions on tea and garment exports have also been lifted recently.
